New Town Center parking garage opens August 16

As of Thursday, August 16, Miami Lakes Town Center has a new parking option for visitors and residents to Main Street and downtown Miami Lakes. The Graham Companies announced the opening of the Town Center parking garage located east of On The Border and just to the west of Miami Lakes Town Hall. With over 300 spaces available, the new building is a great addition for visitors looking for parking. “We are excited to have the garage now open as a parking alternative for patrons of Main Street,” said Andrea Graham Rechichi, vice president of Corporate Relations at The Graham Companies. “And even better, as is consistent with all of Town Center, the parking garage is free and open to the public which is the opposite of what you see everywhere else in South Florida.” Crescent Pointe, the mixed-

Philip Wyllie, Leasing Manager for The Graham Companies, claims leasing interest has been strong with Crescent Pointe due to the building’s location along N.W. 67 Avenue as well as being within steps of the new 6600 Main Street Town Center project. “Merchants are interested in accessibility and visibility,” said Wyllie. “With the Town Center project, prospective merchants are motivated about the convenience and walkability this building will offer with the office buildings and residential units.” Crescent Pointe’s building completion is set for early Fall with the new merchant buildouts following in time for the holidays.

17 prospective town managers have been selected for interviews By David L. Snelling The Miami Laker staff Fourteen candidates and three alternates seeking the town manager’s position for Miami Lakes made the first round cut and will be interviewed over a two-day period for the Town Manager Selection Committee to narrow the list of applicants to seven by September. The committee will examine and grill the candidates for six hours during two meetings scheduled for Monday, August 27 and Tuesday, August 28 via Skype in the Council Chambers at Town Hall. The 6:30 p.m. meetings will not be streamlined live but recorded and released on the town’s website after the interviews are complete. The committee will pick their top seven choices for current council members and new council members, who will be

elected on November 6, to interview and determine the best person for the job. Miami Lakes hopes to have a new town manager on board by early next year to replace Alex Rey, who’s retiring to take advantage of the government’s DROP program. During the committee’s July 31 meeting, the seven-member panel picked six local candidates and 11 who reside in South Carolina, North Carolina, California, Nevada, Illinois and Oklahoma. They made the first cut based on the committee’s criteria for the position and current job performances including a Bachelor’s degree from an accredited college or university,

bilingual (English and Spanish), ICMA credentials as a town manager, management experience in the public and private sector, and experience of managing a budget of $15 million or more. Three alternates were selected to replace candidates should they decide to withdraw their candidacy. Effingham, Illinois City Administrator James Arndt and former Sallisaw, Oklahoma city manager Clayton Lucas were tied for 13 with 33.16 points, and Miami Lakes resident Edward Piderman, a former deputy fire chief, was ranked 14 with 33 points based on the committee’s score cards. One notable candidate who has a history with Miami Lakes didn’t make the cut. Marielena Salazar, Shared Services director for MiamiDade County’s technology department and a former Miami Lakes assistant town manager

under Rey for six years, was not chosen to be interviewed for the job, as she was among the 37 candidates vying to replace her former boss. The committee will draw up their series of questions for the candidates during the interviews to make sure they are a good fit for Miami Lakes. The new town manager must be effective in carrying out the town’s strategic plan, responsive to the needs of elected officials and residents, possess good project management skills, a good public speaker, creative, a mediator, and able to handle difficult situations. Though not a requirement, the committee may ask candidates would they be willing to move to Miami Lakes if they are hired for the job. The next town’s top administrator will earn a $120,000 a year salary, oversee a $20 million budget and a small Town Hall staff, hire and fire employees and bring vending contracts before council members for their approval, among other duties. When selected, he/she will become Miami Lakes’ sixth town manager since incorporation in 2000. Merritt Steirheim, Dennis Green, Alex Rey, Evelyn Roig and Frank Bocanegra served the Town of Miami Lakes. Steirheim and Roig were interim town managers.

Residents face ‘sticker shock’ on cost of underground power lines By David L. Snelling The Miami Laker staff After Hurricane Irma left a trail of damages in South Florida, Miami Lakes residents living in Lake Patricia and Lake Katharine were without power for 10 days since their neighborhoods have overhead power lines. They turned to the town’s elected voices about burying the power lines underground like other areas, where residents’ power was restored in six hours following the tempest. But when a town engineer assessed the costs for a six-year project through a bond that would impact 465 homes in neighborhoods with overhead power lines, residents left the meeting concerned about paying $50,000 each over a 30-year period. The amount averages out to about $1,888 per home a year and only residents with overhead power lines would foot the bill. But the town would need residents’ approval through a referendum to proceed with the project. Concerned they may absorb all of the costs for underground utilities, the residents plan to attend the September 4 Town Council meeting and voice their displeasure. “We need to open up a discussion into the reduction of project cost per homeowner or alternative ways of paying for

this project,” the residents of Lake Patricia and Lake Katherine said in a letter. “Be informed before you vote. The town is planning to move this project forward as soon as possible.” According to the residents, at a July 23 meeting, a preliminary assessment was given by the town for the 30-year bond that would impact their homes but the estimates were given without an official project assessment. They said the assessment will cost an estimated $50,000$80,000, which would be addd to the over cost of the project. According to the town’s presentation, the estimated cost of conversion for six miles of underground wiring is between $12 and $15 million. Residents were also concerned that the costs would more likely be calculated on unit size (square footage or lot size) and not divided evenly over 465 units. “At the assumed projected costs, this project will possibly negatively impact our property resale values for the next 30 years,” the letter said. “Can we afford underground utilities at these costs.” Councilmember Nelson Rodriguez said the meeting was just a fact-finding session and to make sure FPL cost estimates were accurate for the project. He said a town survey discovered 90 percent of the resi-

dents were well informed but 60 percent of them were “very” concerned with the rates. Rodriguez said about 51 percent of the residents indicated they wouldn’t mind placing the 30-year bond on an upcoming ballot. “The bond is not a burden on the entire tax base for Miami Lakes, but those in the affected areas,” Rodriguez said. “It’s a difficult decision they would have to make. The town got involved when they asked us to help them.” “We need to understand the dilemma we are in,” he said. “At the end of the day, the town is trying to facilitate something for residents and it is a concern at the same time, costing $30,000 per home.” Mayor Manny Cid said town staff researched the issue and presented their findings to the residents living in those neighborhoods. He said the town, which has discussed underground power lines since incorporation in 2000, plans on conducting a non-binding survey of the affected homeowners to gauge their interest. “If the residents don't want it, then we will not pursue it,” Cid said. “We are working diligently to lower the cost since prices for construction and materials have risen exponentially since this issue was first discussed years ago.”

two other novices face off against two candidates who ran for office during the last two elections. Attorney Joshua Dieguez automatically won Seat 4 at the end of the town’s qualifying period, as he replaces Vice Mayor Frank Mingo, who vacated his seat to run for state representative. Newcomer and attorney Jefferey Rodriguez and Xiomora Pazos, a CEO and president of a non-emergency medical transportation company (Please see Page 3)

Pazos unsuccessfully ran for Town Council in 2016 and 2014, and she hopes that the third time is a charm. Newcomer Carlos O. Alvarez and Esther Colon are vying for Seat 6, hoping to supplant Ceasar Mestre, who’s also termlimited. Colon ran for a Town Council seat in 2016 and finished second in a three-person race, which Councilmember Luis Collazo won. Dieguez, who served on the Miami Lakes Charter Revision Commission, raised $29,392 for his campaign, and counts Collazo, Mestre, Mingo, Councilmember Marilyn Ruano and former Councilmember George Lopez among his supporters.

Alvarez, a principal at City of Hialeah Educational Academy, has raised $21,325 and his campaign supporters include Realtor and former Community Council chairman Wayne Rinehart, Waste Management Incorporated in Coconut Creek, Uniform Hialeah Gardens Corporation and Free Markets of Florida in Ft. Myers. Rodriguez, who raised $14,250, is backed by Dieguez, Ruano and Alvarez, who citied his work as chairman of the Miami Lakes Planning and Zoning Board as the reason they endorsed his candidacy. Pazos and Colon hadn’t listed any contributors on their campaign finance reports at press time. According to his campaign statement, Dieguez, 29, said he’s a proud lifelong resident of Miami Lakes.

The following year, Jeffrey was appointed to serve on the Miami Lakes Planning and Zoning Board by then Councilmember Manny Cid. In 2016, he was named chairman of the Planning and Zoning Board. In 2008, he was selected to lead a unique charter school that had an emphasis on public service academies. Since then he has lead City of Hialeah Educational Academy to four consecutive years of being an "A" school, recipient of

Newsweek's and U.S. News and World Report Best High Schools in America and the City of Hialeah's Education, Mentoring and Inspiration (EMI) Award for Best School in 20142015. Alvarez said he’s passionate about continuing to lead City of Hialeah Educational Academy to new heights. Pazos, 61, has been living in Miami Lakes for over a decade. She said she was vice president of the Serenity Point Homeowners Association and a longtime community activist. She also volunteers her time to help out senior citizens in Miami Lakes. Colon, 64, is a retired government administrator and college professor. She has lived in Miami Lakes for 25 years. She earned her Master’s degree in Management from St. Thomas University as well as a graduate certificate in public management and Human Resource management. Colon said she finished her 32-year career in municipal and county government with operational and supervisory responsibilities in the areas of accounting, finance, budget, procurement, grants, risk management, Human Resources, debt management and administration. She’s a member of the Zonta Club of Miami Lakes and volunteers at a number of local service activities. According to her campaign statement, Colon said living in Miami Lakes is neighborly, being able to walk or ride bikes to the parks, movies, concerts, restaurants, church and shop all within “our” community.


Reading of original play A Life Worth Saving on August 17-18 Main Street Players (MSP) presents a reading of A Life Worth Saving, an original play by Robert Coppel, the troupe’s retiring artistic director. The reading will run Friday, and Saturday, August 17-18 at 8 p.m. It’s a hot summer day on Miami Beach in 1984, and Sylvia Levin fighting for her life as she suffers a heart attack. Before she can get the medical help she needs, she is accosted by Ronald Baker, who instead of helping her, steals her purse. This sets in motion the case of the State of Florida versus

Baker and the first prosecution in South Florida using homicide by heart attack as the theory of the case. The cast includes: Stage directions and Willie Frazier played by Kent Harris. Roberto Alonso Jr. receives appointment to serve on M-D Planning and Zoning Board

Miami Lakes resident Roberto Alonso Jr. has been appointed by Miami-Dade County Commission chairman Esteban Bovo Jr. to serve as his representative on the Miami-Dade County Planning and Zoning Board. Alonso has been a lifetime resident of Miami Lakes and is the son of Town’s former Vice Mayor Roberto Alonso Sr. He and his wife, Alexandra, are the owner’s of Miami Lakes Adult Day Care. They have two children, Robbie and Oliver,

who attend Our Lady of the Lakes Catholic School. Alonso said he is excited about serving on this prestigious board and serving the residents, not only of Miami Lakes, but the entire county. He will be joining another Miami Lakes resident, Wayne Rinehart, who is chairman of the Planning and Zoning Board. Rinehart has served for 15 years on the board and has been chairman for most of those years.

Variety of activities for Public Safety Committee hosts Town’s Senior Citizens C.E.R.T. training and certification scheduled for August

Miami Lakes Elderly Affairs Committee (EAC) will host several more fun and exciting events for seniors in August. Lunch Bunch and Bingo – Socialize and make new friends while having fun and enjoying free nutritious lunches provided by Giardino Gourmet Salads. Miami Lakes Public Safety Committee (PSC), in partnership with the Miami-Dade County Emergency Management Department, will be providing a Community Emergency Response Team (C.E.R.T.) Town’s Recreation Classes and programs get underway starting August 27

Miami Lakes recreation programs for youngsters and adults resume schedules later this month and in early September. Adult programs will be starting on Monday, August 27, for Painting Level 1, 2 and 3, Line Dancing, Spanish, and Yoga. Registration started on August 13. Interested participants may visit www.miamilakes-fl.gov/ parkres to view class openings. Senior programs will be starting on Monday, August 27 for Tai Chi, Sewing, Computers in English and Spanish, and Knitting and Crocheting. Participants may register for the first day of class. Some Youth programs will be starting on August 20 and then on September 4. When the new school year commences next week, MiamiDade County Public Schools has assured the towns of Miami Lakes, Hialeah and Hialeah Gardens, through several agreements, that additional sworn police officers will be assigned to their schools to protect students and teachers from gun violence. The Miami-Dade School Board tentatively approved a $5.2 billion budget for the 2018-2019 fiscal year, focusing its expenses on enhancing students’ education and ensuring school safety and the protection of pupils and teachers. The spending plan reduces central office spending and provides a fund balance that meets

the state required minimum, which is a major feat since most the state’s increased funding is tied to legislatively-mandated appropriation increases. The fourth largest school district in the nation indicated its ability to expand programs for students or provide salary increases is limited since only $.47 of the $44 increase per stu-

dent in state funding is discretionary. The proposed budget reflects a tax decrease for homeowners across the county and provides the lowest rate, 2.61 mills, for property taxes since 1979. It reduces the school property tax for a typical homeowner in Miami-Dade by $18.57. The formula assumes the

homeowner resides in the same homestead home, townhouse or condominium as the prior year and has not improved property values. The proposed rate for the new fiscal year is lower for the first time in 39 years mostly due to the fact that the state once again has lowered the required local effort. Since the RLE continues to be decreased, it is limiting the district’s ability to attract and retain educators. According to schools officials, it is difficult to operate in an environment where tax proceeds available to school districts are not permitted to increase along with the cost of living. Even though the district has experienced historic achievements during the past year, including becoming an A-rated school district for the first time, the funding decisions made in Tallahassee have not rewarded

its academic growth nor its financial efficiency. However, disciplined financial management will ensure that the district remains on firm financial footing despite the lack of adequate funding. Among the school system’s goals is for state leadership to recognize the performance excellence exhibited in MiamiDade’s public schools and fund them accordingly in the next legislative session. Thanks to taxpayers, the district continues to accelerate the implementation of the GOB program with close to 600 projects at various stages of development. The Miami-Dade School Board will hold the final public hearing and officially adopt a new budget on September 5 at 6 p.m. in the auditorium of the School Board Administration Building, 1450 N.E. 2 Avenue.

Town Council speaker clarifies his statement

In the August 3 edition of The Miami Laker, in the story “Residents Pack Town Hall with Blasting Concerns,” public comment speaker Abel Fernandez indicated his remarks were inaccurate when he addressed the Town Council. He said he did research and discovered Miami Lakes council members never took money (campaign contributions) from the rock miners’ lobbyists but politicians above them in Tallahassee have accepted their money.

Clarification on Town receiving FEMA grant

The award of a FEMA Flood Migitation Grant to the Town of Miami Lakes which was reported in the August 3 issue of The Miami Laker requires some clarifcation. In fact, the $1.462 million grant covers 100 percent of the amount requested by the Town representating the Federal portion for the West Lakes project.

Humans of Miami Lakes: Nat Farber THE MIAMI LAKER

By Megan Medina The Miami Laker Staff Nat Farber has watched Miami Lakes blossom for the past 30 years. From the very beginning, she knew this town was special, and throughout all its changes she happily says, “It still feels like one large family.” Farber is very proud of Miami Lakes, and describes living here as “A dream come true.” She emphasizes how clean and cozy the town is. In a span of 35 years, Farber taught at Miami Springs Junior

High, North Miami Beach Senior and American Senior High School. At Miami Springs Junior High, she taught Carol Graham (Wyllie) in the eighth grade. She was a physical education teacher as well as the tennis coach and badminton instructor. In 2001, Farber started working at Shula’s Athletic Club. Farber wasn’t sure if she could adapt to work at the gym after teaching for so long, but to her surprise she fit right in. She got the hang of it so well that people

starting calling her “mom” when they saw her. Farber was a floor staff member and was also in charge of the weight room. Although she retired in 2014, Farber is still an active member at the Athletic Club. Currently Farber’s days consist of staying active and keeping busy, she’s not a homebody. She still plays a huge role at the Athletic Club where she works out and plays tennis with others. Florida International University’s women’s tennis team walked away with several conference awards including coach of the year honors. Head coach Katarina Petrovic was named C-USA Coach of the Year, competing her sixth season as head of the tennis program. In addition, five Panthers, seniors Andrea Lazaro, Nerma Caluik, junior Maryna Veksler, sophomore Ulyana Grib and freshmen Sandra Bozinovic, earned a total of eight awards for their performances this season. Bozinovic was named to the All-Freshman Team, as she ended her first season with the Panthers with a 11-4 overall mark. Grib earned First-Team All-CUSA honors in both singles and doubles. She closed out the 2017-18 season with an 18-4 overall singles record. Veksler earned Second-Team All-C-USA honors and FirstTeam All-C-USA in doubles. Lazaro earned First-Team AllC-USA honors in both singles and doubles. The senior from Barcelona, Spain finished the year with a 26-5 overall mark and a 14-2 record in dual action.

Miami Lakes Optimist Club’s Heat softball team took their game to a whole new level this summer, capping off a third straight championship season with a 13-1 record. “It was a great season,” said coach Alex Castroman, who took the team to its third consecutive title. ”It’s been a great run for the girls, some are high school seniors who have played softball at the Optimist Club

since the age of 7.” Castroman said the girls were presented the championship trophy at Marlins Park, where they celebrated another feat. “We are very proud of all the girls,” said assistant coach Avilio Alfonso. Castroman is taking 15 girls to Atlanta to compete in the M.L.B. regionals with the Marlins paying for the traveling and hotel expenses.

FIU’s Clarissa Cutliff wins second All-America honor Florida International University track and field standout Clarissa Cutliff ended her 2018 season by earning her second All-America honor of the year, and the fourth-straight of her collegiate career, when she was named Honorable Mention All-America by the U.S. Track and Field and Cross-Country Coaches Association. Cutliff earned the honor following her appearance in the NCAA Championships, on June 9, in Eugene, Oregon. For the second-straight year, Cutliff was the Panthers' last student-athlete standing as the three-time defending Conference USA champion, and school-record-holder in the event. It marks her second appearance at the championships. She won the 2018 C-USA title with a mark of 1.84m, just shy of her

own school record of 1.85m set at the University of Miami Hurricane Collegiate Invitational in April. Cutliff has been dominant in the event this season, having finished on the top of the podium in all five meets she has competed in.

St. Thomas has multiple NAIA Scholar Teams

The National Association of Intercollegiate Athletics (NAIA) recently announced its ScholarTeams for the 2017-18 academic year, and St. Thomas University dominated this year’s honors. For a team to be considered for the NAIA Scholar-Team award, it must have a minimum 3.0 grade point average (on a 4.0 scale) as defined by the institution. The team grade point average includes all eligible varsity student-athletes. A school record 12 of the 14 varsity sports at St. Thomas University earned the award in 2017-18, led by the STU Softball team (3.54 GPA) and the Bobcat Women's Cross Country team (3.39 GPA). STU

Women's Track and Field (3.31 GPA), Men's Soccer (3.30 GPA), Volleyball (3.30 GPA), Men's Golf (3.26 GPA), Women's Soccer (3.25 GPA), Women's Tennis (3.20 GPA), Men's Cross Country (3.19 GPA), Women's Basketball (3.15 GPA), Baseball (3.13 GPA) and Men's Tennis (3.00 GPA) were honored as well. St. Thomas University tennis coach Bruce Carrington and Bobcats men’s basketball player Adam McNeill were each nominated for the 2018 NAIA Character Awards, as the Sun Conference released the honorees for four special awards. Carrington was nominated because of his dedication to deliberately teaching character through tennis. Carrington teaches character to his teams by rotating the responsibilities and authority that comes with being a coach, and requires each team member to perform as an assistant coach for a week. Carrington has spent thousands of hours assisting underprivileged youth in South Florida, using tennis as a conduit. He has been recognized for his service by the USTA, and by the City of Miami with the creation of “Bruce Carrington Day� as a tribute to his work in the community. McNeill has been put forward for the Emil S. Liston Scholarship, for academic and athletic excellence by a junior men’s and women’s basketball student-athlete. McNeill holds a perfect 4.0 GPA as an accounting major. He plays a key role with the Twin City Catholic Club, supervising and assisting with the setup of the Wednesday Concert

The Mater Lakes Academy Chess Club recently won a local competition, collecting its sixteenth trophy in scholastic tourneys in Miami-Dade and Broward counties in the past four years under coach J. Michael Saunders. The team is seeking to win additional competitions during the new school year, as Saunders expressed gratitude to his team for allowing him to coach them and competing against the best chess clubs in Florida. “This is quite an accomplishment which makes me very proud of them,” Saunders said. “Just as important, they are good ambassadors when competing, always being respectful and courteous when playing the Royal Game.” MEMBERS of the Mater Lakes Academy Chess Club who Saunders said in 2013, his son recently won a local tournament, their 16th trophy in scholasasked him to coach the school’s tic competitions. The process was practiced through activities during the seminar so that participants

Back-to-School information for Miami Lakes neighborhood schools

Miami-Dade County Public Schools will begin Monday, August 20. To get ready for the first day back, there are several pieces of vital information parents and students need to know. For initial registration, all students must meet the immunization requirements by state law and provide evidence of physical examination. Other documents may be needed in order to register for the upcoming fall semester. For more information, visit www.dadeschools.net. First day of class begins on Monday, August 20. Last day of school will be Thursday, June 6. Fall recess will be Friday, November 23. Winter recess will begin Monday, December 24 until Friday, January 4.
