Around 15 plainclothes policemen went to the home of Nur Alam Chowdhury in the southern district of Noakhali on 13 September and took him away without showing a warrant or explaining why he was arrested It was only when he was taken before a court that he learned that he had been arrested because he was the brother of Shamsul Alam Liton, the editor of the Weekly Surma, a Bengali and English language newspaper based in London Chowdhury was detained under Section 54 (1) of the Code of Criminal Procedure, which says a person may be arrested without a warrant in the event of a “reasonable suspicion” of an offence The police explained that Chowdhury was suspected of a “possible” connection with his brother
Harassed for denouncing enforced disappearances
A journalist for the past three decades, Liton was President Iajuddin Ahmed’s deputy press secretary from 2003 to 2005 and then joined Weekly Surma, which is very critical of Prime Minister Sheikh Hasina’s government
On 19 August, he wrote an editorial about money laundering by Bangladeshi officials and the following week, on International Day of the Disappeared, he organised a demonstration outside the House of Commons in London for the victims of enforced disappearances in Bangladesh Weekly Surma’s website was then subjected to a wave of cyber attacks that made it inaccessible
RSF has seen a report by investigators that describes Liton as “a provocateur and a leader of an anti government organisation” and claims that Chowdhury was an “accomplice” who “directly and indirectly assisted his brother in spreading anti government propaganda in many places in Bangladesh ”
Two similar cases a few days apart Abdul Muktadir Manu, the brother of anther Weekly Surma journalist, Abdur Rob Bhuttow, was arrested at his home in the northeastern town of Moulvibazar on 9 September, just four days before Chowdhury’s arrest Like Chowdhury, he was arrested under Section 54 (1) of the Code of Criminal Procedure by plainclothesmen He was released 12 days later
A Weekly Surma special correspondent, Bhuttow is being targeted for reporting that is critical of the prime minister and intelligence services In August, he appeared in a Facebook live video with Hasinur Rahman, a former Bangladeshi army lieutenant colonel who has exposed enforced disappearances carried out by the Directorate General of Forces Intelligence

London 30 September : Afew years ago, I stopped to fill up the tank of my mother ’s Fiat 500 at a gas station close to our family home in southern Tuscany When I went into the store to pay, I noticed that it had started to sell lighters bearing the face of Benito Mussolini, the fascist leader who ruled Italy as a dictator from 1925 to 1943 This came as a shock Tuscany has historically been a left wing region The Monte Amiata, a densely wooded mountain on whose slopes my village perches, served as a base for partisans who fought the Nazis during World War II Why would our local gas station be selling fascist memorabilia? I put the question to the attendant He squirmed “I don’t like it either Headquarters sent us those a few days ago,” he told me Then he perked up, happy to think of something that would, he assumed, be sure to mollify me “Don’t worry: Next week, we’re getting in some lighters with the face of Che Guevara!” The Italian constitution, which came into force in 1948, is resolutely anti fascist, yet the country’s political culture has never made a clean break with its extremist past For a German gas station to sell items that commemorated Adolf Hitler would be truly shocking (and probably illegal); in Italy, the sight of Mussolini memorabilia for sale in stores is not that unusual Similarly, mainstream German political parties shun far right extremists such as the Alternative for Germany; in Italy, parties with roots in fascism have long been an accepted part of the political scene
Even so, Sunday’s electoral success for Giorgia Meloni and her party, Brothers of Italy, is unprecedented It marks the first time in Italy’s postwar history that a party with fascist roots has won the most votes in a national election Meloni, who received just over a quarter of votes cast, is now very likely to become prime minister at the head of a far right coalition with the League, led by Matteo Salvini, and Forza Italia, headed by Silvio Berlusconi How will the new government change Italy? And how much damage could it inflict on the country’s democratic institutions? The prospect that a far right party with fascist roots may soon lead Italy has understandably spooked international observers “Giorgia Meloni May Lead Italy, and Europe Is Worried,” read a recent New York Times headline “Is Italy on the Verge of Returning to Fascism?” a Foreign Policy podcast asked But things aren’t always what they seem in Italy Although there are strong grounds for dismay at the prospect of Prime Minister Meloni, the actual likelihood that Italy will return to the darkest hours of its history is low Part of the reason is that Meloni has, to an extent, distanced herself from her party’s past She has declared that “fascism is history” and suspended members who persisted in praising fascist leaders Meloni has also sought to demonstrate that she would prove a reliable partner for Italy’s European and North American allies She has, for example, moderated the party’s criticism of the European Union, emphasizing that she wants the country to stay in the eurozone And unlike many other far right leaders in Europe, Meloni has been a vocal critic of Vladimir Putin and a staunch supporter of Ukraine But the chief reason to doubt how much Meloni will change Italy is simply that she is neither as popular nor as powerful as her electoral victory may suggest Her star is burning brightly now, but it may dim just as quickly

However, this is not just a UK problem The scourge of Hindu nationalism has gone global
‘True friend in the White House’ Like in the UK, Hindu nationalists have actively campaigned for right wing, Islamophobic candidates in the United States This was apparent during the 2016 presidential elections when Hindu groups went all out in their efforts to mobilise Hindu Americans for Republican candidates In 2015 an Indian American lobby, the Republican Hindu Coalition (RHC), was launched by Chicago based businessman Shalabh Kumar, who has had close ties to Modi Its members donated to former US President Donald Trump’s campaign and the RHC supported him as he ran for the presidency At an event with the group ahead of the vote, Trump declared: “The Indian and Hindu community will have a true friend in the White House ” He also praised Modi, calling
him a “great man,” and released a campaign video wooing Hindu Americans
Ahead of the 2020 US presidential election, Modi acted almost as a campaigner for Trump, holding two joint rallies with the realtor turned politician one in Ahmedabad, India, and the other in Houston, Texas. In the latter event, Modi seemed to give tacit backing to Trump’s re election campaign, even uttering the phrase “Ab ki baar, Trump sarkar (This time, it’s going to be a Trump government)”

In Canada too, Hindu nationalists have been making waves In December last year anti Sikh slogans and the Hindu swastika appeared outside a Sikh school Canadian academics have been harassed and faced death and rape threats from diaspora Hindutva supporters for criticising the Modi government in India In June, Ron Banerjee, a Canadian Hindu
nationalist openly called for the genocide of Muslims and Sikhs “It is awesome what Modi is doing,” Banerjee said, in an interview to a YouTube channel “I support the killing of Muslims and Sikhs in the Republic of India because they deserve to die ”
Australia too is witnessing an uptick in hate crimes committed by Hindus against Muslims and Sikhs One such attacker, Vishal Sood, was eventually arrested for a series of attacks on Sikhs, and was convicted and deported since his visa had expired When he got back to India, he received a hero’s welcome Attempts have also been made by Indian authorities in Australia to silence critics of Modi and his Hindu nationalist policies Thirteen academic fellows resigned from the Australia India Institute at the University of Melbourne citing interference from the Indian High Commission and attempts to censor research and writing that presented an “unflattering” image of India
Why has Hindutva gone global? Undoubtedly, the rise of Hindu nationalism globally has much to do with the rise of Modi Since becoming prime minister in 2014, he has overseen a highly controversial citizenship reform that discriminates against Muslim asylum seekers, scrapped the constitutionally guaranteed autonomy of Jammu and Kashmir and built a temple at the location of a historic mosque demolished by Hindu hardliners in 1992 All while going after opposition leaders, activists and critics
Modi’s success in delivering on Hindutva’s promises at home has inspired his supporters in the diaspora to exude a sense of chauvinistic pride abroad However, world leaders are guilty too, of legitimising Modi, giving this subsection of Hindu expatriates the conviction that their bigoted vision has some global cache From Trump to former British Prime Minister Boris Johnson, and from former Israeli Prime Minister Benjamin Netanyahu to Brazilian President Jair Bolsonaro, multiple right wing politicians have presented themselves as “friends” of Modi
Even those Western leaders who do not have a particularly pronounced right wing agenda have been keen to establish and develop their economic and strategic ties with India while turning a blind eye to the Modi government’s dismal human rights record
What is next? Islamophobia now appears to be a matter of public and foreign policy for India The Indian High Commission in the UK responded to the events in Leicester by specifically referring only to the worries of the Hindu community there However, Leicester should serve as a wake up call: Hindu nationalism cannot be ignored any more as a domestic, Indian issue The movement has gone international and is taking an increasingly violent form in other countries too It is now a threat to democratic principles, equality and human rights everywhere India under Modi will not address it The world must

There were three main factors behind the limited fightback One was a state ment from the Treasury on Monday aimed at soothing nerves around Friday's giveaways It revealed that Mr Kwarteng was to set out a "medium term fiscal plan" on 23 November which would also contain independent analysis from the Office for Budget Responsibility a check that was lack ing in the mini budget
The second was due to a statement from the Bank of England which
affirmed it would "not hesitate" to raise interest rates to prop up the value of sterling but added that it would make a full assessment at its next scheduled meeting
The final facet can be traced across the Atlantic where the dollar the world's reserve currency which has strength ened significantly this year amid the economic turmoil linked to Russia's war in Ukraine fell back against a basket of international currencies
Analysts cited renewed investor inter est in stocks but remained cautious about the outlook as markets, already jittery at the prospect of US interest rates staying higher for longer, have been further unnerved by the upheaval for the pound and UK bond yields
There was some relief for the govern ment when the Treasury successfully raised £1 2bn through a bond sale on Tuesday morning The amount was covered 2 3 times, which Sky's eco nomics and data editor Ed Conway said showed there was "no shortage of appetite" for the debt The market volatility has been blamed for a num ber of mortgage providers withdrawing products from sale Such moves are expected to be only temporary amid the turmoil of the past few days

Astonishingly, in the bubble of Downing Street, the answer seems to have been applause Apologists for Liz Truss and Kwarteng insist that they are embarking on a new era of supply side reform, in which taxes are set with a view to incentivising entrepreneurship and reviving the growth rate If this contributes to inflationary pressure in the short term, it is the job of the Bank of England to counter that with higher interest rates
You might wonder why anyone would want government economic policy and the Bank of England to pull in opposite directions But that kind of division of labour is not unusual In the wake of the banking crisis of 2008, we saw tight fiscal policy in the name of austerity flanked by ultra loose monetary policy That combination has not been a success Growth has been lacklustre and booming financial markets have fed inequality The basic idea of Trussonomics seems to be to invert the formula And there would be a point to that if the £45bn were focused on renewable energy, or investment in education or the health service But tax cuts for the rich are a terrible way to stimulate growth and one could hardly think of a worse time to deliver such giveaways
As far as the Bank of England is concerned, it comes as a rude awakening In the 25 years since it was given its independence the bank has been largely successful in controlling inflation, but it faces a surge in prices and a government pushing determinedly in the wrong direction Though the Truss team has signalled that it wants to put an end to
low interest rates, whether it really likes the medicine it is apparently asking for from the Bank remains to be seen
In any case, the markets don’t buy it If they had found the Kwarteng vision of economic policy plausible, rather than selling off sterling in response to the mini budget, they would have bought into sterling on the expectation of profiting from higher interest rates Instead, investors simply want out of what looks to most analysts like a doomed experiment To hold sterling assets they are now demanding what some are calling a “moron risk premium” To hold debts issued by such an incompetent government requires a reward
There has been some talk that the UK is at risk of being relegated to the class of emerging market borrowers, whose creditworthiness has to continually be demonstrated to foreign investors So far, at least, that is exaggerated The UK has borrowed on a large scale from foreign investors, but unlike an emerging market, it has done so in its
own currency Furthermore, claims against the UK are offset by large British holdings of foreign assets As a result, even a severe devaluation of sterling would not unleash a destabilising spiral of depreciating currency and rising debt burden
However, the Bank of England is under intense pressure, and the feeble statement it issued on Monday won’t change that Clearly, rates are going to have to rise and rise fast The monetary policy committee no doubt regrets the decision at its last meeting to raise interest rates by only 0 5 percentage points But though it is obvious that it must now raise rates, the Bank faces a serious risk If it does not act, it will look weak and that may unsettle markets But if it does make an emergency rate increase, and markets take that action as a sign of panic, the selling of sterling may intensify That truly would put the UK in emerging market territory, where rate increases are seen as a sign of weakness, not strength Furthermore, once the Bank of England has embarked on this course, it will have
little alternative but to keep on hiking until markets calm down
Far from reviving growth, the effect will be to deliver a body blow to the UK economy Tens of billions are being pumped into family purses to help with energy bills Tens of billions more are being dished out in tax cuts But interest rate increases will squeeze anyone on a flexible rate mortgage or needing to re finance How buoyant does the government expect growth to be when millions of homeowners who bought their homes expecting mortgage rates to be about 1% face interest rates of 6% or more? And that is not even the last of the bad news Defenders of the government insist that the mini budget was only the start Kwarteng promises further tax cuts But he also promises to bring the deficit under control How is that to be squared?
The answer is public spending cuts Among Republicans in the US, the tactic is known as “starving the beast” Cut taxes and, as public revenues contract, this will create irresistible pressure for spending cuts. The argument is all the more urgent if you can invoke pressure from the financial markets In 2010, when David Cameron’s coalition government embarked on austerity, it invoked a bond market panic to justify its painful cuts Then, the panic was more imaginary than real The debt crisis in Greece served as the bogeyman Now Britain has a bona fide homemade panic on its hands Yields on UK bonds have now risen above those of the eurozone debt victims Greece and Italy
The markets trust Britain’s Tory government less than the heirs to post fascism in Rome Did the Truss government unleash this avalanche on purpose? That is hardly what the “moron premium” suggests But we should certainly expect them to turn the crisis that they have created against the public sector in pursuit of their misbegotten vision of a small state revolution
