Town holds line on tax rate; budget hearings in September The Miami Laker staff Miami Lakes appears to be in good financial shape for the next fiscal year, as the town is proposing to hold the line on the property tax rate, while generating enough revenues to resume rendering quality services and a surplus to keep the municipality running efficiently. But residents may pay a slight tax increase because their property values grew last year. Last month, the mayor and councilmembers preliminarily approved to keep the same 2.3581 rate, which would generate about $5.7 million in ad valorem taxes and with additional revenues to help offset the rising costs of services, including the town’s biggest expenditure – police services. The town’s proposed $15.8 million spending plan calls for a

four percent increase, $7.2 million, for police services stemming from pay raises, the elimination of the contribution to health care and an increase for fuel and overhead costs. Miami Lakes, however, absorbed some of the financial impact by reducing police overtime, planning, legal and software expenses. Councilmembers will first discuss the budget for 2014-2015 during a workshop, scheduled for 5:30 p.m., Tuesday, August 26, at Miami Lakes Town Hall, 6601 Main Street. The budget hearings are scheduled for 6 p.m., Tuesday, September 9, and Tuesday, September 23, at Miami Lakes Town Hall.

The Town of Miami Lakes and its Youth Activities Task Force, along with local businesses and organizations, have partnered with Girl Scouts Chloe Schwinghammer and Emily Wong from Troop 248 to host a Fit Fair for the community from 10 a.m. to 1 p.m. on Saturday, August 9, at Miami Lakes Park West, 15151 N.W. 82 Avenue. The Fit Fair, created by the two girls as a Girl Scout Silver Award project, is intended to reduce obesity by promoting health and fitness, and to help Miami Lakes residents learn about fitness opportunities in the town. It also offers an

opportunity for parents to start their children on the road to a healthy and fit new school year. The event is free and will offer presentations by local professionals about child and adolescent health and wellness, and feature local businesses and organizations that provide fitness programs including sports, dance, Karate and more. With schools scheduled to reopen classes in late August, the event is a timely back-to-school event and an opportunity for parents and children to learn about fun and healthy activities for the upcoming school year. Miami

Lakes Youth Activities Task Force will also offer back-to-school giveaways and promote its own fun activities and programs. Walgreens will be on site with a pharmacist to answer questions and to offer free blood pressure checks. Other participating sponsors include Miami Lakes Sports Shop, DDA Engineers, P.A., Kobushi Karate Dojo of Miami Lakes, and Miami-Dade Commissioner Esteban Bovo Jr. For more information, contact Girl Scouts Troop 248 at 248 gstroop@gmail.com.

Theatre Review:

Becky’s New Car interacts emotionally with audience By Roselind Romero The Miami Laker staff “The more I do, the further behind I get,” said Becky Foster, played by Francine Birns, in the new Main Street Players production Becky's New Car. “Anyone else feel like that?” She motions to the audience for feedback. Echoes of sighs, muffled laughs, and empathetic grunts fill the room.

Becky's New Car expertly breaks down the fourth wall and creates an atmosphere unlike any other play. Becky converses with the audience, enlists them in various comedic tasks and most importantly transforms the play from a distanced, theatrical visual into an engaged session of opinions and emotions. Everyone in the theater is but another passenger in Becky's new car and the winding roads she calls her life. To effectively play a character like Becky, one must be quick on their feet, as every new showing is another improvisation opportunity. The success of the play relies on the chemistry of all the characters, but the large role of Becky Foster places much of the weight on Birns’ shoulders to carry the show, a weight she manages with flawless grace. Becky's average life with her husband, Joe (played by Ron Torres), and her son, Chris played by Jason Lyzniak), is a relatively good one, but not one that leaves much room for adventure. Enter Walter Flood (played by Harry

Marsh). Walter's endless cash-flow and aloofness contributes to his aimless and helpless nature. In trying to find a suitable gift for his co-workers, he thinks to buy what any man with no sense and a lot of cash would – cars. “I'm just terrible at gifts,” Walter says with an amusing note of sincerity. Walter's chance meeting with Becky at the dealership she works at send them both off into a thrilling adventure, though the chaos in their wake follows quick at their heels. Back at home is Joe, and despite his simple life, he is instantly charming, witty and sardonic, a seemingly perfect match with Becky, enough so that you question what might Becky see in Walter with a husband like Joe around. Chris, a psychology major still living in his parent's home, often poses existential questions and recites psychobabble, and yet is still keen enough to pick up on the subtle changes happening within his home. Walter's daughter Kenni (played by Illeana Hernandez), and friend Ginger (played by Lucy Nunez), as well as Becky's coworker, Steve, (played by Brian McCormack) become inevitably involved in Becky's life. With the internal conflict of choosing faithfulness or adventure, Becky manages to live two lives until a car and a misunderstanding give her a way out. More than one life is changed, and one life is lost. Despite the comedy, at its heart, Becky's New Car is about grief, and the choices

BankUnited chairman John Kanas named EY Entrepreneur of the Year The Miami Laker staff John A. Kanas, chairman and CEO of BankUnited headquartered in Miami Lakes, was among a group of recent winners of the Ernst and Young, or EY, Entrepreneur of the Year Award during a special gala in Orlando. Kanas won the accolade in the financial services category among a group of leading entrepreneurs, who were selected by an independent judging panel comprised of previous award recipients, leading CEOs and other regional business leaders. “These entrepreneurs truly demonstrate the passion, dedication and vision it takes to achieve remarkable success,” said Greg Rosica, EY Entrepreneur Of The Year Florida program partner. “They are accomplished business leaders who have contributed a tremendous amount to the community.” A New York banker, Kanas has left his mark on the financial industry but his biggest accomplishment was turning around a beleaguered bank that was taken over by the Federal Deposit Insurance Corporation five years ago. Kanas was tasked with reinventing what was the former BankUnited FSB that failed due to risky residential loans during the real estate bubble. Five years later, the Miami Lakes-based bank is coming off a year of stellar growth in which its loans surged by $3.47 billion, or 62 percent in 2013, and followed

Miami Lakes’ general fund balance is estimated at $4 million, in which 15 percent of the fund, $2.3 million, is required to be placed in emergency reserve, and an additional $500,000 reserved for hurricane emergencies. Beautification remains a top priority for Miami Lakes, as town officials allocated money for upgrading the town’s gateway features and erecting a new entrance sign at N.W. 67 Avenue and 138 Street. Miami Lakes is projecting to receive more than $350,000 in additional revenues for the 20142015 budget mostly from property taxes, utilities and intergovernmental, as estimated by the town. Property taxes show an $150,000 increase from the current fiscal year along with slight increases from franchise and utility taxes, business license and permit fees, state revenue sharing, half-cent sales tax and user fees for services, fines and interest income. The Intergovernmental revenue estimates reflect an increase of $210,000 for 2014-2015. The additional revenues would be used to offset the increases of services due to the town’s growing population and slight demand for improved municipal services. The town’s building depart-

ment and code enforcement expenses increased by $120,000, which is needed for more hours for inspectors and an additional full-time clerk to handle the increase in demand. The increase in permit activity is consistent with the trend in increased property values. The proposed budget does not include funding for various projects and initiatives that staff has been directed to implement or are necessary for operational purposes, including the Lien Amnesty program, which is self-funded, Beautification ($300,000), police vehicles ($75,000) WiFi in the parks ($25,000), construction of a dog park ($150,000), tot-lot equipment at Royal Oaks Homeowners Association lease park ($20,000), installation of a canopy cover at the Royal Oaks Park playground ($50,000), a partnership with the Fairchild Orchid Program ($30,000) and right-ofway maintenance for N.W. 57 Avenue. For the latter project, FDOT agreed to transfer the maintenance to Miami Lakes and reimburse the town about $2,304 annually which is the agency’s cost to mow the area on a monthly mowing cycle. The estimated cost to the town to perform complete landscape maintenance services, including mowing the area is $23,000 a year.

Town will join other cities to honor 150th anniversary of nation’s motto The Miami Laker staff The Town of Miami Lakes is honoring the 150th anniversary of the nation’s motto “In God We Trust” by joining about 339 cities across America as an act of patriotism, and not for religious reasons. During a July 22 special meeting, the Town Council acted as the Committee of the Whole to approve Vice Mayor Manny Cid’s recommendation for Miami Lakes to commemorate the country’s milestone by sponsoring a resolution and placing a plaque at Town Hall. To make the measure official, the Committee forwarded its suggestion to the Town Council for final approval. Cid said it’s “very” encouraging to see the positive responses of patriotism from municipalities across the country and thought it would be a good idea for Miami Lakes to express its devotion to

“one’s home country.” To prevent a possible uproar, the town in honoring the national motto, must do so for secular purposes. “This is nothing controversial, it was ruled by the U.S Supreme Court to be constitutional,” Cid said. “‘In God We Trust’ has proven to be a historical motto and it’s beyond religion at this point.” Bakersfield, California City Councilmember Jacquie Sullivan, founder and president of In God We Trust America Inc., chimed in on the town’s show of patriotism. Via telephone, Sullivan, who has championed the issue for many years, said she initiated the campaign to show how important the motto is to America and its historical value. “The main concern of it all is it is legal because some groups get the motto confused with religion purposes,” Sullivan said. “But, so

far, we have not had any legal challenges and if so, lawyers are willing to challenge it free of charge for the right to display ‘In God We Trust.’ The motto is on our currency and coins. It’s constitutional.” Town Attorney Raul Gastesi echoed Sullivan’s sentiments. “It’s legal to do this,” he said. “The U.S. Supreme Court characterizes the phrase ‘In God We Trust’ used as the national motto, used on coins and currency and for patriotic and ceremonial issues.” Gastesi, however, cautioned Miami Lakes if the motto is used for non secular reasons, the town could be sued. “It can be declared unconstitutional and draw lawsuits,” he said. Mayor Wayne Slaton said unfortunately some groups are dedicated to doing other things with the state motto, but commended Sullivan’s group for its dedication to encouraging the nation’s motto. “Other groups are very politically oriented and much more religious aspects than the true foundation of ‘In God We Trust’,” he said. “Some are mixing patriotism with religious issues. I support the motto but I felt that being in the position I am in, I needed to put all of this out there and I’m glad we had Councilmember Sullivan to clarify it. I feel comfortable that she is not part of other groups doing other things with the national motto.”

Country Club residents vent concerns on golf course closing By David L. Snelling The Miami Laker staff Protesting Miami-Dade Mayor Carlos Gimenez’s proposal to shut down a portion of a golf course as part of his proposed budget cuts, a massive crowd of Country Club of Miami residents gathered to try and save the land that keeps their property values intact and growing. During a meeting last week called by Miami-Dade Commissioner Barbara Jordan at the Country Club of Miami Golf Course and Clubhouse, more than 300 residents scoffed at a plan to convert one of the two 18-hole golf courses to a leisure area for foot golf and soccer to save the county about $400,000 a year in maintenance costs. Residents fear the proposal is the initial step of bringing down their property values with conceiv-

able plans to build homes on the west portion of the golf course in the future, further attenuating their real estate values. “They fear the soccer and foot golf plan is the first step and opportunity to eventually sell the land and build homes,” Jordan told The Miami Laker during an exclusive interview. “Building homes is something drastic to them.” Jordan, whose district includes the golf course, said residents purchased their homes, now valued between $300,000 to $400,000, because of the golf course and even paid additional taxes to maintain it and keep it operating through a special taxing district. “They have been paying for it initially in the special taxing district for 13 years,” Jordan said. “The residents are lovers of golf and wanted to be on the golf course.”

The residents are determined to fight to take the golf course off of Gimenez’s chopping block, including forming a task force and the possibility of creating another special taxing district to help offset the county’s budget shortfall. “I am glad the residents raised their concerns,” Jordan said. “Not only did they voice their concerns but they proposed some solutions to save the golf course.” For her part, Jordan said she will seek additional resources during the county’s budget hearings to keep the 18-hole golf course open. She said closing the golf course would leave a lot of people out of work and the venue couldn’t operate efficiently. Barbara Hagan, president of the Country Club of Miami Civic Association, said she was initially shocked when she learned about the county’s proposal for the land without golf. She said county officials were unaware of the homeowners’ covenant to pay additional taxes to refurbish and maintain the golf course. Hagan said creating another special taxing district to keep the golf course open for golf only is a positive step but it will take some time. “I’m not against an additional taxing district but it would take a lot of time maybe a couple of years,” she said. In the meantime, Hagan said the group’s next step is to meet with Miami-Dade Parks and Recreation Director Jack Kardys and John Miller, PGA head golf professional of the Country Club of Miami,

MIAMI-DADE COMMISSIONER BARBARA JORDAN to determine if the county’s proposal would benefit homeowners. “I wouldn’t mind foot golf because it comes with a lot of reg-

ulations and if it will create profits and keep our property values growing,” she said.

Breakfast, lunch and snacks are also included in pricing. “It's a brand new daycare center so all the kids who enroll will be enjoying a new facility, new services, and qualified teachers,” said Hernandez. The center is open Monday through Friday from 7 a.m. to 7 p.m. For additional information regarding pricing, curriculum specifics, and any questions or concerns, contact 305-562-2236.

The Miami-Dade School Board approved a budget proposal by Superintendent of Schools Alberto M. Carvalho for the 2014-2015 school year. The budget protects teachers and the classroom with an increase in school spending of $43 million and a reduction in administrative spending of $5 million, down 57 percent since 2008. The budget protects taxpayers by lowering the tax rate and continues to expand Exceptional Student Education (ESE) support and parental choice options in addition to protecting the economic viability of the school system. “This is a budget that serves students, parents and the community,” said Carvalho. “It maximizes learning opportunities for students and protects the taxpayer by lowering the tax rate.”

Minimize Your Risk: Lightning Safety Tips With summer, Miami-Dade County residents are greeted with not only hot and humid weather, but also with thunderous rain and lightning. Residents must be aware and understand the dangers of lightning, which is why the Miami-Dade Fire Rescue (MDFR) and the National Weather Service (NWS) wants residents to minimize their risk of danger by knowing vital safety tips. Lightning is one of the top three storm-related killers in the United States. According to the NWS, from 1959 to 2013, there have been 4,025 lightning fatalities in the U.S. Lightning’s unpredictability increases the risk for individuals and properties to be struck. As stated by the NWS, “When Thunder Roars, Go Indoors.” If you hear thunder, you are likely within striking distance of the storm. Avoid the threat by having a lightning safety plan. The following are tips that can ensure your safety when a thunderstorm rolls in: • Stay indoors – If you have any planned outdoor activities, postpone them early. No place outside is safe when thunderstorms are in the area. Take shelter in a sturdy building and avoid isolated

sheds or other small buildings in open areas. • Can’t reach a sturdy building? Get inside a hard-topped automobile and keep the windows up. • Outdoors? If outdoors, get off elevated areas. Stay away from bodies of water such as lakes and ponds. Additionally, stay away from objects that conduct electricity such as barbed wire fences and power lines. • Stay alert – Monitor weather conditions to keep informed via your local weather service or a NOAA weather radio. • Avoid contact with electrical equipment – All electrical appliances or cords should be avoided. Unplug appliances and other electrical items such as computers. Furthermore, avoid contact with corded phones and devices that are plugged into wall outlets for recharging. • Avoid plumbing – Do not use any bathroom or plumbing fixture as it can conduct electricity. • Stay away from windows and doors; also stay off porches/patios. • Don’t lie or lean on concrete floors or walls. • Don’t stand under or near an isolated tree or group of trees. • Got a tingle? If you feel your skin tingling or your hairs are standing on end, that means lightning is about to strike. Squat low to the ground on the balls of your feet and place your hands on your knees with your head between them. Try to make yourself the smallest target possible and minimize your contact with the ground – do not lie flat on the ground. • Call 9-1-1 if someone is struck by lightning. When attempting to aid a victim of lightning, it’s important to check the following: • Breathing: If the victim is not breathing, give mouth-to-mouth

resuscitation. • Heartbeat: If it has stopped, administer CPR. • Pulse: If the victim is breathing and has a pulse, be alert of other signs of injury such as burns when the lightning entered and left the body, nervous system damage, broken bones and loss of hearing and eyesight. Residents must also be aware of positive or “out-of-the-blue” lightning. Lightning that originates at the top of a thunderstorm carries a positive charge. Positive lightning is particularly dangerous because: • It frequently strikes away from the rain core, either ahead or behind the thunderstorm. • It can strike as far as five to ten miles from the storm, in areas that most people do not consider to be a lightning risk area. • It usually carries a high peak electrical current which increases the lightning risk to an individual.

Pace baseball team’s intensive 7-week training camp readies squad for the 2014 season By Rene D. Basulto Special to The Miami Laker On a humid, cloudy July morning, workers are digging up dirt to form a pitcher’s mound, as the main baseball field on the Monsignor Edward Pace High School campus is close to finishing its renovations. Just a few hundred feet away, the Pace Spartans baseball team is in the midst of continuing its own rebuilding. The 2012-2013 Spartans team was one hit away from winning the Class 4A state finals only to lose 7-5 to Pensacola Catholic in the final hard-fought game. That year, the team graduated 17 seniors who went on to college. In contrast, the most recent 20132014 team was one of the youngest in Pace history, with five freshmen starting on the varsity team and only two seniors graduating.

After a rough 0-6 start to the season, the team matured and made it all the way to being within two outs from advancing to regionals before losing the game in extra innings on a player error. Thomas Duffin has been a baseball coach at Pace for 20 years, with 15 as head coach. He is a part of the Pace Hall of Fame, and has brought numerous state championships to Pace. In order to continue the rebuilding started last year, he decided to hold an intensive seven-week summer training camp on the Pace campus for current and incoming players, something that had not been done in previous years. The camp has been running from Monday to Thursday since June 16 and ended on July 31. The training camp has involved a combination of conditioning with weight, plyometric, agility, and speed training, along with skillsfocused training such as throwing and infielding programs. Duffin revamped all of the workouts to be specific to a position, so that a player such as a pitcher would be receiving the specialized training he would need as opposed to general training. In addition, conditioning has been changed to focus more on core body training in order to avoid injury. “Everyone’s going to get stronger, so we’re going to be working as a team better,” said

Training for the Miami Full or Half Marathon on January 25, 2015.

PACE junior pitcher Michael Arce pitches to sophomore catcher Javier Cruz during a drill at the Spartan Baseball summer training camp. Michael Arce, a junior who is both a pitcher and outfielder. While Duffin has hopes to get back to the state championship and win, he also wants to see the rebuilding that began last season continue as his players keep on improving. “Personally, I want to see the growth and level of play rise above what it was last year,” says Duffin. Last season’s younger players have a different attitude with more maturity and better mental and

physical preparation after being “baptized by fire” last season, according to Duffin. “I think there’s going to be a new attitude, a new start,” said Duffin. Kayvon Wright, a sophomore outfielder, is a part of that new start for the upcoming school year. “[The camp has] made me better as a player,” said Wright. “I expected it to be hard and help at the same time…to bring out the best in me.”

As proposed by Chair Perla Tabares Hantman, the MiamiDade School Board unanimously voted to endorse the 2014 “Welcome Back to School” Safety Flyer for distribution during the first week of school. For the past eight years, the Community Traffic Safety Team (CTST), a team of multi-jurisdictional agencies under the auspices of the Florida Department of Transportation, has partnered with the District to promote student pedestrian/bicycle safety in the community. “The CSTS recognizes that student pedestrian safety initiatives at the classroom level are an important component of overall traffic safety in our school and surround-

and certain related accessories selling for $750 or less per item when purchased for noncommercial home or personal use. As all public schools have moved to wireless access and instructional materials and state assessments are moving rapidly to digital formats, the Sales Tax Holiday offers an opportunity for families to save funds while providing their children with needed educational supplies.

ing communities,” said Hantman. “To that end, the CTST encourages parents and student drivers to folio posted signs for school speed zones and crosswalks and parking laws.” To promote this initiative, the 2014 safety flyer, translated into Spanish and Haitian Creole, will be distributed to all District schools via the District's Weekly Briefing format and postings on school websites. The messages are short and simple, but there is great potential for saving lives and avoiding costly police enforcement violations. For further information, contact Vivian G. New Testament Church’s youth band performs for the community Streetside Manifesto, the youth band of New Testament Baptist Church in northwest Miami-Dade, and known in the local community as a cover worship band, are led by worship directors Stefanie Metellus and Jessica Barrera (authors of the songs “Til You” and “Holy You Are”). The band is comprised of a variety of musicians and vocalists that lead worship in two different services held each week at New Testament Baptist Church and Dade Christian School. Having performed at the Reload Conference, God Belongs in My City, Miami Rescue Mission and

other local churches, the team made one event that brought all their fans together which was the recording of their live EP on Friday, July 11. Fans came from all over South Florida to share in an incredible night of worship at Italy Today on Main Street. Jonas Maldonado led the night, backed up by Metellus, Jordan Rosado on drums, Neal Buranday on bass, Barrera on the electric guitar and Marco Hernandez on the keys. The first set started with a modernized hymn cover, “All Creatures of Our God and King” by Kings Kaleidoscope, and

“Alive” by Hillsong Young and Free. The mood in the room changed as they transitioned into two original songs: “Where You Found Me” and “Til You”. Metellus led the final song in the set, where they played “Alive” by Kim Walker. The night concluded with people standing for the encore and hanging out afterwards. What marks Streetside Manifesto from other worship bands is their passion for Jesus and their youth group. For more information and booking, visit www.412miami.com or contact Barrera at 305-720-8194.
