Crescent Pointe is complete in Town Center Vol. 45, No 4

As a part of Miami Lakes’ last developable site in Town Center, Miller Construction has completed the 36,700 square foot Crescent Pointe mixed-use building for owner and Miami Lakes master developer The Graham Companies. The two story, class A Crescent Pointe, located at 15121 N.W. 67 Avenue, adds high-profile office, restaurant and retail space to the nationally recognized, 225,000-squarefoot Main Street development at the heart of Miami Lakes. Snelling The Miami Laker staff The Miami Lakes Town Council approved a contract with Lorenzo Cobiella to be the town’s full-time attorney where he will be assigned at town hall assisting the town manager, his staff and council members for a minimum of 40 hours per week. Cobiella is an associate with Gastesti and Associates, which is the town’s contracted attorney, but Miami Lakes was seeking an in-house counsel to focus solely on the town’s legal and litigation matters. The contract initially calls for the allocation of $150,000 as a retainer for legal services, $50,000 for special projects and for land-use attorney services and $400,000 for litigation reserves. But Raul Gastesi, Cobiella’s boss at the law firm, said he would accept $175 an hour for six months and ask for a $200 increase as a compromise to appease residents’ concern over attorney fees. After terminating the contract of the town’s land-use attorney Nancy Stroud and net savings to new Town Manager Edward Pidermann’s contract, the town applied the money to Cobiella’s contract, increasing the rate by about $5,000. His duties include reviewing and drafting resolutions and ordinances for town council meetings and planning and zoning meetings; draft town-related agreements; review and provide

legal support to the Procurement Department and all RFP and RFQ requests; work with the town manager and town staff; and attend council and mayoral briefings with the town manager; and provide legal advice for special projects. Mayor Manny Cid, who sponsored the resolution to amend the town attorney contract, said Miami Lakes has the highest level of legal services in town history for only a $5,000 increase. “In the past, the town paid double but we felt we didn’t get the best legal services,” Cid said during an 8:30 a.m. special call meeting. “It’s a no brainer.” Council members gave the mayor’s contract proposal their unanimous support. Vice Mayor Nelson Rodriguez was absent and Councilmember Luis Collazo recused himself citing a conflict of interest. Pidermann said an in-house counsel has the greatest benefits for Miami Lakes. “We have the ability to walk down the hall and see him there and involve him in impromptu meetings,” said Pidermann. “Having us an exclusive client allows us a lot of benefits.” Outgoing Town Manager Alex Rey said Cobiella’s new contract is worth the time and money since the law firm was underpaid ($104 an hour) while working more than 40 hours per week. never billed the town for providing legal assistance for the Town Manager Selection Committee, the town’s Charter Review Commission and the FPL contract negotiations. “With the effort and the amount of work and time at their rate should require a compensation adjustment,” Rey said. “Now you are getting a better level of service.” Gastesi said Miami Lakes is fighting several lawsuits and 100 foreclosure cases. Miami Lakes hired the law firm of Lydecker Diaz to fight former mayor Michael Pizzi’s lawsuit, which is under an appeal following a lower court’s decision the town is not responsible for his attorney fees for his

criminal trial. Miami Lakes reportedly has already spent more than $1 million to fight Pizzi’s lawsuit, which has been dragging on for five years. Also during the special meeting, Miami Lakes approved a resolution to proceed with a lawsuit against Miami-Dade should the county resume plans to place an I-75 interchange at N.W. 154 Street. At issue is a legal binding agreement between Miami Lakes and Hialeah to keep N.W. 154 Street closed when the latter city annexed a large section of land west of the town in 2003. Miami Lakes reached out to the county over residents’ con-

cerns of more traffic gridlock if 154 Street is opened up, and conducted its own traffic study which determined the impact would be detrimental without major traffic improvements to N.W. 87 Avenue, N.W. 82 Avenue and the Palmetto Expressway. Gasetsi said Miami Lakes was seeking a dialogue with county officials about the proposed projects and was told they would place the issue on the agenda during a county commission meeting to debate. However, the county bypassed the issue and contacted FDOT indicating Miami-Dade is ready to proceed with the interchanges, Gastesi said.

Tony Lopez, Chief Operating Officer (COO) for the Town of Miami Lakes, has been named as Deputy Town Manager. The appointment was the first to be made by new Town Manager Edward Pidermann. As COO, Lopez has been responsible for the implementation of all Town operational initiatives and policies and has provided the vision for major community development projects in parks, beautification, public safety, infrastructure and mobility. Lopez has worked for the Town for over 14 years and his leadership has been instrumental in the development of creative solutions and public improvements for the Miami Lakes community. Most recently, he completed the Miami Foundation’s Miami Fellows Leadership program. In

Following a hit and run accident that left a woman critically injured and one fatality, the Town of Miami Lakes is taking action to prevent further tragedy that police say is caused by residential speeding. Lawmakers approved Councilmember Josh Dieguez’s proposal to place traffic calming devices along N.W. 79 Avenue between N.W. 162 and 165 streets near Royal Oaks East, and town staff would conduct a study to determine if other areas are experiencing speeding following Mayor Manny Cid’s request to include them as well. The town sought speed humps and speed bumps for the areas to slow down speeding motorists and keep residents, especially children who are walking to school and home. Dieguez said residential

speeding has been a concern for years but grew following a death and Natalie Fraber, who was left critically injured when she was struck by a vehicle last month near Fairway Drive and Bedlington Road. The driver left the scene, police said. “I was even told by my office postman. who services the Royal Oaks East community, that he has personally observed speeding and reckless drivers on the road,” Dieguez said at the February 5 regular council meeting. “I too have personally observed speeders during the morning rush.” Dieguez said although two prior traffic studies have been conducted on N.W. 79 Avenue, neither has been able to firmly establish the need for traffic calming devices to be placed

along the roadway. Cid said he would support Dieguez’s recommendation but only if traffic calming devices are placed in other affected areas. “This should be across the board,” Cid said. “We should do it for all residents. I can’t leave these folks out.” Town Manager Edward Pidermann said speed humps or speed bumps are easier to install than other devices such as roundabouts and a three-way stop sign, and cost less, about $1,100 each. He said they can be easily removed when work is done on the roadways and placed back when the improvements are finished. In addition, Miami Lakes is conducting a town-wide speed study to assess the potential of reducing the speed limit in all residential streets to 25 mph for a long-term solution. The town asked the county for guidance on the study and Miami Lakes studied Coral Gables’ traffic analysis for guidance in an effort to slow down motorists in residential areas. Coral Gables’ study, which focused on five areas plagued with speeding, determined 25 mph would keep pedestrians safe.

Pidermann said the town’s study should be finished soon for council members’ review and approval. Councilmember Jeff Rodriguez said the time is now for Miami Lakes to slow down motorists who are jeopardizing the lives of residents. “I talked to residents and there is definitely a concern,” he said. Councilmember Carlos Alvarez commended Dieguez for taking the lead on the life-saving issue. “The No.1 priority is public safety,” Alvarez said. “I commend you for championing this issue and show residents we will force vehicles to slow down.” Miami Lakes’ public works director, Carlos Acosta, said the county prohibits traffic calming devices in certain locations such next to a fire hydrant, horizontal curve and driveway, or 50-feet close to an intersection. “We will have to see where they can be placed,” he said. In other Miami Lakes news: • Miami Lakes has initiated an Eminent Domain procedure seeking by force to take over some property to complete the town’s N.W. 153 Street connector road project at 153 street. According to Town Attorney Raul Gastesi, Miami Lakes made an offer to the property

owner but he declined. The offering price was not disclosed at the council meeting but Miami Lakes reportedly offered $7 million for the property last year. Eminent Domain allows the town to take the issue to court which would decide whether the town can take over ownership at fair market value. • Council members gave their final approval for an ordinance which now protects the tree canopy throughout the town and adopt the town’s beautification master plan. The proposed measure would ensure the integrity of the town’s signature appeal, its tree canopy, is property maintained, restored in areas where it has been diminished and replanted tight with the appropriate materials (right tree right place). • Council members gave their final approval for an ordinance which establishes a restricted long-term infrastructure renewal and replacement fund to renew or replace depreciating or decaying general fund assets, excluding routine repairs and maintenance or new construction. If it becomes law, the ordinance would establish a $150,000 annual fund contribution from the general fund, (Please see Page 9)


Other Council actions taken during February 5 meeting (Continued from Page 8)∆ which may increase as needed through the budget process • Council members gave their initial approval for an ordinance amend a section of the town’s regulations code in which fees and penalties are codified to ensure all costs associated with the rights-of-way permits are fully cost recovered. The proposed ordinance eliminates the burden of local taxpayers for rights-of-way permits. • Council members authorized the town manager to execute a contract with Florida Engineering and Development Corporation for the SRTS Miami Lakes K-8 Center project in an amount not to exceed $980,000. The town was awarded a matching grant from FDOT for the scope of the work which includes a greenway trail along the east side of Miami Lakeway North/South between Miami Lakes K-8 Center and Miami Lakes Middle School. • Council members approved a resolution to grant the town manager authority to terminate an interlocal agreement with Miami-Dade County for the provision of public transporta-

tion services. In moving forward with implementing the town’s strategic plan, Miami Lakes is making changes to the Moover bus service, which would be converted from a fixed circular route to a complete on-demand transportation services. • Council members approved the Villas of Miami Lakes Condominium Association application for the town’s matching grant program in the amount of $5,000 for a beautification project. • Council members authorized the town manager to apply for and if awarded, execute an agreement with FDOT for the 2019 Transportation Alternative grant in an amount not to exceed $1.2 million to assist in funding for the Miami Lakes Fairway Drive’s bike lanes and crosswalks improvements project. Council members also authorized the town manager to execute an agreement if approved by Miami-Dade County and expend budgeted funds for the 2019 street tree matching grant program in an amount not to exceed $30,000 for funding for the Miami Lakes West Lake Reforestation Phase 3 project.

Alex Rey, who was the town manager in Miami Lakes for 16 years, has been selected for a new job in west Florida. The St. Pete Beach City Commission in Pinellas County last week named Rey the next city manager, where he will replace Wayne Saunders. The City Commission picked Rey among several candidates who interviewed for the job, and the appointment comes just days after Rey’s resignation as Miami Lakes top executive administrator became effective. Rey retired from Miami Lakes to take advantage of the government Deferred Retirement Option Program (DROP), and he applied and interviewed for several government and consultant jobs. During his public interview with the commission, Rey cited his oversight of construction of a permanent government center and redevelopment of commercial town center project in Miami Lakes as among his accomplishments.

St. Pete Beach is a 19-square mile coastal city in Pinellas County which is famous for its status as a tourist destination. It was formed from the town of Pass-a-Grille, Belle Vista, St. Petersburg Beach and unincorporated Pinellas County. At the time of its incorporation in 1957, its name was St. Petersburg Beach and in 1994, locals voted to officially change the name to the shorter version of St. Pete Beach to distinguish it from the city of St. Petersburg a few miles to the east. According to the 2010 U.S. Census, the population was 9,346. Unlike Miami Lakes, Rey will be the chief executive officer for a much larger city with responsibility for the overall daily operations of the city and for the delivery of high quality services through the combined efforts of the community development, city clerk, police, fire, public services, finance and information technology departments.

He will supervise more than 200 employees and manage an estimated $100 million operating budget for the 2019-2020 fiscal year. Rey will also be responsible for preparing and presenting the annual operating budget, the capital improvement plan and any other reports requested by the city’s commission. Rey’s new administration includes two staff members who assist him in providing professional leadership and sound administrative direction to ensure the continued progress of the community. Before his tenure in Miami Lakes, Rey spent nearly 20 years as one of Miami-Dade County’s top executive administrators and he was building director for Miami Beach. “Alex is a talented public administrator and his 16 years in Miami Lakes were a success,” said Miami Lakes Mayor Manny Cid, who worked with Rey since 2012.

Mater Lakes boys’ varsity soccer team fell to LaSalle, 2-0, in the regional semifinals ending the Bears’ season who finished 12-2-2 including going undefeated in district play. LaSalle avenged its district championship loss to Mater Lakes which trailed 2-0 with eight minutes left in the game and rallied to send the game into overtime which the Bears won in penalty kicks. The soccer team was ecstatic with the achievement they made as a team especially the 10 senior boys that get to graduate

with this accomplishment. They got to bring to MLA the 1st place district trophy. Senior Adrian Olave said, “I will never forget that winning moment as I got to make MLA history as a team.” In addition to having an undefeated season, this is Mater Lakes first District Championship in soccer. The Bears had a remarkable run in the season defeating district foes and top ranked LaSalle, Ransom Evergkades and Keys Gate in the postseason to reach the regional semifinals.

With less than a week until first pitch, the Florida International University baseball duo of junior Austin Shenton and sophomore Logan Allen were named to the Conference USA Preseason team, the league office announced last week. Shenton, a Bellingham, Washington native, slashed his way to a .344 average with 11 doubles, 9 home runs and 29 RBIs in 2018 for the Panthers. The third baseman was named second All-Conference last season before making his way to the Cape Cod League, where he

led the Wareham Gatemen to a league title and was named postseason MVP. The 2018 freshman AllAmerican Allen landed the DH/UTL spot on the preseason list. Allen did damage in the batter's box and on the mound as the 2018 second team AllConference player batted .309 with five doubles, two home runs and 16 RBI, while pitching to a 5-5 record with a 3.89 ERA and 85 strikeouts against 16 walks. Shenton and Allen lead a FIU team that returns 26 players

from a team that went 26-28 in 2018. A new season brings a Top-25 recruiting class as well, as the Panthers look to return to postseason play for the first time since 2015. The 2019 season officially gets underway at 7 p.m. on Friday, February 15 as FIU plays host to Stony Brook at FIU Baseball Stadium.

JANUARY 28 marked the 100th day of school at Our Lady of the Lakes! Dianna Acosta’s and Lisa Navarro’s Pre-K 3 classes had a very special morning snack that tied in with the theme. The children used 10 different snack items to classify and add to a hundred. They counted by ones, tens and even by fives. M-Dade College starts vets program

Miami Dade College is now offering a program for veterans. The college has initiated the Veterans Upward Bound program, a no-cost initiative for veterans who are seeking to engage in post-secondary education. Through the program eligible veterans can obtain a basic skills assessment, preparation for standardized post-secondary tests, assistance with GI benefits and forms and linkage to various support groups and services around the community. Also eligible veterans will receive academic tutoring, aid in course selection, information on federal student financial aid programs, a stipend and other additional services ranging from financial literacy to career-related and cultural enrichment activities. Four Pace High students attend World Youth Day By Raquel Edmundson Special to The Miami Laker Last month, four students from Monsignor Edward Pace High School (PACE) had an opportunity to travel to Panama for World Youth Day (WYD). Seniors Nathan Bonet, David Lorenzo, junior Amayah Novela, as well as sophomore Matthew Banich, joined students from the Archdiocese of Miami for an unforgettable pilgrimage. The trip allowed the students to rejoice in their faith alongside nearly 600,000 Catholic youth from around the world. Together they shared their beliefs, prayed and ultimately came to understand God better. The students also had some time to visit the Panamá Canal and explored historical ruins of Panamá La Vieja (Old Panama City). Activities throughout the week included Catechetical sessions with various bishops, cultural music events and several opportunities for prayer and reconciliation. The highlight of

their trip was the much anticipated arrival of Pope Francis, who joined the attendees and presided over the official welcome ceremony and WYD closing mass. As the trip came to an end, PACE students gathered with fellow youth pilgrims from Miami for a final group dinner. PACE’s Nathan Bonet was one of only a few young adults who was selected to dine with Archbishop of Miami, Thomas Wenski. Together they engaged in dialogue about the week’s events and reflected on their remarkable experiences. WYD was initiated by Pope John Paul II in 1985, as a way to capture the spirit of the youth and inspire them to live the teachings of Christ. Every two to three years an international city is chosen as the WYD host city. At the concluding mass in Panama City, it was announced that the next WYD will be held in Lisbon, Portugal.

BARBARA GOLEMAN HIGH boys’ soccer team fell to Pines Charter, 2-0, in the regional quarterfinals last week, ending the Gators’ season which included a clash with district rival Mourning High in the postseason. Morning defeated the Gators, 1-0, for the district championship after the two teams split the regular season contests. The Gators finished the season 10-7-2 after missing the postseason last year with a 7-6-1 record.

Over the years, MLEC, its students, faculty and staff, have earned recognition for their performance, their skill and their dedication. This January, they received one more prestigious prize and recognition from Magnet Schools of America. It has once again received top honors, earning the distinction of a National Magnet School of Excellence. “The MSA School of Excellence Award is a notable achievement for us because, as a wall-to-wall magnet, every student and every teacher contributed to this recognition,”

said Lourdes Diaz, MLEC principal. Magnet Schools of America (MSA) is a national organization representing over 4,000 magnet schools and programs. Every year it recognizes the best magnet schools and programs for their commitment to high academic standards, curriculum innovation, successful diversity efforts, specialized teaching staffs and parent/community involvement. “We are proud to acknowledge these awardees for their commitment to creating extraordinary theme-based magnet schools that promote diversity, innovation and academic excellence in the classroom,” said Todd Mann, MSA

executive director. The organization has two separate award categories – Magnet School of Excellence Award and the Magnet School of Distinction Award. The highest honor, which MLEC earned, is awarded to a group of select magnet schools known as the Magnet School of Excellence Award which is given to schools that not only meet the basic requirements, but surpasses them. “This is the third consecutive year that our school is recognized, and that speaks volumes about the work of our faculty and student body. I couldn’t be more proud,” Diaz said. MLEC has six career academies and a total of 21 career

pathways, including studies as diverse as engineering and health sciences to journalism and commercial arts. The school, like Miami-Dade County is diverse. The majority of MLEC students are either first-generation Americans or immigrants themselves, originating from over 33 countries around the world, which has only worked to prepare them, like all MDCPS students, to compete in an ever more global economy. But, MLEC does not only bring people from different cultural, racial and ethnic backgrounds together, it fosters creativity, critical thinking and a diversity of thought. Students learn to apply math-

ematics, history and even literature in real world work scenarios. They make cross curricular connections between the traditional curriculum and their career pathways, blending geometry and graphic design, physics and the combustion engine. “It’s always an honor to be recognized as one of the top magnet schools in the country,” said Helena Castro, MLEC’s activities director. “This honor is even more significant because it acknowledges our whole school program. Every program, every student, every teacher is being applauded.”

Mater Lakes Academy’s Thespian Society, under the direction of Krista Flores and Christina Hummingbird, is getting ready to present their first musical of the school year “Little Shop of Horrors.” As Mater Lakes’ fifth production in partnership with Miami Dade College, “Little Shop of Horrors” will be performed in the Lehman Theatre February MIAMI LAKES EDUCATIONAL CENTER students pose with MSA Certified Gold Certificate. 21 through 23. This comical and one-of-akind show follows a few quirky characters working in a flower shop on an urban skid row in the 1960’s. The story begins with the main character, awkward and clumsy Seymour Krelborn who is played by sophomore Israel Paredes and his plan to both restore business for his flower shop and win the heart of his coworker Audrey who happens to be the love of his life. Krelborn introduces a seemingly innocent looking plant, a cross between a venus flytrap and an avocado, which soon develops an appetite for human blood. As the plant grows larger

Krelborn is faced with the sticky mess he has created, being forced to choose between success and romance or protecting humanity from the man-eating monster he has created. The star of the show happens to be the horrifying and blood thirsty plant named Audrey II and has been the biggest challenge of all for the Mater Lakes Thespians. Audrey II is it’s own moving, talking and singing character brought to life through four stages of puppets. Jaily Gomez and Veronica Ginzo, two juniors and inducted Thespians at Mater Lakes Academy were tasked with planning and constructing the four puppets STEAM project, and have been brainstorming ideas since the end of their sophomore year. Each puppet represents a different phase of the plant’s growth with the first puppet having a pod roughly four inches tall and six inches long and the fourth puppet reaching nearly five and a half feet in height and seven feet in length.

On January 24, PACE students and club moderator, Hedda Falcon had an opportunity to attend the district competition award ceremony held at William H. Turner Technical Arts High School. During the ceremony, 32 PACE students received award medals and advanced to the FBLA state leadership conference to take place in Orlando on March 22 to 25. The FBLA organization helps high school students expand leadership abilities and achieve their academic goals as they prepare for college and beyond into their professional careers. The upcoming state conference

event will offer PACE students with the chance to gain monetary prizes, scholarships and to make university connections. MONSIGNOR EDWARD PACE HIGH SCHOOLʼS cheerleaders finished in second place at the FHSSA state championships at Stephen O’ Connell Center in Gainesville, Florida. The Gainesville Sports Commission hosted the Florida High School Competitive Cheerleading State Championships, where more than 20 high school teams competed in several different cheerleading routines and dances. The Spartans qualified for the state competition after they finished in second place during the regional competition.

Orchestra Assn. meet Miami Lakes K-8 Center’s (MLK-8) Middle School orchestra students performed solos, a duet and a quintet at the Florida Orchestra Association District 16 Solo and Ensemble event on February 2. All soloists earned a Superior rating: Sofia Rebustillo, Emily Castro, Brianna Saldarini on violin, Geena Saldarini on viola and Sabrina Scavuzzo on double bass. These five students also performed a quintet by Bach, “Musette” and received a Superior with Distinction, meaning the music was memo-

rized by all students. Violinists Jenevieve Gonzalez and Beyla Cantero performed a duet, “Allegro” and also earned a Superior Rating with Distinction. The orchestra students are in their first to third years of playing their instruments. “These young musicians are amazing; they have shown tremendous dedication, musicality and talent and I am so happy for all of their accomplishments,” states Sara Cino, MLK-8 Orchestra director.

Students from Bob Graham Education Center's Civic Engagement Academy (CEA) participated in the Miami-Dade County Mayor Carlos Gimenez’s State of the County address on January 31 held at the Port of Miami. The students were the only school that was invited to serve as greeters and ushers at this event as well as to assist the Gimenez’s staff. The CEA is a program in middle school dedicated to educating and exposing students to government, civics

Throughout their time in the CEA, students are afforded an opportunity to meet with many leaders at the federal, state and local levels and they have travelled to Washington, D.C., Tallahassee and throughout Miami-Dade County to meet with elected and appointed officials. For the 2017-2018 school year, Xierra Itayem was named Teacher of the Year for Mater Lakes Academy Middle School. Itayem has a Bachelor's in Arts and a minor in Art History from Florida International University. Her background is in theater arts as well, specializing in musical theater and set design. With her education set, she has been teaching Studio Art, AP Art and AP Art History for four years now. She loves directing plays and musicals with the students. Itayem has directed three productions at Mater Lakes, “I Hate Shakespeare,” “Scenes from a Dance” and “Peter Pan” which was performed at Miami Dade College North Campus in the Lehman Theater. Her highlighted feature was special equipment that was rented for the play to get students to fly in the Peter Pan play. Itayem’s goal with the students is to keep them thinking creatively and out of the box, so that they can take those skills into any career they decide to pursue. Itayem’s passion for the arts

Mater Lakes High names Patricia Valenzano as Teacher of Year

PATRICIA VALENZANO

Patricia Valenzano won the title of Teacher of the Year for the 2017-2018 school year at Mater Lakes Academy High School. Valenzano has been teaching science for 13 years, she also teaches in virtual school as well. She has a Bachelor's in Science from the University of Miami with a major in biology and a Master's in education for curriculum and instruction from American College of Education. Valenzano said that she likes to bring biological concepts to life through labs which captures students' interest of science. She wants them to become lifelong learners and thinkers, where they should be able to apply scientific principles to real-life problem solving. In addition to teaching, she sponsors the Fairchild Challenge Club. Here is where she gets to encourage students to compete in an environmental science competition to explore the natural world. She truly does like getting to know her students, their strengths and weaknesses and develop lessons that challenge their strengths and provide growth on their weaknesses. She is extremely grateful to be named Teacher of the Year after all the hard work and dedication she has put to increase the education and interest in science.
