Marilyn Ruano confirmed as new councilmember By David L. Snelling The Miami Laker staff It’s official. Marilyn Ruano is the newest Miami Lakes Town Council member following an unanimous vote to replace Vice Mayor Tony Lama, who resigned after he accepted a job offer with Amazon in Seattle, Washington. At last week’s special meeting, council members confirmed Mayor Manny Cid’s nomination to appoint Ruano, an accountant, to fill Lama’s seat until next year’s general election on August 28, 2018. Cid said he chose Ruano since she has been involved in the town’s affairs since incorporation in 2000. She was president of Royal Palm Estates Homeowners Association, served on the Miami Lakes Education Advisory Board and has attended almost every Town Council meeting voicing her opinions on

many significant issues. “I don’t want a rubber stamp, I want someone who’s independent,” Cid said. “I want someone who’s going to challenge our ideas and make us better.” Cid said Ruano, who earned her Bachelor’s Degree at Florida Atlantic University, joining the council was good timing for budget season. “It’s a valuable asset to have an accountant up here,” Cid said. The mayor said he broke tradition by making his decision public a month in advance for transparency, and to give residents a chance to know her. “I haven’t heard any negative comments about her,” Cid said. The other town’s elected voices concurred. Councilmember Ceasar Mestre said he’s elated Ruano is joining the group because of her years of dedication and commitment. “There are two types of people: One who sits back and

Despite a spike in police service and health care insurance costs, Miami Lakes will not raise the rate for property taxes, but the town may not have enough money for neighborhood and facilities replacement projects. The town initially proposed to slightly raise taxes to balance the budget but additional revenues allowed Miami Lakes to keep the same rate of 2.335, while crafting out an estimated $16.5 million budget for next year. Town Manager Alex Rey said he originally recommended the 2.3518 tax rate, which was needed to generate an additional $47,297 for law enforcement service, estimated at $8.4 million, and meeting the rising costs for health care insurance for town employees at $37,250.

The police budget constitutes 52 percent of the town’s expenses. Council members tentatively approved the rate at their July 25 regular meeting and will give their final nod at the budget hearings next month. The rate is $2.335 for every $1,000 of taxable value but residents will pay a slight tax increase since property values have increased. Rey said piecing together the budget was a challenge with the increases for police services and health care insurance costs, totaling $718,350, plus $60,000 in tree trimming services as part of the of Miami Lakes’ Tree Management Plan. Town property values are up by 7.4 percent; budget hearings set Sept. 5 and 20 (Continued from Page 1) previous years, for some of the goals and objects for the 2025 Strategic Plan, that include enhanced mobility, beautification, economic development, sustainability, communication and innovation/technology. Rey said while the current and projected development projects bode well for the town’s future economic stability, the expanding service areas and population increase will place greater demand on services, having a significant impact on personnel, contract services, operational and infrastructure costs. Not to mention former mayor Michael Pizzi’s lawsuit, demanding the town pay his attorneys’ fees from his criminal case, which they estimated at $3.5 million. The case, and the town’s own lawsuit against its insurance carrier for refusing to cover his legal bill, have been dragging on for three years, absorbing most of the town’s attorney fees and reserves to fight them in court. The town budgeted $230,000 for town attorney services, and will carry over $1.40 million for litigation fees and $624,000 in reserves. According to Rey, Miami Lakes’ property values increased by 7.4 percent ($207.7 mil-

lion), which generate an additional estimated $500,000 in property taxes, and the increases to utility services tax ($197,000) and other revenues bring the budget to about $16.5 million. Other changes in the budget, reflecting an estimated $630,000 increase, include $362,000 for beautification projects and parks improvements; $158,300 for employee retention and training; $134,000 for miscellaneous projects; and $121,400 in reserves. For the town’s committees’ budgets, Miami Lakes is proposing to increase their funding following their requests during a workshop. Their total budgets were set for a total of $227,850, an increase of $16,100. Some services that may go unfunded next year include the West Lakes Neighborhood Reforestation Program ($100,000); Health Miami Lakes Master Plan ($25,000); Smart Cities Strategic Road Map ($25,000); and facilities renewal and replacement plan ($125,000). Miami Lakes has scheduled two budget hearings for Tuesday, September 5, at 5:01 p.m., and Wednesday, September 20, at 6:00 p.m. A budget workshop is scheduled for Thursday, August 24 in Council chambers at Town Hall.

Jeffrey Rodriguez, chairman of the Miami Lakes Planning and Zoning Board, said Ruano is well deserving of the honor of filling Lama’s seat. “She attends our meetings and is always involved,” he said. “She’s the type of person who really cares about this town.”

Ruano depicts herself as a passionate advocate for children and their education. She has volunteered and served a treasurer of Bob Graham Education Center PTSA from 2007 to 2013; president of the Civic Engagement Academy Bobcat Law Society from 2014 to 2016; Educational Excellence School Advisory Council parent representative from 2015 to 2016; and currently serves on the Wellness Advisory Committee for Miami-Dade County Public Schools representing School Board member Perla Tabares Hantman.

After she was sworn into office, Ruano took her seat on the dais to a standing ovation. “It makes me emotional to see friendly faces,” she said. “Tonight means a lot to me. Tony Lama left a legacy and I am honored the mayor nominated me to his seat.” Rodriguez, the new Vice Mayor, joined with outgoing Vice Mayor Tony Lama in spearheading the Town’s transportation initiatives. “I plan to continue the strategic traffic and transportation plans that Vice Mayor Lama and I initiated.”

Lawmakers seek funding to complete Optimist Park

At the July 25 Miami Lakes Town Council meeting, lawmakers approved Councilmember Tim Daubert’s recommendation to locate monies and explore other funding options to accelerate the build out of Miami Lakes Optimist Park. The recreation facility has been in the town’s parks and recreation master plan for sometime now but renovation projects have been slowed since the town agreed to use the payas-you-go plan. Daubert is requesting town staff to seek out park and other impact fees to fund the park renovations, which includes new dugouts, batting cages, baseball fields, and a gymnasium. He also called for the “large” park mitigation money donated by developers, estimated at $1.5 million, to be placed in reserve and to be only used for Miami Lakes Optimist Park. But Town Manager Alex Rey said the money can only be used to create open space or build a new park, and the town can’t change the agreement with the developers. Rey said the money would be used to develop the Par 3 Golf Course and the recreation area for senior citizens. Councilmember Nelson Rodriguez said the pay-as-you-go plan never worked and suggested borrowing the money to finish the park. “The park has been the same

for years,” he said. “You never get anywhere with pay-as-you-go.” Residents overwhelming defeated a straw ballot in 2003 to borrow the money to renovate Miami Lakes Optimist Park, develop Royal Oaks Park and build a new youth center. After the crushing defeat, council members decided on the pay-as-you-go plan. Royal Oaks and the youth center were completed but the renovations for Miami Lakes Optimist Park have been staggering for more than a decade. But the town was able to complete the new Miami Lakes Optimist Club house. In other Council news: • Council members deferred an ordinance to adopt its own franchise agreement with FPL for 30 years. Lawmakers were concerned over the proposed increase for residents from 3.5 percent to 6.5 percent of FPL’s filed revenues, from the sale of electrical, commercial and industrial customers within the town, they would possibly pay under the new ordinance. • Council members gave their initial approval for an ordinance to amend the town’s employee bonus program to comply with changes to Florida law, which now requires cities to base the bonuses on work performance; to describe the performance standards and evolution process by which a bonus will be awarded; to notify all employees of the policy, ordinance,

rules or resolutions before the beginning of the evaluation period on which a bonus will be based; and consider all employees for the bonus. • Council members gave their initial approval for an ordinance to require developer information sessions for certain planning and zoning applications to increase awareness and encourage public participation in the development process before site plans go before lawmakers for their approval. • Council members gave their initial approval for a ordinance to ban cannabis dispensaries, medical marijuana treatment facilities and independent testing laboratories related to Florida law. • Lawmakers approved a resolution to enter into a grant agreement with the Florida Department of Environmental Protection (FDEP) for the Miami Lakes Canal Bank Stabilization project, Phase II in the amount of $1 million; and approve a budget revision to the fiscal year 2016-2017 amended budget in the amount of $132,000 to cover the costs of project design and project management. • Council members approved a resolution to authorize an agreement with FPL for a pilot program to artistically wrap 510 non-thermal utility boxes within the town, and authorize the reallocation of $10,000 from the contingency to imple-

ment the program. • Council members approved a resolution to amend the town’s park user fee schedule for Leisure Services Rules and Regulations. The ordinance provides the ability of the town manager to recommend a new rental fee schedule for the Miami Lakes Optimist Park Club House park facility to be adopted by resolution. • Council members approved a resolution to approve the intergovernmental agreement with Miami-Dade granting the town authority to install and maintain shared lane markings on town roads as approved by the county and authorize the town manager to execute any future intergovernmental agreements with Miami-Dade County for improvements as outlined in the town’s greenways and trails master plan. • Council members approved Councilmember Luis Collazo’s recommendation to amend the town’s charter to change the date of future special elections to coincide with Miami Lakes rather than Miami-Dade County’s elections. • Lawmakers approved Rodriguez’s recommendation to instruct town staff to provide possible locations to build a band shell considering the high volume of events held at the Mary Collins Community Center, Roberto Alonso Community Center, and Miami

Lakes Optimist Park. • Council members approved Mayor Manny Cid’s recommendation to amend the town’s land development code of the Town Center District, under the current exemption, requiring Town Council approval where buildings include vertically integrated mixed uses. • Miami Lakes’ Chief of Operation Tony Lopez announced the town’s new commercial outdoor fee and license and policy plan for fitness instructors who use the parks for their business. Lopez said he researched other cities and created a model used by Doral and Miami Beach. He said the focus is safety and making sure the fitness instructors are properly trained, licensed and insured while using the town’s parks for fitness exercises. The town’s new policy require the instructors to apply for a permit and pay $250 for residents and $500 for non-residents. • Rey said the state allocated $2 million to Miami Lakes for the town’s transportation improvement plan to build bike lanes and sidewalks along the corridors of 77th Court and 59th Avenue. Rey said the state allocated the money because it was so impressed over how the Town uses the money. “We use it well, we plan it well and implement the programs well,” he said.

Miami Lakes Youth Council appoints three new members

Three new members were appointed to serve on the Miami Lakes Youth Center Council at the group’s June 21 meeting. The new members were chosen by their peers based on academic record and strong leadership backgrounds to serve for the upcoming year. The Youth Center Council (YCC) is charged with the responsibility of governing the Miami Lakes Youth Center, “The Spot.” Members are provided opportunities to assume leadership roles, while building valuable skills that will carry into adult-

hood. The YCC meets monthly to discuss the overall progress of the Youth Center, and discuss ideas for field trip locations, community service events, and future programming. The new YCC members: Juliana Correa, a 6th-grader at Miami Lakes K-8 Center who serves as vice president of the Student Government and president of the National Honor Society. Christina Gonzalez, an 8thgrader at Bob Graham Education Center, is a member of the school’s Advanced Band

and Girl Scout Troop 206. Michael Turino, an 8th-grader at Miami Lakes K-8 Center, is also a member of Student Government and media crew along with the Salsa and Chess clubs. The three new members bring the YCC membership to 13 who will serve together to improve the Youth Center while gaining insight into governmental body functions. Coast Guard Auxiliary offers boat safety courses in M. Lakes Town of Miami Lakes has partnered again with the U.S. Coast Guard Auxiliary to offer boating safety classes for residents. Miami Lakes is looking for professional artists to serve as volunteers on a Professional Advisory Committee (PAC) for the design of the Town’s new Optimist Park Clubhouse public art project. The PAC will be responsible for assisting the Town with the review and recommendation of applications submitted through the Miami-Dade County Art in Public Places Call to Artist process. The time commitment is estimated to be a few hours per month in the evenings beginning mid-August through

Town launches ‘Rec 2 U’ summer play initiative Miami Lakes is kicking off a new recreational program, “Rec 2 U,” aimed at bringing several of the Town’s youth programs into several neighborhoods around town. On four Tuesdays from August 8 to September 5, the Town’s Recreation Programs team will be at a different neighborhood park from 6 to 7:30 p.m. with free activities, games, and equipment for youth and teens. The program is designed for ages 5 to 17 and there is no need to register. Residents are encouraged to walk or ride their bikes to one of the selected

At the July 25 Town Council meeting, several community members were recognized for their accomplishments and community support. The Barbara Goleman Varsity baseball team was recognized for winning the District Championship. It was the 4th District Championship won by the team in the last five years. Overall, the team has won 15 District Championships since the opening of the school in 1995. Town Council honors former Town Commander Major George Perez To his surprise, Miami-Dade Police Major George Perez was presented with a proclamation by Mayor Manny Cid and the Town Council at the Council’s July 25 meeting proclaiming July 2nd “Major George Perez Day.” After serving the Town for the past two years, July 2 was his last day as Town Commander. During his time with the Town, Perez brought forth several initiatives that continue to make Miami Lakes one of the safest communities in the state. Initiated by Councilmember Ceasar Mestre, in partnership with the Town’s Public Safety Committee and Police Department, the “Lock It or Lose It” campaign was implemented in response to a rise in vehicle burglaries. Aimed to encourage residents to lock their vehicles and remove any valuables, the program resulted in a 22 percent reduction in vehicle burglaries. Due to its success, the initiative is currently being used by the entire Miami-Dade Police Department. Additionally, Perez developed

traffic initiatives to address residents’ concern of traffic along N.W. 67 Avenue and Miami Lakes Drive, and within the Town’s neighborhoods. On-duty and overtime officers were placed at key intersections to ensure commuters do not block the intersections, preventing traffic lights from moving vehicles in their intended time. This has resulted in a great reduction in travel time and was the number one topic discussed by residents for the 2016-2017 Fiscal Year budget. Known as the Neighborhood Traffic Unit, the NTU’s were deployed to designated critical intersections to coordinate and conduct anti-speeding campaigns, as well as enforcement operations at designated locations throughout the Town. As his last official duty, Perez and the Town Council commended the Town’s General Investigations Unit (GIU). The GIU, supervised by Sergeant Eduardo Ruesga, is comprised of three detectives, Benjamin Furer, Myriam Nieves, and Sharon Walker.

Miami Lakes resident Ramiro Inguanzo has been appointed to the Florida State University (FSU) Seminole Torchbearers Alumni Board of Directors. The Seminole Torchbearers formally recognizes those alumni who were student leaders during their time at the university. The Seminole Torchbearers is governed by a 40-member Board of Directors made up entirely of alumni from across the country who serve as the primary fundraising board for the University and Vice President for Student Affairs.

Inguanzo is a two-time graduate of FSU with bachelor's and master's degrees, has been inducted in the FSU Gold Key Hall of Fame, and is the firstever recipient of the FSU Apollo Visko Leadership Award.

Maria Nardi named M-D’s Parks and Recreation head

Maria Nardi was recently named the new director for Miami-Dade County Parks and Recreation and Open Space Department, replacing the retiring George Navarette. Navarette agreed to succeed retiring parks director, Jack Kardys, until his own retirement next month. Nardi, who previously served as Miami-Dade Parks’ assistant director of Planning and Design Excellence, started her new position on August 1. She directed two of the department’s cornerstone projects: the Parks Open Space Master Plan to transform Miami into a more livable and sustainable community and the Recreation Program Plan. For her leadership role, Nardi was awarded the coveted American Institute of Architects (AIA) Miami Leadership in Government award last year. “We are very proud of Maria, this award is well-deserved,” Kardys said after she won the award. “Because of her work with the county’s Master Plan vision of ‘connecting people and parks for life,’ municipalities around the country look to our parks as a role model and this community is realizing that parks are essential to the health, well-being, and happiness of every resident.” Nardi has more than 18 years of experience in the private and public sector in the fields of urban design, landscape architecture, park planning, architec-

Surrounded by family, friends and residents, Mayor Manny Cid presented Vice Mayor Tony Lama with the Key to the Town at the July 25 Council meeting. After passionately serving the Town as a council member for nearly five years, Lama officially resigned on July 25 to accept his dream job of working as Principal Business Development Manager at Amazon Web Services in Seattle, Washington. First elected in 2012 and reelected last November, Lama has been instrumental in moving Miami Lakes forward, specifically in the area of transportation, initiating the Town’s Transportation Summit held in July 2015. The Summit brought together relevant stakeholders and transportation experts to ensure all agencies’ actions are strategically coordinated to achieve optimal solutions. Most recently, he worked to secure more than $26 million from the Miami-Dade Expressway Authority (MDX) to plan,

design, and construct a partial interchange on N.W. 67 Avenue to connect to the Gratigny Parkway. MDX has committed to begin the design/build phase of the project next Fall. Always at the forefront of using technology to find innovative ways to serve residents, Lama was also responsible for implementing the Town’s mobile app, “Lakes Life,” and the “I Heart Miami Lakes” social media branding campaign. Lama’s farewell message to Miami Lakes’ residents: “This was not an easy decision, but my four kids and their futures were key to my decision. A contingent of Miami-Dade Fire Rescue personnel, including Fire Chief Dave Downey, was on hand to witness the passing of the trumpet, a time-honored fire service tradition announcing a new chief. Miami Lakes Classic Car Show earns $23,853 for cancer research

Cuts in government funding have made the task harder for universities to study cancer research to help fund a cure. But one event has picked up the slack, which honors a Miami Lakes pioneer who succumbed to the deadly disease. The annual Miami Lakes Cars for Cure not only showcases some of the best classic cars on Main Street, but the event also raises money to help fight cancer and raise awareness of a disease the kills thousands each year. This year, the event pulled in a record $23,853 and is on pace to surpass that amount for 2018. All of the proceeds go to the University of Miami Sylvester Cancer Center for local cancer research. Roberto Alonso Jr. and his family, along with Benny Dominguez, presented the check last week to the Cancer Center in memory of his father, Miami Lakes’ first vice mayor, who died of cancer and originally brought the classic car show to Miami Lakes. His son said he’s already looking forward to next year’s event, which is scheduled for Sunday, April 8, 2018. “This event could not have been such a huge success without our presenting sponsors, AutoNation and The Graham Companies,” Alonso Jr. said. “We also want to thank all of the volunteers who give of their personal time from planning, entertainment, security, clean up and so much more. Former Mater High football coach Angel Estrada has returned to his head coaching duties, replacing Rocco Casullo who resigned to pursue other opportunities outside of football. Estrada, who last coached the Lions in 2013, will have some big shoes to fill. Casullo led Mater Academy to a 22-4 record over the past two years and the Class 7A regional finals with St. Thomas Aquinas defeating the Lions in back-toback championship games. Casullo was a defensive coordinator for St. Thomas Aquinas before his stint with Mater Academy. Estrada has been involved with

Mater Academy in various roles for nearly a decade while coaching and not coaching. He will be joined by associate head coach Cordaron Clark, who had the same role last year at Miami Carol City which won the Class 6A state championship. The Lions are in search of a running back who can replace All-Dade player Daniel Doriscar, who rushed for 1,128 yards on 122 carries and scored 16 touchdowns last season. Seniors Ralph Inman and Lentivone Lerane, junior Damion Salsberry and sophomore Takori Thurston are candidates seeking to pick up where Doriscar left off.

Optimist Club holds fall baseball/softball registration on August 5 and August 12

The Miami Lakes Optimist Club will be holding registration for its 49th fall baseball and softball season on consecutive Saturdays, August 5 and August 12, from 9:30 to 1 p.m. at the new clubhouse, 6411 N.W. 162 Street. Boys and girls between the the ages of 5 and 16 must bring a copy of their birth certificates at the registration. The regular season starts on Saturday, September 9. The registration fee is $150. She twice was named AllConference and registered 2,693 career assists to lead the Golden Suns to two league tiles. Dukic and the Bobcats will begin the 2017 season by hosting the STU Volleyball Classic on August 25-26. The 2017 schedule includes trips to Columbia, Kentucky and Bourbonnais, Illinois for tournaments involving top NAIA programs to go along with The Sun Conference slate.

Miami Dade College’s Deborah Constanzo signs to play at Missouri Valley College

Miami Dade College women’s volleyball captain Deborah Constanzo recently signed her national letter of intent with Missouri Valley College. The 6'1 middle blocker will spend the next two years of her collegiate career under the Vikings head coach Brett Holt. “Deborah is a MB with a big presence on the court,” said MDC head coach Kiko Benoit. “She is an excellent blocker and MIAMI DADE COLLEGE volleyball captain Deborah a great hitter. If by any chance Constanzo and Sharks head coach Kiko Benoit. the team needs a RS or OH she would be able to do that as well.” This past season, Constanzo played an important role in helping the Lady Sharks win the 2016 FCSAA Volleyball State Championship and the NJCAA Division-1 Volleyball National Championship. As a sophomore, the La Romana, Dominican Republic native finished the season with 150 kills, 24 blocks, 38 block assists, and 60 digs. In addition, Constanzo was named to the 2016 All-Southern Conference Second Team.

Impressed with a Mater Academy graduate who was awarded a full scholarship to study theoretical mathematics and aerospace engineering at a prestigious institution, MiamiDade County Commissioner Jose “Pepe� Diaz recently sponsored a resolution to encourage the growth of STEM careers at schools in Miami-Dade. The resolution calls for the county’s administration to continuously pursue opportunities for partnerships, programs and grants that will lead to expanding educational and career opportunities in the STEM’s field for students, including girls and young women. STEM stands for Science, Technology, Engineering and Mathematics. Last year, Diaz sponsored a similar resolution to partner with local schools to encourage girls to pursue STEM careers. Diaz said he sponsored the resolution after reading a newspaper article featuring Mater Academy graduate, Dayme Delgado, who is headed to Massachusetts Institute of Technology (MIT) on a full scholarship to study theoretical mathematics and aerospace engineering.

“We need to inspire more young people like her,� Diaz said. “STEM careers are the wave of the future, and I want to see this community do everything it can to foster young talent to pursue this lucrative field, which will also benefit our local economy.� Delgado finished high school with a 5.2 GPA and two associates degrees. The daughter of two Cuban immigrants, she struggled to learn English at an early age, but she understood math and excelled in the subject. Delgado was the president of Mater Academy’s chapter of the math honor society Mu Alpha Theta and helped tutor classmates struggling in collegelevel algebra and statistics courses. Diaz is hoping his resolution would encourage more students to follow in Delgado’s footsteps. Three FIU women students named to Golf Coaches AllAmerican Scholar list Three Florida International University women student-athletes were among the 952 national collegiate golfers named to the Women’s Golf Coaches Association’s AllAmerican Scholar List. Outgoing senior Coralia Arias and rising sophomores, Carolina Rotzinger, and Diana Velez, made the grades for the Panthers this past season. To make the All-American Scholar Team, women golfers must maintain a minimum cumulative grade point average of 3.50, and are some of the most stringent in all of college athletics. “The thing I look for in a recruit is a balance,� said FIU head coach Joe Vogel. “The ability to take care of the classroom is more important than the athletic side. I find that when they are good students, they can carry on through to the golf course, and I stress that to them when we talk with players about attending FIU. I am encouraged that a pair of freshmen were able to achieve this good start to their careers. It shows a lot of maturity on their part. Coralia is my first golfer to win this award four-straight times.� Arias reached over 100 total rounds played for the Panthers at the Conference USA Championships at the end of the season. She had the third-lowest stroke average on the team as a senior (76.26), and played in all 10 events for FIU. She graduated with a degree in marketing with better than a 3.70 GPA. Rotzinger is earning her first academic award following her freshman campaign. She also played all 28 rounds for the Panthers to begin her collegiate career, posting a 76.86 stroke average. Her low round of 70 in October at the Johnie Imes Invitational in Missouri was the fourth-lowest score posted by a Panther for the season. Velez finished right behind Rotzinger in stroke average, at 77.61 in all 10 tournaments. She also went low in Missouri, firing a 1-under 71 for her best collegiate round.

Pace High School Yearbook Club members attend Yearbookpalooza event By Raquel Edmundson Special to the Miami Laker Members of Pace High School’s Yearbook Club attended the Yearbookpalooza Summer Workshop in Orlando’s Hotel and Conference Center from July 17 to 19. This annual event was hosted by leading yearbook publisher Herff Jones where students received hands-on training in how to create innovative yearbook themes and designs. The students participated in photography workshops and learned tips on capturing all of

the year’s memorable moments as well as how to make sure that all students be included in the yearbook at least once. Yearbook teacher and club moderator Christine Banach said, “We also spent some time with an artist and we were able to develop our theme and cover, which we are very excited about.” This issue will be the school’s 54th yearbook and Banach said “I think that everyone will be happily pleased and moved by it.”

St. Thomas University launches new agriculture training program PAGE 24

Local college students pursuing an agriculture career will be doing a lot of digging next semester. St. Thomas University’s School of Science, in collaboration with Florida International University, Miami-Dade College, and Universidad Interamericana de Puerto Rico, has launched a new program, ICATCH (Innovative Curriculum for Agriculture Training and Career for Hispanics), which trains students in agriculture, plants, herbs and other natural resources, and prepares them for jobs with the U.S. Department of Agriculture (USDA), as well other federal agencies. The program also offers internships with the USDA, community engagement and collaborative learning. At St. Thomas, students participated in a pilot program, creating a large garden on the north side of the Miami Gardens campus. “We offer many opportunities such as tuition scholarship stipends, developing expertise in molecular biology, tissue culture, bioinformatics, field studies, and developing soft skills,” said STU biology professor Dr. Pilar Maul, who’s also director of the Institute of Plant Biology and Agricultural Research. “Soft skills include creativity, analytical thinking, multitasking, verbal and written communications, time management, teamwork and collaboration.”

Pace High School Starlettes attend National Dance Alliance summer camp By Raquel Edmundson Special to the Miami Laker The Pace High School Starlettes attended the National Dance Alliance (NDA) summer camp at the Westin Fort Lauderdale the week of July 17. The 4-day camp offered the team several days of technique training, team building and rigorous choreography sessions. In the end the Starlettes brought home numerous Superior awards and accolades in the

areas of Showmanship, Technique and Spirit as well as receiving the title of Overall Camp Champions. Senior team members Ariana Gonzalez and Isabella Gonzalez were chosen to receive applications to become future NDA staff members. The experience helped the team perfect their skills and unite for a successful year of show stopping performances and competitions.

ST. THOMAS UNIVERSITY STUDENTS prepare a garden plot in preparation for new agricultural program which starts next semester. Maul indicated the garden is more than just a garden. She said it is a research garden where several students will have class each week. The garden is home to several scientific experiments arranged in different plots, and experiments range from testing organic fertilizers, growing carrots and other vegetables, and medicinal plants. Maul said her focus this year is to expand the current garden to grow medicinal plants such as yarrow, aloe, Echinacea and marshmallow. She challenges students by allowing them to use different growing tech-

niques for their choices of plants. Maul said when plants are harvested, they assess the final product by measuring its length, width and mass. STU student, Luis Cendan, said the program has helped him grow professionally and personally. “The I-CATCH program changed me in many ways,” he said. “I grew as a scientist, learned to design experiments, analyze data, and present my research in symposia. The National Association of Intercollegiate Athletics (NAIA) has announced its Scholar-Teams for the 20162017 academic year. For a team to be considered for the NAIA Scholar-Team award, it must have a minimum 3.0 grade point average (on a 4.0 scale) as defined by the institution. The team point grade average includes all eligible varsity student-athletes.

FIU’s Anthony Wint named USA preseason All-League Florida International University linebacker Anthony Wint was named to Conference USA preseason All-League honoree on defense, honors selected by the conference’s 14 head coaches. Wint, a senior, who started all 12 games for the Panthers, earned Second-Team All-C-USA honors last season. He finished his junior season with 108 tackles (57 solo), 6.5 tackles for losses, two forced fumbles and one fumble recovery. The 108 tackles on the year were the sixth-most in school history, while his career total of 244 ranks ninth all-time at FIU.

FIU’s beach volleyball team honored for its academic scores

Florida International University’s beach volleyball team is one of just 19 teams nationwide to have been recognized with the 2016-17 American Volleyball Coaches Association (AVCA) Team Academic Award. The Panthers posted a cumulative grade point average of 3.379, for the year. “I am so proud of the beach team for all of their hard work,” said head coach Rita BuckCrockett. “It means a lot to be a top program not only athletically, but academically as well.” In order for a team to earn the academic award, the entire team must achieve a minimum cumulative grade point average (GPA) of 3.30 (on a 4.00 scale), a 4.10 (on a 5.00 scale) or a 82 (on a 100 point scale) during the entire 2016-17 academic year. FIU, which reached its firstever Coastal Collegiate Sports Association (CCSA) Tournament final last season, before falling to No. 4 – and tournament top seed – Florida State (30), finished the year with a 2415 record during the 2017 campaign with its 24 victories marking the most in program history.

Miami Dolphins pledge funding for 15,000 M-Dade public school athletes for baseline concussion tests

The Miami Dolphins organization has agreed to fund baseline concussion tests for 15,000 Miami-Dade public high school student-athletes during the 2017-2018 school year. Since concussions impacted the lives of current and former NFL players, the Dolphins want to make sure high school athletes are protected from further concussions helping to fund parts of the University of Miami Countywide Care High School Program for public schools. The testing, affecting boys and girls playing sports including football, soccer, wrestling,

basketball, baseball and cheerleading, will establish a baseline brain parameters for athletes. It gives doctors a vital tool to use as a comparison should any of the athletes sustain a concussion during their season. The Dolphins’ sponsorship also pays for counseling, education and a workshop on concussions through a program run by the University of Miami Sports Medicine Institute and KiDZ Neuroscience Center at the Miami Project to Cure Paralysis. Florida International University student-athletes not only achieved success on the playing fields but in the classroom as well. The athletic department released its Academic of Excellence for its sports programs, achieving the highest spring grade point average on record (3.22) this past semester. It marks the seventh-straight semester in which FIU has posted a department GPA of 3.0 or better. “The constant academic achievement by our student-athletes is remarkable,” FIU executive director of Sports and Entertainment Peter Garcia said. “The bar continues to be raised with the efforts of our studentathletes in the classroom. I want

to recognize the hard work of our Student-Athlete Academic Center (SAAC). It’s also important to recognize our coaches’ emphasis on not only being champions on the field but in the classroom.” Fifteen of the department's 18 teams reported a 3.0-or-higher, while 12 showed an increase from the spring term of last year. During the spring term, FIU had a total of 254 studentathletes earn a GPA of 3.0-orbetter, while 133 were named to the Dean's List. There were 18 student-athletes who earned a 4.0 GPA. FIU is coming off a record-setting fall semester, in which the Panthers registered their highest fall GPA on record (3.15).

College application timeline for high school seniors

Even though it’s still summer time, for rising seniors at local high schools staying on track for the college application process starts as early as junior year. For college-bound high school seniors, the College Board has provided the following information as a general guideline for the college application process and has a few recommendations for the fall. Fall of senior year is the time students should be deciding on the top five to ten colleges they will be applying to. Visiting colleges in person if possible is encouraged to get a first-hand account of what the campus life is like and if it suits the students’ needs. Creating a master calendar of deadline dates and events is crucial to keeping things in order as academic life grows more and more chaotic as the year progresses. Some things to include on the master calendar are exam dates along with associated fees and registration deadlines, college application due dates, and required financial aid forms. Seniors should take advantage of their school’s counselor or CAP Advisor to request fee

waivers. Though the SAT is usually taken junior year, seniors can choose to take it once more in the fall to help boost scores. Students can begin applying for financial aid as early as October 1. Summer reading lists posted for Miami Lakes area schools

Miami Lakes area schools will resume classes on August 21, 2017 but students are expected to come into school having completed summer reading assignments and the clock is ticking. With less than three weeks until classes begin, below are some local school reading lists to kick into high gear. Hialeah Gardens Elementary School lists its i-Ready summer reading program through online lessons that were made available until August 4 as well as suggested reading titles according to grade level. Miami Lakes Middle School requests that students pick two novels from their suggested reading list and complete one activity for each. M-Dade Schools free and reduced meal policies

In Miami-Dade County, meal application brochures are sent to all households for public school students’ eligibility for free or reduced meal costs. To apply for free or reduced-priced lunches, parents or guardians are encouraged to apply electronically by accessing http://nutrition.dadeschools.net. Households may complete a paper application and return it to the school where their youngest child attends. Complete only one application per household. Applications are available at the main office of each school in Spanish, English and Creole. The information provided on the application will be used for the purpose of determining eligibility and may be verified at any time during the school year. Applications may be submitted at any time during the year. Household size and income criteria will be used to determine eligibility. Income eligibility guidelines are available online through the MDCPS website. Households that receive SNAP (Supplemental Nutrition Assistance Program) or TANF (Temporary Assistance to Needy Families) are required to list the current case number and the adult household member must sign the application. Foster children will receive free meal benefits regardless of the child’s personal income or the income of the household where they reside and may be included as a member of the foster family if the foster family chooses to also apply for benefits. If the foster family is not eligible for free or reduced-price lunch, it does not prevent a foster child from receiving free meal benefits. For the purpose of determining household size, deployed service members are considered a part of the household. Families should include the names of the deployed service members on their application. Report only that portion of the deployed service member’s income made available to them or on their behalf to the family. Students may prepay for lunch online at www.PayPams.com, or in the school cafeteria with a check or cash. Information on PayPams will be sent home along with the meal application brochures. Breakfast is served to students in all Miami Dade County Public Schools daily at no charge. Elementary school lunch is $2.25. Middle and high school lunch is $2.50. Reducedprice lunch costs 40 cents. Each school must have a plan for providing lunch to students without lunch money.
