Happy St. Patrickʼs Day

Women of Distinction Awards recognize eight Miami Lakes Cultural Affairs Committee hosted a luncheon on Saturday, March 3, in honor of Women’s History Month. Miami Lakes resident and former Town Councilmember Mary Collins was the luncheon’s keynote speaker. The event was held at the Robert Alonso Community Center, 16500 N.W. 87 Avenue. Collins, born July 5, 1932 in New York City, graduated from Stella Maris Academy and attended Dade Community College. She married USMC Major John Collins in 1965. Living in Regatta Pointe, she is a member of Our Lady of the Lakes Catholic Church. From 1984 to 1992, Collins served as the vice-chair of the Dade County Republican Executive Committee under former Florida Governor Jeb Bush. In 2001, she was elected to the founding Miami Lakes Town

Council where she helped launch citizen committees for Cultural Affairs, Youth Activities, Economic Development, Beautification, Elderly Affairs and Education. During the luncheon, eight women who either live or work in the Town of Miami Lakes, were honored as Women of Distinction Award winners following their nominations by members of the community. AT NOON on February 21, Mater Lakes Academy gathered in the school courtyard to release balloons honoring the 17 victims of the Parkland shooting at Marjory Stoneman Douglas High School. Many students participated, and some even created signs in solidarity with the students and the family members of the fallen.

LED BY THEIR STUDENT COUNCIL, students at Miami Lakes K-8 Center honored the victims of gun violence at Marjory Stoneman Douglas High School by wearing orange. Looking to make a difference and continue the conversation, the Student Council created awareness posters and scheduled an open forum for students to share their feelings, and offer ways to make a change. STUDENTS at Our Lady of the Lakes Catholic School designed a poignant poster for Marjory Stoneman Douglas High in Parkland, and delivered it to the school where 17 students and teachers were gunned down by former student Nikolas Cruz last month. The poster is emblazoned with the drawing of an angel and messages of encouragement and support for the students who are still reeling from the tragedy, and honors the students and teachers who died in the shooting massacre. “Our hearts and prayers remain with you all,� the students said.

Town officials and civic leaders attend Ana G. Mendez ribbon-cutting

Miami Lakes Mayor Manny Cid and Councilmembers Luis Collazo, Tim Daubert, Marilyn Ruano and Nelson Rodriguez, attended the ribbon cutting ceremony of Ana G. Mendez University on February 27. The school is the first bilingual university in the Town of Miami Lakes. “Ana G. Mendez is more than a university in our Town,” said Cid. “They were with us going door-to-door during our Hurricane Irma relief efforts. We stood shoulder-to-shoulder with them to help the island of Puerto Rico after Irma,” he noted. The town officials appreciat-

ed the university’s efforts during and after Hurricane Irma because an inauguration and ribbon-cutting ceremony were delayed until February. “Although the inauguration was delayed, the University has become a big part of our community with their contribution,” said Rodriguez. Ruano added, “The university is a wonderful addition to Miami Lakes and truly embodies the spirit of family. Students and staff reached out to the Town in Irma relief efforts delivering food and ice in the areas where there was no power.” Ruano also thanked the uni-

versity’s efforts during Hurricane Maria where it transformed their facility into a warehouse of hurricane supplies. “This is what Miami Lakes is all about, a sense of community,” she said. Collazo was honored to be a part of the inauguration ceremony and thinks the University is a great community partner. Ana G. Mendez University has campuses in Puerto Rico, Maryland, Orlando, Dallas, and now Miami Lakes. It is one of the few bilingual universities in South Florida and the Town of Miami Lakes has welcomed the university system into the Town.

Pace High Starlette Dance Team records two first place awards at National Dance Association championships By Raquel Edmundson Special to the Miami Laker Monsignor Edward Pace High School’s (Pace) Starlette Dance team made school history last week as it was awarded two first place awards at the National Dance Association (NDA) National Championships held in Orlando’s Hard Rock Live March 2 through 4. This was the first time in the school’s 57 years that the school has earned two National Dance Titles at the same competition. The team of 12 talented dancers is under the direction of coach Karina Saud, director Roxy Saud and choreographer David Nuñez. They competed against numerous schools from Alabama, California, Oklahoma and Texas and proudly brought home the two championship trophies and banners in the categories of Junior Varsity (JV) hip hop and JV jazz. In addition, the team received a hip hop Choreography Award

for the originality and incorporation of technical dance elements within their routine. The Starlettes have had a stellar performance and competition season and they are looking forward to finishing the year with their Annual Dance Showcase to take place on May 4. Snelling The Miami Laker staff Facing a possible $1.5 million budget deficit and needing additional resource police officers at local schools to shield students and teachers from gun violence, the Town of Miami Lakes has turned to an electrical franchise fee increase which may be applied to residents’ FPL bill. But constituents will have the final approval for a proposed rate of 4.6 percent, as part of a new franchise agreement with the utility company, during a non-binding referendum in November. Miami Lakes is crafting its own franchise agreement with FPL, which takes effect in 2020, the year the utility’s accord with Miami-Dade

County expires. Cities that incorporated after 1990 were banned from developing their own franchise agreement until 2020. According to the agreement, Miami Lakes initially chose the 3.6 percent rate instead of the existing 3.1 percent of FPL’s bill revenues from the sale of electrical energy to residential, commercial and industrial customers within the town’s boundaries. Council members indicated most residents were unaware they currently pay the fee, which is inscribed on their FPL bill. Over the last 10 years, Miami Lakes has seen its franchise revenues reduced from $2 million to $966,000 and the proposed higher rate can offset a budget

shortfall the town may experience with the rising costs of police services and a possible additional $25,000 homestead exemption for the next fiscal year. Though a vote for the FPL agreement was postponed at the March 6 Town Council meeting, lawmakers unanimously approved Councilmember Ceasar Mestre’s recommendation to allow residents to have the final say on the tax hike. “I feel a lot more comfortable putting the question on the ballot,” Mestre said. “Personally, I have an issue passing a fee on to residents who are not even aware of it.” The 4.6 percent rate, which Mayor Manny Cid suggested, balances the budget with a possible surplus and $500,000

No,” Cid said of the proposed tax hike. “I’m 100 percent in favor of keeping it flat but I’m okay with 4.6 percent with $500,000 for resource officers at our public schools on a daily basis.” Councilmember Nelson Rodriguez said Miami Lakes must fill the gaps in the budget to resume furnishing top-tier services in the future. “We need to look at the big picture, we have serious budget gaps here,” he said. “What is going to happen to our town?”

Rodriguez supports the rate increase to pay for additional resource police officers at the town’s schools. “Some schools are left unprotected,” said Rodriguez, who requested a Schools Safety and Security Bill to provide two school resource officers at each school campus in Florida. Most council members reluctantly supported the electrical tax increase to save the town’s budget, but felt relieved over residents choosing whether they want the new fee during Miami Lakes’ November election. Town Manager Alex Rey underscored the significance of franchise fees along with communications and gas taxes, which kept the town from insolvency during the housing crisis in 2008. He said the town generates about $7 million in property taxes and $10 million in franchise fees and taxes, but the town can’t rely solely on ad valorem revenues to run the town. “In 2008, we had a 30 percent reduction in property taxes, and we would’ve went bankrupt had we depended on one single revenue,” he said. Since the school shooting massacre, the town has been scrambling with funding to protect students, teachers and administrations from gun violence, but Governor Rick Scott and state lawmakers earmarked $400,000 million that includes more resource police officers at each school in Florida. Vice Mayor Frank Mingo, who’s running for State Representative, said the town shouldn’t rush to propose a higher franchise rate since the FPL agreement doesn’t take effect until 2020, and leave the funding for resource officers to the state. “The resource officers are the responsibility at the state level,” Mingo said. “Let’s see how the $400,000 million plays out for more resource officers.” But Cid disagreed. “Our services are the highest level and parents expect officers to be at the schools,” he said. “Regardless of what the state does, our bucks stop here.” In other Town Council news: • Council members approved Mestre’s proposal for a charter amendment in November to extend council members’ term limits from 8 to 12 years. Mestre, whose is term limited in November along with Councilmember Tim Daubert, said the charter change would take effect in 2020 if residents approve his idea. “This would be for the future and not for myself,” he said. “Eight years is not enough time, which has flown by quickly, and 12 years would benefit the council with experience.” (Please see Page 8)

Miami Lakes Chevrolet recently donated a check in the amount of $500 to the Optimist Club of Miami Lakes, as part of partnership which is in its seventh year. The funds will help the organization’s baseball and softball programs, and the dealership also donated sports equipment for the players. The Optimist Club will

receive an additional $500 through the dealership’s test drive program this year, said Chevrolet general manager Alex Oharriz. “The youth in our community is important,” Oharriz said. “The programs keep them busy. We are proud of our partnership with the Optimist Club.” Jim Hamilton, a longtime member of the Optimist Club,

said the organization is grateful for the donation, which keeps the programs running each year. “Without their continued support, we wouldn’t be able to get both programs going,” Hamilton said. “We appreciate the type of support and the equipment for baseball and softball.”

Mayor’s Basketball Classic Cup game between Doral, M. Lakes set for April 5 The first-ever charity Mayor’s Annual Basketball Classic Cup has been announced by Miami Lakes Mayor Manny Cid and City of Doral Mayor Juan Carlos Bermudez. The game will feature the two municipalities, Miami Lakes and Doral, playing at Doral Legacy Park, 11400 N.W. 82 Street, from 7:30 to 10:30 p.m. on Thursday, April 5. Council honors volunteers and staff for Food & Wine Fest Mayor Manny Cid and Councilmembers honored a group of Miami Lakes community members who coordinated and participated as volunteers for the first Miami Lakes Food and Wine Festival during the March 6 Council meeting. Lynn Matos was applauded for her inspiring efforts in the coordination of the successful event which was supported by the Cultural Affairs and Economic Development committees. Matos is a local Real Estate professional, was the former longtime chair of the Youth Activities Task Force and the current chair of the Public Safety Committee. Over 1,000 attendees sipped and savored for a charitable cause as all proceeds from the event’s tickets, donations, and sales benefited the Miami Lakes Town Foundation 501(c)(3) which was created to encourage, foster, and conduct programs for the continuing education and

literary education of community members. Matos thanked her festival team of dedicated volunteers and supportive Town staff for contributing to the event’s success. Hall of Fame committee seeks new nominations Miami Lakes Sports Hall of Fame committee announced its second call for Sports Hall of Fame nominations with a deadline of Friday, April 6. Field trip to Key West scheduled for Town seniors on Tuesday, March 27

The Key West paradise is waiting for Miami Lakes seniors. The Elderly Affairs Committee invites residents, 55 years and above, on a free field trip to Key West on Tuesday, March 27. Seniors can take a relaxing stroll down Duval Street, grab a bite of some amazing seafood, or pick up a souvenir and savor a Key West sunset at Mallory Square. The bus will depart from the Optimist Clubhouse, 6411 N.W. 162 Street, at 8 a.m. and participants must arrive by 7:30 a.m.

The trip will leave from Key West at 8:30 p.m. from a dropoff and pick-up location on Duval Street. Mandatory pre-registration is required with no exception. Councilmember Luis Collazo cast the sole dissenting vote on asking residents to extend term limits. “Term limits help fuel the council with new people with new blood and fresh ideas,” he said. • Council members gave their final approval for an ordinance to allow a developer, Alari Holding, to rezone its property to erect low density residential and office buildings in an area at 14575 N.W. 77 Avenue , that is an irregularly shaped and undeveloped lot consisting of there parcels, much of which is encumbered by easements owned by FPL. FPL has transmission lines

that traverse over 80 percent of the land, which is about 2.07 acres. Council members subsequently approved a resolution to approve the developer’s variances and site plan to erect a new three-story office building on the property. The applicant has received the appropriate release to locate the parking within the FPL easement areas, and the remaining balance of buildable area is limited to less than 12,000 square feet. The developer also voluntarily proffered a restrictive covenant in the town’s favor prohibiting residential use of the property. • Council members, on first reading, approved an ordinance which sets the qualifications for candidates who are applying for

the town manager’s position. The Miami Lakes Town Manager Selection Advisory Board will review a field of candidates and narrow the list down to seven applicants for the Town Council to interview and determine the best person for the job. Lawmakers also approved a resolution for advertising the position in local, trade and professional newspapers and social media. Candidates expressing an interest in the town manager’s position must hold a Bachelor’s degree in public administration, business administration, finance and budgeting or a related field from an accredited college or university; have five years of senior administrative experience with local government or the private sector; operate a budget of over $15 million; and must be bilingual. The town manager will oversee a $19.7 million budget, 45 full-time employees and 34 part-time employees, and hire and fire staff members. Council members are hoping to pick a town manager this year to replace Alex Rey, who’s retiring to take advantage of the government DROP Program.

Vet’s Tree Planting ceremony to honor Vice-Admiral Diego Hernandez

Miami Lakes Veterans Committee will memorialize veterans and Vice-Admiral Diego Hernandez at their Tree Dedication Ceremony at 5:30 p.m. on Thursday, March 22, at Miami Lakes Picnic Park West, 15151 N.W. 82 Avenue. Hernandez was a longtime Miami Lakes resident and former Veterans Committee chairman. He commanded the Navy’s Third Fleet. After receiving a Navy ROTC scholarship, he went into Navy flight training. His military career spanned from 1955 to 1991. He led 147 combat missions in Vietnam and, in 1966, led the first strike conducted against two surfaceto-air missile sites in North Vietnam. Hernandez was shot down twice in the span of five months and earned the Silver Star, Purple Heart and Distinguished Flying Cross. After a long battle with Parkinson’s Disease, he passed last year at the age of 83. Miami Lakes Cars for Cure classic car event scheduled for Main Street on April 8 The 4th annual Miami Lakes Cars for Cure, a classic car event which raises money to fight cancer and awareness of the deadly disease, is scheduled from 10 a.m. to 5 p.m., Sunday, April 8, on Main Street. The event features a host of classic cars, great food and entertainment and is expected to attract more than 5,000 participants to come together to help fight cancer and honor cancer survivors and those who succumbed to the disease. Roberto Alonso Jr., the event’s organizer, said this year’s social occasion, sponsored by AutoNation and The Graham Companies, is bigger and better than ever. Miami car designer Alex Vega, who is the star the The Auto Firm Show, is scheduled to make an appearance, and he

may bring one of his cars. Vega designed cars for Marc Anthony and Mr. 305 Pitbull. “I am excited that he is part of the event,” Alonso said. In addition to the popular classic cocktails truck, Milos’ Craft Beer has been added to the event, crafting out its special beer garden for participants. Alonso said last year, the event helped raised over $23,853 and all of the proceeds went to the University of Miami’s Sylvester Cancer Center for local cancer research. The Cars for Cure event is in honor of former Miami Lakes vice mayor Roberto Alonso Sr., who had a love for classic cars and organized the first classic car show on Main Street. Final Super Saturday on March 17 Miami Lakes’ final Super Saturday at the Park on March 17 will be highlighted by the 20th annual Bike Rodeo and Safety Day. The free event from 10 a.m. to 1 p.m. at Picnic Park West, 15151 N.W. 82 Avenue, is coordinated by the Youth Activities Task Force and sponsored, in part, by Andy’s Police Supply and the Town of Miami Lakes Police Department. The popular event is designed to provide children with the opportunity to learn about bicycle safety while interacting with various branches of law enforcement officers. The first 150 attendees will also receive a free helmet and a chance to win toys, prizes, and one of 15 bikes to be given away in raffles. Miami Lakes Middle School names Efrain Valdiva as the ‘Lifechanger of the Year’ Miami Lakes Middle School (MLMS) Science teacher Efrain Valdiva was nominated to be Lifechanger of the Year, a prestigious award given to teachers who go the extra mile. Born in Nicaragua, Valdiva fled in the 80’s to seek political asylum in the U.S. He came to this country with no family or support system, but he wanted to work his way to the top to be able to bring his wife and children over to him. He went back to college and earned a Master of Science degree, and began teaching at an alternative school for at-risk youth. In his time teaching there, Valdiva honed qualities that makes him the outstanding teacher he is today. His focus in gaining trust and respect from his pupils makes the topics he teaches relevant and practical

enough to gain the student’s attention and interest. For the last 14 years, Valdiva has been teaching at MLMS and has even given back to the community by teaching a General Education Development (GED) program at American Senior High for adult education. Spanish Lake Elementary Dance Team performs at Disney Springs Several years ago, second grade gifted and dance teacher, Christina Herrera, accepted the challenge to form a dance troupe at Spanish Lake Elementary (SLE). In a short period of time, the troupe flourished and grew. The students participating learned how to stay strong under stress, as they learned to express their emotions through movement. They learned a variety of dance styles, and strengthened their bodies. The girls in the

dance troupe feel they have gained self-confidence, a trust for each other, and most of all, a respect for others and themselves. The girls and their parents have created strong bonds with each other through dance activities. After a two-day selection process, outside judges select approximately 30 students in third through fifth grade to be a member of the SLE Rubies Dance Team. In addition to performing at SLE events, The

Rubies have performed at the Country Club Middle Holiday Show, the American Feeder Pattern Expo and Reading Under The Stars. The Rubies returned to Walt Disney World for a second consecutive year to participate in the Disney Performing Arts Showcase in Disney Springs. This year, the troupe will present a new tradition, Rubies Dance Showcase which will take place at SLE on May 17.

The American Patriots (AP) runners are a group of student athletes with special needs at American Senior High School (ASHS). These athletes are coached like varsity athletes and have achieved milestones. Most of the students run miles without stopping, and a few can run or walk the entire distance. These athletes train weekly to compete in all types of marathon events in MiamiDade County. The last event AP Runners participated in was the Kids Run Miami in late January. HML marching band joins with middle school bands for concert on April 13 For the first time in school history, the Hialeah Miami Lakes High marching band will perform with local middle school bands in an effort to recruit the students to attend the high school and march with the Trojans. The marching bands from Miami Lakes and Palm Springs Middle schools and Miami Lakes K-8 Center will perform with the Trojans marching band at Concert Under the Stars, which is scheduled for 6 p.m., Friday, April 13, at 7977 West 12 Avenue. HML band director Kevin Segura said he created the event to give middle school students an opportunity to play with his band in hopes of convincing them to join one of the top ten marching bands in the state. “I think this is a great recruit-

ment tool for the middle school students to meet and play with our marching band,” said Segura, whose percussion section finished third overall in the state competition this year. “Our students are the best recruiters who can tell the kids this band is awesome and this is a good school to attend.” The event is $5 for admission with free food and drinks served to participants. Segura, who plays the French horn, said he anticipates about 300 people to be on hand to watch his band and about 100 middle school students perform. He said his students are serious about their top ten ranking and among the best bands in the state. “They are very passionate and are like a big family,” Segura said.

BGEC Dance Team wins first place National awards Bob Graham Educational Center’s (BGEC) Bobcat Dance Team headed to Nationals for an experience of a lifetime. In addition, they were invited to perform for Disney's Performing Arts in Disney Springs. They competed four group routines, eleven solos, and a duet against other competitors nationwide for Contest of Champions.

The Bobcats came home with two first place national awards, and a plaque for their superior job at the competition. Coach Mayri Martinez feels honored to work with such a wonderful group of young ladies as they exemplify what a true Bobcat dancer embodies: perseverance, discipline, faith, humility and trust.

MLCC Concert Series presents Ernesto Fernandez on March 25

Miami Lakes Congregational Church’s (MLCC) Concert Series will present a Spring Piano Recital at 5:30 p.m. on Sunday, March 25, at the church, 6701 Miami Lakeway South. The concert will feature acclaimed Cuban-American flutist Ernesto Fernandez. Miami is known for its diverse Latin culture and topnotch musicians. This concert will feature jazz music from several Latin American countries and especially music from Cuba. frequently store and transport the items to the church for the sale. “We have all sorts of used items for sale – clothing, shoes, appliances, and more,” said. “The money raised helps other people, and we get to help the planet in a small way by reusing and recycling.”

Mater Gardens Academy hosts Academica Food Expo On February 6, The Academica Food Expo Show was held at Mater Gardens Academy from 9 a.m. until 1:30 p.m. The exposition featured over 30 different food vendors that displayed an array of healthy gourmet style food samples for possible inclusion in next year’s school lunch menus. About 600 students were transported at different hours during the day to explore the innovative items. Cheney Brothers, the food distributor, brought over 16 food service companies and gave the “professional tasters” the opportunity to voice their opinion and evaluate the food samples based on taste preference.

“Student leaders had the opportunity to voice their input and coordinate the event,” said assistant principal Pilar Fernandez. After completing the tastings, students were able to use a Quick Response Code (QR) to answer a survey and provide instant feedback. The event was a success, with fun activities, raffle prizes, dancing, face painting and music. The Mater Gardens Student Council and Lighthouse Team assisted with information to all of the participating schools. Students and staff are hopeful and excited to see their choices make it to next year’s school menu.
