America has never been more diverse.In 2020, the U.S. populationincluded62.1million Hispanicand Latino/apeople, according to the U.S. Census Bureau. Hardly homogenous, this diverse communitytraces its lineagetoSpain, Mexico,Central America, SouthAmerica,and Spanish-speakingCaribbeancountries
Hispanic and Latino/astudentshavemade significant gains in highereducation overthe lastfew decades. However,hurdles related to systemicinequity, collegeaffordability, and fi nancial aid access persist.The pandemic has alsoexacerbated and created challenges. This guide covers how Hispanic and Lati no/astudents can gain access to resources and scholarships thatmay help makecollegemore attainable.
PercentageofHispanic Students in College on the Rise: According to the National Center for Educational Statistics (NCES),the percentageofHispanic students enrolled at degree-grantingpostsecondaryschools has increaseddramatically over the last40years. In fall 1976, just4%ofU.S.residents enrolled in degree-granting postsecondaryinstitutions identified as Hispanic.Thatnumber increased to 19% in fall 2017.In2019, NCES reported 36% of Hispanic 18-24-year olds were enrolled in college.
Hispanicand Latino/aCollege Student Enrollment,bythe Numbers: According to the NCES, the numberofLatino/aand His panic studentsattending collegeincreased from3.17million in 2016 to 3.27 million in 2017.
Fewer Latino/aStudents AreAttending CollegeSince the Pandemic: Thefastest-growing college group beforethe pandemic, Latinxundergraduate enrollment declined by 7.3% from spring 2020 to spring 2021, as re ported by the National Student Clearing House Research Center.This decline was greater than the overall decline in enrollment(-5.9%).
AGrowing Number of Hispanics Have College Degrees: TheU.S.Census Bureau reports that18.8%ofHispanics, 25 and older, holdabachelor’s or higher degree as of 2019 an increasefrom13.9% in 2010
CollegeFacultyLess DiverseThan Stu dents: Minority facultymembersremain underrepresented across all collegedepartments, while ethnic diversityamong students has grown. TheNCES reported 5% of postsecond aryfacultymembers were Hispanicinfall 2017, compared to 20%ofundergraduates. Research has shown studentsfare better academically whentheyhaveaninstructorwho shares their ethnicity, race, or gender.
Latino/as Underrepresented at Most Public Colleges: Curriculaatcolleges has be
come more diverse with the addition of diversi ty and globalcompetencyrequirements, which include ethnic studies classes.However,Latino/as remain underrepresentedatmanycolleges, according to areportbyThe Education Trust. States such as California, Texas, Florida, and NewYork, whichhavethe largestLatino/a populations,donot providethese learners with the same collegeaccess opportunities as white students, according to the report.
Hispanic Students Face Added Finan cial Pressures: As of 2017,Hispanic students represented about one-fifth of the U.S. undergraduates enrolled in college, according to the U.S. Census Bureau. That said, only about57% of Latino/astudentspursuing acollege degree in 2012 completed it within six years.Many Hispanic and Latino/astudents —especially first-generation and low-income students are at risk of quitting collegetemporarilyor permanently because of financialstressors
First-Generation and Low-IncomeStudents Might NotGet Access To Aid: Latino/a and Hispanic students sometimes face difficulties when applying for financialaid —partic ularly low-income, first-generation students. Theverificationprocess that requires W-2 formsfor Pell Grants mayalso prevent some Hispanic and Latino/astudentsfrom accessing federal financialaid.
Lack of SupportorResources: Many Hispanic and Latino/astudentshaveadded challenges when it comes to attending college and completing theirdegree. Forexample, first-generation collegestudents maybeunfa miliar with the college application and financial aid processes. Additionally,studies show thatLatino/a studentswho dropout of college often lack peer mentorship. These learners mayalsoface racismand microaggressions on campus, as well as food and housing insecuri ties —all factors thatcan makeitmore difficult to earn adegree.
CHOOSING ACOLLEGE Collegestudentstypically consider many
of the samethings when choosingaschool, including location,cost, degree offerings,and campus programs. Many Hispanic and Lati no/astudents alsomay seek collegesthatfoster inclusive communities and offeradiverse curriculum.
Someofthe bestcolleges for Hispanic students offer support servicesand cultural programs thatcan helpmakeadifference in astudent’s collegeexperience. These support services and programs often lead to higher rates of academic achievement.
Students mayfeelbetter represented at His panic-serving institutions, where at least25% of full-time students are Hispanic.Historically Black Colleges and Universities also embrace issuesthatpeople of color face and increasingly welcome Hispanic and Latino/astudents.
Althoughsomeschoolsand programs may have different requirements, the undergrad uate college application process is generally similar for mostschools. Theapplication process mayinclude completing entranceexams, gathering application materials, and making a campusvisit.
Many college applicationsask candidates to divulge their ethnicityorrace. This informa tion helpstrack the diversityofthe applicant pool for the college.
Part of collegeplanning also includes un derstanding the totalout-of-pocket cost after receiving anyfinancialaid. Many students take out loans to helppay for theireducation,and thetotalU.S.student loan debt hasreached $1.5 trillion.
Beforetaking outaloantocover school costs, Hispanic and Latino/a students should trytoap ply for scholarships and grants. Scholarships and grants, unlikeloans, don’t have to be paid back. Many programs specifically aid Hispanicand Latino/astudents and studentsofcolor
Since the Latino Student Fund was estab
lishedin1994, it has provided year-roundprogramsfor some 4,000 underrepresented primaryand secondarystudents in Washington, D.C.Studentmemberscan receive access to ac ademic support, peer networks, English classes for their families,and collegepreparation.
TheHispanic Scholarship Fund (HSF), established in 1975, has awarded more than $650 million in scholarships to Hispanic and Latino/astudents.Some 10,000highschool, undergraduate, and graduate students enroll in the HSFScholars program each year to re ceive career supportservices, scholarships, and academic mentorship.
Excelencia in Education,created by Lati nas in 2004, works to closethe equity gap by serving as asource for educational research and leadership. To promote student success, Excelenciapartnerswith businesses, govern ment-elected officials, colleges, the media, and advocacygroups.
Founded in 1968, UnidosUSchampions the Latino/acommunitythrough numerous programs.The organization offers aHome ownershipNetwork,minimum wageand overtime protectionsfor home-careworkers, and citizenship programs.The organization also advocates for high-qualityeducation.
League of United Latin American Citizens
Since1929, the League of United Latin American Citizens has offeredcommunity programs and assistance, including $1 million in scholarship aid everyyear,literacytraining, and job skills programs.
Created in 1987, theHispanic Heritage Foundation offers leadership, educational supportservices, workforce development, and public awareness programs. Studentscan par ticipate in theSTEMSymposiatoaccess workforce development opportunities and coding programs
TheHispanic Association of Collegesand Universities (HACU) —created in 1986 with 18 institutions —now represents 500 colleges and universities.Students can getaccess to ca reerand internship opportunities through HACU’sconferences and programs.
Established in 1979, the National Hispanic Institute provides serviceand communityleadershipopportunities to high school and college students. Theorganizationserves some 2,0002,500 students everyyear.

Goya Foods employs 5,000 people. As Latinomigration grows,sohas the company’sproductportfolio and foot print. It has 26 facilities worldwide.
“Theysay we will be the biggest group by 2050,ifnot maybe next week,” says Unanue. “Seventymillion Latinos in this countryand we’rethe second biggest Latinocountryinthe world.”
Unanue says thatdespite the recent Inflation thatthe U.S. has seen, Goya Foods continues to maintain their af fordable price point.
“WhatGoya sellsisgood,delicious and nutritious food. Rice and beans, it’s abig partofour business,”hesays. “We also produceour own cans and bottles.
We’revertically integrated, so the fact thatwecontrol the quality of the can ning,ofthe packaging, we can also re duce our cost.”
Goya Gives, the philanthropic arm of the organization, continues to pro vide reliefand supports nearly300 or ganizations each year.
“Weliketoconsider ourselves first responders,” Unanue says. “Puerto Rico has been devastated by [Hurricane] Fionaand we’rethere.”
Unanue says thatthe companyalso never stopped workinginhouse during the COVID-19 pandemic, which also al lowedthem help give back to the com munity in need.
“Wedidn’t stop foramoment…we were firstresponders, we had food. We were the only fewcompanies open, and we were luckytohavepeople to supply packaging andmaterials,”hesays.

Samuel Lopez’sparents immigrated to the United States in the 1950s from Guanajuato, Mexico. They settled in in Chicago, eventually moving to the north suburbs of Chicagowhere Sam was born.
Sam’s parents strongly believed in education, religion, working hard and helping their com munity–beliefs thatwere instilled in their kids as theygrewup. As aresult, Sam and his three brothers all went on to join and serve in different branches of the U.S. military
Sam served 10 years in the Illinois Air Na tional Guard and the United States Air Force Re serve. He was deployed to theMiddle Eastduring the 1990-1991 Persian Gulf War. Throughout his militaryservice, Sam worked as an ambulance paramedic for 12 years in the Chicagoland area, as well as apolice officer and crime scene investi gator for anorthwestsuburban police agencyfor 22 years.
Even after retiring from police work, Sam continued to have apassion for serving both his communityand country. This passion led him to working with the U.S. Citizenship &Immigra tion Services as an immigration services officer in Chicago.
Throughout his career Sam worked towards various different degrees and obtained an associate, bachelor’s and master’s degree. He has been teaching at the Columbia College-Elgin, IL cam pus for over 10 years and has taught numerous courses over the years, including Terrorism, Victimology, Cultural Diversity, PrivateSecurityand Ethics and MoralityinCriminal Justice.

Thefive-month exhibit will include varied activities gearedtoeducate young studentsaswellasadults.
Apermanentaddition to the Cernan Center will be an interactive activitypre sented on alarge, flat-touch-screen-table. Thetable will run aprogram called “Colonize Mars” in whichmultiple users can work to develop acolonyonMars through several stages of objectives. Players can work individually or together to build their colonyasquickly as possible.
On aloan from the Kansas CityCos mophere, attendees will have achance to see whatastronauts ateduring the Apollo missions and their other space necessities.

They also supported the creation of educational materials for children and adults, promoting vaccines for Influenza and COVID-19.
Latino communities in the United States have been disproportionately impacted by the pandemic due in part to decreased access to vaccines, despite being one of the ethnic groups with the highest infections. This inequality in the impact and access to health services continues to generate negative results thatcould be avoided.
With support from the NHHF and the Rockefeller Foundation, local organizations have held aseries of community events thatseek to increase confidence in vaccines, encourage their application, and thus improve the health of Hispanics.
An example of this project was the distribution of thousands of children’s books in Houston, Oakland and Chicago as part of the “Solo Kiko” campaign. This program aims to educate families about Covid and vaccines starting with the little ones.
One of the aims of this project is that the empowerment of boys and girls through education about infectious diseases and howtoprevent them can have an exponential effect, since it is expected thatthe children themselves will share this information with their parents and relatives so thatthe whole family can make the best decisions on health issues.

Mudlark received a$47,000 grant from NorthwesternUniversity’sOffice of Neigh borhood and CommunityRelations to fund the program, whichwill be run by twoNorthwestern theater professors, Myrna Garcia and HenryGodinez, and Mudlark education staffAna Narrajos andNickThornton
Student actors,performers, writers and creators who are interested in being partof the project are encouragedtosubmit an ap plicationbyOct.20. Mudlarkwill then selecta group of young actors to be partofthe program. While the projectwill focus on the voices of Latina/o/xstudents and learners, all identitiesare encouraged to apply.
As part of the project, the actors will meetatMudlark’sheadquarters or at North western Universityonce aweek after school starting in the fall of 2022. Guided by Mudlark teaching artists in collaboration with Northwesternfaculty, graduate students, and research assistants, the actors will ex plore Latinx theater traditions and takepart in community events hosted by the project where theywill meetwith members of the Evanston Latinxcommunity to ask ques tions and receive feedback on their creative offerings. Thewhole team will then mold the information gathered at thosecommunity events, along with personal research and writing, into an original playthatwill be per formed in the spring of 2023.
Theentireprocesswill result in acurriculum thatother arts organizations around the countrycan use as atoolkit and guidebook in order to engageinasimilar processwithin their local Latinx community.

ARESOLUTION DETERMINING TO LEVY AN ADDITIONAL TAXFOR THE PUBLIC LIBRARY BUILDING AND MAINTENANCE FUND
WHEREAS, theTrustees of the Itasca Community Library have requested that the Village of Itasca include specificline items for the library in both the Village’s appropriation and tax levyordinances; and WHEREAS, pursuant to 75 ILCS 5/3-4, Illinois State statute authorizes alevy on behalf of the library for the building andmaintenance fund in an amount not to exceed 0.02% of the value of all taxable property in the Village of Itasca; and WHEREAS, theTrustees of the Itasca Community Library,apublic library in and for the Village of Itasca, voted to appropriate and levy One Hundred Twenty-Five Thousand Eighteen Dollars and Zero Cents ($125,018.00) for the library building and maintenancefund; and WHEREAS, the corporate authorities of the Village of Itasca (the “Village”) do approve and consent to levy the tax as requested by the library trustees.
NOW,THEREFORE, BE IT RESOLVED by the President and the Board of Trusteesofthe VillageofItasca, DuPage County,Illinois, as follows:
SECTION ONE:The 2022 taxlevy ordinance shall includea line item forthe library building and maintenance fund which shall not exceed 0.02% of the valueofall taxable property in the Village of Itasca. Theamount of OneHundredTwenty-FiveThousandEighteen Dollars and Zero Cents ($125,018.00) shall be included in the Village’s 2022 tax levy ordinance.
SECTION TWO:Within fifteen(15)daysafter the adoption of this Resolution, the Village Clerk shall publish this Resolution once in the Itasca edition of the Daily Herald, and the public, by this resolutionshall be informed as follows:
Not less than 10% of the total number of registered voters in the Village of Itasca, being 626 voters, may sign apetition to the corporate authorities of the Village requesting that the foregoing question of the adoption of this Resolution and that the Library Building and Maintenance levy of One Hundred Twenty Five ThousandEighteen Dollars and Zero Cents ($125,018.00) be submitted to all the electors of the Village of Itasca, provided that such petition must be filed with the Village Clerk, 550 West IrvingPark Road, Itasca, Illinois, no later than November 21, 2022. If 626 or more registered voters file such apetition by November 21, 2022, areferendum will be held on April 4, 2023. The Village Clerk will provide apetition form upon request.
SECTION THREE:SEVERABILITY.Ifany section, paragraph or provision of this Resolution shall be held to be invalid or unenforceable for anyreason,the invalidity or unenforceability of such section, paragraph or provision shall not affect any of the remaining provisions of this Resolution.
