Lawmakers decide ‘enough is enough’ Graham Companies announces with lack of solutions to traffic gridlock Main Street banner art winners By David L. Snelling The Miami Laker staff Following a series of meetings and seminars with the state and county to solve the long-running traffic problem and ease residents’ frustration of getting held up in gridlock for longer waiting periods, Miami Lakes officials were left deeply disappointed over the lack of commitment and decided to take matters into their own hands. Councilmember Tony Lama was upset and vocal as the town’s recommendations and requests for solving the traffic problems to FDOT and the county have apparently fallen on deaf ears.

He said it’s crucial that Miami Lakes fix the roadway plight because of the addition of a new mega mall outside of the town’s boundaries and Lennar Corporation’s project to build 484 homes west of I-75 in Hialeah. With no concrete plan in sight, Lama said the traffic would come to a complete standstill for hours and conceivably cause an exodus. “People are talking about moving out of our town because of our traffic,” Lama said in a memo to his fellow council members that was discussed at the February 2 meeting. “If I were considering moving my business to Miami Lakes, I would not do it based on

the situation today. Frankly, if I had to wait 20 to 30 minutes to leave my neighborhood, I’d be as angry as the residents that continue to rightfully e-mail and message us weekly.” Lama said the town needs to push the issue until the agencies create a plan in the near future to preserve the residents’ quality of life. “We can send a firm and strong message to all of the respective agencies that we want a plan, that we want it soon, and that we will not have our quality of life taken from us in Miami Lakes,” Lama said. “I will no longer accept the

Brian Rodriguez sworn in as M-Dade Youth Commissioner

Three legislators fight for grants to aid Miami Lakes State Representatives Manny Diaz Jr. and Jose Oliva are working with Senator Rene Garcia to bring crucial dollars to infrastructure and water projects needed for the Town of Miami Lakes. The town is represented by Diaz and Oliva in the Florida House and Garcia in the Florida Senate. The budget recess includes Phase Two of the Canal Stabilization project ($1 million), Lake Sarah drainage improvement project ($400,000) and improvements for the west drainage in the southwestern portion of the town ($500,000). These projects are essential for the town to repair severe erosion in the canal banks, repair and prevent property damage due to heavy flooding, and increase water quality. The projects are considered so vital to the residents that the town is providing matching funds of up to $700,000. “As a representative of Miami Lakes, it is always a priority to work with my state and local leaders to serve the people of Miami Lakes,� Diaz said. “These projects are needed in the community and I will continue to fight for them.� Diaz, Oliva and Garcia are working with the leadership in the Florida Legislature to ensure these projects are funded in the 2016 budget by the end the 60day Legislative Session.

MIAMI LAKES RESIDENT Brian Rodriguez was sworn in for his second term as a Miami-Dade County Youth Commissioner. Rodriguez was reappointed by Commissioner Esteban Bovo Jr. as one of his two Youth Commissioners to represent District 13 including Miami Lakes, PSN and Hialeah. Rodriguez is a senior at Pace High School and a member of the Miami Lakes Youth Activities Task Force. He is the son of Councilmember Nelson Rodriguez.

M.L. Chamber hosts M-Dade Com. Esteban Bovo on Feb. 10 Miami-Dade County Commission Vice Chair Esteban Bovo Jr. is the guest speaker for the Miami Lakes Chamber of Commerce monthly membership luncheon, which is scheduled for 11:30 a.m., Wednesday, February 10, at Don Shula’s Hotel. Bovo is planning to discuss county-wide issues for 2016, and offer his take on Mayor Carlos Gimenez’s State of the County address, which he delivered late last month at the Miami-Dade County Auditorium. Bovo was first elected to the Miami-Dade County Commission in 2011 to represent District 13, which includes the town of Miami Lakes, the city of Hialeah, Palm Springs North and several other unincorporated neighborhoods. Bovo commenced his public service career in 1998, when he was appointed to fill a midterm vacancy on the Hialeah City Council. Subsequently re-elected twice, Bovo was elected to serve as the council’s president, where he earned the respect and admiration of his colleagues and developed a reputation as a consensus builder. In 2008, Bovo was elected to the Florida Legislature to represent House District 110, and was reelected without opposition in 2010. Bovo’s hard earned reputation as a consensus builder was recognized by his peers when he was elected chairman of the Legislature’s Hispanic Caucus, and again when he was appointed

As a county commissioner, Bovo serves as chairman of the Transportation and Mobility Committee, and is a member of the Unincorporated Municipal Services Committee and the Strategic Planning and Government Operations Committee . News and Notes from the Town of Miami Lakes Town honors Library bookmark winner Movies in the Park Series features Inside Out on Feb. 5 Riley has moved to San Francisco leaving her with jumbled emotions. Join with the Miami Lakes Youth Activities Task Force as the 8th annual Movies in the Park series presents “Inside Out” sponsored by Palmetto General Hospital at 7:30 p.m. on Friday, February 5. The free movie watching event will be held at Miami Lakes Picnic Park West, 15151 N.W. 82 MIAMI LAKES K-8 CENTER student Sofia Palomino left her mark on literature, as she won the Miami-Dade Public Library’s bookmark design contest for the 9-12 year-old category, and her bookmark will be distributed at all the county-wide libraries. Palomino, 11, was honored at the January Miami Lakes Town Council meeting for her winning design, which will also be featured on the library’s website. Volunteers sought for Public Art Advisory PAC Miami Lakes is looking for professional artists in the town to serve as volunteers on a Professional Advisory Committee (PAC) for the design of the Town’s new Youth Center’s public art project. The PAC will be responsible for assisting the Town with the review and recommendation of applications submitted through the Miami-Dade County Art in Pubic Places Call to Artist process.

The time commitment is estimated to be a few hours per month in the evenings beginning in February through November. Town employees, their immediate family members, and artists submitting an application through the Call to Artist are excluded from serving on the PAC. The volunteer opportunity is a chance to get involved in the Miami Lakes community and to make a difference while learning

more about government and its processes. News and Notes from the Town of Miami Lakes Charter Revision Commission welcomes residents’ input Every 10 years, the Town Council is required under Section 7.4 of the Town’s Charter to appoint seven individuals to serve on a Charter Revision Commission which is charged with reviewing the Town Charter, outlining findings and making recommendations if necessary. ‘The Spot’ offers variety of events for youth in February “The Spot” at Miami Lakes Youth Center, 6075 Miami Lakes Drive, has scheduled a variety of cool events during February. Wednesday, February 10 is Mardi Gras Night at The Spot with middle and high school students invited to celebrate Mardi Gras at an “open hang” night with music, games and free pizza, courtesy of Papa Johns. The event runs from 6 to 8 p.m. Participants are urged to wear festive colors and be ready to parade in beads and masks. Tuesday, February 16 is a Teacher Planning Day and PEAR Programs will host a “Space is the Place” event for kids ages 5 to 15. Town honored for financial reporting Town of Miami Lakes has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States for its comprehensive annual financial report for fiscal year 2013-2014. The certificate is the highest

form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government, its staff and management. The Town’s comprehensive annual financial report has been judged to meet the highest standards of the program including

Town lawmakers grow tired of lack of response to solve traffic congestion (Continued from Page 1) answer that its a problem countywide and we have to accept the status quo. We need commitments, we need ownership of this issue, we need accountability, and we need a plan for resolution.” Councilmember Ceasar Mestre, who shares Lama’s frustration, said Miami Lakes can’t afford to wait for the two agencies to resolve the traffic issues. “We have identified it as a regional matter, however, if we continue waiting for third parties, they may be ongoing longer than necessary,” Mestre said in his memo that was also discussed at the regular meeting. “It’s obvious that we will not come up with a solution during one council meeting, but we can discuss this openly and try to explore options.” Mestre suggested exploring “non-traditional” alternatives such as using reversible lanes during peak traffic hours at two major areas of concern: East/west on Miami Lakes Drive and north/south on N.W. 67 Avenue – Miami Lakes Drive between 87 and 79 avenues, and on 67 Avenue between 167 Street and Miami Lakeway North. “We can think outside the box and possibly create a timeline with an idea of what to expect in the near future or a long term solution,” Mestre said. The dialogues between town officials, FDOT and the county seemed to be a source of strength for fixing the traffic issue, including a Transportation Summit initi-

ated by Lama and Councilmember Nelson Rodriguez last year and their subsequent meetings with the two agencies to explore more ways to alleviate the gridlock. But Lama said FDOT and the county have yet to follow up on the town’s recommendations and requests in an effort to resolve the problem that included a transportation improvement plan as part of Miami Lakes’ new Strategic Plan. The proposal offers solutions to the gridlock on the city’s busiest roadways: Traffic signal priority at intersections utilizing technology and more police; improvement of pedestrian connections across N.W. 67 Avenue within Town Center; pedestrian infrastructure improvements to ensure compliance with the Americans with Disabilities ACT requirements for pedestrian facilities throughout Miami Lakes; facilitate carpooling of trips for drop-off and pick-up of school children; connect the existing and future greenways on N.W. 170 Street, N.W. 67 Avenue via N.W. 169 Street; and extend N.W. 59 Avenue south to Miami Lakes Drive. Some Miami Lakes residents even offered their versions of solving the traffic plight, including opening up the I-75 ramp on Miami Lakes Drive near N.W. 87 Avenue, placing a “No U-Turn” sign on Miami Lakes Drive heading west and police presence near the area. Miami-Dade County is possibly working on plans to help enhance mobility throughout the 6.5 square-mile town.

Late last month, Mayor Michael Pizzi and town staff attended the “Safer Streets Public Officials Breakfast” seminar with national traffic experts, MiamiDade County Mayor Carlos Gimenez and County Commissioner Esteban Bovo Jr. to discuss traffic improvement plans. The goal was to gather information to implement a “Complete Streets” program in Miami Lakes that will reduce traffic, promote bike paths and ensure safer walkways for residents, Pizzi said. “Our town’s priorities include reducing traffic congestion and ensuring public safety,” said Pizzi. “The ‘Complete Streets’ approach serves our town’s long term goals to implement a comprehensive solution to all our traffic and pedestrian safety issues.” Guest speaker Gabe Klien, former Transportation Commissioner for Washington D.C. and Chicago and the author of Start-Up City, shared his experience of changing the transportation culture in the Nation’s Capitol and the Windy City. But Lama wants to step up efforts and give some kind of “concrete” answers to residents who are uncertain about the town’s future. “I don’t want to sit idly any longer,” he said. “I don’t want to continue to tell residents that we have ideas and no concrete plans. I am not going to assume that bureaucrats outside of Miami Lakes have our best interest at heart. I will not put our future in their hands and assume they will take care of us.”

Summary of agenda items for action at February 2 Town Council meeting The Miami Lakes Town Council was expected to take the following actions at its February 2 regular meeting: • Lawmakers were expected to give their final approval for an ordinance to amend the current budget by carrying over the prior year’s estimated surplus to fund the completion of capital projects that were budgeted and commenced in the prior fiscal year, allocate funds for settling Mayor Michael Pizzi’s reinstatement lawsuit and allocate funds from the town’s fund balance to reimburse FEMA for hurricane related expense disallowances. Since first reading of the ordinance in January, the town identified $500,000 in non-department funds for Pizzi’s legal fees settlement of $460,000, while $40,000 will be transferred to the town attorneys budget for attorney’s fees to the Lydecker Diaz law firm for defending the town in the mayor’s two lawsuits. • Council members gave their initial approval for an ordinance to allow alternative roofing materials for single family and two-family properties where that material simulates barrel tile or flat tile. The town’s current land development code requires that pitched roofs on new single-family and two-family properties be constructed of cement or ceramic tile (barrel tile or flat tile), or metal where it simulates flat tile or barrel tile. Technology advancements, however, have led to new roofing

materials, aside from meal, that can simulate barrel tile or flat tile, and which have been granted product approval by Miami-Dade County under the Florida Building Code. • Council members were expected to approve a contract with David Plummer and Associates for design services for safe routes to school project. The contract amount is not to exceed $63,000. The project proposes construction of a continuous 8-10 foot multi-use trail on the east side of Miami Lakeway North and Miami Lakeway South, connecting Miami Lakes Middle and Miami Lakes K-8 Center. The project includes a new shared use path, swale restoration/improvements, drainage improvements, curbs, gutters, sidewalks, landscaping, signage and stripping. • Council members were expected to approve Pizzi’s recommendation to amend the town’s comprehensive master plan and town code to implement the traffic public safety and complete street solutions to include speed limit changes, traffic control devices and policies on bike and pedestrian lanes and roadway improvements. Pizzi said the traffic safety and congestion reducing measures have been in the works since the town incorporated in 2000, and needs to be amended to reflect the changes of today. • Council members were

expected to approve Town Attorney Raul Gastesi’s recommendation to hire the law firm of Weiss, Serota, Helfman Cole and Bierman for legal consulting services for the Miami Lakes Charter Revision Commission. The proposed retainer agreement includes the law firm’s work on historical background, implementation of revisions and amendments, ballot language and notices concerning the election. • Council members were expected to approve Gastesi’s recommendation to add up to $50,000 for legal fees as the town prepares to fight Pizzi’s second lawsuit in which he’s asking the town to pay about $2.5 million in attorney fees from his criminal trial. The law firm of Lydecker Diaz is representing the town in the lawsuit.

Referendum to decide if tax districts revert to M. Lakes Last month, the Miami-Dade County Commission, on a 11-0 vote, gave a preliminary nod on first reading for an ordinance to turn over the special taxing districts to local municipalities, which would be placed on a referendum in August to determine if residents approve of their cities operating the mechanism to improve services not otherwise equitably rendered to certain areas. For Miami Lakes, if residents approve the ballot, the town would take over the special taxing districts for street lighting and guard gates that the county has provided for more than 30 years. The town would also take over the mechanism for maintaining the canals in the areas of Lake Patricia and Lake Hilda if residents approve a separate ballot to create a new special taxing district for water improvements in their

neighborhoods. The ordinance to turn over the special taxing districts to local cities was sponsored by Commissioner Esteban Bovo Jr., and co-sponsored by Commissioners Sally Heyman and Juan Zapata According to the county, residents must approve the referendum for a charter change for the turnover to be official. If so, the town would close the existing special taxing districts by settling any debts with the county and opening up new special taxing districts within Miami Lakes. The same tax amount MiamiDade charged to residents to operate the districts should apply to the new ones, according to county officials. A second reading and public hearing on the ordinance was scheduled for February 2.

School Board approves several Perla Hantman proposals The Miami-Dade County Public School Board unanimously approved two items proposed by Board chair Perla Tabares Hantman at its regular meeting this week. Wrestling Hall of Fame honor for Frank Pelegri By Rene D. Basulto Special to The Miami Laker Pace High School’s long-time wrestling coach Frank Pelegri will be inducted into the National Wrestling Hall of Fame’s Class of

2016. Pelegri was nominated to receive the “Lifetime Service to Wrestling” Award by the Florida Chapter of National Wrestling Hall of Fame and Museum located in Stillwater, Oklahoma.

This is the second Hall of Fame Pelegri has joined in recent months, as he was inducted into Pace’s Hall of Fame this past November. He arrived at Pace in 1996 after years of coaching

wrestling at the University of Minnesota, Lyndonwood University, and Chaminade-Madonna College Preparatory. In his nearly 20 years at Pace, he coached the wrestling team to a state title in 2000, making Pace the first state champions from a Miami-Dade County private school. “The fact that Pace is a Christ

centered school is so important for building students' characters and confidence. I consider this school a real blessing in my life and I'm very proud to be in the Hall of Fame,” said Pelegri. Pelegri will be inducted at the National Wrestling Hall of Fame Florida Chapter’s Honors Banquet on August 6.

Hantman appointed to MPO Fiscal Priorities Committee Miami-Dade School Board Chair Perla Tabares Hantman was appointed to the Metropolitan Planning Organization (MPO) Fiscal Priorities Committee by MPO Chair Jean Monestime. new head coach who told his players he is here to win. Bringing a wealth of coaching experience that includes two state championships, Johnson believes he can turn around a 4-6 team and mold them into contenders in a district with fierce competition. But the first step at giving his squad a run at the championship is his players must show leadership, stepping up and facing the tough challenges to become a winning football team. He also wants his players to have fun while playing the game. “For me, it’s awesome being here,” said Johnson, who was previously the defensive coordinator at Edison High. “I am very excited to have the opportunity to move forward and take this program to the next level. I am anxious to get started.” Johnson, who played for the San Francisco 49ers, said the bright spot for the team, so far, is

12 returning players who can help build a winning tradition at Hialeah Miami Lakes. “I was surprised at the players coming back to play this year,” he said. “They are at the experience level that can help bring the team together to get the job done. They can help the younger players go forward. But it takes a process and we are willing to work hard to be a good football team.” Johnson’s experience as a coach and player on defense could reshape the Trojans’ defense which allowed a lot of points last season. At Edison, Johnson’s penurious defensive unit finished in the top 10 in all categories, including interceptions, sacks, causing fumbles and loss for yards. He stopped short of saying his group drew a similar comparison to the 1995 Miami Northwestern High team that won the state title with the No. 1 ranked defense in the state. Johnson, a defensive end, anchored the defense along with linebacker Nate Webster, who later played for the Cincinnati Bengals and Tampa Bay Buccaneers. “We plan to run an old school defense,” he said. “At Edison, we did different things that made offenses wonder what we were going to do next. I think we made it tough on them.” Johnson was an All-American player at FAMU and a defensive force in the NFL and the Arena Football League with the Tampa Bay Storm.

The Trojans must overcome tough challenges in their district next season, which features powerhouses Northwestern, Norland, Carol City and Central, which won its fourth consecutive state championship, and fifth title in six years. “We know what we have to do to win,” he said. “The goal is to build a winning tradition.” Basking in the state championship glory as a player and coach, Johnson wants his players to experience the same excitement. He was the defensive line coach for Killian High and Northwestern High when the two teams won their state titles in the 2000s. Johnson admits he will have mixed emotions facing his alma mater for the first time in his coaching career. “I look forward to the challenge,” he said. “But I still bleed blue and gold.” Johnson has already reached most of his players who are willing to play for him but with a new demeanor. “The problem last year for our team was no discipline and lack of leadership,” said one player. “No one wanted to step up.” Hialeah Miami Lakes principal Eric Acosta told the players he made good on his promise to hire the best coach for the team. “I got you the best coach to give you an opportunity to win,” he said. “The talent is here. We bleed orange and blue and we bleed for each other.”

In football, making the Class 5A-Independent First Team Offense were Dade Christian quarterback Alec Carr (101 of 155 passing attempts, 1,717 passing yards, 21 touchdowns and three rushing touchdowns), and his teammate wide receiver Dewayne Terry (42 receptions, 692 yards and 15 total touchdowns). Making First-Team Defense honors was Dade Christian defensive back Jordan Coley (53 tackles, 6 interception and fumble recoveries). Second Team Offense members

St. Thomas receives grant for Empowering Young Disciples St. Thomas University (STU) has received a grant of $557, 588 to establish STU IMPACT: Empowering Young Disciples. It is part of Lily Endowment Inc.’s High School Youth Theology Institutes initiative, which seeks to encourage young people to explore theological traditions, ask questions about the moral dimensions of contemporary issues and examine how their faith calls them to lives of service. STU’s Institute for High School: STU IMPACT: Empowering Young Disciples, in collaboration with the Catholic Archdiocese of Miami, will create opportunities for sophomore

through senior high school students to discover and explore their faith. During an intensive eight-day program, tentatively scheduled for June 11 to 19, 2016, students will live on campus, learn from renowned scholars, and participate in local and regional civic engagement activities. Activities will include formal theological education and a midyear convocation. In addition, students will design and implement a service learning project to be implemented in their home community or parish.

NFL honors Pace High for developing Kayvon Webster The NFL honored Monsignor Edward Pace High School with a commemorative golden football in celebrating school alumni Kayvon Webster’s pro career, as he is preparing to play in his second Super Bowl. The Denver Broncos cornerback played in Super Bowl XLVIII in 2014. The football commemorates the golden anniversary of the Super Bowl, as the NFL recognized Pace as a member of the Super Bowl High School Honor Roll for its role in developing and supporting the career of the All-

Summary of high school soccer action in January In girl’s soccer, Gulliver Prep shut out Mater Lakes Academy, 7-0, in the Region 4-2A semifinal. Monica Zabian led Gulliver with three goals and her teammate, Katrina Pardo, added two goals, one of which was from 55yards out on a free kick from midfield. Isabel Garcia, an eighth-grader celebrating her 14th birthday, scored the final goal of game with a top-shelf blast. Beatrice GarciaHerrera opened the scoring. Also in girl’s soccer, American Heritage shutout Goleman, 9-0, in the regional semifinal. For boy’s soccer, Belen Jesuit blanked Mater Academy, 6-0, in the District 16-4A semifinal game. The undefeated Wolverines proved to be too much for the Lions, as Belen scored twice in opening minutes of the game and cruised to victory. Francisco De la Camara dominated the contest as he scored four of his team’s six goals and now has a county-best 47 this season. Juan Pereira had the other two goals for Belen. Mater finished the season with an 8-7-5 record.

MIAMI DADE COLLEGE guard Darius Williams is just a freshman but he’s making an upperclassman impact on the basketball court. Late last month, Williams was named NJCAA Region 8 Men’s Basketball Player of the Week and Division One Men’s Basketball Player of the Week following stellar performances in two back-to-back games. On January 12, Williams led the Sharks with 31 points on 11-of-19 shooting from the field and 4of-8 from three-point range, as his team defeated nationally sixth ranked Palm Beach State College, 77-65. Four days later, Williams scored 35 points, as the Sharks defeated ASA College 84-68.

MANNY REYES JR. a 7th-grade student at Miami Lakes K-8 Center, participated in the Miami Marathon Run for the fifth consecutive year on Sunday, January 25 in Downtown Miami. He scored the fastest time in his school again with help from his coach, World Class Runner and the school’s physical education teacher Alexis Garcia, who recently competed his Run Across Cuba marathon, a 1,000 mile run from Punta de Maisi to Cabo de San Antonio in 35 days. Pace High nominates five for Silver Knight awards

Basulto Special to The Miami Laker Monsignor Edward Pace High School seniors Michael Barcelo, Mia Bravo, Daniel Labrousse, Maya Lora and Brian Rodriguez are the school’s 2016 nominees for the prestigious Silver Knight community service awards given by The Miami Herald and El Nuevo Herald. Barcelo, Pace’s nominee in the Science category, has worked tirelessly to raise funds and awareness in the fight against cancer. The topic is close to Barcelo’s heart as he is a survivor of childhood leukemia. He and his friends formed “Team Mooo” to raise money and help others fight cancer since their elementary school days at Our Lady of the Lakes Catholic School and continued their efforts at Pace. The group raised thousands of dollars last year for the American Cancer Society’s Relay for Life in Miami Lakes. Bravo is the nominees in the World Languages category. She has made her community service an international effort. Starting in

her freshmen year, Bravo created the organization Calzando Caminos, which collects gently used shoes and sends them to impoverished children in Colombia. Labrousse is the nominee in the Business category. Labrousse was primarily recognized for creating and running the Something to Give organization, which has aided the needy in Miami through monthly feedings of the homeless, giving away hygienic kits and blankets, collecting donations for children’s shoes and clothing, and many other activities. The group recently became an official ministry of the St. Rose of Lima Church. Lora, who is the nominee for the English and Literature category, has been heavily involved at Pace through her writing, as her articles have been published in the Florida Catholic newspapers, as well as the Archdiocese of Miami website. She is currently the Editor-in-Chief of Pace’s Spartan City Press newspaper and works

as a Copy Editor for Pace’s Torch Yearbook. To give back to her community, Lora established a tutoring program at Mother of Our Redeemer Catholic School where she mentors elementary and middle school students to develop their skills and a love of reading and writing. The last nominee in the Social Science category is Rodriguez, son of Miami Lakes Councilmember and Pace alumnus Nelson Rodriguez. He has dedicated himself to being involved in city government as part of the Miami Lakes Youth Activities Task Force. As part of the Miami Dade Youth Commission, he has also worked closely with District 13 County Commissioner Esteban Bovo Jr. to organize and promote different events in Miami Lakes and neighboring cities. He says his main goal is getting more youths engaged in politics, even presenting ideas to the Miami-Dade League of Cities on how they can form their own youth commissions in their cities.

Miami Lakes K-8 Center’s Media Specialist Ibis Mendoza up for ‘Life Changer’ award Ibis Mendoza, a media specialist at Miami Lakes K-8 Center, was recently nominated for the National Life Group’s Life Changer of the Year Award, for her passion for books and reading stories to students and helping them find the books they request. The annual program recognizes and rewards K-12 education professionals, including full-time teachers, administrators or any member of a school staff who makes a difference in the lives of students. According to school officials, students and parents, Mendoza has patience and understands that some students need extra attention. She helps both students and staff grow into the best versions of themselves they can be. For example, a shy student didn’t like eating lunch in the school’s cafeteria because of the noise. One day, the student walked into the library and asked Mendoza if it was okay eat there. Since that day, the student comes into the library, not to eat lunch, but to speak to Mendoza. The student is now a confident graduate of Miami Lakes K-8 Center. “Mrs. Mendoza’s kindness and charisma helped the student grow as a person,” said the school’s staff. “This is just one of her many amazing qualities as an educator, media specialist and person.”

Parents, whose children are enrolled at the school, said they marveled at Mendoza’s work ethics that influence and inspired their kids to do well in class. “Words cannot describe how appreciative I am to have her as our media specialist,” said Viana Sanchez. “She has impacted my daughters’ lives forever. They love her dearly and she has earned our profound admiration.” Sara Cino, also an educator, echoed similar sentiments. “Ms. Mendoza has been a great influence on both myself as a teacher and my six-year-old daughter,” she said. “She is always there to help me find fun and meaningful resources for my music classes.” Marlene Garcia said Mendoza also does well in other areas outside the school. “She is an amazing wife, mother, teacher and friend,” Garcia said. “I am one of those fortunate to have witnessed her in all of these roles. She is the most caring and unselfish person I know.” For 2015-2016, a total of 16 winners will be chosen by the selection committee to receive cash awards that are split between the individual winner and their school. The national Grand Prize award is $10,000. The top five winners will also be honored at a national awards ceremony.

Spanish Lake Elementary names Quintana, Herrera as top teachers Known for their positive relationships with students and adults, consistent excellence, and experts in instructional materials, Spanish Lake Elementary teachers Nayeli Quintana and Christina Herrera were honored as the school’s 2017 Teacher and Rookie Teacher of the Year, respectively. Quintana arrived from Cuba in the fifth grade with no knowledge of the English language, but her perseverance paid off. In 1993, she graduated from Hialeah High with top honors, a scholarship to continue her education, and a wedding ring. Due to a heart condition, Quintana’s first daughter required attention and medical care which elongated Quintana’s graduation from Florida International University, but she nonetheless completed her studies, once again with top honors, with two bachelors degrees in Early Childhood Education and Elementary Education K-6. Quintana is driven by the words of Nelson Mandela, “Education is the most powerful weapon which you can use to change the world.” She lives by these words with high expectations for each child in her class - no matter their background or limitations - to succeed and she insures that they do. Two M. L. Educational Center BGEC’s Civics Academy earns honors students named Posse Scholars in ‘We the People’ District competition

The scholarships, four-year full tuition valued at a quarter of a million dollars, were awarded to a select number of students across South Florida. The Posse scholarship is awarded to students that have demonstrated leadership qualities as well as a high potential to be successful at a 4-year university and more importantly, make a pro-

Scholars are carefully selected and trained to serve as catalysts for community development. Scholars are placed in supportive, multi-cultural teams, or "Posses" of 10 students. Jones will attend Mount Holyoke University and Luo will attend Franklin & Marshall College this fall.

The students were lead by teachers Ingy Cruz, Jackie Hernandez and John Brady. The group earned first place for Professionalism and the Middle School Award of Excellence. Additionally, Unit Three won first place overall. The outcome of the

state competition is to be announced in May. If the group moves on to the next level of the competition, they could represent the state at the national level for the second consecutive year.

H.O.P.E. program at Spanish Lake Elementary School has students helping save pets After learning and researching information related to H.O.P.E. (Help Overcome Pet Euthanasia/Helping Our Pets Everyday), students at Spanish Lake Elementary realized the importance of H.O.P.E. for humanity towards animals. They decided to become a part of the endeavor to educate others in helping and caring for animals and to gather needed items to assist with care for animals in shelters. Dr. Martin Karp, District 3 member of the Miami-Dade County School Board, endorses H.O.P.E. along with the school board. He sees this as an opportunity to make a difference in the lives of homeless animals and he encourages students to come up with a plan to these needy animals. He is hopeful this “may ulti-

mately lead to a decrease in shelter intakes and an increase in pet adoptions.” Fifth grade students formed a board along with two fifth grade teacher advisors, Sharon Wallen and Jennifer Meneses, in order to plan exactly what they could do to help and make this project a school-wide one. Once they had a plan, the board met with SLE principal, Jacqueline Arias-Gonzalez, for final approval and implementation. The goal of SLE students is to make sure as many pets as possible get the love and care they deserve and need. SLE students are committed to provide many items organizations need in order to better care for animals that have been abandoned and ultimately end up in a shelter and to also educate others in pet care.

Bob Graham’s Bobcat Dance Team competes at Florida International Bob Graham Education Center’s Bobcat Dance Team continues their competition season for the 2015-2016 school year. They attended The American Dance Alliance State Competition on January 17, held at Florida International University under the direction of their coach, Mayri Martinez.

The Bobcat Dance Team competed in 3 team categories and entered five solos in the middle school division. They were awarded second place in Lyrical, second place in the Open, and fourth place in the Jazz routine. They also won an overall Sweepstake Award for competing in three or more categories.

The dancers demonstrated their growth, artistically and emotionally, as they performed their solos, against 31 other soloists, and blossomed as mature dancers. The next destination for the team is the Contest of Champions National Dance Competition set to take place in Orlando.

Pace High FBLA chapter members win awards at District competition By Rene D. Basulto Special to The Miami Laker The Future Business Leaders of America (FBLA) at Monsignor Edward Pace High School continued their long tradition of success as 19 students placed in the top four at the District 26 Awards Ceremony. These students competed in categories that showcased their skills in a multitude of potential careers. First place winners were Armando Barbosa, Andrew

Sanchez, and Brian Gonzalez for Computer Game Simulation; Michael Barcelo, Anthony Rodriguez, and Cesar Jimenez for Banking and Finance; Joseph Basulto for Computer Application; Marlon Garcia for Health Care Administration; and Priscilla Velez for Impromptu Speaking. Second place winners were Savion Constable and Jonathan Williams for Mobile Application; Nicole Diaz and Grace Li for Sports Entertainment; Allison

Oddman for Business Law; and Lexie Perez and Vanessa Valdez for Hospitality management. Third place winners were Anaika Alezi for Accounting II, and Anna Rossi for Business Administration, with Daniel Labrousse placing fourth in Economics. With these awards, all 19 students qualified to compete at the Florida FBLA Leadership Conference in Orlando on March 11-14.

American High art students recognized in Black History Month creative competition Miami Dade County Public Schools selected the artwork by American Senior High School Fine Arts student, Osvaldo Estopian, as the official banner design for this year’s Black History Month. It was chosen from hundreds of entries from schools in Miami Dade County, with 80 pieces being selected to appear in the exhibit. Estopian is a senior at American, and he has a passion for making art. He created the design for an assignment in his art class with teachers Ron Laffin and Kevin Murphy which involved the students researching AfricanAmerican history and culture and then creating a piece of artwork reflecting that research. Estopian’s winning design was printed onto banners that were hung in the Miami Dade School Board’s meeting chambers and other locations for Black History Month. Laffin said “Many of our students are producing incredible artwork, and it’s so nice when that work gets recognition.” Four other pieces of art by American High’s young artists were also selected to appear in the

Miami Dade County School’s Black History Month Art Exhibit. The students were Yanai Fraga, Evan Pierce, Ivan Martinez, and Rianna Wimberly. American’s Fine Arts program has continued the success of 2015 when they tied for the most student entries accepted out of all schools, including arts magnet schools, into the Miami Dade Schools art exhibits for the year. Student artworks from the school thus far this year have been accepted into ”Small Works”, “Scholastic Awards,” “Superintendent’s Holiday Card,” and “Youth Art Month.” The Fine Arts Academy is one of a number of academies at American High geared toward student successes not only in high school but also helping them as they enter college and the career world. Patrice Degraff is the Department Head of the Fine Arts Academy which offers various courses in the visual arts, drama and music. Principal Francisco Garnica has continued to spearhead the overall academy experience for students.

Open enrollment begins for Head Start, Early Head Start programs Miami-Dade County Public Schools (M-DCPS) Office of Early Childhood Programs has started open enrollment for the 2016-2017 Head Start and Early Head Start programs. Applications will be accepted through May 10. Families are urged to apply early. Early Head Start is accepting children ages 2 months to 3 years. Head Start is accepting children, between the ages of 3 and 5. Children must be 3 years old by September 1, 2016. The Head Start/Early Head Start programs are federally funded, comprehensive child development programs serving lowincome children and families. Children with disabilities are included in the program and receive a full range of developmental services. Eligibility for the Head Start/Early Head Start programs is based on family income at or below the Federal poverty level. Children in foster care and families in other situations, including but not limited to those receiving Supplemental Security Income (SSI) or Temporary Assistance for Needy Families (TANF) or experiencing homelessness, are also eligible. Income eligibility requirements for Head Start/Early Head Start may be waived for children with a current Individual Education Plan (IEP) or a current Individualized Family Support Plan (IFSP). Families can apply by visiting any one of the District’s 34 Head Start/Early Head Start sites.
