Council hires engineers to study bridge impacts By David L. Snelling The Miami Laker staff A dispute over an FDOT traffic study which suggested opening two 1-75 overpasses near Miami Lakes wouldn’t cause a considerable impact to the town’s congested roadways sparked Miami Lakes Town Council members to conduct their own study to determine the amount of additional vehicles during peak hours. At a special meeting last

month, the councilmembers tapped an engineering firm, HW Locher, to study the impacts of opening up two bridges at N.W. 170 and 154 streets which would link the neighboring city of Hialeah with Miami Lakes. The contract for the work is worth $99,776. At the behest of Miami-Dade Commission Chairman Esteban Bovo Jr., FDOT conducted the study earlier this year and sug-

gested the additional traffic wouldn’t cause a major problem, but Miami Lakes disagreed with the results and threatened to file a lawsuit against the county to stymie any efforts to opening up the two bridges. At issue is an overpass at N.W. 154 Street since Miami Lakes and Hialeah reached an interlocal agreement to keep the roadway closed. Bovo and County Commissioner Jose “Pepe” Diaz sponsored legislations to open up both bridges to help improve traffic flow in the burgeoning developments in Hialeah and Hialeah Gardens, and the proposed Mega Mall, which is to be built outside of Miami Lakes. Miami Lakes lawmakers, however, indicated the part of FDOT’s study was conducted during a holiday and while schools were closed. According to the contract,

HW Locher will study the impacts of population growth and constructions of new developments and planned residential communities in Miami Lakes and the surrounding areas. The study will also include the traffic impact for American Dream Mall without any proposed roadway improvements in the future to alleviate the traffic congestion. As part of the study, a separate analysis will also be conducted to determine if a connection to 1-75 at either N.W. 170 and 154 streets bridges would be beneficial to the surrounding traffic. Once finished, the results of the study will be presented to the Town Council for further action. Mayor Manny Cid, Town Manager Alex Rey and Town Attorney Raul Gastesi appeared before the County Commission on November 21 to oppose the

original traffic study and expressed a concern over the funding for the Palmetto Expressway underpasses at N.W. 160 and 146 streets to minimize intracity traffic within Miami Lakes. Commissioners accepted Mayor Carlos Gimenez’s report but didn’t make any motions for him to take further action. The town attorney will continue the dispute resolution process with the overpass bridge at N.W. 154 Street, Cid said. In other Town Council news: In the first of two public hearings, the Town Council approved an amendment to the N.W. 87th Avenue Development, which helped settle a lawsuit brought by the original developer of the accord. At a special meeting last month, council members ap(Please see Page 2)

N.W. 87 Avenue agreement modified to settle law suit (Continued from Page 1) proved the change after the Lowell Dunn family filed several lawsuits against the town claiming breach of the development agreement, which opened up N.W. 87 Avenue and allowed the developer to make a series of roadway improvements in exchange for preserving traffic concurrency for residential developments west of the roadway. The Dunn family sold a large parcel of the tract to the Lennar Corporation, which crafted a blue print to build more than 400 single family and town homes, but decided on the town’s mobility fee instead of making the roadway enhancements. The enhancements included construction of an additional southbound left-turn lane at N.W. 82nd Avenue and 154 Street; construction of an exclusive westbound right-turn lane

at N.W. 82 and 154 Street; and building an exclusive northbound right-turn at N.W. 138 Street and N.W. 87 Avenue. But the Dunn family indicated the agreement with Lennar created a problem without an amendment to the development agreement and called it improper, according to Miami Lakes Town Attorney Raul Gastesi. The land use attorneys for the Lennar Corporation and Miami Lakes disagreed with the Dunn family, which sued the town seeking damages, access to public records and attorney fees. The attorneys for town’s insurance carrier defended the lawsuit and settled for $86,000, Gastesi said. The amended agreement lists which roadway improvements that Miami Lakes doesn’t want that are not an obligation to the Dunn family. The second and final public hearing is scheduled for December 5.

M-Dade Commission on Ethics and Public Trust hosts Ethics Forum on December 13 at Town Hall The Miami-Dade Commission on Ethics and Public Trust has rescheduled its meeting in Miami Lakes for Wednesday, December 13, at 6:30 at Town Hall, 6601 Main Street. The original meeting was set for September 13 but postponed due to Hurricane Irma. A group of Miami Lakes residents requested the meeting, where Ethics and Public Trust staff will be on hand to discuss citizens’ rights, obligations to an ethical municipal government, briefly review Sunshine and Public Records Laws, and a presentation on the Citizens’ Bill of Rights and a Q and A session. The Commission will also discuss its work and offer options on filing complaints if residents believe government officials are not honoring the code of ethics ordinance. The committee was formed in 1998 to keep government officials in line and honor the

Conflict of Interest and Code of Ethics ordinance while conducting city business with elected officials, lobbyists, advisory boards and vendors. “The more information an individual gives us that’s considered bad behavior, it’s very helpful to our investigators, said Rhonda Victor Sibilia, communications director for Miami-Dade Commission on Ethics and Public Trust. Sibilia said residents staying on top of their governments is a big asset to the Commission since it has jurisdiction over 34 Miami-Dade cities. “We need for them to keep their eyes out, she said. Sibilia said the town hall meeting is open to all Miami-Dade residents. She said to report questionable and bad conduct by government officials, call the commission’s hotline at 786-314-9560, email at ethics@miamidade.gov or file a formal complaint.

Perla Hantman again elected School Board chair THE MIAMI LAKER

Miami Lakes resident Perla Hantman was elected chair of the Miami-Dade County School Board for the 2017-2018 school year, serving an unprecedented 10th time as the leader of the board. Dr. Martin Karp was elected vice chair, his third time as second in command for the School Board. “I would like to thank my fellow School Board member for their confidence in electing me,

once again, to serve as chair of the School Board,” Hantman said. “It is my privilege and pleasure to serve alongside you, the superintendent and his team in safeguarding the interests of the students, employees, and families of Miami-Dade County Public Schools. Hantman has served on the School Board since 1996, and became the first Hispanic woman to serve as chair. During her tenure on the

In November, Rabbi Mendel Weiss of Chabad Miami Lakes, joined 5,600 rabbis and communal leaders from all 50 U.S. states and more than 90 countries, hailing from as far away as Laos and Angola, Ghana and Uzbekistan, at the International Conference of ChabadLubavitch Emissaries (Kinus Hashluchim) in Brooklyn, NY. The annual event, the largest Jewish gathering in North America, is aimed at reviving Jewish awareness and practice around the world. The rabbis, each embracing multiple roles and responsibilities, explore relevant issues and learn from professionals and colleagues with years of experience. The topics covered ran the gamut of their concerns: Combating antisemitism, stem-

ming the tide of assimilation, understanding troubled relationships, inclusion, and a conference within the conference for rabbis who serve students on college campuses, ensuring a lasting impact on the next generation of communal leaders. “We are gathering together, building upon ideas of how to make a difference in our community” said Rabbi Weiss of the gathering. The conference also serves another vital purpose, it represents an opportunity to connect with other Chabad-Lubavitch emissaries, and recharge their personal energy. This gives the participants, especially those going back to far and isolated outposts, an exhilarating sendoff, coupled with the sense that they are not alone.

School Board, Hantman spearheaded many educational programs, including the Success Management Academy at Hialeah Miami Lakes Adult Education. The program offers immigrant teenage students and adults to help them earn their GED in Spanish as well as taking ESOL classes, running concurrent with regular day school hours. Many students graduated from the program and went on to accomplish their goals of attending college. But a Mega Magnet program is perhaps Hantman’s biggest initiative to date. During a Miami Lakes Town Council meeting in October, Hantman announced that Barbara Goleman High School will offer a new Mega Magnet program for the 2018-2019 school year. The program is aimed at enhancing the quality of education for students in an effort to help them stay consistent with the national standards of learning. Hantman said she has been trying to bring the program to Miami Lakes for years, and a $15 million federal grant over the next five years made her dream come true. MIAMI LAKES RESIDENT Perla Tabares Hantman has been elected chairman of the Miami-Dade School Board for the 10th time.

to educate and help visitors find camaraderie with like-minded people. The kick-off event for the series is called “Women in Wellness” which will focus on topics specifically related to women, although future lectures will be for anyone and everyone. The “Women in Wellness” lecture is brought together by Rodriguez with Vanessa Urrego, founder of the women empowerment movement called “Porque Si” that creates apparel with a portion of proceeds going to the Life and Freedom Center which is a rehabilitation network for victims of sex trafficking. A portion of the proceeds from the “Women in Wellness” lecture will also go to the Life and Freedom Center. “We will be discussing chiropractic care, personal nutrition, and we just want a place for people to come and be inspired to live the healthiest life they can, said Rodriguez. “There are so many roadblocks that people run into when trying to lead a healthy life. It starts mentally. Miami Culture used to be all about weight loss and quick fixes. Also, people struggle when they don’t feel like they have support, and also just a

lack of healthy eating options in Miami Lakes.” Speakers will include Rodriguez, Urrego, Dr. D of the Joint Chiropractor FL and Nicole Alarcon, Miami Lakes resident and certified personal nutritionist and personal training. Alarcon is known around town for her FitLikeMe bootcamps which take place at Miami Lakes Picnic Park West. “This is about having a community that says ‘let’s do this together’ so that people can really make life changes not just quick fixes for their body and health,” said Rodriguez. “We are not going on a campaign against ‘Pan con Bistec.’ People love their culture, and they love their food, and we aren’t asking anyone to abandon their culture, we want to make an easy transition in healthier options and moderation of certain foods. What I really hope to see out of this is inspiration for long-term change and for Miami Lakes to be an example for surrounding cities.” Tickets are $10 per person and can be purchased at under www.eventbrite.com “Women in Wellness.” For more information visit www. luminamassage.com.

MSP has a reputation of producing quality shows in English, and is proud to be equally adept at producing shows in Spanish. Bovo, Garcia aid relief collection

THE MIAMI LAKER

A GROUP OF VOLUNTEERS for State Senator Rene Garcia and Miami-Dade County Commission Chairman Esteban Bovo Jr., recently loaded up an entire container full of hurricane relief supplies that were shipped off to hurricane-ravaged Puerto Rico. The island was hit by back-to-back hurricanes in September, as residents are still struggling to find water, food and shelters. Univision Noticias, UPS, and Clinical Medical Service, Inc., provided the materials and Advanced Auto Parts allowed the group to use its store front to collect the container full of hurricane relief supplies.

DECEMBER 1, 2017 THE MIAMI LAKER

The St. Thomas University Men's Soccer team, the regular season Sun Conference champions, were the biggest winners as well at The Sun Conference Men's Soccer Awards Banquet at the Fernandez Family Center. The Bobcats collected four of the six major awards, had nine players named to AllConference teams and 12 student-athletes named to the Academic All-Sun Conference team. Federico Moronell was named The Sun Conference Player of the Year, The Sun Conference Offensive Player of the Year and First-Team All-Conference. The graduate student from Buenos Aires, Argentina, led The Sun Conference with 15 goals on the season and ranked fifth nationally in goals scored per game (1.15). He also led the conference in goals-per-game, points-per-game, and gamewinning goals. Earlier this season, Moronell was also named the NAIA Player of the Week for the week of September 4. Senior Connor Christie, a senior from Gilwern, Wales, was

named The Sun Conference Defensive Player of the Year and a First-Team All-Conference performer. Christie came on strong at the end of the season with four shutouts in STU's last five matches. He led the conference in goals-against average (1.17), while recording 17 saves in nine matches. Christie also was a two-time Sun Conference Defensive Player of the Week recipient earlier this season. In addition to Moronell and Christie, defenders Harry Molyneaux and Santeri Bergman along with midfielder Tomas Greco, were named First-Team All-Conference bringing STU's total to five players on the First-Team. Molyneaux and Bergman led a defense that held conference opponents to just three goals in 10 league matches. Greco controlled the midfield all season for the Bobcats and totaled 16 points with five goals and six assists on the season. Earlier this season, Bergman also won Sun Conference Player of the Week awards on two different

occasions. Forward Konstantinos Mylonas and midfielder Jon Quintana were each named Second-Team All-Conference. Mylonas ranked second on the team this season in goals (10) and points (24). Quintana scored three goals on the season and was a consistent force in the midfield for the Bobcats. Midfielder Fabian Heinrich and forward Pablo Gil were each named Honorable Mention All-Conference. Heinrich, a graduate student and team captain, provided leadership and important minutes in the midfield all year. Gil scored seven goals and recorded five assists on the season. Gil was also named a Sun Conference Player of the Week earlier this season. Head coach Felix Mats was named Sun Conference Coach of the Year. Mats wins the award after leading the Bobcats to a 12-1-1 overall record, including a perfect 9-0 record in regular-season Sun Conference play en route to The Sun Conference regular-season championship.

University School defeats Pace football team in Regional final 42-39 Following a seven-year playoff drought, Monsignor Edward Pace High School’s football team looked good in the regional quarterfinal and semifinal games. Then, the Spartans were seeking revenge against University School which beat Pace earlier in the regular season. But Pace let their fans down again, as the Sharks defeated the Spartan’s 42-39 in the Regional

4-4A final game. Top national recruit running back Kenny McIntosh embarrassed Pace’s defense, as he ran for 243 yards on 25 carries and scored five touchdowns. Pace scored 22 unanswered points in the fourth quarter but University scored 13 points to seal the victory and advanced to the Class 4A state semifinal to face defending state champion Cocoa.

Hialeah Miami Lakes High’s Robotics Teams recently competed against 60 other high schools in the 2017 VEX Robotics Challenge, finishing in the top 10 of the tournament. The event brought STEM skills to life by tasking teams of students with designing and building a robot to play against other teams in a game-based engineering challenge. Students are called future American inventors. Classroom STEM concepts are put to the test as students learn lifelong skills in teamwork, leadership and communi-

cations. Tournaments are held yearround at the regional, state and national levels with the opportunity to compete at the VEX Robotics World Championship each April.

Miami Lakes Chevrolet announces sponsorship for M. L. United Soccer Club The Miami Lakes United Soccer Club has just scored a sponsorship with Miami Lakes Chevrolet. The Soccer Club and the Miami Lakes Auto Mall dealership joined forces with the national Chevrolet Youth Soccer program to provide new equipment, invitations to free instructional clinics, and an opportunity for community members to earn donations for their lease via a test drive fundraiser. “Playing the game of soccer helps kids develop skills like leadership, cooperation and sportsmanship while bringing families and communities together to show their support, said Alex Oharriz for Miami Lakes Chevrolet. “Miami Lakes Chevrolet and Chevrolet Youth Soccer are proud to participate in a sport that brings so many smiles to kids and families in the Miami Lakes area. Chevrolet believes that in play, there are possibilities and supports the spirit of teamwork that soccer instills in its players.” This year marks Chevrolet’s Youth Soccer program’s eighth year, and since its introduction has helped aid local teams, benefiting young people in commu-

nities where Chevrolet’s customers live, work and play. In 2016, more than 600 Chevrolet dealers participated across the country. Miami Lakes Chevrolet will present the teams with kits that include useful items such as equipment bags, pop-up goals, soccer balls, and Chevrolet Youth Soccer T-shirts. The sponsorship also includes youth clinics featuring instructors from UK Elite. The show, made up of 48 students on and off the stage, ran from November 14-16 and was the first production directed by Pace's new Director of Fine Arts and Theatre teacher, Marianne Martinez.
