elcome from the Nipomo Chamber of Commerce and Chamber President Richard Malvarose. On behalf of the Chamber, I want to say thank you for taking the time to learn more about our little slice of paradise here on the California Central Coast. The residents and businesses in Nipomo are spoiled by the best average weather in the United States due mainly to our micro climate that provides us temperate weather year round. Our quality life really is second
to none with a wealth of history, fantastic surroundings, numerous world class golf courses, abundant outstanding wineries and a long list of other amenities. Nipomo played an important part in the formation of what was later to become the Great State of California. In 1837 during the Mexican Rancho Era, while this area was still known as Alta California, a large grant of land was awarded to Captain William Dana of Boston. In 1839 he built an adobe that was visited by such pre-State dignitaries as Benjamin Foxen and John C. Fremont. The home has since been restored and stands today as the oldest residence in San Luis Obispo County. Take a drive down South Oak Glen Avenue and see for yourself what this historic ranch has to offer.
In 1936 a photojournalist named Dorothea Lange captured numerous images of Nipomo in the middle of the Great Depression, one of which went on to become one of, if not the, quintessential photo of the Depression. Ms. Lange came upon Florence Thompson and her children huddled in a crude lean-to while her husband was in town getting the car repaired. A few photos were taken of the family and one photo in particular “Migrant Mother” would go on to become world famous. Over the years the Chamber, through many iterations, has become the “Go To” place for all things Nipomo. From referrals to local businesses and services, to what’s happening that weekend, to complimentary maps and directories; our courteous Executive Director Amber Wilson and staff are always ready to assist. ocated in southwest San Luis Obispo County, Nipomo benefits from its proximity to two of California’s major north-south roadways. California State Route 1 can be found approximately five miles west, while U.S. Highway 101 passes through the middle of town, giving residents and visitors alike easy access to all that the Central Coast area has to offer.

History
T
he original settlers of Nipomo were the Chumash Indians, who have lived in the area for over 9,000 years. Rancho Nipomo (the Indian word ne-po-mah meant “foot of the hill�) was one of the first and largest of the Mexican land grants in San Luis Obispo County.
In 1846, U.S. Army Captain John C. Fremont and his soldiers stopped at the rancho on their way south to Santa Barbara and Los Angeles. Captain Dana hosted a barbecue and gave Fremont’s men 30 fresh horses. By the 1880s the Dana descendants had built homes on the rancho and formed a town. Streets were laid out and lots were sold to the general public. The Pacific Coast Railway (narrow gauge) came to town in 1882, and trains ran through Nipomo until The Great Depression in the 1930s. By the end of 1942, the tracks had been removed for the World War II war effort.

The founder of present day Nipomo, William G. Dana of Boston, was a sea captain. Dana’s travels led him to California where he married Maria Josefa Carrillo of Santa Barbara. In 1837, the 38,000-acre (150 km2) Rancho Nipomo was granted to Captain Dana by the Mexican governor. The Dana Adobe, created in 1839, served as an important stop for travelers on El Camino Real between Mission San Luis Obispo and Mission Santa Barbara. The adobe was a stage coach stop and became the exchange point for mail going between north and south in the first regular mail route in California. The Danas had children, of which 13 reached adulthood. They learned both English and Spanish, as well as the language of the Chumash natives.
Thousands of Blue Gum Eucalyptus trees were planted on the Nipomo Mesa in 1908 by two men who formed the Los Berros Forest Company with the idea of selling the trees as hardwood. Groves of these nonnative trees still exist, even in rows as they were originally planted. These tall trees are often removed as needed for space, but also since they present a falling hazard during high winds and can suppress native flora.
Nipomo is the location of one of the most famous photographs of the Great Depression, “Migrant Mother,â€? by Dorothea Lange. Thompson Road was originally U.S. Highway 101, on which Lange no doubt traveled. The current U.S. 101 freeway was constructed in the late 1950s. â–

Residential Living Geography Nipomo is located at 35°1 48 N 120°29 24 W (35.030027, -120.490032) According to the United States Census Bureau, Nipomo is a Census Designated Place (CDP) comprised of a total area of 14.9 square miles (39 km2), virtually all of it land.
Climate Nipomo experiences warm (but not hot) and dry summers, with no average monthly temperatures above 71.6 °F. According to the Köppen Climate Classification system, Nipomo has a warmsummer Mediterranean climate, abbreviated “Csb” on climate maps.
Demographics The 2010 United States Census reported that Nipomo had a population of 16,714. The population density was 1,125.4 people per square mile (434.5/km²). The racial makeup of Nipomo was 12,281 (73.5%) White; 177 (1.1%) African American; 200 (1.2%) Native American; 421 (2.5%) Asian; 33 (0.2%) Pacific Islander; 2,821 (16.9%) from other races; and 781 (4.7%) from two or more races. Hispanic or Latino of any race were 6,645 persons (39.8%). The Census reported that 16,703 people (99.9% of the population) lived in households, 11 (0.1%) lived in non-institutionalized group quarters, and 0 (0%) were institutionalized. There were 5,474 households, out of which 2,258 (41.2%) had children under the age of 18 living in them; 3,353 (61.3%) were opposite-sex married couples living together; 686 (12.5%) had a female householder with no husband present and 326 (6.0%) had a male householder with no wife present. There were 338 (6.2%) unmarried opposite-sex partnerships, and 49 (0.9%) same-sex married couples or partnerships. 807 households (14.7%) were made up of individuals and 346 (6.3%) had someone living alone who was 65 years of age or older. The average household size was 3.05. There were 4,365 families (79.7% of all households); the average family size was 3.35. The population was spread out with 4,422 people (26.5%) under the age of 18; 1,531 people (9.2%) aged 18 to 24; 4,058 people (24.3%) aged 25 to 44; 4,593 people (27.5%) aged 45 to 64; and 2,110 people (12.6%) who were 65 years of age or older. The median age was 37.0 years. For every 100 females there were 97.8 males. For every 100 females age 18 and over, there were 94.9 males.

There were 5,759 housing units at an average density of 387.8 per square mile (149.7/km²), of which 3,898 (71.2%) were owner-occupied, and 1,576 (28.8%) were occupied by renters. The homeowner vacancy rate was 1.7%; the rental vacancy rate was 3.1%. 11,583 people (69.3% of the population) lived in owner-occupied housing units and 5,120 people (30.6%) lived in rental housing units. The current average price-per-square-foot is $269.80 and the median price for sold single-family residences in Nipomo is $440,000 which is a 3.3% reduction from the same time last year. ■

Nipomo Community Services District
T
he mission of Nipomo Community Services District is to provide its customers with reliable, quality, and cost-effective services now and in the future. Established in 1965 to meet the health and sanitation needs of the local community, Nipomo Community Services District provides water, sewer and waste management services throughout its services area. The District provides lighting, landscape management and drainage services, in limited areas.
History of NCSD – Serving the Community for 50 Years After four confirmed cases of typhoid fever in the early 1960s, the San Luis Obispo County Health Department tested private wells in the community and found high concentrations of nitrate and chlorides in the water. Coliform was also found in some of the private water wells in Nipomo. It was determined that wastewater was seeping into the water supply. The County Health Department established a direct relationship between the occurrence of infant methemoglobinemia (Blue Babies) in the community and the presence of nitrates in the drinking water.

On June 4, 1964, County Hydraulic Engineer Bob Born made a report to the County Board of Supervisors on the water and sanitary problems in Nipomo. Born’s report concluded with the recommendation that a public entity be formed to address the water and sewer problems in Nipomo. On Jan. 28, 1965, Nipomo Community Services District was formed under the Community Services District Law of California Government Code Section 61000. The first elected Board Members were William C. Black, Cecil E. (Gene) Davis, James A. Kitchen, Oren W. (Jim) Miller and John R. Mylan. The Board of Directors immediately pursued the construction of the District’s first public water system. A bond election was held on Feb. 15, 1966, and the property owners whose land was covered by the new District approved a property tax measure to support the sale of bonds worth $650,000. These funds paid for the acquisition, construction and installation of the District’s first water system. Construction began in June 1966, and was completed in November 1966, at which time water began to flow. This 25-year bond issue was paid off June 15,
1991. Today, the District serves our growing community with over 4,000 water system connections and 90-miles of buried water lines. The District operates eight wells to produce water and holds over 4 million gallons of water in storage for system reliability and emergency (fire) response. In 2007, the District water system was valued at over $90,000,000. In the 1970s, County and State Health agencies continued to raise concern over septic systems (private sewage disposal systems) serving high density residential development in Nipomo. The county placed a building moratorium on the area and the State Regional Water Quality Control Board defined a septic system prohibition area covering most of Olde Towne Nipomo east of Highway 101 and areas of dense mobile home parks and residential lots on the west side of Highway 101. In 1984, a zero-interest loan was secured from the State and the District constructed its first sewer project. The project came on line in 1986. In the 1990s the plant’s treatment capacity was expanded while the collection system’s reach continued to expand. In 2014, the District completed a $13 million project to replace the original treatment system. The new treatment plant achieves a much higher level of treatment and sets the ground work for plant expansion as the needs of the community increase. The treated plant effluent is put in basins and allowed to return to our local groundwater supply, effectively and efficiently recycling the community’s wastewater. Today, the District serves over 3,000 sewer connections via 40 miles of buried sewer
collection lines. Wastewater is conveyed to one of two independent treatment facilities. In 2007, the Town Sewer collection and treatment system was valued at nearly $40,000,000 and the system serving Blacklake Village was valued at $10,000,000.
Abilities, Powers, and Jurisdiction of NCSD Nipomo Community Services District is a nonprofit, customer-owned public utility formed under California Community Services District law. A five-member Board of Directors is elected by and from the District’s registered voter–customers. The elected Board is responsible for establishing District policy and hiring a General Manager. The current Board is comprised of: Board President Craig Armstrong (serving on the Board since 2012, current term ends 2016), Vice-president Dan A. Gaddis (serving since 2010, current term ends 2018), Ed Eby (served 8 years previously, currently serving since 2014 and term ends 2018), Robert (Bob) Blair (served 10 years previously, currently serving since 2012, term ends 2016), and Dan Woodson (serving since 2014, term ends 2018). Michael S. LeBrun has served as the District’s General Manager since 2009. The District’s main services are potable water production, treatment, and distribution; and wastewater collection, treatment, and reclamation. The District also provides solid waste services through a franchise agreement. The District provides lighting, landscape management, and

drainage services within limited areas of its services boundary. The District and the entire Nipomo Mesa area rely on the County for fire, planning, roads, development approval and police services. The District’s 2014-2015 Budget includes over $6 million in approved operating expenditures and over $13 million in approved capital expenditures. Independent audits of the District’s finances have been conducted annually for over 20 years.
Nipomo Supplemental Water Project During its 50-year history, the District’s sole source of water has been wells on the Nipomo mesa. A second source will be added this summer when the supplemental water pipeline to Santa Maria is completed. This new supply represents a longterm solution that will help balance our groundwater basin and secure our long term water resources. The pipeline will initially provide 650 acre feet of water per year. Additional improvements to our water distribution system which will allow deliveries to be increased to 3,000 acre feet per year will be completed as additional funding becomes available.
History of the Project In 1992, District water customers voted against participating in the State Water project as it was being planned and constructed through the area. In 2004, the District reached an agreement to purchase water (state water and groundwater blend) from the City of Santa Maria. In May 2012, a property tax measure to fund the largecapacity (3,000 acre-foot per year) pipeline project failed. Following the failed water project funding vote, District leaders halted the processing of applications for new water service citing concerns over groundwater supply health and uncertainty of a firm timeline for the delivery of supplemental water to the area. The Board of Directors formed a citizen’s committee to review previous District supply studies and all available information regarding options for supplemental water supplies. The Citizen’s Committee reported to the Board of Directors in February 2013 and the Board approved a funding plan for a scaled down $17.8 million project including the sale of up to $9.5 million in municipal bonds. The District went to bid in March 2013 and in June awarded three project construction contracts. Construction on the project

We coordinate with many “key” agencies such as the Mexican Consulate, and have members representing Community Action Partnership of San Luis Obispo County, Inc. (CAPSLO), Community Health Centers, Cen Cal Health, Wells Fargo Bank, County and City elected officials. Having members representing county and city agencies and nonprofits allows for a powerful networking collaboration and structure that enable each of the respective organizations to better serve the county in general, and the Latino community in particular. The Latino Outreach Council (LOC) is dedicated to facilitating the equal and full participation of all members of the Latino community in the life and affairs of San Luis Obispo County.Today the LOC is the leading organization in San Luis Obispo County that provides advocacy and outreach to the County’s Latino population. Monarch Dunes superintendent, Tom Elliott, modified Pascuzzo and Pate’s award winning Challenge Course to cater towards a player development series. Our LEARN GOLF! program will turn the beginner golfer into the golf lover. From on-course alterations to step-by-step instructions, there are no excuses we haven’t solved. The golf industry can grow one beginner at a time, starting at the roots of golf, with the help of our “Golf from A-Z” approach. ne of Nipomo’s many claims to fame is the Dorothea Lange depression-era image of a hungry mother surrounded by her children, which has become known as the “Migrant Mother Photo.” While this may be one of the most recognizable claims to fame, there are many more. For instance, did you know that Nipomo’s weather received a perfect score of 100 on the Places Rated Almanac? Nipomo is home to three golf communities: Cypress Ridge, Trilogy and Blacklake. Most recently, Golf Digest ranked Monarch Dunes third among “America’s Best New Courses,” the only California-based course to make the magazine’s annual list. These are just a few highlights of what Nipomo has to offer. Nipomo’s list of highlights wouldn’t be complete without mentioning the world famous Jocko’s steakhouse, miles of equestrian trails, the historic Dana Adobe and Olde Towne Nipomo. While these are great places to take friends and family to visit while in town, what are the everyday benefits of living in Nipomo? What makes Nipomo a true community? As a Nipomo resident and small-business owner, it has been an honor to share in the successes of our region. We have a strong agricultural industry, local business economy, top-ranked schools and natural scenic
attractions. Nipomo has the largest unincorporated population in San Luis Obispo County and yet maintains the small town atmosphere which we all cherish. The last census estimated that 13 percent of the Nipomo population is over 65 years old. These residents are active and involved locally, contributing their time and experience in the community.
