A look back at 2018’s top stories The year 2018 was a memorable and remarkable year for the Town of Miami Lakes, where the town hired a new town manager, three new council members joined the Town Council, a blasting committee was created to recommend changes to resolve residents’ damaged properties and a local high school baseball team won its seventh state title in baseball. The Miami Laker staff reflects on last year as we list the events that helped shape the town and its residents, and recognized new businesses, students and local teams for their academic and athletic accomplishments. Council members tap Ed Pidermann as Miami Lakes’ new town manager

A Look Inside:

ALEX REY

The Town Council unanimously picked resident Ed Pidermann, an assistant chief of management service for Broward County’s fire department, as the new town manager. Council members picked Pidermann over front runner, Ana Garcia, a city manager for North Miami Beach, following residents’ pleas that a town resident should be given the job. The town and Pidermann agreed to a four-year agreement which includes a $178,000 annual salary, which commences on Monday, February 4. Three new faces join the Miami Lakes Town Council Local voters picked two novices, Jeffrey Rodriguez and Carlos O. Alvarez, to serve the Town Council during the

November 6 midterm elections. Rodriguez and Alvarez defeated Xiomara Pazos and Esther Colon, respectively, both who previously ran for political office, while new Council member Josh Dieguez and incumbent Councilmember Marilyn Ruano both ran unopposed. The council members took their oath of office during a ceremony at Miami Lakes Town Hall, and the new council members each promised to keep the city on track like their predecessors, term-limited Tim Daubert and Ceasar Mestre, and Frank Mingo who vacated his seat to run for state representative. Local resident named new top administrator for Bay Harbor Islands Three weeks before Miami Lakes hired a new town manager, a candidate for the position withdrew from the running after he was appointed the new manager of Bay Harbor Islands. Bay Harbor’s town council voted last month to appoint JC Jimenez as the new manager to replace Ron Watson, who resigned to become the city manager in Aventura. Jimenez, who was the assis-

tant town manager for 13 years, began his new job on November 14. The Miami Lakes resident said he was overwhelmed by the town council’s support when it immediately voted to appoint him. As for the town manager’s position in Miami Lakes, Jimenez said he’s exactly where he needed to be following the support from Bay Harbor Islands. “I know Bay Harbor is the place for me,” he said. But Miami Lakes will always be his home, he said. “I plan on living in Miami Lakes. “I’m perfectly happy in Miami Lakes and my wife and I are staying to raise our son. I love Miami Lakes.” Miami Lakes creates blast-

ing committee to push for changes in Tallahassee Discontent over a study which indicated the rock mining industry is blasting within Florida’s regulations though allegedly causing damages to homes, Miami Lakes has created a committee to push for changes. Though the state’s Fire Marshall Office regulates blasting, the committee would work with the Miramar Blasting Advisory Committee and other anti-blasting groups to monitor the explosions and residents’ complaints and subsequently recommend changes to state lawmakers in hopes of preventing further damages to residents’ homes, driveways and swimming pools. Residents in Northwest Miami-Dade said they spent thousands of dollars to repair their homes only for the blasting to cause more problems. At a Town Council meeting, Councilmember Marilyn Ruano proposed the committee to get local residents active and recommend solutions since they disagreed with the blasting study. The blasting has been an uphill battle for residents in Miami Lakes, Palm Springs North and Miramar for years since the explosions make materials to build roads and building for federal, state and local governments. Inaugural Jingle Bell Jog 5k attracts 1,500 participants About 1,5000 runners took part in the first-ever Miami Lakes Jingle Bell Jog on December 1, which honored and showed appreciation for

military soldiers and veterans. Miami Lakes Veterans Committee chairman Nayib Hassan proposed the idea after he ran in the Boston Marathon this year. The five-hour run and walk featured adults and kids ages 3-10, who participated in a distance ranging from 25 meters to 400 meters. Kids took pictures with Santa Claus and wrote letters to soldiers aboard expressing their appreciation and gratitude for their services to this country. Though Hassan has never served in the U.S. military, he said America can do more to honor soldiers and veterans for putting their lives on the line for their country. The event raised more than $30,000, which will also benefit veterans who are suffering from PTSD and MPS Superkids, a foundation for children with Hunters disease. Split Second Timing agreed to host the event for the next three years. Seven-Eleven arrives in Miami Lakes The long-awaited 7-Eleven store finally opened its doors on August 17 at the corner of Miami Lakes Drive and Fairway Drive. New customers were greeted by tents from the Florida Lottery and the radio station Hits 97.3. Free Slurpees as well as complimentary Monster Energy drinks or CocaCola products were also given to event-goers. Mayor Manny Cid was also in attendance at the grand opening along with his two sons, who were also enjoying the Slurpees to beat the summer heat. “It was the largest grand open-

ing that I’ve experienced, and actually I think it was the largest that we’ve had in Miami,” said district manager and field consultant for MiamiDade 7-Eleven stores, Edison Ingram. “We had one of the largest crowds, we had over 1,000 customers come in our store and make a purchase.” Inaugural Mayor’s Casino Night raises money for a good cause The Casino Night charity gala, which took place in September at the Roberto Alonso Community Center at Royal Oaks Park, raised more than $18,044 for the town’s Special Needs Advisory Board to provide needed programs and assistance for kids and people with special needs The “exciting and elegant” evening was filled with music, food, and entertainment to benefit and support the Advisory Board’s mission to create a model town for inclusion of individuals with special needs and connect these individuals with existing programs, services, and events. Pace baseball wins seventh state title Pace High School’s baseball team defeated Jacksonville Bolles, 10-4, to win the state championship, as the players and head coach Tom Duffin celebrated their victory in the middle of the field. The Spartans were seeking revenge for their state title game loss to Bolles in 2016. It’s the Spartans’ seventh state title and Duffin’s second championship as head coach with Pace. The Spartans were loaded with a talented roster for the 2018 season. Senior pitcher Yordani Carmona was named Pitcher of the Year for Class 6A-2A and The Miami Herald All-Dade First Team. Pace junior infielder Luis Tuero, Robert Moya, senior outfielder Kenny Gonzalez, and senior outfielder Michael Montes also made the All-Dade. The Spartans finished the regular season strong by winning 15 consecutive games.

Miami-Dade County to be nominated and selected to attend the program. According to her teaches and peers, Gomez has taken an active role in the state chapter. She also has spoken to and now serves on their advocacy committee. As a result of her experiences and her work, she was invited to give a two minute speech about her journey at the AGBell Gala in Washington D.C. last November. The annual event raises funds and awareness about hearing loss. Gomez was diagnosed with hearing loss at age 6 and was fitted with hearing aids. During her 10th grade year it was discovered that Isabella’s hearing loss was progressive meaning it was getting worse. She went from having a moderate hearing loss to being deaf. She received her first cochlear implant in 2016 and then the second one in October from the University of Miami Cochlear Implant team. Gomez is a high achieving student whose success can be attributed in large part to the help and support she has received at Mater Lakes.

town manager, Edward Pidermann, a four-year agreement which includes a $178,000 annual salary to run the day-today operations. Pidermann starts his new job on Monday, February 4. During a special meeting, Miami Lakes’ town council also approved a contract with outgoing Town Manager Alex Rey to assist with the transition stage as a consultant before Pidermann’s term officially commences. According to Pidermann’s agreement, he will earn $18,000 less than Rey and has a severance package which is four weeks shorter than Rey’s deal. Pidermann won’t earn any bonuses for his job performance. Pidermann also agreed to waive $2,5000 towards his deferred compensation plan and drive around town at least two times per week with a $650 car allowance. Pidermann will pursue his International City Managers Association or ICMA Certification, which was the chief requirement for the town manager selection committee when candidates submitted their job applications and resumes.

EDWARD PIDERMANN Furthermore, Pidermann’s contract includes not taking any money from the sick days he doesn’t use. “The sick days will be accrued but he doesn’t get the cash,” said Town Attorney Raul Gastesi. Mayor Manny Cid said Pidermann’s contract is good for Miami Lakes. “It’s a very good contract and I encourage everyone to support it,” he said. Council members approved a modification agreement with Rey, who submitted his resignation letter to be effective at the end of March. According to Rey’s agreement, he modified his resignation date as town manager for January 31. In exchange, Rey serves as a consultant until March 31, 2019.

Alex Rey reviews his legacy for Miami Lakes PAGE 6

JANUARY 4, 2019

By David L. Snelling The Miami Laker staff At the pinnacle of his career as a top executive administrator for Miami-Dade County, Alex Rey left his position to become the new town manager for Miami Lakes, which incorporated a year earlier, for less pay. In 2002, he took over the dayto-day operations of the newlyminted town with a skeleton staff, where he saw his opportunity to turn a ‘Hidden Gem’ into one of the best known cities in Florida. Rey, who spent 19 years at Miami-Dade, was part of the county’s transition team that helped Miami Lakes’ through its incorporation movement and knew the town was embarking on a special journey. “When I started here in the community, I liked the vision they had for the community and I liked the people,” said Rey, who replaced Dennis White, who was fired in 2002. “It’s something I felt that I could do, guide and implement that

vision. I enjoyed doing it and we succeeded in the end because you put your life and heart in to it.” Rey is leaving behind a legacy full of accomplishments for Miami Lakes, as he’s retiring this month to take advantage of the government Deferred Retirement Option Program (DROP), and taking some time off to spend with his family, capping a 36-year government career. Rey worked with every single Town Council since incorporation, worked out of a storefront on Main Street and the Chase Bank building near N.W. 67 Avenue and Bull Run Road and eventually Miami Lakes’ government center, which was built in 2013. He led his team into action in turning Miami Lakes into a fullfledged city, taking over the streets and recreational parks, and the special taxing districts for street lighting, pocket and picnic parks, security guard gates and lake maintenance

from Miami-Dade. After Hurricanes Wilma and Irma left South Florida in the paths of destruction, Miami Lakes arguably had the fastest clean-up and recovery efforts in the county, as Rey, his staff, council members and residents helped remove heavy debris and downed large trees blocking the roads. They also distributed ice and water to residents who were without power. But Miami Lakes experienced perhaps it most darkest day in 2013, when federal agents led then-Mayor Michael Pizzi away in handcuffs after he was indicted on bribery and kickback charges but was later acquitted. Rey held the town together and resumed achieving Miami Lakes’ goals and objectives, which led to multiple awards such as the Tree City USA, Playful City USA and GFOA, and secured millions of dollars

worth of grant money. The grants were spent on the master plans for transportation, more greenways, beautification, drainage, road maintenance and information technology. Rey said all of the drainage from the original Miami Lakes community has been upgraded. “We got a lot of money from grants,” he said. “They give you the money because they know you will deliver the projects. They hate to give you $1 million and not do anything with it.” Among Rey’s top priorities as town manager was creating a cooperative culture between elected policy makers and his administrative staff. He said the rapport led to the town’s major accomplishments since incorporation that included converting a tot-lot into Royal Oaks Park and building a new community center, rebuilding a new clubhouse for the Optimist Club of Miami Lakes and renovated two community centers. Rey said his staff has developed a partnership with residents and volunteers and community groups to provide recreational programs for more than 1,000 and over 100 special events created by the town’s various committees. “When we first started, we only had the Veterans Day Parade,” Rey said. “Now we have over 100 events.” Miami Lakes’ founding Mayor Wayne Slaton once called Rey a budget genesis because “that’s where he shines the best.” He always kept Miami Lakes

in the black with surpluses that secured the town’s economic health, especially during the 2008 economic downturn and four major hurricanes that required millions and millions of dollars for clean-up and recovery efforts expenses. But the most impressive statistic was developing the town’s transportation master plan and funded it with $25 million without borrowing a penny. “It’s the result of working agreements with the county and the state,” he said. “We did it without borrowing any money.” He said the town’s next big achievement is the new Seniors Village, which would have a “good” financial and economic development for Miami Lakes. During his time in Miami Lakes, Alex Rey has created a managerial tree, where most of his employees have landed town manager-like positions for other entities. Mayor Manny Cid said Rey poured in heart and soul to make Miami Lakes the town that it is. "Alex has worked hard to help take the Miami Lakes brand to new heights,” Cid said. “On behalf of all 33,000 Miami Lakers, I thank Alex for his dedication to our community" Rey’s replacement, Edward Pidermann, has some big shoes to fill. Rey said he’s a “great” guy who he has known for many years and cares about the community. “The big challenge he has is people are used to my style and he has his own management style,” Rey said. “Residents will have to adjust to his style.”

In Memoriam:

THE MIAMI LAKER

Longtime resident Jan Mannion

JAN MANNION

Jan Mannion, a longtime Miami Lakes resident, teacher and football coach at Hialeah Miami Lakes (HML) passed away on December 18 following an illness. He was 74 years old. Mannion is survived by his wife Diane, son Christopher and grandson Troy. Mannion retired from Miami Dade County Public Schools after a 33-year teaching and coaching career. He began his teaching career at Central Senior High and transferred to HML the first year it opened in

1971. He taught U.S. History and became a defensive coordinator for the football team. He was proud to be part of the coaching staff that won the Florida State high school football championship in 1975. He was instrumental in securing college scholarships for many of his football players and had the pleasure of coaching his son. Many accolades have been posted on social media by his former students and players. One student said, “He was an awesome mentor. He always encouraged me to keep playing football and pursue my education.” Another said, “He was a force to be reckoned with.” One of his former principals, Russ Wheatley, said, “A wonderful man and coach. I will always remember the good times.” A fellow teacher said, “Jan was such a good guy who liked students! Funny and smart. Glad to have known him.” The Trojan Nation mourns his loss.

FIU quarterback James Morgan named Conference USA Newcomer of the Year

After his record-breaking year at quarterback, Florida International University’s James Morgan was named the 2018 Conference USA Newcomer of the Year, the league office announced last month. “This is a great honor,” Morgan said about the award. “I’m very happy and humbled about it, but this award is really a credit to the entire offense and the whole team. I wouldn’t have had the success I’ve had on the field if I didn’t have guys out there making plays and making blocks.” Morgan becomes the first Panther to earn a C-USA individual award, with the honor being the first for any FIU football player since T.Y. Hilton was named Sun Belt Player of the Year in 2010. The quarterback is also the first FIU football player in the history of the program to win a Newcomer of the Year award. Additionally, Morgan is just the third player in program history to earn an end-of-year conference award, joining T.Y. Hilton (2010 and 2008) and Keyonvis Bouie (2006). Morgan, who transferred to FIU after graduating from Bowling Green last spring, has lit up the C-USA with his passing prowess. The redshirt junior shattered FIU’s single-season passing touchdown mark, after tossing 26 scores for the year. Morgan also threw for 2,764 yards in 2018, which ranks second-most for a single-season at FIU. Morgan was very appreciative of the talent he has surrounding him at FIU. “It’s awesome to be able to play with those guys,” Morgan said.

FIU honors women’s golf team KIKO BENOIT

FLORIDA INTERNATIONAL UNIVERSITY president Mark Rosenberg honored the women’s golf team after the group finished in the top ten percent of women's golf programs across the nation with a perfect APR score. “Our academic progress report has been perfect for the last several years,” FIU coach Joe Vogel said. “There has been great work by our student athletes and tremendous support from the Student Athletic Academic Center, especially our guidance from Cristiana Estevez.” APR, or Academic Progress Rate, holds institutions accountable for the academic progress of their student-athletes through a team-based metric that accounts for the eligibility and retention of each student-athlete for each academic term.

JANUARY 4, 2019

Florida International University volleyball standout Margherita Bianchin has been named to the American Volleyball Coaches Association All-South Region team, the organization announced last week. Nine students from Hialeah Miami Lakes Senior High School (HML) participated in the Big Brothers Big Sisters of Miami School to Work program. The program sends HML students once a month to Perry Ellis International's (PEI) headquarters in Doral to be paired with a mentor. The mentors, or “bigs” teach their “littles” about the different aspects of working in a professional business environment. PEI employees volunteer from different departments such as marketing, design, IT, operations and distribution. The program runs through the end of the school year when the students are given awards for their participation. The program also incorporates different experiences for students like team building, financial literacy and public speaking. “Perry Ellis and Big Brothers Big Sisters do an outstanding job of providing these young men and women with a chance to experience a large international business and its day-today operations,” said David Ruiz, HML's Big Brothers Big Sisters sponsor. All of this year's participants are seniors, however next year only juniors will be allowed to apply and will be paired with a “big" for the following two years.

Miami Lakes Educational Center celebrates Art Week with variety By Luis Mila Special to The Miami Laker Miami is a world of color – vibrant sunsets and evergreen palm trees, tropical landscapes that ornament our multicultural, multiethnic and bold neighborhoods full of bold personalities. Every December, color dances around as Miami Art Week and Art Basel comes to town. During December, Miami becomes the epicenter of the realm of art, hosting over 20 international art fairs and more than 1,200 galleries – featuring thousands of passionate artists. Miami Lakes Educational Center (MLEC) joins the fray as it hosts an annual MLEC Art Week. “It’s not Art Basel, but it’s here, it’s free and there’s a greater sense of community [because] your friends are here,” said Kristen Gonzalez, a senior in the Communication Academy who worked to plan and execute this year’s events. From chalk drawings on the basketball court, to mimes, to even finger painting, the week tried to remind students how much they loved to draw before they began feeling self-conscious. At MLEC, there’s been an intense focus on STEM and career training. While these skills are of course important, alongside planning for the future, art and music provides

In memory of Miami Lakes persons lost during 2018 PAGE 20

JANUARY 4, 2019

Miami Lakes lost some prominent residents who made great contributions to the community through business, education, sports, entrepreneurship and activism. Jim Kiely, a professional golfer who learned how to play in the Junior Golf Program at the former Miami Lakes Country Club, died on August 17. After the Junior Golf Program, he later played through college and then became a pro golfer. Locally, Kiely set a course record with a round of 62 which he scored while playing with his close friend William “B” Graham at Shula’s Golf Club. Innovative businessman, philanthropist, aviator, collector, history enthusiast and patron of education and ideas Jay I. Kislak died on October 3. He was 96. Kislak spent his life exploring unusual places, ideas and ventures, forging relationships and assembling extraordinary treasures, which he generously shared. Kislak created the country’s largest privately held mortgage banks, originating and servicing loans nation wide for more than 40 years from its headquarters in Miami Lakes. Hialeah Miami Lakes High School social science teacher Danial Michael Francia died at his home on November 8 due to complications from diabetes. He was 57. Francia began his teaching career in 1984 in Texas where he worked in private schools until he moved to Miami and worked for the Miami-Dade public schools system in 1989. Longtime Miami Lakes resident Guido H. Inguanzo, Sr. died at his home on December 6. He was 86. He was born in Vinales, Pinar Del Rio, Cuba and was a pioneer and leader in the telecommunications field in his homeland. In 1962, Inguanzo moved to the U.S., where he became a naturalized US. citizen in 1977. Inguanzo worked for TRT Telecommunications from the mid-1960s until the late 1980s. He then had a second career as a public servant working for the City of Hialeah, where he was a civilian employee of the police and fire departments. He retired from Hialeah in 2000. Inguanzo was married to his wife, Pilar, for over 53 years. He had two sons, Guido Inguanzo Jr., the village clerk for Pinecrest, and Ramiro Inguanzo, an assistant village manager for Bay Harbour Village. A daughter-in-law, Gina Inguanzo, is Town Clerk in Miami Lakes.
