Important Charter questions on ballots arriving April 27 By The Miami laker Staff Miami Lakes registered voters will be receiving their mail-in ballots on April 27 for the May 17 special election involving 10 proposed amendments to the Town's Charter recommended by the recent Charter Revision Commission. Town staff, in collaboration with The Miami Laker, prepared a comprehensive 16-page Voter's Guide that was designed to be included as an insert in this issue that would outline in English and Spanish the 10 ballot questions with a thorough explanation of each issue. When Town Manager Alex Rey requested funding for the Voter's Guide at the end of the April 5 Council meeting, Mayor Michael Pizzi strongly opposed the expenditure of taxpayer funds saying, "The voters will get their ballots, the questions are on the ballot, the voters are not dumb, they don't need any further explanations." Rey explained there is a limit to

the number of words which can appear on an official ballot, and there were several recommended amendments which could not be completely explained within the allocated verbiage, thus the need for further detailed clarification for each proposed amendment. Council members refused to go along with Pizzi's opposition and decided to have the Good Government Initiative review the Guide for any misleading information, and voted to have a condensed version mailed to registered voters prior to the April 27 delivery of the mail ballots. Since the ballot questions are numbered 1 to 10 corresponding in sequence to the actual Charter articles, several of the more important proposals may be overlooked by voters. The owners, publisher and staff of The Miami Laker believe it is important for Miami Lakes voters to completely understand the recommended amendments to the Town's Charter (it's Constitution),

to preserve the integrity and dignity that this community was founded upon and understand the importance of their votes on these items. One of the most important proposed amendments is Ballot Question #9 concerning the election of Mayoral and Council candidates by a majority vote. The Charter currently allows a candidate who receives the highest number of votes in an election to be declared the winner. The result is that a candidate may be elected by less than 50 percent of the voters. For instance, if there are four candidates running for a position, a candidate can be elected with less than 26% of the votes, meaning approximately 74% of the voters did not vote for the candidate being elected! When the Town's Charter was originally adopted in 2000, it provided that a candidate must receive more than 50 percent of the votes to be declared a winner, and that a runoff would be held if no candidate received more than 50 percent

This would have a profound effect on the Town's general election in November where there are already three Mayoral candidates (Councilmembers Ceasar Mestre, Manny Cid, former Mayor Wayne Slaton, and possibly Pizzi, even though he has not filed paperwork with the Town), three candidates opposing the reelection of Tony Lama for Seat 3, and four candi-

dates running for Cid's vacant Seat 5. Nelson Rodriguez is unopposed to date for his reelection to Seat 1. If Ballot Question #9 is adopted by voters, the result would be runoff elections where winners would receive a majority of the votes cast. Another important proposed amendment is Ballot Question #3 concerning the Town's Form of Government. When the original Charter was adopted in 2000, the form of government called for a "Mayor-

Bobcat Law Society scores a first at Project Citizen Fair Bob Graham Education Center’s 7th Grade Bobcat Law Society won first place at the 2016 Project Citizen Fair at Florida International University’s School of Law. The group presented the Breanna Vergara EKG Initiative project, named after the 11-yearold Miami Lakes resident who died of a rare heart condition after she collapsed during dance practice in 2014. Her mother, Claudia Vergara, said her daughter died from preexcitation Wolff-Parkinson-White syndrome, a congenital heart

defect that is curable when it is detected with an EKG. The Town of Miami Lakes and the Breanna Vergara Foundation are spearheading the initiative to make sure all kids who participate in sports and other physical activities in the town have a free EKG at local hospitals to detect any heart conditions that can save their lives. The Bobcat Law Society will be among the schools representing Miami-Dade Public Schools at the Project Citizen Capitol Showcase.

Summary of Town Council actions at April 5 meeting During its April 5 regular meeting, the Miami Lakes Town Council approved a handful of resolutions, one ordinance and a some new business items proposed by Council members. • Council members approved a smaller information guide of the proposed charter changes for mailing to registered voters along with a postcard before they are set to vote through a mail-in ballot for the May 17 special election. Council members shot down Mayor Michael Pizzi’s proposal to do away with the guide and place the suggested charter changes on

the town’s website instead. Lawmakers decided not to go with a larger version developed by town staff for placement in this issue of The Miami Laker as an insert and delivered to homes within the town’s boundaries and businesses. The town will also create a link on the town’s website with the proposed amendments. Council members also agreed to send the information guide to the Good Government Initiative for a review to make sure the language is accurate and understandable. According to the town, the

mail-in ballots are scheduled to go out on April 27 and residents must return them before the date of the special election. • Lawmakers deferred an ordinance to replace the town’s traffic concurrency regulations with a mobility fee system that will fund multi-modal transportation improvements and encourage development that better mitigates impacts on the transportation system. If approved at a later date, the ordinance may apply to future development within the town. • Council members gave their

initial approval for an ordinance to amend the town’s sign code to address a recent U.S. Supreme Court decision to provide better organization and clarity and address sign types that are currently not addressed. • Lawmakers approved a resolution expressing support for the creation of a dormant multipurpose maintenance special taxing district for the proposed residential development by Lennar at the northwest corner of N.W. 154 Street and 87 Avenue. Miami Lakes supported the creation of the Centre Lake Community Development District in which the county has the authority to create CDDs and special taxing districts, which requires that when a CDD is created that there also be created a dormant special taxing district that can assume responsibility for certain maintenance functions should the CDD fail to perform those functions. In a related matter, Council members approved a preliminary plat entitled Dunnwoody Lake for the Lennar Corporation to develop a subdivision of homes (156 single-family homes and 226 town homes on a 142-acre property along N.W. 154 Street and west of N.W. 87 Avenue. The project is part of the N.W. 87th Avenue Development agreement between Miami Lakes and the developer, which requires the property owner to reimburse the town for construction of N.W. 154 Street for roadway improvements, donate $300,000 for education and allow residents limited access to Madden’s Hammock as a passive park. The developer must meet the terms of the covenant before the town issues the first building permit for the project. • Council members approved a resolution to allow a conditional use and site plan for a private college, Ana G. Mendez University, at 15201 N.W. 79 Court in Miami

Lakes Business Park West. Last year, the council approved a temporary use for the college in a building near the permanent location, an 8.53 acre site which is owned by The Graham Companies. The fully accredited college was founded in Puerto Rico and has Florida campuses in Miramar, Tampa and Orlando. For traffic concerns, students and staff’s trips to and from the facility are during off peak hours with morning classes from 9 a.m. to 2 p.m. and evening classes from 6 p.m. to 10 p.m. • Council members approved an amendment to a 2009 interlocal agreement with Miami-Dade County that transferred the former special taxing district parks to the town and outlines the town’s prorata share of the Quality Neighborhood Improvement Program. The amendment generates a savings of $162, 442 to the general fund over the course of the life of the loan. The combined impact of the approval of these items is a net gain of $90,757 to the town, which results from the savings of the refinancing of the two bonds issues, QNIP bonds ($162,446) and storm water utility bonds ($73,491) offset by the cost of funding a portion of the local share for the canal drainage project ($145,180). • Lawmakers approved an interlocal agreement to refund MiamiDade Water and Sewer Department for the local share (12.5 percent) for a FEMA funded dredging project along the N.W. 57th Avenue canal. The total amount of reimbursement due from the town is $145,180 which will be repaid over the next 10 years at the rate of $14,518 per year.

Miami Lakes offers choice of two summer camps Summer is just around the corner and Miami Lakes announced it will offer two camps in partnership with PEAR and the YMCA. Camps will run Monday to Friday, 7 a.m. to 6 p.m., for children ages 5 to 15 year old. Both organizations also offer after school care from 2 to 6 p.m. during the school year with transportation available. Summer Camp with PEAR will take place at the Youth Center at Miami Lakes East Park, 6075 Miami Lakes Drive East, while the YMCA will host its camp at the Roberto Alonso Community Center, 16500 N.W. 87 Avenue. Important ballot faces voters on Charter revisions (Continued from Page 1) Council-Manager" form of government. In reviewing different forms of government, the Charter Revision Commission learned that this form of government is not a widely-recognized term and that the form of government known as "Council-Manager" more accurately reflects the Town's form of government. The proposed amendment deletes the word "Mayor" to reflect the Town’s government is comprised of a Council (Mayor and 6 Councilmembers) that enacts legislation and sets policy, and a Manager who is responsible for the day-to-day administration and implementation of legislation and policy. The successful adoption of this

Ballot Question would remedy the perception that Miami Lakes has a "Strong Mayor" form of government, which it does not. Ballot Question #4 is a proposed amendment that would clarify the Town's responsibilities in the event of a vacancy in the Mayoral seat. The existing Charter language which provided for the 2013 Special Election to fill Pizzi's seat when he was removed from office by Governor Rick Scott due to criminal charges filed against him by the FBI involving a grant scam with the City of Medley and Miami Lakes, would be amended to state that the Vice-Mayor would fill the Mayor's seat if it became vacant for the duration of the ViceMayor's term. If the Vice-Mayor's term is shorter than the Mayor's

term, then, when the Vice-Mayor's seat is up for election, a special election would be held to elect a Mayor to complete the remaining time of the original term of the Mayor. Other ballot questions - #1, #5, #6, #7 and #8 - relating to Representation of the Town before County, State and Federal regulatory bodies, appointing a Town Manager, selection of an Acting Manager, appointing a Town Attorney, and Permission to call a Special Meeting, replace the word "Mayor" in each amendment with responsibilities delegated to the Town Council. Ballot Question #2 would amend the Town's Citizen's Bill of Rights by adding two additional rights:

1. "Natural Resources and Scenic Beauty," which adds a policy that the Town conserve and protect its natural resources and scenic beauty, and that this policy include limiting the amount of air and water pollution, and excessive and unnecessary noise, whenever possible. 2. "Ethics in Government," which provides that the Town's operations and government must meet the highest ethical standards and demonstrate the highest level of achievement in its adherence to ethics laws. Ballot Question #10 would rectify conflicting language in the current Charter. When the original Charter was adopted in 2000, the Town was divided into four residental areas and four Councilmembers were required to be elected from each of the four areas. In 2013, the Town's electors voted to eliminate the residential areas, resulting in at-large elections for all Council seats. Due to the results of the 2013 election, the provisions regarding composition

of the Charter Revision Commission are now obsolete. The proposed revision would eliminate the requirement that there be one person appointed to the Charter Revision Commission from each of the four residential areas, which no longer exist. Some residents expressed their beliefs that a mail-in ballot in May was not the way these items should be resolved and that they should have been included in the November general election. Charter Revision Commission chairman David Bennett strongly recommended the May election to avoid having these important proposals for the Town's constitution lost amidst a very large November ballot. It is vitally important that all registered voters understand the intent of the proposed amendments and cast their ballots, Yes or No, on each question. Town’s Eliezer Palacio named Building Official of the Year The South Florida Building Officials Association (SFBOA) has named Miami Lakes’ Eliezer Palacio the Building Official of the Year for 2016, an honor bestowed upon the individual who has demonstrated “great work” in a town where he works. The SFBOA is the South Florida Chapter of the Building Officials Association of Florida (BOAF). Palacio has been the Town of Miami Lakes’ Building Official

for more than a decade, overseeing a staff which conducts inspections and issues permits for building projects throughout the 6.5 square-mile town. His staff includes a chief building inspector, permit supervisor, facility and property coordinator and two permit clerks. Councilmember Ceasar Mestre said, “We at Miami Lakes are happy to have him as one of our team members. Good job.”

In Memoriam:

John Collins, husband of former Councilmember Mary Collins John Collins, a former U.S. Marine, a Miami-Dade police officer, and the husband of former Miami Lakes Councilmember Mary Collins has died. Collins died on March 27 at the age of 82. He joined the Marines following his high school graduation and was honorably discharged. He then joined the Miami-Dade police department and retired after

30 years on the force. After he and his wife moved to Miami Lakes, Mary Collins, a former Miami-Dade County Commissioner, won a seat on the new Miami Lakes Town Council in 2001 and won reelection for two consecutive terms. John Collins was a member of the Miami Lakes Veterans Committee, one of the many committees his wife created to help the

grounded in intense patriotism and love for all people and their right for a chance to succeed.” Said Esther Amador: “He was an amazing human being.” Miami-Dade County Commissioner Esteban Bovo Jr., said: “I am saddened to hear the news of John Collins passing. John gave much of his time to serving his community and looking out for others from which we will always be thankful.” A memorial service for John Collins was held on March 30 at Our Lady of the Lakes Catholic Church in Miami Lakes.

Registration is now open for both sessions of the Main Street Players’ Childrens Theatre Workshop located at the Playhouse at 6766 Main Street. Two sessions will be held, both for children from 7 to 12 years of age. Session One begins on Monday, June 13 and runs through Friday, June 24. Session Two begins on Monday, July 25 and runs through Friday, August 5. The camp will be taught by Jeannette Martos-Galup. Students will develop their performance skills, learn the value of working as an ensemble and will, most importantly, have fun. Daily classes and rehearsals will be filled with movement, acting and exploration through the imagination as the students come together to perform a spectacular final performance for their families on the final Friday of each session. Gold Tournament. The streak began in early March with a victory over American High followed by a series of home wins over Miami Springs Senior High, St. Brendan High School, and iMater Charter. The team then defeated district rivals Immaculata-LaSalle High School 7-0 at Barry University, with senior Christopher Rodriguez pitching six innings and six strike outs, before finishing the month by winning the 16-team HSBN March Madness Shootout Gold Tournament. "We have faced some of the best teams in all of South Florida and due to our impressive pitching staff and great defensive work, we have been successful" said pitching coach Charles Lyman. “Our pitching staff has been our biggest strength,” said senior left fielder Jordan Topps. Key pitchers for the team include Christopher Rodriguez, who averaged 93-94 mph each game, and senior Jesse Castro with his impressive relief pitching. Senior center fielder Jonathan Reyes-Diaz also credits the team’s pitching for their success. “We have excellent pitching, our chemistry as a team is amazing, we are brothers on and off the field, and we have amazing defense to back up the pitchers,” said Reyes-Diaz. “I feel like we can go the distance and make it to [the state championships] to win it all,” said pitcher Manuel Rodriguez.

Local student athletes named to The Herald’s All-Dade teams A group of local student-athletes were honored for their stellar performances for 2015-2016 sports season, as they were named to The Miami Herald’s All-Dade Teams for basketball, soccer, wrestling and cheerleading. For boys’ basketball, Mater Academy senior guard Dylan Frye was named to the All-Dade 8A-6A First Team, averaging 23 points, six assists and four rebounds per game, while his teammates senior guard Chris Mejia and senior player Rafael Diaz made the Second Team. Honorable mentions included American players Shaq Harris, Kobie Johnson, Kavaughn Evans and Jonathan Vilchez; and Mater Academy players Shimoore Stern, Damari Monsato and Jesus Duquesne. Optimist opens registration for summer basketball on April 16 The Miami Lakes Optimist Club will be holding registration for its Summer basketball league on consecutive Saturdays, April 16, 23 and 30, at Miami Lakes Optimist Park. The registrations starts at 9:30 a.m. and ends at noon. Participants for girls, ages 7 to 12 and boys, ages 7-18, must bring a copy of their birth certificates and get fitted for their uniforms. Monsignor Edward Pace High School student softball standout Sofia Dominguez won the 2016 Female Athlete of the Year at the Premios Copa Dorada Golden Cup Awards luncheon on April 3. Premios Copa Dorada is a sports awards luncheon created to honor the top Hispanic athletes in Miami-Dade County, recognizing 70 athletic achievements of the best youth talent from the Hispanic community each year. Dominguez, a senior, has recorded a 3.38 GPA and is, so far, putting up impressive statistics this season. Playing three positions, pitcher, shortstop and third base, Dominguez has registered an 1.04 ERA, 137 strikeouts and 13 wins in 94 innings of work, according to Max Preps. She also has a .186 OBA (her opponents batting average against

HML band students in UM Honor Band Seven Hialeah Miami Lakes High School Trojan Band students were selected to participate in the University of Miami Honor Band at the Frost School of Music. The students worked around the clock with college professors to perform an impressive performance in the HML TROJAN BAND MEMBERS participated in UM’s Honor Band performance at the Frost School of Music.

MLEC students Skype with author Nicholas Kristof By Angelie Yglesias Special to The Miami Laker Journalism students at Miami Lakes Educational Center recently won a Skype call with Nicholas Kristof, Pulitzer-prize winning author and opinion columnist for the New York Times, through his email newsletter contest. Kristof was raised in Yamhill, Oregon; a place that he describes as “in the middle of nowhere.” Through this middle of nowhere, however, he found his calling: Journalism. “My journalism career began by total accident – I was in the 8th grade, and a bunch of people at my grade school decided that they wanted to make a newspaper.” Kristoff didn’t even show up to the first organizational meeting, but after a surplus of writers and no editors to be found, he was picked to be an editor. He continued working with local newspapers through middle school and high school, and in college worked for several newspapers, including

The Washington Post. However, Kristof was very nearly something completely different: A lawyer. “I went to law school, and I was in great danger of becoming a lawyer, but, fortunately, I escaped that fate and I ended up writing for The New York Times.” Although he began covering economics for the Times, he has spent the majority of his career as an Asian foreign correspondent. Kristof is perhaps most known for his work concerning human rights, a career that began after his Pulitzer-prize earning coverage of the Tiananmen Square protests. “I covered the student democracy movement, and one night at Tiananmen Square, the army just came and mowed people down – I was so heartbroken, so outraged, but witnesses said they’d seen thousands of students killed. I was a witness, I was there, and I knew that wasn’t what happened.” Kristof said, “As a journalist, you have to side with the truth –it’s very human to exaggerate the scale

MLEC STUDENTS are pictured with Pulitzer Prize-winning author Nicholas Kristof through Skype. and brutality of what happened: perpetrators lie and exaggerate, but so do victims.” After 2001, Kristof has been writing opinion columns, mostly dealing with humanitarian issues, particularly women’s rights – a topic that has been important to him since the start of his journalism career back in middle school. “My first editorial got me in a real bunch of trouble because it

was about how girls couldn’t wear blue jeans in my school, but after a few articles, the restrictions were finally relaxed.” When asked if he considered himself an activist or a journalist, Kristof responded that he was “a mix of both.” “People congratulate me on being an activist and I worry because activists don’t pursue the truth, and I always want to pursue the truth.

“As a journalist, I’m in the lighting business – if I shine my spotlight on something that needs attention, then maybe people will start paying attention and give the issue the help it needs.” As a final piece of advice to students interested in pursuing journalism as a career, Kristof said: “There will always be a market for news and information in the world. The ability to communicate is always in demand.”

The Northpointe YMCA located at 7351 N.W. 186 Street, is hosting the annual Healthy Kids Day on April 30 from 10 a.m. to 1 p.m. The event, a YMCA national initiative to improve the health and wellbeing of families across the country, includes free interactive activities, sports clinics, health screenings, family fitness fun, nutrition education, water safety and the opportunity to sign up for summer camps and programs. The first HKD was held in 1992, free and open to the public, and became the nation’s largest health day for kids and families. The day is designed to emphasize the importance of play in keeping kids healthy and happy. It also focuses on providing problemsolving skills, fostering creativity, and motor skills. The event will also include a color run (so participants are encouraged to take a shirt they don’t mind getting dirty) and a demonstration from the fire department. Miami Lakes K-8 Center students participate in MiamiDade’s Honors Music Festival The Superintendent's Honors Orchestra is a part of the MiamiDade County Honors Music Festival that students from MiamiDade County Public Schools audition to be a part of at either the elementary or secondary level in orchestra, band, and choir. Miami Lakes K-8 Center students Ariana Rejas and Francis Dalipe, both eighth graders auditioned for the first time and were selected to this elite group of string players. Rejas has been playing violin since the beginning of seventh grade and Francis is in his first year of orchestra playing cello. Rejas is also an accomplished pianist for her age and plays guitar. Francis also plays

guitar and ukulele. “These two have quite the musical future,” said MLK-8 Center music teacher Sara Cino. As part of the audition, the students prepared a set of scales and an etude on their instrument as well as sight read music. Qualifying students were then given music to prepare on their own and then rehearse with the rest of the students in two 2.5 hour long rehearsals in preparation for a final concert. The concert takes place Saturday, April 30, at 7:30 p.m. at the Wertheim Performing Arts Center at FIU’s Modesto Maidique Campus, 10910 S.W. 17 Street.

White House honors M-DCPS for advancements of Hispanic students Two Miami-Dade County Public Schools’ (M-DCPS) offices were honored recently at the Frost Museum of Science by the White House Initiative on Educational Excellence for Hispanics. Recognition was given to the Office of Early Childhood's Transition to Kindergarten Ambassadors Program. This initiative was recognized for its impact on 17,000 Hispanic students in Miami-Dade County. The program promotes kindergarten readiness and enhances relationships between 1,300 privately-owned, early learning centers and 150 neighboring MDCPS elementary and K-8 centers. The Office of Advanced Academics also was recognized for addressing the College Access and College Completion educational priorities for the White House Initiative on Educational Excellence for Hispanics. Hispanic students in M-DCPS make up 72 percent of all students participating in the Advanced Placement (AP) program and 68 percent of students taking Dual Enrollment (DE) courses. In the College Board’s AP Report to the Nation, MiamiDade is first in the nation in the number of individual Hispanic/ Latino students scoring 3+ on AP Exams (9,206), and leads the nation in number of AP Exams with scores 3+ taken by Hispanic/Latino students (13,678).

Spanish Lake Elementary students receive Superior Rating at M-Dade Youth Fair A perfect score and superior rating was awarded to the Spanish Lake Elementary School Recorder Group which performed at the recent Miami-Dade County Fair and Exposition under the division of Performing Arts Instrumental. The students were under the direction of Diana Garcia, music

teacher. They performed a medley of TV songs. The Miami-Dade County Fair and Exposition partners with the Miami-Dade County Public Schools to promote student achievement and talents and for the students to realize their capabilities.

SAS High School opens new campus at Miami Dade College West in Doral School for Advanced Studies (SAS), a nationally recognized collegiate high school, will be opening a new campus at Miami Dade College (MDC) West Campus for the 2016-2017 school year. Current Miami-Dade County 10th-graders with a minimum unweighted 3.0 grade point average are invited to apply, and may become eligible for admission upon satisfying all program requirements, including earning minimum SAS college entrance exam scores. Enrollment is limited. If the number of eligible applicants exceeds the number of seats available, a random selection process will be used to admit students. SAS is a combined effort of Miami-Dade County Public Schools (M-DCPS) and MDC.
