Miami Lakes honors School Board Chair Resolution approved to start Perla Hantman with ‘Key to the Town’ Miami Lakes Town Council:

completion of Youth Center In an effort to restart and finish construction of the Youth Center building at Miami Lakes Picnic Park East, the previous contractor’s surety company has offered the Town of Miami Lakes $726,000 to finish building the facility more than a year after construction abruptly stopped because the company’s work was not up to the town’s standards. At the April 8 Town Council meeting, councilmembers approved a resolution to accept the money but the settlement doesn’t include issues with the windows, said town attorney Raul Gastesi. Though the town earmarked more than $1 million for the Youth Center, Miami Lakes didn’t pay the contractor all of the money up front and because of the default, it has about $1.4 million to finally complete the facility, said Town Manager Alex Rey. However, the contractor is claiming through the surety com-

pany that Miami Lakes still owes it about $74,500. Gastesi said there are some issues with the windows and plans to negotiate with the contractor. “Some are fine and some are not,” Gastesi said. In other Town Business: • Lawmakers gave final approval for an ordinance to change the town’s Planning and Zoning Board appeals process for variance decisions. The ordinance now allows affected parties that wish to appeal a variance decision made by the Planning and Zoning Board to either go directly to Circuit Court or, in limited circumstances, to appeal the decision to the Town Council. If such a request is received within 10 days of the Planning and Zoning Board's decision, and the applicable criteria are met, the Town Council would hold a rehearing of the variance

County Mayor praises private sector contributions By David L. Snelling The Miami Laker staff As Miami-Dade County is preparing to offset a tremendous budget shortfall for the upcoming fiscal year, the private sector could be the backbone of the local economy. County Mayor Carlos Gimenez said Miami-Dade was able to complete a pipeline of infrastructure projects this year through new partnerships with private companies that helped save taxpayers a lot of money. Since he took office in 2011, Gimenez said he led the reduction in the size of Miami-Dade bureaucracy by eliminating 1,700 county jobs, saved taxpayers more than $400 million and delivered the largest tax cut in county history. Albeit faced with a budget deficit, Gimenez said his goal is to hold the line for property taxes for the budget while maintaining services for two million residents. He said the county had to use most of its reserves this fiscal year to maintain significant services such as public safety, fire and rescue and library. “I will present a balanced budget that reflects this stewardship and hold the line on taxes,” said Gimenez, who was the guest speaker at the April Miami Lakes Chamber of Commerce membership luncheon. “We are more streamlined and focused on our core missions of maintaining public safety and the delivery of direct services to our residents, especially the young and elderly.” The former county commissioner said the private sector partnership helped ease Miami-Dade’s coffers by building almost half of the infrastructure, and he’s seeking to expand the affiliation for 20142015.

So far this year, Gimenez said he was proud to cut three ribbons to celebrate new and renovated housing for the elderly. “Instead of relying on the same old way to do business, we threw out the old blueprint and partnered with a private sector developer,” Gimenez said. “The buildings were a faster and cheaper way to get it done and they are unbelievably beautiful. They are places the elderly can call home.” In continuing to explore the potential benefits of public-private partnerships, Gimenez said the county is seeking to replace and improve its obsolete water and sewer infrastructure with the assistance of the private sector. He said Miami-Dade entertained more than 30 responses from around the globe to help put together more than $7 billion worth of projects. “This summer, we will partner with the private sector to build a new water treatment plant in South Miami to meet the water supply needs of that area,” Gimenez said. Just hours before his speech at the Chamber event, Gimenez said he and Barcelona, Spain Mayor Xavier Trias signed a friendship and cooperation agreement between the county and the City of Barcelona, which would strengthen commercial, cultural, educational, and technological relations between the communities. Gimenez said the world continues to move in the direction of greater globalization with half of the world’s population living in urban areas. He said Miami-Dade now ranks among the top ten most populous counties in the nation, but the continued growth of “our county” has placed a burden on local infrastructure.

“Our challenge is how to balance this growth with the need to ensure that our residents receive the services they deserve,” Gimenez said. For Miami International Airport, he said the facility exceeded its economic peak in less time. In 2013, he said 40 million people used the large facility, shattering a national record Miami-Dade didn’t expect to break until 2017. For the Port of Miami, Gimenez said the new port tunnel will be opened on time and within the county’s budget thanks to the public and private partnership. The mayor said the county’s unemployment rate is low since the economic meltdown. “But not low enough,” he said. He’s calling for a program which would connect businesses with governments to attract more companies to Miami-Dade, and help students bridge the gap between their existing college level skills and the proficiencies needed to land the right job. Gimenez said more programs to help train students are needed like his Mayor Executive Internship Program in which scholars from Florida International University are getting real world working experience to prepare them for future job markets. “We want a diverse economy to include training for students so they will be ready for the working world,” he said. Gimenez said the county can achieve greater economic prosperity by luring more businesses to the area which would create more jobs and training. He said businesses, including members of the Miami Lakes Chamber of Commerce, “make it easier for businesses in the county to move forward.”

MIAMI-DADE MAYOR Carlos Gimenez receives a Certificate of Appreciation for his luncheon speech from Miami Lakes Chamber of Commerce president Magaly Rubio.

Summary of actions taken during April 8 regular Town Council meeting (Continued from Page 1) application at a special Council meeting, with the appealing party being responsible for additional costs of processing the appeal. The decision of the Planning and Zoning Board would be set aside in its entirety, and the Council would make a decision on the entire variance application. An appeal to circuit court would still be available for any affected party. • Council members approved a resolution to amend the town’s budget to reallocate the Education Advisory Board’s Fiscal Year 2012-13 carryover funds in the amount of $18,800 from the General Fund Reserve. The Board is recommending the money be used for eighth grade classes at Miami Lakes K-8 Center and Bob Graham Education Center to prepare advanced students with the necessary vocabulary to help them read on a college level before entering high school. • Councilmembers approved a resolution to authorize the Town Manager to finalize an agreement with Miami-Dade for the construction and maintenance of beautification master plan improvements made on county road medians and right of ways within the town limits. • The Town Council authorized the town manager to enter into an agreement with the YMCA of Greater Miami to provide Summer Camp programming. Last year, Miami Lakes went through a competitive selection process to select program providers for comprehensive recreational programming, inclusive of summer, after school, and

community programs that fit with the Town’s initiatives and future growth. However, the Town determined that it was in its best interest to reissue the solicitation at a later date. The town will be initiating a competitive selection process for after school and summer camp programs once the Youth Center and Optimist Park Clubhouse facilities are near completion. In the meantime, with summer quickly approaching, the town wanted to offer a high-quality and affordable summer camp program that meets the needs of the residents and promotes enhanced learning opportunities, social development, health and wellness. For over six years, the YMCA of Greater Miami has partnered with the Town to provide successful teen center and summer camp programming to thousands of youth in Miami Lakes. • The Council authorized the Town Manager to apply to the Miami-Dade County Metropolitan Planning Organization (MPO) for funds for a new greenway on N.W. 77 Avenue from Miami Lakes Drive to the future dog park, as well as sidewalk improvements. • Lawmakers approved a resolution to place a proposed charter amendment on November’s ballot to allow the mayor and councilmembers to each appoint members to the town’s committees. • The Council approved a resolution to collaborate with the Good Government Initiative at the University of Miami for a campaign candidates’ debate at Miami Lakes Town Hall during each election year. • Lawmakers approved a resolution to request that the MiamiDade County Property Appraiser

opens a branch office in Miami Lakes. • Lawmakers approved a recommendation to rename a portion of Miami Lakeway North that runs east from Ludlam Road to Miami Lakes Drive Father James P. Murphy Way. The street runs in front of Our Lady of The Lakes Catholic Church where Father Murphy served as pastor and contributed to the community for many years. Murphy died earlier this year of cancer. • Lawmakers approved Councilmember Frank Mingo’s recommendation for a proposed ordinance for Miami Lakes to notify homeowners when their quality of life or property values are affected by projects. “I am proposing an ordinance that all Home Owners Association within a one mile radius be notified of any Administrative Site Plan review and any Commercial Variance Application,” Mingo said. • Lawmakers approved Councilmember Tim Daubert’s suggestion to create a code enforcement amnesty period to allow residents to come into compliance with the town’s code. Violations to be resolved include dirty roofs, lawns not cut and illegal fences. • Council members approved Cid’s recommendation to ask Mayor Wayne Slaton to negotiate the possibility of transferring special taxing districts for guard gates, street lighting and lakes maintenance. The county currently administers the districts. Cid said there are four guardhouses in Royal Oaks, and one each in Loch Lomond and Lake Carol.

Local schools join with Team Hope for Autism raising funds for Autism Speaks Miami Walk When it comes to raising money for Autism, the community demonstrates solidarity for kids suffering from the brain disorder that often makes it hard to communicate and relate to their peers. Joining the large pool of supporters were local schools during the recent Autism Speaks Miami Walk at J.C. Bermudez Park in Doral, where more than 25,000 families participated in the event. Miami Lakes-based Hope for Autism played a major role during the event raising nearly $45,000 to help fund Autism research and to create awareness and promote acceptance for all Autism students. Team captain and founder Marianela Alvarez expressed gratitude to the schools located in the North Region that assisted the group in fundraising. “I would like to thank and con-

gratulate the schools in our North Region that, under the leadership of their amazing principals, ESE chairpersons and other administrators, joined our team and raised funds to support our community and all students with autism,” Alvarez said. “This has been an unprecedented event and for which we all are very thankful.” Local schools that raised funds for Autism Speaks Miami Walk were Bob Graham Education Center ($1,469), Palm Springs North Elementary ($801), Milan K-8 Center ($770), West Hialeah Gardens Elementary ($463), Lawton Chiles Middle ($278), and Barbara Goleman High School ($120). Pace’s track and field teams close successful season The Monsignor Edward Pace Track and Field teams concluded

their season last week at the Class 2A District 16 Track & Field

STUDENT MEMBERS of Pace High School’s track and field teams celebrate their success at the recent Class 2A District 16 Track and Field Championships and look forward to regional competitions.

Championships. The meet, hosted by Jackson Senior High School at the Traz Powell Stadium at MiamiDade College North Campus, included 12 teams and over 500 participants. On the girl's side, the 4 x 800m was led by senior Nina Pulley who will be attending Oberlin College this fall. Juniors Natalie Fernandez, Naja Murphy and Nicole Diaz continued the race, recording their fastest relay event of the year at 11:06, placing 5th overall and setting a new Pace High School record. Freshman Josephine Lethner recorded her best long jump of the season at 13 feet, a major improvement from her previous 12'2". Freshman Ashley Rey had her chance in her open events and she capitalized on both opportunities. She recorded her career best in the mile at 7:26 and the 800m

with 3:10. On the boy's side, seniors Dimitri Wolf and Peter Paul Grootens had stellar performances, both qualifying for next week's Class 2A Region 4 Championships in Miramar. Wolf, a Notre Dame hopeful, claimed the District Championship as runner-up in the mile and 800m. Teammate Grootens, who will be attending FSU this fall, claimed the District Championship as runner-up in the 3200m, and third in the mile. Freshman Matthew Figueroa had a challenging assignment for Districts. He was the only Spartan of the day with three events, though he held his own. He led off the 4 x 800m in a sub 2:25 split, ran the mile in 5:21 and finished the day with the two miles in 11:40.

Other great performances came from teammates Chris Ventura, Andrew Sanchez, Avery Canty, Chad Fowler and Chris Murphy. For the 100m, Edward Medina performed a personal best at 11.6, and Robert Harding at 11.62. Erick Cadet, Arturo Quintana, Vlad Rochebrun, Holden Placide, and Robert Harding all participated in the 4 X 100m, and Chad Flower, Andres Perez, Antonion D'Argenzio and Gregory Louis performed in the 4 X 400m. Matthew Figueroa, Adam Riberiaud, Ezekiel Jackson, and McAllen Florestal all competed in the 4 X 800m race and honorable mentions go out to teammates Richard Estrada and Andres Reyes. Track and Field coach Johann Odermatt and the team will now move on to regional competitions.

our parks and open spaces, ensuring that all Miami-Dade County residents have access to the best possible opportunities for sports and recreation,” said Mayor Carlos A. Bob Graham Education Center law studies class wins Project Citizen district competition Bob Graham Education Center’s (BGEC) law studies class has won yet another district competition. The students earned first place in the Project Citizen contest for their project, “Life is on the Line.” Project Citizen is a program that promotes competent and responsible participation in local and state government within public schools. The program helps participants learn how to monitor and influence public policy. The class worked cooperatively to identify a public policy problem that needed to be addressed. The class researched teenage binge drinking and alcohol poisoning. They chose to propose that the state’s “911 Good Samaritan Act” which gives amnesty to a person calling related to a drug overdose,

also include alcohol related emergencies. The students felt that it is important to amend Florida’s HB 0125 to include alcohol poisoning. This would help save the lives of teens in danger of dying due to alcohol poisoning. The class did lengthy research on the problem, evaluated alternative solutions, developed their own solution in the form of a public policy, and created a political action plan to enlist local or state authorities to adopt their proposed policy. The students also developed a portfolio of their work. Their project will now go on to be presented in a public hearing showcase before a panel of civic-minded community members at the state level.

THE MIAMI LAKER

‘The Light of Pascha’ By Father Joseph Lucas Orthodox Cathedral of Christ the Saviour “Christ is risen from the dead, trampling down death by death, and upon those in the tombs bestowing life!” (Ancient Christian Hymn for Easter.) The words from the above hymn, which go back to the 4th century, are chanted every Easter in every Orthodox Christian Church in every land throughout the world. For the early Christians, as for the Orthodox today, this hymn exemplifies the meaning of Pascha (Easter). We live today in what has been called “a culture of death;” and yet, we are more afraid of death than ever. Death, the Bible tells us, is “the

last enemy” (1 Cor 15:26). Hence it was God's plan from the beginning to confront death and destroy it. With the Resurrection of Jesus Christ – God in the flesh – death has been conquered. And now Christians look ahead to the return of the Lord and the resurrection of all. Christ came so that we may have abundant life (John 10:10), a life free from sin and the fear of death in this life, and an eternal life with our Lord in the age to come. With this firm hope, we hold the light of Pascha in our hearts. May this light dispel the darkness in our lives, in our nation, and in the whole world. Christ is risen, truly He is risen!

Area religious leaders offer special messages for Easter

Life!

FATHER JOSEPH LUCAS

God Was With Them! By Father Jack Stanton Church of the Epiphany When Jesus was with his disciples before his death and resurrection, they knew that, somehow, God was with them. They struggled to understand and came to know him as the Messiah, the Christ. After his resurrection, they knew that he was still with them and they knew that they had to share his presence with everyone who would listen. One day, after the resurrection, two of them were walking along a

APRIL 18, 2014

road. Jesus came and walked with them and taught them from their Scriptures but they didn't know who he was. They invited him to stay with them and, when he broke the bread during dinner, they knew that the stranger was Jesus and they ran back to tell their friends. Jesus is still with us when we break bread and have Communion with him. With those first Christians, we say, “He is risen! He is risen indeed!” Have a blessed Easter.

By Al Pino, Pastor Palm Vista Community Church Many of us have experienced the sting of death. For some it was the death of a loved one and for others the death of a dream or desire. If you are reading these words with sorrow in your heart or even tears in your eyes over that death, I want to say how sorry I am. I grieve with you. And in our grieving, I'd like to offer you the hope of life. It’s the hope of a particular kind of life: resurrection life. Easter is about life just that kind of life; life from the dead. Easter is about the historical fact that Jesus Christ of Nazareth was crucified and died on a cross outside of Jerusalem in the early first century and was raised from the dead three days later. Here is what Easter tells us about death: Death was introduced into the world because of the “first” Adam's disobedience to God's command in the Garden of Eden. This disobedience is what the Bible calls sin. It is both physical and spiritual, affecting every human being in the past, present and future. And here is what Easter tells us about life: Life was introduced

Our Lady of the Lakes Catholic School

PASTOR AL PINO into the world because of the “second” Adam, Jesus Christ, who obeyed God's plan for him to die on the cross for our sins. Because of Jesus, there is physical and spiritual blessing (life!) for every human being who repents of his or her sin against God and believes in Christ. 1 Corinthians 15:56-57 captures this truth so well: The sting of death is sin, and the power of sin is the law. But thanks be to God, who gives us the victory through our Lord Jesus Christ. Jesus defeated the power of sin and death through his death and resurrection so that we might experience LIFE by repenting and placing our faith in Him alone!

THE MIAMI LAKER

Area religious leaders offer special messages for the Easter season What’s in a Name? By Richard Sparrow, Interim Minister Miami Lakes Congregational Church John 20: 11-18. The four Gospels all have parts of the resurrection story, each a bit different but all affirming that the tomb was empty and Jesus was alive. I’ve known and appreciated those passages all my life but there is one part of John’s account that particularly moves me: Mary, weeping outside the open tomb, looked in and saw two angels sitting where Jesus body had been lying. When they asked why she was weeping, she responded that her Lord had been taken away and she didn’t know where He was. After speaking, she turned around and Jesus was standing before her – but she didn’t recognize him. Jesus asked whom she was seeking and, believing him to be the gardener, she asked where they had taken Jesus, as she wanted to go and attend to the body. It was at

REV. RICHARD SPARROW that moment that Jesus said a single word, ‘Mary!’ and in that moment she knew the truth. What’s in a name? A simple name such as ‘Mary’? Everything – just everything! Mary heard her name and was suddenly filled with the wonder of God’s love and no one could ever again take that from her. To the sound of her

name, Mary exclaimed, ‘Rabbouni’ (meaning ‘teacher’). After the resurrection, Jesus spoke the names of his disciples and friends. We can only imagine that hearing their names empowered them to become evangelists and teachers throughout the known world. There is such power in hearing our names from the lips of one who loves us. Because we are sacred to God, God calls us each by name. The One who numbers the hairs on our heads (Luke 12:7), never disregards us. Jennifer, Juan, Mandy, Marcello . . . God knows and calls us by name. Mary and those seeing Jesus following the resurrection were strengthened and equipped to be leaders in his name. Where there is injustice, suffering, loneliness and pain – our names are spoken. May we, too, feel comforted, strengthened and equipped in the hearing. What’s in a name? Everything – just everything!

Spring is a Great Time of the Year!

FATHER JOSE ALVAREZ

After Care

By Father Jose Alvarez Our Lady of the Lakes Catholic Church Although here in South Florida the Spring season is not as highly anticipated as in places where the climate is colder, it nonetheless fills us with great hope and enthusiasm. This is because Spring reminds us of new life and perhaps a little more. Spring seems to remind us of eternity. As we watch flowers blossom, hear birds sing, and see daylight extend, we get a sense of paradise. All of us are in search of para-

dise. Regardless of our race, culture or creed, we yearn to be in the presence of glorious beauty which will never end and always seem new. Those of us who are Christians celebrate this promised inheritance at Easter. After journeying in solidarity with Jesus through the cruel and bitter reality of his passion and death on Good Friday, we rejoice and celebrate the eternal glory of his resurrection at Easter. It is a passing over from winter into spring not only for him, but for all of us willing to embrace love as he did. At Easter, through the merits and accomplishments of Jesus, we are reminded that love conquers all – even death! May the glory of the risen Christ fill our hearts with much joy, peace and hope! May his blessings be upon us, our loved ones and all peoples. May the reality of Easter confidently remind us that all who live in love will always live in spring! Happy Easter!

‘The Resurrection: Evidence of Love, Grace and Power’ Psalm 24; Hebrews 1:1-12 By Rev. Pedro A. Rivera, Pastor Sunrise Presbyterian Church From the very beginning God wanted to establish a personal relationship with His created humanity. The Lord our God chose His people to serve this purpose, yet they were unable to carry out His will. God chose men and women who would bring the message of salvation and hope for humankind. God was motivated by love (John 3:16). “You love what is right” says Hebrews. God’s love is so powerful, because it can take the dark and transform it into light; the sour into sweetness, the dead come to life, the impossible is made possible. Jesus’ mission was driven by this core reality known as love. Because Jesus’ life is purposedriven and driven by God’s love, He graciously offered up Himself as our substitute on the cross made for sinners. Jesus volunteers Himself freely to die on our behalf. There are no fees attached for His life, death and resurrection. The grace of Jesus is more than sufficient. The word grace comes from the Latin meaning, freely or free. What God offers us through Jesus is free salvation as long as we acknowledge our sinful nature, repent and accept Jesus as our only way to salvation, and we proclaim Him as our Lord. Jesus demonstrated His grace by offering us a relationship with God the Father, which we have broken, as well as life eternal with our triune God: the Father, Son and Holy Spirit onto eternity. What Jesus has done for all of us was demonstrated by His dependence on God and how we can also do the same. This is the God Jesus turned to all the time in His personal life. This is the God that worked all the miracles; such as the feeding of over 5,000 men, (plus women and children), healing the sick, giving life to the dead and breaking down the barriers that separate each one of us. Jesus came to show us the way to God, because ‘He is the way.’ (John 14:6) It is Jesus who accomplishes His given mission of demonstrat-

REV. PEDRO A. RIVERA ing how to live before God in obedience and how to connect always with the Lord through prayer and scriptures. God needed a sinless, lamb-like person and it could only be Himself. God chose to send the One who was without blemish, Jesus. Jesus had the will, determination and the power to accept such a challenging mission. The mission required Him to die on behalf of humanity. You show power when you obey God. You demonstrate power when you trust and have faith on the one that goes before you as a Shepherd. Being a disciple of Jesus requires us to be obedient to God to the very last breath. There is a place for all of us when we do obey the Lord, named Eternal Life and Heaven. Living eternally where God, Jesus and the Holy Spirit dwell is called paradise. Jesus showed us ‘the way’ through His mission, teaching, example and His own earthly life. God through Him worked marvelous miracles with those around Him, but it was also demonstrated by His own resurrection. The promise for us lies in the fact that as Jesus was brought to life following His physical death, we are assured of our own resurrection through Him. Jesus is the incarnation of love, grace and power that is proclaimed this Easter and all the Christian Sundays we gather to worship our risen Lord. Hallelujah!

Spanish Lake Elementary holds science boot camp for students In addition to Spanish Lake Elementary School’s year round science program, over 300 hundred fifth grade students completed their in-depth Science Boot Camp. The camp consisted of two-hour round robin blocks of engaging science learning in order to gain a clearer understanding of science concepts. In order to meet the higher science standards mandated by the State of Florida, the reinforcement and review of science strands were creatively incorporated into the motivational handson labs designed by fifth grade science teachers. Areas included scientific thinking, animals, plants, matter, energy, and force and motion. The students were able to interpret data and experience meaningful application of concepts.

FIFTH GRADE SCIENCE TEACHERS at Spanish Lake Elementary School (sitting) Maria Vogel, and Gsis Palacio; (standing) Joan Sharperson, Paula Ricardo, and Nayeli Quintana together created components of the Science Boot Camp.
