For the second year, Hialea Miami Lakes Senior High School’s DECA club partnered with the Miami Lakes United Methodist Church to manage and staff the annual pumpkin patch. According to HML club sponsor Ted Dinicola, the church

approached DECA, a business club, with the idea last year. DECA members play a role in the patch as entrance cashiers, pumpkin cashiers, food and beverage cashiers, patrolling the patch, rearranging pumpkins, removing the rotted pumpkins and emptying the garbage. Trojans are on hand seven days a week, working Monday through Friday, from 3 until 9 p.m. and 9 a.m. to 9 p.m. on weekends, earning volunteer hours while assisting the community. “This has been a great experience for our DECA chapter. The responsibility to staff, train and run an operation like this gives our members real-life experiences. We love the challenges and work hard to make sure everything runs smoothly,” Dinicola said.

AS A REWARD for all their hard work and volunteering efforts at the Miami Lakes Pumpkin Patch, the DECA club of Hialeah Miami Lakes High School earns a donation from the United Methodist Church of Miami Lakes to help pay for competition travels.

Miami Lakes Town Council Election:

Carlos Alvarez, Esther Colon face off for Seat 6 By David L. Snelling The Miami Laker staff Two candidates are seeking to replace Miami Lakes Council member Ceasar Mestre, who’s

cipal Carlos O. Alvarez, as the two council hopefuls are making last minute pleas to voters to put them in political office. Colon unsuccessfully ran for a council seat two years ago while Alvarez, who has served on two town committees, is a political neophyte. Colon, 65, is a retired government administrator with more than 30 years of municipal experience including a career as a services consultant. The mother of two adult children, she has lived in Miami Lakes for over 25 years, where she served as a member of the Zonta Club of Miami Lakes Board and Foundation, the Miami Lakes Cultural Affairs Committee and the Miami Lakes Women’s Breast and Health Initiative. Colon also has been involved with community initiatives as a community drive and school organizer, Lotus House, Free the Girls movement, Seniors Holiday Visit, Back to School and Book Drive and the U.S. Troops Operation Support and Care. Colon said her family has invested in Miami Lakes in

many ways. “My granddaughter currently attends Miami Lakes K-8 Center and dances at Intensity Dancers Studio on Main Street,” she said. “We plan on staying here for many years to come. Miami Lakes means treelined streets, parks, local businesses, events, excellent schools, friendly neighbors, community involvement, and a passion to maintain our townlike feel.” Colon said she’s running for

My depth of experience and resourcefulness will deliver innovative solutions to Miami Lakes to help it thrive over the next four years and beyond,” she said. “I’m a retired public servant with 32 years of service in local and county government and working with elected officials brings a wealth of knowledge to my colleagues on the council.” (Please see Page 5)

(Continued from Page 4) If elected, Colon said she would like to address a host of issues including an analysis of the current debt level for fiscal conservative policies, and legislation to address blasting frequencies and damages to residents’ properties. Improving traffic congestion by accelerating synchronization of traffic lights, addressing power outages and community engagement and input are also on Colon’s radar. Colon, who has raised $2,500 for her campaign, said she has chosen grassroots campaigning instead of spending a lot of money on campaign flyers and door hangers. She said most residents don’t

want more debt in reference to a proposed $55 million bond for parks improvements and buying open green space to control development. If elected, Colon said she will have an open door policy for all residents. “I support and believe in an open door policy for our constituents,” she said. “That includes email, phone calls, community forums and any method of communication that works well for the residents.” “I am the candidate who has not taken donations from public interest groups and is not supported by any other elected official,” she said. “My campaign has been based upon my values, and I have not resorted to false and negative attack ads. I have

maintained an open line of communication with my community, participated in two debates, and I have answered the questions directed at me clearly. I am my own candidate, ready to serve from day one, and will only be beholden to residents of Miami Lakes.” Carlos O. Alvarez is a 41years-old principal for Hialeah Educational Academy. He is married to Hazel Alvarez, 34, and their have three children, Brandon Garcia, 15, Audrey Alvarez, 9, and Victoria Alvarez, 8. tee and the town’s Sports Hall of Fame Committee. He said he moved here 12 years ago because Miami Lakes is a small town and a great community to raise his family. Alvarez said he’s running for political office for the first time because, “I love the progress our town has made under the leadership of the council and Mayor Manny Cid. I have chosen to contribute to that progress.” If elected, Alvarez said he wants to address public safety, blasting and the traffic congestion. On the campaign trail, he said he’s knocking on residents’ doors and connecting with residents during debates and campaign mailers. “Residents are satisfied but

we are looking to find some solutions or progress regarding traffic and blasting,” he said. Alvarez said he supports an open door policy and will reach out to residents by email and phone calls. “I love this town,” he said. “I love the fact that I’m raising my children in this community. I love the direction our town is headed and I love our vision.” Alvarez said he’s up to challenge to keep Miami Lakes on the right track. “I may not be able to solve every challenge in the town,” he said. “However, I will devote myself to work collectively with the residents, the council and the mayor to ensure Miami Lakes continues moving in a positive direction.”

State of Town: Mayor cites Optimist Park comment PAGE 6

OCTOBER 19, 2018 THE MIAMI LAKER

A gut-wrenching comment about the conditions at Miami Lakes Optimist Park stuck in the craw of Mayor Manny Cid. But the person who made those sentiments really hurt. “Someone told me that Miami Lakes Optimist Park is an embarrassment,” Cid said. “And the person who told me that was former Miami-Dade County Mayor Alex Penelas, who ran one the largest parks and recreation systems in the country. And he’s 100 percent right on that topic.” Cid pledged to bring the town’s oldest park up to par starting this year, which is among his goals for 2019, and touted Miami Lakes’ accomplishments during last week’s State of the Town Address.

Cid said the town has already initiated the plan to renovate the park and is seeking input from residents on how to proceed with completing the master plan for the decrepit recreation facility. “We will go to 10,000 homes and see what residents want us to do to finish the park,” Cid said before a packed crowd inside the Town Council Chambers. “Let’s see what we need to do.” Cid said the town is financially strong, recently passing an estimated $50 million budget to fund the town’s top priorities including mitigating traffic congestion, upgrading public safety and parks and recreation improvements. For traffic, Cid said the

town’s transportation master plan estimated at $25 million is fully funded, as the town is seeking solutions to the ongoing traffic gridlock. He said construction for improvements along N.W. 67th Avenue to the Palmetto Expressway should commence next year, and Miami Lakes is ready to build a road to connect N.W. 59 Avenue to N.W. 150 and 153 streets for easier access to the industrial areas of the town. The town is spending $8 million, which is 50 percent of the town’s budget, on public safety this year. To deter crime, Cid said Miami Lakes recently installed its first License Plate Reader Camera, which would allow police to track down vehicles

suspected of committing a crime. The town’s financial strength also relied on grants for capital improvement projects. Cid said the town brought in $11 million worth of state and federal grants in 2017 and 2018, a far cry from the $1 million Miami Lakes was awarded the previous two years. “That’s the easy way to quantify how hard the council and town staff are working on an everyday basis,” he said. Another accomplishment in 2018, was the town’s completion of the LED streetlight conversion of all 915 Town owned lights; the town welcomed 193 new businesses to the Town; and over 14,000 followers on

our social media platforms (33,000 residents). The State of the Town Address turned the spotlight on three council members who are leaving the dais since they are term-limited and running for higher political office. Time was taken to pay homage to Councilmembers Tim Daubert, Ceasar Mestre and Vice Mayor Frank Mingo, who Cid said are responsible for the town’s accomplishments. Cid presented each lawmaker with a Key to the Town, copies of their business items since serving in office, and named October 9, 2018 Tim Daubert, Ceaser Mestre, and Frank Mingo Day in Miami Lakes.

Council discusses ordinance to control somber homes PAGE 8

OCTOBER 19, 2018 THE MIAMI LAKER

By David L. Snelling The Miami Laker staff The Town of Miami Lakes and a home operating as a drug treatment center are at odds over residents’ complaints that recovering drug addicts are allegedly causing problems in their neighborhood.

The accusations led to a proposed ordinance as the first step to mitigate their fears and U.S. Senator Marco Rubio’s bill to crack down on corrupt drug treatment homes, as part of his efforts to fight the opioid epidemic. But the operator of Florida

Dear Miami Lakes residents: For over 9 years, my wife Gisela and I have called Miami Lakes home. We made the decision to raise our family in Miami Lakes because we know it is a special place. I have served on the Townʼs Planning and Zoning Board since 2014, and have served as the Chairman of the Board since June of 2016. I feel our Town is in a good place right now, but I know that there are many issues left to address. I plan on working with the other Councilmembers, Mayor Manny Cid and Town staff to ensure that we continue to address the concerns of our residents. I am interested in your thoughts on how we can continue to improve the quality of life for all of the residents of Miami Lakes. Please call me at (786) 379-5763, or send me an email at Jeff4MiamiLakes@gmail.com. Political advertisement paid for and approved by Jeffrey Rodriguez for Miami Lakes Town Council Seat 2, non-partisan.

Recovery Life disputed the accusations and indicated the residents are painting the somber home with a troubled brush, where police are providing 24-hour surveillance near the property. At the October 4 Town Council meeting, council members gave their initial approval for an ordinance, which requires somber homes to comply with code restrictions including obtaining a certificate and license with the town, minimum housing standards to prevent overcrowding and a minimum mandate of separation of the houses. The proposed ordinance calls for two adults to one bedroom and a maximum of six adults in one house. According to Miami-Dade County records, the somber home is located at 8821 N.W. 153 Terrace and belongs to Rody Blanco and Jenny Del Pino, who are renting the property as a drug treatment center. Their relative, Angelica Pacheco, a registered nurse, is running the center, which is regulated by DCF. Pacheco sent a request to the Town of Miami Lakes denouncing the “discriminatory comments” made about the center. “The mayor of Miami Lakes makes discriminatory comments about the residents of the somber home,” Pacheco said. “These comments are abusive

to these people who are in recovery and they are demeaning and humiliating. If they want to know more about the somber home please call 305331-2083 instead of making frivolous allegations.” Pacheco dismissed residents’ claims about her patients causing problems and alleged drug dealers visiting the home. She said federal laws protects the somber home, which houses eight people all under the age of 26, despite Miami Lakes’s attempt to tweak the code. “We are not going anywhere,” Pacheco said. Town Attorney Raul Gastesi told councilmembers though the somber home is in bankruptcy, a judge indicated Miami Lakes can do what “it needs to do.” “We can’t sue for money or past liens,” Gastesi said. “But we can enforce our code for issues like building, health and safety.” Gastesi encouraged residents to report any suspicious activities near the area under the county’s See Something, Say Something campaign. In other Council actions: • Council members gave their initial approval for an ordinance to amend the town’s land development code to permit standing metal seam roofs for singlefamily and two-family buildings. According to town staff, the

Happy

metal seam roofs can sustain high Hurricane winds and are highly recommended by FEMA. • Lawmakers gave their initial approval for an ordinance to amend the town code to exclude hemp derived projects and commercial and industrial activities related to medical marijuana treatment facilities and independent testing laboratories related to state law. If approved, it would allow a company to take over a portion of the Nutri Force Building, where 100 employees will conduct studies and laboratory testing on non-euphoric cannabis, which is low in tetrahydrocannabinol or THC and high in Cannabidiol or CBD. • Council members approved a resolution to update the town’s strategic plan including making schools safe since the Stoneman Douglas School shooting massacre that took the lives of 17 students and teachers, a top priority. The revised version of the plan includes creating Miami Lakes Autism Charter School in conjunction with private providers; creating a special population center for developmentally disabled adults; and establish Autism Shines in Miami Lakes. Cid said the goal is to identify a facility in the town and allow outside vendors to run the programs for people with Autism.

Safety tips on how to have a fun Trick or Treating Halloween night By Kayleen Padron The Miami Laker staff Halloween is a special time of year for children who enjoy dressing up as their favorite character or super hero. Although the holiday can be spooky fun for everyone, there are some tips children and parents need to know to stay safe. • Young children should be

accompanied by an adult while trick-or-treating. • Older children should be given a designated route to follow while trick-or-treating. • A curfew should be put in place to know when your children will return home. • Treats should be inspected by parents before children eat them. No candy should be eaten before-hand. • Reflective tape or glow sticks on costumes will help with visibility in dimly lit streets. • To avoid skin or eye irrita-

tion, make sure all makeup is wiped off before bedtime. • Adults should encourage children to leave cellular devices at home so they can keep their heads up when walking and focus on their surroundings. As for motorists, they are encouraged to watch for children on roadways, medians and curbs. Drivers should take extra caution when entering or exiting their driveways. New or inexperienced drivers should be discouraged from driving during the holiday. Be safe, and have a “spooktastic” Halloween!

Town celebrates Hispanic Heritage Month on Oct. 20 In honor of National Hispanic Month, Miami Lakes Cultural Affairs Committee will present “Que Rico Es!” National Hispanic Celebration from 5:30 to 9 p.m. on Saturday, October 20, at Town Hall, 6601 Main Street.

A special presentation on the history of Cuban soda will be given by Marcel van Hemert, heir to the Cawy Bottling Company. Cawy is a soda beverage company founded in Cuba in 1948 and nationalized after the Cuban Revolution in 1959. Two of the company’s executives emigrated to the United States and restarted the brand in 1962, first offering lemon-lime soda, and then diversifying outside of that competitive market by offering Materva (a yerba mate flavored soda) and other tropical flavors. The free event will feature traditional Cuban cuisine, music, art, and of course, Cafecito! Sponsors set for Food and Wine Festival THE MIAMI LAKER

M.L. Garden Club presents speaker Ginny Stibolt on Monday, Oct. 27

The Miami Lakes Garden Club will host an evening with speaker Ginny Stibolt on Monday, October 22 at 7 p.m. at the Optimist Club House at 6411 N.W. 162 Street. The event will be free and open to the general public. The presentation will be an informational how-to on building a yard or garden with plants from the Florida native landscape. The 40-minute speech will answer questions concerning how to replace a yard with exotic plants with an easy-tocare-for native landscape that will support native wildlife like birds and pollinators. Plants native to the region will help make the landscape more resilient and create an authentic reflection of “the real Florida. There are advantages to both a slow transformation and an overall change. Both pros and cons will be discussed. Stibolt is a botanist, educator, and life-long gardener. Since moving to Florida in 2004, she has written four peer-reviewed books on Florida gardening all published by University Press of Florida. She has also coauthored Climate-Wise Landscaping, which was published this year. Additionally, she has written hundreds of gardening and nature articles for various publications. For more information about Stibolt, visit www.Green GardeningMatters.com.

‘Kicking for a Cure’ SuperHero event on Oct. 20 at Optimist Park On Saturday, October 20, Miami Lakes Optimist and MPS (Mucopolysaccharidosis) SuperHero Foundation are cohosting the MPS SuperHero second-annual ‘Kickin’ for a Cure’ kickball tournament. The event will be hosted at Miami Lakes Optimist Park located at 6411 N.W. 162 Street, and will last from 9 a.m. until 2 a.m. There will be fun, raffles, food and a free kids corner with

lots of entertainment hosted by a child life specialist. Miami Lakes Mayor Manny Cid and Doral Mayor Juan Carlos Bermudez along with other mayors in Miami-Dade county will be in attendance. Along with local businesses, they will all come together at this friendly competition for a great cause. All funds raised will go directly to funding a cure for MPS II, otherwise known as Hunter Syndrome.

Most children affected by MPS II will slowly lose their abilities to walk, talk and eat before they’re 10 years old, and will lose their lives shortly after. The MPS SuperHero Foundation believes all children deserve a chance to live, and that’s what they are trying to accomplish. For more information about the foundation, visit www.mpssuperhero.org.

MLEC’s Harvest Fest event set for Friday, October 19 By Samantha Jimenez Special to The Miami Laker Autumn is in the air. That means pumpkins, Halloween and Miami Lakes Educational Center’s (MLEC) Harvest Fest. If there is one event that all MLEC students look forward to, it’s Harvest Fest. It is the most anticipated carnival and school dance of the year. This year, it is scheduled for Friday, October 19. “It’s like one big, happy, feelgood thing for the kids, the neighborhood, the school and the clubs, said John Moffi, the Social Studies department chairperson and Student Government Association (SGA) sponsor. Harvest Fest is a celebration of autumn, a very typical event in northern states, but not so much in tropical South Florida. While the temperature may still be a muggy 85 degrees,

MLEC’s gym is transformed to an autumnal oasis. The event attracts students from throughout the community, which is why it is so large compared to other dances. There was no need to worry about what to eat, because tables lined the gymnasium. Several clubs used this large event as an opportunity to raise money for their organizations. Besides food stands, other clubs have alternative ways to raise money. The drama club put together a haunted house, which was in the auditorium last year as well. Despite this seemingly harmless location, the drama club drew out quite a few screams with their eerie theme. So, not only are there many different food options like pizza, fried Oreos or Slushies, but even a haunted house provided support to various student Our Lady of the Lakes activities and clubs. Catholic School will be participating in the 2018 Miami Foundation’s Give Miami Day, which happens from midnight on Wednesday, November 14 until midnight on Thursday, November 15. The event will help the school raise funds to cover the costs of police and security personnel presence at the school, and install new air conditioning units for the gym and cafetorium. To make a pledge to donate funds to the school’s efforts, call 305-362-5315 ext. 616.

OCTOBER 19, 2018 THE MIAMI LAKER

By Raquel Edmundson Special to the Miami Laker On Friday, September 28, five students from Monsignor Edward Pace High School (Pace) gathered for the third annual mass and award reception to celebrate the recipients of the 2018 Jorge Luis Lopez

In Memoriam:

Innovative businessman Jay I. Kislak

Innovative businessman, philanthropist, aviator, collector, history enthusiast, and patron of education and ideas, Jay I. Kislak, 96, died peacefully at his Miami home on October 3. Kislak spent his life exploring unusual places, ideas and ventures, forging relationships and assembling extraordinary treasures, which he generously shared. His achievements encompassed many fields of endeavor – business, collecting, flying and philanthropy, to name just a few. Entrepreneurial and driven, Kislak got his first real estate license while still a high school student at Newark Academy in New Jersey. He earned a degree in economics from the Wharton School of Finance at the University of Pennsylvania, graduating early to serve as a Naval Aviator in World War II. Upon return to New Jersey in 1945, Kislak entered the family real estate business full time and made it his life’s work. Kislak and his first wife, Beverly Braverman, had three children – Jonathan, Philip and Paula – and remained friends until her death in 2015. In the early 1950s, he moved his family to Miami, establishing what would become one of

the country’s largest privately held mortgage banks, originating and servicing loans nationwide for more than 40 years from its headquarters in Miami Lakes. Until his death, Kislak served as chairman of the Kislak Organization, which today focuses on real estate investment and brokerage. Through a shared passion for art, Kislak met Jean Ellis Hart

and they married in Miami in 1985. They shared adventures that took them from the North Pole to the South Pole, and included every continent. While building a successful business enterprise, Kislak also created a cultural and historic legacy – unique collections of rare books, maps, manuscripts, paintings, prints and artifacts. With his wife, Jean, he established the nonprofit Jay I. Kislak Foundation for the conservation and study of materials related to the cultural and history of the early Americas. In 2004, he donated more than 4,000 items to the Library of Congress which is now on permanent display including the 1516 Carta Marina Navigatoria, the first printed navigational map of the world by the celebrated German mapmaker Martin Waldseemuller. Through a landmark gift in 2017, Kislak and his family established two permanent South Florida homes for his internationally significant collection – Kislak Centers at the University of Miami and Miami Dade College Freedom Tower. A celebration of life was held on October 7 at Temple Beth Am in Pinecrest.
