The Miami Laker staff At the January 17 regular meeting, Council members approved The Graham Companies’ preliminary plat application, consistent with the approved site plan for the completion of Town Center and consistent with the Town Center Zoning District unanimously adopted by the Council on September 1, 2015. The project includes ground floor retail on Main Street with six floors of residential above, another five story residential building, nineteen three-story townhouses and an office building on approxi-

mately 18.65 acres. Significant additional parking will be provided with two structured parking facilities as well as 72 on-street parking spaces incorporated into the plan. The Town Center development has been a goal of the Town’s strategic plans for more than a decade. Councilmember Luis Collazo cast the only no vote on the item. Lawmakers rejected a second application to construct a 120-unit residential project located on a 2.57 acre parcel located at 15800 N.W. 77 Court citing compatibility

and traffic issues. The applicant’s position was that the proposed development was consistent with the Town’s adopted land use code. The plan was rejected even after town staff recommended approval, the developer agreed to pay a mobility fee of $138,149, and displayed building plans to include pedestrian and bicycle improvements of the right-of-way consistent with Miami Lakes’ greenway and trails master plan. Council members wanted to table the item to give the developer time to offer a watered down

Bob Graham civic students lobby Florida legislators at state capitol

BOB GRAHAM EDUCATION CENTER’S Civic Engagement Academy Policy Making Committee traveled to the state’s Capitol in Tallahassee, where the students presented their Sudden Cardiac Arrest Prevention Act proposal in hopes of lobbying lawmakers to enact a law to raise awareness of the risks of SCA due to undetected heart conditions. The group’s project was inspired by the sudden death of 11-year-old Breanna Vergara, who died after she collapsed during dance practice in 2014. She had Wolff-Parkinson-White syndrome, which can be detected by an EKG and cured. The students met with Senator Rene Garcia, State Representative Manny Diaz Jr., and other state lawmakers, along with Miami Lakes Councilmember Frank Mingo in their effort to help stop sudden cardiac arrest.

Crowdfunding workshop set for Town Hall on February 23 Miami Lakes Economic Development Committee will host a Crowdfunding panel workshop on Thursday, February 23, in Town Hall Chambers, 6601 Main Street. Networking and registration will take place from 8:30 to 9 a.m., and the workshop thereafter. Co-sponsored by the MiamiDade Beacon Council, the Small Business Administration, and MICROscholarships, Inc., the workshop will be moderated by Sheri Colas-Gervais of the Beacon Council. In 2015, it was estimated that worldwide over $34 billion was raised through crowdfunding. Crowdfunding (or crowdsourcing) is the practice of funding a project or venture by raising monetary contributions from a large number of people. Crowdfunding makes use of the easy accessibility of vast net-

works of people through social media and crowdfunding websites to bring investors and entrepreneurs together. The workshop will educate participants about the federal and state regulations behind the market’s functionality. In addition to crowdfunding, the panel will discuss other forms of investment such as accredited investor, and the importance of a business plan and its role in obtaining investment. Workshop panelists will include Senen Garcia of the SG Law Group; Raju Mohandas, founder of BridgePoint Financial Group; Orlando Espinosa, cofounder of MICROscholarships, Inc., and Eminio Media. Space is limited and registration is required by contacting Nicole Singletary at singletaryn@miamilakes-fl.gov.

Summary of other actions taken at Town Council meeting of January 17 (Continued from Page 1) version of the plan to appease residents, but the applicant’s attorney rejected the deferral request by Vice Mayor Tony Lama. In casting the only favorable vote on the project, Councilmember Frank Mingo said, “By our town standards, they have a legal right to build. I don’t want the Town to go through another legal battle that we most likely will lose.” In other town council news: • Lawmakers deferred an ordinance to place a six-month moratorium on establishing marijuana dispensing organizations and medical marijuana treatment centers within the town, in order to consider and weigh changes to the town’s land development Code needed to suitably register and accommodate these centers within Town boundaries. In November, Florida residents approved a ballot measure for medical marijuana to expand the medicine to people suffering from cancer, HIV, and Parkinson’s disease. • Council members deferred an ordinance to place a six-month moratorium on the approval of permits to install telecommunication towers and equipment in the Town’s public rights-of-way. The abeyance gives Town officials a chance to weigh the changes to the land development code needed to suitably accommodate the structures within the town’s boundaries, while complying with new state and federal laws allowing

cellphone towers. • Council members approved a resolution to name the Town’s dog park K-9 Cove, which is located at 14048 Palmetto Frontage Road. • Council members approved a resolution authorizing the Town Manager to pursue funding for Legislative priorities for 20172018. The Town is seeking a total of $3.9 million for capital improvement projects such as $1 million for canal bank stabilization project, $65,000 for the West Lakes Drainage Improvements, $328,600 for the Lake Sarah/Lake Hilda Drainage improvements, $1 million for the 59th Avenue Extension project and $1 million for the N.W. 87th Avenue ramp to State Road 924 extension west to the Homestead of the Florida’s Turnpike Project. • Lawmakers awarded a contract to Metro Express Inc. in the amount of $91,300 for Hutchinson Road Drainage improvements. • Council members approved Mayor Manny Cid’s recommendation to allow homeowners’ pending cases that were not resolved during the Lien Amnesty program to go to the Hearing Master for reevaluation, where extraordinary circumstances did occur, but in no event the maximum reduction will be not less than 70 percent of the current lien amount. • Council members approved Cid’s proposal that 100 percent of the impact fees from the proposed American Dream Mall project stay

in Northwest Miami-Dade County to alleviate traffic flow and public services. Later, at a special meeting, council members approved a resolution to ask the county to keep the impact fees in the area. Last week, Cid went before the Miami-Dade County Commission to relay the town’s position of the proposed developments west of I75. “We are requesting that 100 percent of the impact fees stay in Northwest Miami-Dade County to mitigate any potential impact, and that the Town receive a percentage of recurring annual revenue derived from the development to pay for our Strategic Transportation Initiatives/Mobility plan,” Cid said. The Commission approved the transmittal of the $3 billion American Dream Miami project to the State for further review. The project will be back before County Commissioners for final approval in March or April. • Council members approved Lama’s proposal to plant a tree in honor of the late Penny Lambeth, a longtime resident, preservationist and public relations executive. Lambeth was also a board member of the Neat Streets Miami/ Community Image Advisory Board. Lama said the county would like to partner with Miami Lakes to memorialize her contributions to both entities. She was 74.

Town officials, residents establish objectives for 2026 Strategic Plan To its residents, Miami Lakes is widely recognized as a welcoming community with “extraordinary beauty” where state of the art planning concepts create vibrant hubs that are safe and friendly to all people. And that’s the town’s vision for the next nine years, as town officials and residents established their goals and objectives for Miami Lakes’ Strategic Plan during a workshop last month at Miami Lakes Town Hall. Town Manager Alex Rey and his staff gave a presentation on the initiatives, programs and funding the town needs to make the Strategic Plan a success by 2026. The initial steps in accomplishing the town’s goals in nine years include achieving universal environmental sustainability in public and private environments; operations and infrastructure; achieving better communication, transparency and public participation on town-wide issues; and achieving national recognition as a model town for creativity, education, innovation and use of technology. Town staff outlined the initiatives, programs and funding to further make Miami Lakes the best community to live, work and play in South Florida. Creating and maintaining a

public-private partnership to market the town is part of Strategic Plan, costing around $50,000, which was approved by council members earlier last year. Miami Lakes wants to provide better safe routes to area schools, especially along Miami Lakeway South, by implementing the Greenways and Trails Master Plan. The project is estimated at $550,000 and the designs are almost complete. The only achilles heel for Miami Lakes is traffic congestion. Town officials are seeking to improve mobility including allowing left turns from southbound on Montrose Road to eastbound Oak Lane. The town is also targeting other locations for traffic gridlock by conducting studies to come up with solutions to be reviewed by the county for approval. Miami Lakes also wants to add a traffic light at the intersection of N.W. 79 Court and 154 Street to ease gridlock, and improve traffic flow from the east to west direction with an adaptive signalization along 154 Street between N.W. 82 Avenue and Palmetto Expressway. The cost estimate for the latter project is $360,000. For beautification, Miami Lakes is seeking to upgrade its

Beautification Master Plan with gateway improvements near N.W. 154 Street and 77 Court ($200,000); at N.W. 67 Avenue and 138 Street ($200,000); and at N.W. 87 Avenue and 138 Street ($100,000). The West Lakes Reforestation program is also part of the town’s Strategic Plan, as the park’s beautification project is estimated to cost $500,000. About $100,000 was allocated this year to initiate the program which includes removing and replacing canopies in Miami Lakes. The Miami Lakes Optimist Park is slated for a major beautification makeover, as the town is planning to spend $2.5 million on the park’s master plan, and develop the bridge park between Miami Lakes and Hialeah. Also as part of the Strategic Plan, the Town is implementing a Complete Streets at Town Center program to improve transit and pedestrian mobility. The town has already been granted a $50,000 award by the Metropolitan Planning Organization (MPO) for the program. In addition, the town is seeking to replace and upgrade lighting infrastructure in one year for a cost of $360,000.

Main Street Players present Real Women Have Curves running February 3 to 26 On Friday, February 3, the Main Street Playhouse, 6766 Main Street, opens Real Women Have Curves, Main Street Players’ first professional production. The cast and production staff have worked tirelessly to bring this show to the stage, learning lines, refining their Mexican accents, building and decorating the set, and everything else that is necessary to give the show authenticity. Rehearsals began in early January, but preparations that were necessary to transition from a community theater group to a professional one began much earlier. The five-woman cast includes

Rei Capote, Amber-Lynn Benson, Icela Marliese, Vanessa Elise and Marcela Paguaga. The show is directed by Tatyana-Marie Carlo, stage manager is Cindy Castillo, and production manager is Dennis Lyzniak. Real Women Have Curves runs from February 3– February 26, with performances on Fridays and Saturdays at 8:30 pm, and Sundays at 2:00 pm. Lock It or Lose It campaign’s success results in 20 percent reduction in vehicle burglaries In May 2016, Councilmember Ceasar Mestre, in partnership with the Town’s Public Safety Committee and Police Department, spearheaded the “Lock It or Lose It” awareness campaign aimed at encouraging community residents to lock their vehicles and remove any valuables. Miami Lakes Police enacted a variety of investigative and proactive efforts. Additionally, informational flyers on how to prevent these crimes were disseminated by Town police officers during calls for service, business contacts, and homeowner associations’ presentations. As a result, the Town and its Police Department are proud to

Conveniently located in Miami Lakes

report a 20 percent reduction in vehicle burglaries in 2016. Removing valuables from cars and locking doors may seem simple enough, but many residents simply forget or get sidetracked due to the stress of daily life. The theft of a purse, wallet, or documents with sensitive information could also result in identity theft. These crimes can be prevented by simply locking homes, garage doors, windows and vehicles. See something or someone suspicious? Report incidents at any time to the Town of Miami Lakes Police non-emergency line at 305476-5423; for emergencies, always dial 911.

Fitch upgrades town to ‘AA+’ rating Town of Miami Lakes was recently upgraded from an “AA” rating to “AA+” rating for special obligation bonds after the biannual independent review on the Town’s fiscal and budgeting practices by Fitch Ratings. Fitch is one of three nationally recognized statistical rating organizations (NRSRO) designated by the U.S. Securities and Exchange

Commission. Fitch Ratings create value beyond the rating by bringing informed perspective to the U.S. public finance sector. Nearly 90 percent of the world’s largest institutional investors routinely turn to Fitch Ratings for in-depth analysis, comprehensive research and easily understood criteria for rating state and local governments and public

bonds. Fitch Ratings’ long-term credit ratings are assigned on an alphabetic scale from “AAA” to “D”. The upgraded rating is an endorsement of the Town’s fiscal management policies and operations in a coordinated effort between the Town Council and staff.

Cuevas brothers open eye center where they interned By R.A. Romero The Miami Laker staff The corner eye center at 7840 Fairway Drive, Suite 105, has been a Miami Lakes staple for decades. The latest owners of the center are Dr. Jesus and Dr. Jose Cuevas, identical twin brothers that interned at this same location over

a decade ago. Jesus and Jose have gone through life together. While in school, both decided to follow in their father’s footsteps and become optometrists. Both took up DJ’ing as a hobby while attending college at the University of Florida and then the Pennsylvania College of

Optometry, and they met their wives at the same time at an optometry conference. They also live down the street from one another. “Patients sometimes confuse us for one another,” said Jesus. “They’ll continue a conversation they had started the day before with my brother.” The eye center offers comprehensive vision and eye exams, emergency eye care, designer eyewear, contact lens services and lasik consultation and management. Jesus and Jose are Board Certified Optometric Physicians. The Cuevas brothers have been practicing full-scope optometry since 2005 and have owned the Miami Lakes center for a handful of years. The brothers co-own Cuevas Eye Center, and each co-own a separate eye center with their wives. Taking over the Cypress Village Shopping Center location was a longtime goal for the brothers who had appreciated and enjoyed their days interning at the center. They are still recognized by patients that have been visiting the eye center for decades. Despite living in Broward, Jesus and Jose cite the unique and family atmosphere of Miami Lakes that cemented their desire to own a business in the town. The office has gone through major renovations over the years and the brothers, along with the rest of the owners in the building, are looking forward to updating the exterior of the building to match the work done by The

Sophomore Kristia Hudson (Birmingham, Alabama) was named Co-Player of the Week and freshman Alexis Gordon (Palm Bay, Florida / Covenant Christian) was named the league's Freshman of the Week. Pace High has ‘Week of Hope’ during Catholic Schools Week By Rene D. Basulto Special to The Miami Laker It’s a week of “Hope” at Pace High School as it celebrates Catholic Schools Week from January 30 through February 3. “It feels like people are overwhelmed around the world,” said Pace Campus Minister Andres Novela. “One of the messages of the Gospels is that of ‘hope,’ so we want to share that hope with our Pace community and the world.” The week is the biggest fundraiser of the year for Pace’s Haitian sister schools in Moulin, Pewou, and Lormand. The week opens with a Kick-off Mass for Pace students, faculty, staff, and members of the Pace community in the Pace chapel in the morning before school. Throughout the week, Campus Ministry will sell sweatshop-free T-shirts, Haitian food, fair-trade iced coffee, Haitian artwork and

crafts, and more at a fair-trade bazaar held every morning in the Pace plaza. Taizé prayer services with songs and chanted prayers will also be held in the chapel during the week and attended by Pace theology classes. Pace’s Ping Pong club will even host a threeday tournament with all entry fees going towards the Haitian sister schools. February 1 is a day of sister school solidarity where students and teachers are asked to limit their use of technology, electricity, air conditioning and other amenities to re-create the condition of the Haitian sister schools. There will also be a solidarity lunch sold of simple rice and beans meant to emulate the Haitian students’ lunches. Finally, the week concludes with a Eucharistic celebration on February 2 celebrated with the entire Pace student body and a closing prayer service held after school.

M-DCPS holds ‘Take Daughters/Sons to Work’ on Feb. 2 Miami-Dade County Public Schools (M-DCPS) will observe “Take Our Daughters and Sons to Work Day” on Thursday, February 2, instead of the national observance on April 27 to minimize disruptions to scheduled testing (Florida Standards Assessment [FSA], and Florida End of Course

Assessments). Designed to be more than a career day, the program goes beyond the average practice of “shadowing” an adult. Exposing girls and boys to what a parent or mentor in their lives does during the work day is important, but showing them the value of their

education, helping them discover the power and possibilities associated with a balanced work and family life, and providing them an opportunity to share how they envision the future is key to their achieving success.

Bob Graham Education Center students participate in sculpture contest using shoe boxes A group of middle school art students from Bob Graham Education Center participated in the contest titled “School Art for Mankind.” This contest, put together by the organization Street Art for Mankind, entailed creating a sculpture out of shoe boxes which would bring awareness to child forced labor around the world. The BGEC group, which named itself The Bobcat Visionaries, placed fifth out of a large number of participants throughout the district. Images of their work have been posted on several social media sites including Facebook and Twitter. The sculpture will be part of the Street Art for Mankind exhibit which will take place from February 10 through 20. Pace High students travel to Washington, D.C. to attend week-long Close Up 2017 By Rene D. Basulto Special to The Miami Laker Pace High School has been sending students to Washington, D.C. since 1985 for Close Up, a week-long educational experience for high school students to learn about the federal government and visit the nation’s capital. Pace sent 32 students to D.C. from January 16 to 22 for the 32nd year of this Pace tradition, accompanied by chaperones Pace Dean of Students Valerie Lloyd, history teacher Victoria Spadafora, guidance counselor Melanie Otero, and assistant Dean Rebeca Bautista. These Pace students interacted and worked with high school students from across the country as they traveled around Washington, D.C. and attended workshops back at the hotel. With both their Pace group and their Close-Up

groups, students visited the Holocaust Museum and Washington Monument on Monday; the Lincoln, Jefferson, Vietnam, and Korean War Memorials on Tuesday; the recently opened National Museum of African American History and Culture and the Martin Luther King Jr. Memorial on Wednesday; and the Supreme Court, Capitol Hill, and the inauguration concerts on Thursday. The biggest event of the trip was the Presidential Inauguration, which they viewed from the Washington Monument. “The most memorable part about this trip was meeting all of the people from around the country. They exposed me to new views and helped me change my way of thinking,” said Pace junior Hector Santa Maria.

A GROUP of 32 students and four chaperones from Pace High School traveled to Washington, D.C. for Close Up from January 16 through 22.

Goleman’s Anjali Ahmed selected for Presidential Inauguration forum In January 2017, outstanding students from across the United States gathered in the nation’s capital for the Presidential Inauguration Leadership Summit. During this five-day program, which takes place amid the Inauguration of the President of the United States, Summit Scholars gain a deeper understanding of the history behind the electoral process and the traditions surrounding the Presidential Inauguration. Anjali Ahmed, a freshman student in Barbara Goleman’s National Security Intelligence program, was selected as a scholar for the event. Ahmed hopes to become a forensic scientist and join the Federal Bureau of Investigation.

The event took place January 18 through 22. “The Presidential Inauguration Leadership Summit provides students with an opportunity to take part in historic events that coincide with the Inauguration of the President of the United States,” said Andrew Potter, the Chief Academic Officer for Envision and the Presidential Inauguration Leadership Summit. Summit Scholars were inspired to become agents for change after hearing from an unparalleled slate of speakers, including Malala Yousafzai, General Colin Powell, Spike Lee, Abby Wambach, Carly Fiorina, Governor Martin O’Malley, and more. They also had a chance to put that inspiration

into practice while participating in a Delegations for Change, a simulation where Summit Scholars worked together to create workable solutions to the challenges that their generation will face. To further commemorate Inauguration Day, Summit Scholars attended the exclusive Envision Inaugural Gala, held at a Smithsonian Institution museum. In addition to participating in inaugural events and festivities, scholars also had the opportunity to explore the numerous historic sites and memorials in the nation’s capital, as well as participate in activities designed to expand their knowledge of democratic principles and the presidential election process.

Unique Families partners with Mater Lakes Academy for toys for autistic children Unique Families, Inc. started their first toy drive during the 2016 holiday season. On December 23, the majority of the toys collected were delivered to the students at South Florida Autism Charter School, which is being housed at Country Club Middle School. For several weeks, toys were collected and dropped off at Mater Lakes Academy. Once the toys arrived, they were inspected to make sure they were appropriate for autistic children and then they were classified for boys, girls, or unisex. It took five days to inspect, classify, and wrap each present to prepare them for delivery by Santa Claus. Santa arrived on a Hialeah Fire Department truck, followed by a Mater Lakes bus, loaded with toys for the children at the school. The students, dressed in their Christmas pajamas, had a chance to meet with Santa, as his elves and members of the Mater Lakes Key Club helped distribute toys to all the children. Over 400 toys were collected in collaboration with local partners –

Mater Lakes Academy, PSN Town Center, Therapy by Design, Inc., Miami-Dade College North, First Origin Mortgage Lenders, Mater Lakes Key Club, and the Hialeah Fire Department. The toys were distributed to not just the students of South Florida Autism Charter School, but to students at Angel’s Reach Divergent Learning Academy and to North Miami Beach Senior High, as well. “I am blessed to have received so much support for our Inaugural Toy Drive, and look forward to having more events to raise awareness on autism and how to help children and the families affected by it,” said Gail Ulloa, founder of Unique Families. Unique Families, currently has some fundraising projects going on, and are planning more events for 2017, such as a Gala and having the second Annual Walk for Autism event. For more information and how to donate and volunteer with Unique Families, Inc. visit the organization’s website at www.uniquefamilies.org.

MLEC’s Daniela Morales receives coveted Frye journalism scholarship By R.A. Romero The Miami Laker staff Daniela Morales was selected as one of 13 aspiring Florida journalists, and the sole high school recipient amongst university students, to earn the 2016 Barbara L. Frye Journalism Scholarship. The scholarship is named after the Tallahassee bureau chief for United Press International for 38 years and was the first woman to work full time as a state government reporter in Tallahassee covering 11 governors from Spessard L. Holland to Bob Graham. Morales, a senior in the Cambridge program journalism strand at Miami Lakes Educational Center, and the school newspaper’s The Harbinger editor-in-chief, was awarded $1,000 to go toward the cost of her education. She hopes to attend her dream school, Emory University, in Atlanta, Georgia. Morales stumbled upon journalism as a high school freshman after taking an English course with the journalism teacher, Neyda Borges.

“I initially didn’t think I would go into journalism,” said Morales. “But after taking a class with Mrs. Borges I wanted to be in a positive environment with someone that can push me to be better, and she did that for me.” Beginning as a layout and design editor, Morales took over the helm in the summer of 2016. She has focused on political news writing but ultimately decided to begin her college degree with a major in marketing. She considers marketing an extension of the work she’s done in journalism as both are centered on the media. “I want to pursue something that caters to my creative side,” she said. The Cuban-born senior juggles her responsibilities at the school newspaper alongside her academics earning a 3.6 GPA and positions of founder and treasurer of the American Red Cross Club and cabinet member of the Southeast for Junior State of America. Outside of the classroom she interns at The Miami Herald where she writes for the communi-

DANIELA MORALES ty and health sections. “At the Herald,” said Morales, “I’m free to do my own writing, come up with my own ideas and I get a lot of feedback from professionals which is helpful and fulfilling.” After learning of her Barbara Frye Scholarship award win Morales said, “It was a relief. The transition into college can be so stressful and financially complicated so the award helps with that, and also to know my writing earned recognition was exciting.”

New Bishop of Dallas and the South visits Christ the Savior in M. Lakes During the weekend of January 21-22, Christ the Savior Orthodox Cathedral in Miami Lakes was visited by the new Bishop of Dallas and the South, Bishop Alexander (Golitzin). This was his first pastoral visit since installment as diocesan bishop last year. On January 21, Bishop Alexander hosted the Winter Retreat at the Cathedral, focusing on the theme “The Theological Relevance of the Old Testament.” As the former professor of Theology at Marquette University, he drew upon his years of teaching experience and academic research in order to outline an understanding of the Bible rooted in early Christian tradition. He addressed issues like the harmony of science and faith, and the problem with a literal interpretation of the biblical text. On January 22, he presided over the Divine Liturgy, which was concluded with the blessing of holy water for the year. Afterwards, a banquet was held in honor of his visit. As the administrative leader of

the southern diocese of the Orthodox Church in America (OCA), Bishop Alexander oversees parishes from Texas to Florida, and as far north as Virginia. The OCA is the American offshoot of the Orthodox Catholic religion in Europe and the Middle East, a communion of churches including the Russian Orthodox Church and the Greek Orthodox Church. The OCA has a history going back over 300 years, beginning with Russian missionaries to Alaska in 1794. It was granted the right of self-governance in 1970, and began using English as its primary language of worship. The next event at Christ the Savior Cathedral will be the Lenten Retreat with Dr. David Ford and Dr. Mary Ford scheduled for March 18. They will be speaking on the example of faith given in the lives of canonized married saints. For more information, visit www.OrthodoxMiami.org, or call 305-822-0437. BISHOP ALEXANDER
