MIAMI LAKES, FLORIDA

In Memoriam:

Gentleman lawyer Albert D. Quentel Albert D. Quentel was known as the “dean of condominium lawyers” but to the Graham family, he was the guiding legal expert in the creation of the “New Town of Miami Lakes” in the early 1960’s. Quentel, 80, passed away on August 6 of natural causes at his South Miami home. The lifelong Miami native joined Greenberg Traurig in 1971 as the fifth named partner, bringing with him key clients including The Graham Companies, which he had represented since 1960. Quentel had worked closely with the Graham family on the development of the 3,000 acres of the family’s land that in 1962 opened to the first families buying homes around the community’s first lake – Lake Patricia. He laid the legal groundwork for the award-winning planning, extensive landscaping, parks and open space that would eventually become the calling card for

Unique Traffic Summit seeks solutions to congestion and mobility in Town of M. Lakes Town of Miami Lakes hosted a Transportation Summit on July 31, spearheaded by Councilmembers Tony Lama and Nelson Rodriguez, to bring together the relevant stakeholders and expertise of all agencies responsible for transportation to focus intensely on specific problems while ensuring that all agencies’ actions were strategically coordinated to achieve optimal solutions. “It’s easy for us to deflect blame for the traffic congestion in Miami Lakes,” said Lama. “But as I said at the Traffic Summit, the buck stops with your elected officials. “It took several months to coordinate the schedules of multiple agencies, but we successfully pulled off an unprecedented workshop to discuss these challenges and potential short and long term solutions. The council will soon convene to discuss these matters and we look forward to receiving input from the community,” Lama

added. Town elected officials and staff were joined by the Florida Department of Transportation, Miami-Dade Transit, Miami-Dade Expressway Authority, MiamiDade County Public Works, Metropolitan Planning Organization, South Florida Commuter Services, and the Town’s civil/traffic engineering consultants Kimley-Horn and Associates, and Corradino & Associates, to brainstorm and discuss possible ways to relieve congestion/mobility issues present in the town. Miami Lakes is home to approximately 30,000 people and 1,500 businesses. Access into the town is primarily from the Palmetto Expressway, I-75 and the Gratigny Expressway. These expressways provide multiple approaches to the town, but also limit the internal mobility within the town, providing only one road

Miami Lakes ‘Cars for a Cure’ Classic Car Show benefits UM’s Sylvester Cancer Center

Com. B. Jordan aids swimming lessons in two District 1 cities With the goal of keeping children safe and preventing drowning tragedies in District One, Miami-Dade County Commissioner Barbara J. Jordan provided two municipalities with a total of $5,000 to teach children how to swim. The city of Miami Gardens received $3,000 and the city of Opa-locka received $2,000. With summer winding down, children are still near bodies of water that could prove disastrous if they try to swim without the proper training. “This funding will go a long way toward protecting our young residents from aquatic accidents, Jordan said. “Training is key to a child’s survival. If children know how to swim, the chances are greater that they will be able to survive if they are in danger of drowning. The Miami-Dade Drowning Prevention Coalition suggests the following life-saving tips: Provide constant adult supervision; if a child is missing, look for them in the pool or spa first; have at least a 4-foot fence around the pool with self-closing and selflatching gates; install alarms for doors and windows leading to water; learn CPR and basic lifesaving skills; have rescue equipment on hand; have a telephone and emergency action plan by the pool; empty all tubs, buckets, containers and wading pools after use, store them upside down.

UNIVERSITY OF MIAMI’S Sylvester Comprehensive Cancer Center representatives (from left) Thais Lopez and Katie Repici, received a check for $7,032 from Roberto Alonso, representing the Alonso family, and Andrea Graham Rechichi, representing The Graham Companies. The monies were raised during the inaugural Miami Lakes “Cars for a Cure classic car show held in late April on Main Street. Alonso expressed his gratitude to all the volunteers, including his family and two sisters, for making the event a success. While the first show attracted 170 classic cars and over 1,000 people, Alonso said the team is already planning to grow the 2016 “Cars for a Cure to raise more funds for cancer research.

Albert Quentel created many legal solutions for Miami Lakes (Continued from Page 1 Miami Lakes. Quentel did everything from creating the rules that govern how homes look in Miami Lakes, to forming the water and sewer utility, as well as the taxing district to maintain the community’s many parks. As one of Greenberg Traurig’s first lawyers, Quentel played a key role in the development of the real estate practice that became one of the firm’s largest and most-recognized practice groups. “We lost a great friend, a great lawyer, and a great visionary, said Larry J. Hoffman, Founding Chair of Greenberg Traurig. “We were very fortunate that he was part of the Greenberg Traurig family for more than 40 years. His memory will live on in the legacy he created of award-winning and caring real estate practitioners, not just at this firm, but throughout the state. Known as the “dean of condominium lawyers, Quentel helped write Florida’s first condominium statute in 1963 as part of a team of three law firms hired by Arvida Corporation. Quentel pioneered the concept of two-unit condominiums to facilitate separate ownerships in mixed-use projects, established the legal precedent to speed the delivery of zero-lot-line homes, and developed strategies to save Florida taxes. His work for Arvida included most of the developer’s Miami-Dade County residential developments in the late 1970’s and early 1980’s. Greenberg Traurig co-chairman Matt Gorson said, “Al was a true gentleman and an incredibly talented attorney. He was very thoughtful and academic in the way he approached the real estate industry and business. He enjoyed analyzing challenges and finding creative solutions. “Anyone who lives in what is

ALBERT D. QUENTEL now the Town of Miami Lakes owes a great deal to Al’s legal genius. His love for community and for education also served Florida well. A devoted father and husband, Quentel was pre-deceased by his wife Paula Hagar Quentel. He has been a life-long role model to his six sons: Albert Jr., Miami; Stephen (wife, Lori), Maine; Lee, Montana; Paul (wife Michelle), Miami; Peter, Miramar; and Michael (wife Rebecca), Toronto. He is also survived by companion Clara Sue Stegemann; five grandchildren: Kaitlin, Micah, Caleb, Kaiya and Jacques; great grandson Gabriel, and another great grandchild on the way. A memorial service was held on August 11 at Plymouth Congregational Church where Quentel was a longtime active member serving in various leadership roles. The family has requested donations in his memory be made to the American Society for the Prevention of Cruelty to Animals or the National Parkinson Foundation.

Beacon Council president Larry Williams speaks to M.L. Chamber Larry K. Williams, president and CEO of the Beacon Council, is the guest speaker for the Miami Lakes Chamber of Commerce’s general membership luncheon meeting, which is scheduled for Wednesday, September 9 at Don Shula’s Hotel. Williams is a recognized leader in economic development, bringing more than 20 years of experience in global branding, international trade and finance, public and industrial policy, and administration and management to his role as president and CEO of the Beacon Council. A consensus-builder and communicator with a background in information technology, aerospace, advanced marketing and start-ups, Williams is responsible for leading and further developing and implementing the strategy of the public-private partnership created in 1985 to attract companies to Miami-Dade County. Williams began his work at the Beacon Council, one of 36 accredited economic development organizations in the nation, in 2013 after a nationwide search for a candidate who excelled in economic development as well as inter-personal skills. Williams’ accomplishments in the public and private arenas combined with his experiences with

that connects the east and west side of the town. Surveys conducted by the town last year determined that traffic congestion is the most common concern for both resident and businesses. Many complaints were heard about congestion on Miami Lakes Drive/N.W. 154 Street, particularly in the area of the Palmetto Expressway interchange. Many other complaints suggest that at least some congestion is due to signal timing issues. Further, complaints and field observations suggest that many congestion issues arise around schools during drop-off and dismissal times.

FDLE declines independent probe into Mayor Pizzi’s single car accident By The Miami Laker staff The Florida Department of Law Enforcement has declined to conduct an independent investigation into a hit-in-run accident involving Miami Lakes Mayor Michael Pizzi, who briefly left the scene after he crashed his car into a large oak tree. The agency’s decision comes a month after Town Councilmembers requested the probe after hearing discontent from residents for the way Miami-Dade police handled the June 15 accident, which occurred at N.W. 140 Street and 82 Avenue. According to a police report, Pizzi said he swerved to avoid hitting an animal and crashed his 2014 Kia into the tree without calling the police. A security guard on duty near the vicinity heard the crash and saw someone running from the scene and contacted the local authorities. When the police arrived, they discovered the driver was missing and the airbag was stained with blood, and called in traffic homicide officers to investigate.

Pizzi returned to the accident scene wearing a baseball cap and he refused medical treatment, the police report said. But some residents cried foul because the police never gave Pizzi a citation for leaving the scene of an accident, or a breathalyzer test to determine if he was under the influence of drugs and alcohol. The Miami Lakes Public Safety Committee, which asked council members to request the FDLE investigation, said state law requires individuals involved in an accident to notify the police and failure to do so results in a misdemeanor of the second degree. The violations can carry up to 60 days in jail and a $500 fine. Some residents indicated Pizzi used his political power to eschew the citation and breathalyzer test. However, the FDLE, after reviewing the investigation by Miami-Dade police and talking with the State Attorney’s Office, found no evidence of criminal activity that merits a state probe. “FDLE’s decision in this matter is based upon the fact that from all

accounts, Mayor Pizzi’s single car traffic crash was thoroughly investigated by the Miami-Dade Police Department and the information reviewed by the FDLE found no criminal predicate which would warrant any involvement by the state’s top law enforcement agency,” said FDLE director of Executive Investigations Scott McInerny in a letter to Town Manager Alex Rey dated August 3, 2015. “Should additional information regarding the single car traffic crash be discovered, which you believe warrants additional investigation, it is recommended that you forward this information to the MDPD, which is the primary investigation agency.” In prepared statement released by the town, Pizzi said he’s glad the matter is over. “I am delighted that a completely independent investigation and review of this matter found no evidence of wrongdoing or reason to second guess the decisions of our outstanding police. I am happy that this matter is closed with no suggestions of any wrongdoing or preferential treatment. Now, we can all move forward with the people’s business.”

Catholic Hospice participates in Medicare Care Choices Model Catholic Hospice, located in Miami Lakes, has been selected as one of 140 hospices nationwide to participate in the Medicare Care Choices Model, announced recently by Health and Human Services Secretary Sylvia M. Burwell. The model aims to increase choice and quality by enabling individuals to receive palliative and curative care concurrently. The model provides Medicare beneficiaries who qualify for coverage under the Medicare Hospice Benefit and dually eligible beneficiaries who qualify for the Medicaid Hospice Benefit the option to elect to receive supportive care services typically provided by hospice and continue to receive curative services at the same time. The model empowers beneficiaries, their families, and clinicians by providing them with greater flexibility in deciding between hospice care and curative treatment when faced with a life limiting illness. The announcement is part of a larger effort to transform the health care system to deliver better care, spend dollars in a smarter way, and put patients in the center of their care. Hospice care is covered by both the Medicare and Medicaid programs. When hospice care is chosen, a beneficiary is no longer eligible to receive curative care. According to March 2015 Medicare Payment Policy Report to the Congress, only 47.3 percent of Medicare and 42 percent of dually eligible beneficiaries used hospice care and most only for a short period of time. This data reflects the struggle in having to choose between palliative and curative care during these difficult times. Catholic Hospice has been selected as one of the 10 Hospices in the State of Florida to participate in the Medicare Care Choice Model Program beginning January 1, 2016.

M-D County Com. Barbara Jordan and residents cleanup Country Club of Miami The residents of Country Club of Miami care about their community. When the neighborhood’s homeowners association initiated a clean-up project, their County Commissioner Barbara Jordan, the local Boy Scouts and the Greater Miami Service Corps, joined the initiative, getting dirty, grabbing rakes, shovels and other cleaning tools to spruce up the area on two Saturdays last month. Now, the neighborhood looks “great.” Jordan and the residents tackled unwanted shrubbery along

Bob-o-link Drive from Miami Gardens Drive to Royal Melbourne Drive. The group devoted two Saturdays to the project, recruiting volunteers by knocking on doors, passing out flyers and asking residents to help out. “When you care about your neighborhood, you will do what it takes to keep the property values up,” Jordan said. “Clearly, the Country Club of Miami community is conscience about the appearance of their surroundings and take pride in their homes.”

The Miami-Dade School Board approved the first reading of the school district’s tentative budget during its July budget public hearing. The proposed budget reflects fiscal priorities which include providing students with expanded, innovative course offerings, creating a fund reserve for employee salaries, giving homeowners additional tax relief, and ensuring that the economic viability of the school system remains sound and robust. “Once again, Miami-Dade County Public Schools is demonstrating that we are an organization whose values drive our budget decisions,” said Superintendent of Schools Alberto M. Carvalho. “This budget reflects the policy guidance provided by the Board,” said School Board chair Perla Tabares Hantman. “It respects our teachers, our students, and our taxpayers. It is evidence of this Board’s fiscal responsibility and commitment to protect educational programs such as the arts and world languages.” The tentative $4.83 billion budget increases financial support to Magnet and Choice Programs, Guidance Counseling Services, Exceptional Student Education Services (ESE), Bilingual Services, and Safety and Security. The funding investment to academic initiatives and services will have a significant impact on student learning and overall student achievement. This investment includes increased support for bilingual education by $4 million, increased counseling and student support services by $3.2 million, including a reengineering of alternative education programs, protecting services to students with disabilities and increases contracted services by over $1million, expanding Information Technology support to schools by over $4million, enhancing classroom technology with an investment of $27 million

Bank of America awards five internships for Miami students The Bank of America Charitable Foundation announced that five high school juniors and seniors from Miami-Dade County have been awarded eight-week paid summer internships at the Boys & Girls Clubs of MiamiDade through the Bank of America Student Leaders program. Although the overall economy continues to show signs of improvement, youth unemployment remains at a record high. That is why Bank of America is focused on connecting young people to the education and training they need to succeed in the 21st century workforce. “We understand the challenge that young people face when graduating college and entering the workforce,” said Gene Schaefer, Miami Market president for Bank of America. “For many of these students, the Student Leaders internships will give them an advantage when job searching and will assist in developing the necessary skills to be competitive in today’s job market.” Alex Rodriguez-Roig, presi-

dent of the Boys and Girls Clubs of Miami-Dade added “Our partnership with Bank of America’s Student Leaders program is mutually beneficial, giving youth leaders insight into managing a nonprofit organization, while we channel their talent, passion and energy into additional resources for our clubs.” Of the five participating students from Miami who are currently interning at the Boy & Girls Clubs of Miami-Dade two are local students: Daniela Garcia, a recent graduate of MAST Academy, and Patricia Marrero, a senior at Jose Marti MAST 6-12 Academy. In July, Garcia and Marrero, along with the other participating students, joined more than 200 other Student Leaders from around the country for a weeklong leadership summit in Washington, D.C. where they participated in skill-building workshops, a service learning project, sessions to develop better money habits and meetings with members of Congress.

Miami Lakes independent publishing company is looking for new authors Darkwater Syndicate, an independent publishing company headquartered in Miami Lakes, is seeking to publish new and experienced authors. The award-winning publishing house believes in the power of a good story and has never lost sight of promoting local talent since its inception in 2008. “We applaud the dedication and efforts of our literary community,” said Antonio Simon Jr., the company’s head of Business Development. “It’s quite an achievement to have written a book. I am proud to help a new crop of authors share their work with the world.” In the short time since its inception, Darkwater Syndicate has earned the prestigious Royal Palm Literary Award in 2014 and the Pacific Book Award in 2015. Noting that Miami-Dade County is dedicated to promoting literary arts with the annual Book Fair, and Miami Lakes is active in fostering literacy with neighborhood programs at the branch library, Darkwater Syndicate hopes to be a presence for local authors that can find a writing home within their hometown rather than seeking out publishing companies on other coasts. “What was missing was a way to get these books into readers’

hands,” Simon explained. “All the big publishers are in New York City. The Big Apple is to books what Hollywood is to film. We’re here to prove that you needn’t look much further than your hometown for a quality book publisher.” Darkwater Syndicate is accepting manuscript queries through its website for submissions in the genres of fantasy, science fiction, horror, suspense, mystery, and

thriller but other genres may be considered if the story is compelling and writing is strong. No literary agent is required. Authors are encouraged to apply for publishing consideration via the company’s website at www.darkwatersyndicate.com by clicking the “Publish With Us” link. A group of local state lawmakers received high marks for their efforts to improve education from the Foundation for Florida’s Future during the 2015 Legislative Session. Education was a high priority for lawmakers, who passed a sweeping education reform bill to limit testing time in Florida’s schools as well as requiring a review of the state’s new Florida Standards Assessment Test. For Florida’s Education Report Card for 2015, lawmakers were graded based on their efforts, receiving an “A” to an “F” grade based on seven core principles: Data-driven accountability, digital learning, effective teachers and leaders, outcome-based funding, rigorous academic standards, school choice and measuring of what matters most for teachers, students and their parents. State Representatives Manny Diaz Jr, (R-Hialeah) and Erik Fresen (R-Miami) were among the highest-achieving lawmakers,

according to the report card, making the House’s Honor Roll by scoring an A plus for helping shape up Florida’s education system. According to the Florida report card for lawmakers, Diaz fought against the status quo in defense of students and families. As chair of the Choice and Innovation Subcommittee, he campaigned a number of school choice issues. In addition to the committee’s charter school legislation, Diaz was an advocate for universal public school choice.

While chairing the Education Appropriations Subcommittee in 2015, Fresen represented a powerful voice for students. He pushed to expand school choice, uphold high standards and accountability while reducing tests for students, and supporting public school teachers by providing increased benefits. Also receiving high marks were State Representative Jose Olivia (R-Hialeah) and State Senator Rene Garcia (R-Hialeah), who each earned an “A.”

M-Dade College’s Jonathan Morales joins Atlanta Braves On the third day of the Major League Baseball Draft last month, the Atlanta Braves selected Miami-Dade College catcher and second baseman Jonathan Morales with the 750 pick in the 25th round. The news spread joy at MiamiDade College and its head coach Danny Price, as the native from Puerto Rico was taken by the Braves organization, one week after Morales was invited by the Miami Marlins for a workout. According to scouts, Morales put on a sports performance that caught the attention of MLB, hitting 10 balls out of the park with just 30-40 swings, making catch and throws under 1.8 seconds, and running a decent 60-yard dash. Morales said his faith in God helped him with the performance of life time. “Thank you God for always blessing me and giving the privilege of fulfilling my dream,” he said. “It’s only a first step of many in this new stage of my life, in which I will have to work double as hard or triple as hard.” Morales thanked his coaches,

Pace’s Amanda Prats attends UM journalism workshop By Rene D. Basulto Special to The Miami Laker As the editor-in-chief of Monsignor Edward Pace High School’s Torch Yearbook, senior Amanda Prats already has a healthy start on pursuing her dream career in journalism. Last month, she added even more to her portfolio when she took part in the 2015 Peace Sullivan/James Ansin High School Workshop in Journalism and New Media at the University of Miami from July 5 through 25. Prats was accepted into the exclusive workshop and spent three weeks living on the UM campus with 19 other students from several Florida high schools. Students who attended the workshop were eligible to receive scholarships from the University of Miami and Dow Jones. Utilizing and improving their photography, videography, and writing skills, Prats and the rest of the students created an issue of Miami Montage, a publication created each year at the workshop. Each issue focuses on a specific topic, and after brainstorming on the first day, the students chose “Stemming the Tide, which focuses on climate change and its effect on South Florida. In addition to working on the Miami Montage issue, the attendees were taught about media law, ethics, and new journalism by professors from universities across the United States. They traveled off campus to locations like the Everglades to work on their proj-

AMANDA PRATS ects and took field trips to the offices of Miami New Times and WSVN 7 to see news rooms in action. For her part in the issue, Prats wrote an article about the Clearpath Foundation, a politically conservative organization devoted to educating conservatives about climate change. She also produced a video package about the Tropical Audubon Society and took photos for many of the issue’s articles, even winning an award for Best News Photo. “I feel extremely fortunate that I was given the opportunity to go through the experience of the workshop, said Prats. “I learned invaluable lessons from my amazing instructors and formed close friendships with the 19 other students in the workshop.

M-Dade Public Schools ‘go green’ with compostable organic food plates Miami-Dade County Public Schools (M-DCPS) is launching a new pilot program with compostable and organic round plates for use in school cafeterias. Joining the five largest U.S. school districts, M-DCPS co-founded the Urban School Food Alliance and created national partnerships to support sustainable initiatives, maximize the value and increase the availability of high quality products in student nutrition programs. The Urban School Food Alliance, which also includes New York City, Los Angeles, Chicago, Dallas and Orlando, collaboratively developed the shape and design of the plate to serve students meals on round plates, replacing the institutional rectangular polystyrene lunch tray. M-DCPS Department of Food and Nutrition serves 51

million meals annually at 353 schools with a total operating budget of $189 million. American public schools use polystyrene trays because they cost less than compostable ones.

Polystyrene trays average about 4 cents each, compared to the compostable plate, which averages about 12 cents each. Together, the Urban School Food Alliance districts used their collective purchasing power to innovate a compostable round plate at an afford-

Miami-Dade Public Schools launch bold new educational programs for the new school year Superintendent of Schools Alberto M. Carvalho unveiled new offerings to School Board members in preparation for the school year. Carvalho presented new programs and improved procedures specifically designed to better serve the needs of Miami-Dade County Public Schools (M-DCPS) students and educational partners. “Students and teachers of Miami-Dade County Public

Schools are in for another exciting year of innovative programs and initiatives, said Carvalho. “We understand that a one-size fits all approach is not effective. That said, we have once again tailored our educational programs to meet the personalized needs of students and provide them with specialized resources to ensure they have every opportunity to excel academically. Fifty-three new choice/magnet program offerings were created for the 2015-2016 school year, bringing the total of choice programs to over 500. This total includes 16 magnet programs at 12 schools in the areas of Science, Mathematics, Multimedia Entertainment Technology, Legal Studies, and Visual Arts; 37 choice programs at 30 schools, which include Advanced Placement (AP), Capstone Diploma (7), Cambridge (18), International (3), and Cybersecurity (1). New magnet programs include: National Security Intelligence Studies, Forensic Sciences & Law Enforcement at Barbara Goleman Senior High School and Digital Media Technology at Hialeah
