Continued from ➠ back page have blasted the move The leadership of Brent Council claim action is needed to clean up air in the borough

All Brent motorists will have to pay £12 50 to drive in the area if their cars don’t comply with emissions requirements from August 2023

Drivers of petrol cars registered before 2005 and diesel cars registered before 2015 will be subject to the daily charge in a drive to cut air pollution

Brent Council leader Muhammed Butt said: “Tackling the climate emergency is a challenge that demands bold solutions This is one of the many difficult decisions leaders like the Mayor of London must make to clean London's air "One death in our borough due to toxic air is a tragedy

premature deaths that we have in Brent due to bad air, you can only come to the conclusion that bold action needs to be taken

"The ULEZ is currently in place across parts of Brent, such as Queen’s Park, Willesden, Harlesden and Dollis Hill, but this summer it will be expanded across the whole borough This means people living in areas above the North Circular, such as Wembley and Kingsbury, will be asked to pay the charge if their car is not compliant

Many London councils have come out against ULEZ's expansion into the outer boroughs One Labour council has also voiced concerns about the scheme Barking and Dagenham Council's leader thinks the £100 scrappage scheme, which provides

2022, it was the most dangerous one when he came with some support of soldiers with him "They start shooting tear gas on us to prevent us from even getting closer from the hilltop over there So we learn that this is getting violent We are not looking to lose somebody from our village or our brothers or our cousins " It is a story you hear regularly in the West Bank Israeli settlement expansion is illegal under international law and opposed by the US, UK, EU and the UN It is the source of extreme anger for many Palestinians US Secretary of State Antony Blinken has flown in at a "pivotal moment" as

grants for non-compliant drivers to buy newer cars, is not sufficient Roads in Brent are responsible for up to 30 percent of local PM2 5 pollutant emissions and 48 per cent of Nitrous Oxide emissions, according to data released by the London Atmospheric Emissions Inventory (LAIE) - both of which are harmful Cllr Butt said:

“Half of Brent is already in the Ultra Low Emission Zone, so we welcome the expansion bringing more equality to the borough It has already led to up to 44 per cent less toxic air in Central London, so we hope it will also improve air quality and public health and reduce pollution across Brent "While 80 percent of vehicles are already compliant, some residents who are reliant on their vehicles may be unable to afford a cleaner vehicle We hope the scrappage scheme targets those most affected and that existing scheme discounts, exemptions and reimbursements continue to support those least able to afford the daily charge " Many London councils have come out against ULEZ's expansion into the outer boroughs One Labour council has also voiced concerns about

the security situation here grows ever more volatile by the day He met Israeli Prime Minister Benjamin Netanyahu in Jerusalem on Monday and will sit down with Palestinian leaders in Ramallah on Tuesday Although the US still talks of a twostate solution, as do other international governments, it is a non-starter right now

Analysis: Why this is a dangerous moment for Israel and the West Bank Palestinian militants 'ready to die' as prospect of all-out war increases Netanyahu vows to 'strengthen' West Bank settlements after shooting attacks Mr Netanyahu is facing international pressure to calm the tensions, whilst at the same time beholden to extreme right-wing voices in his new cabinet

In response to recent terror attacks in Jerusalem, the government has said it wants to arm more Israeli civilians and there has already been talk of introducing the death penalty The future for Hasan, and other Palestinians, is concerning Hasan said: "Unfortunately, this is a very dangerous situation We are really worried about all the support that the settlers are gaining through the new government "We are really worried they will come and they will attack us with their weapons, and we will not be allowed to be here anymore " What do you want? I ask him "I want to live in peace I want to live in freedom I want freedom because freedom will get us peace and justice Without freedom, we will never get peace and justice in this country "And there should be a solution if they want to have a one-state, two-state, 10-state solution, I don't mind, I just want a free state that we could live in as Palestinians "

UK only major economy to contract in 2023, warns IMF

Continued from ➠ Back page 2023 against the 0 3% growth it pencilled in last October in yet another major downgrade by the fund In its latest World Economic Outlook update, the IMF upped its growth outlook for the global economy, but cautioned that Britain looks set to suffer more than most from soaring inflation and higher interest rates The grim outlook for the year ahead puts the UK far behind its counterparts in the G7 group of advanced nations and the only country, across advanced and major emerging economies, expected by the IMF to suffer a year of declining GDP.

Even Russia, which is under pressure from a raft of sanctions, is predicted by the group to eke out growth of 0 3% Labour ’s Rachel Reeves said the IMF forecast showed the UK was “at the bottom of the league table for growth” for both this year and the next The shadow chancellor, who was granted an urgent question in the Commons on the workings of the United Nations’ financial agency, told broadcasters that ministers needed to be “doing so much more to fulfil the potential of the UK economy”

Chancellor Jeremy Hunt stressed many forecasts were overlypessimistic about the UK economy last year “Short-term challenges should not obscure our long-term prospects, the UK outperformed many forecasts last year, and if we stick to our plan to halve inflation, the UK is still predicted to grow faster than Germany and Japan over the coming years,” he said

Among the other G7 nations, the IMF’s 2023 GDP predictions show growth of 1 4% in the United States, 0 1% in Germany, 0 7% in France, 0 6% in Italy, 1 8% in Japan and 1 5% in Canada It comes against a backdrop of public sector strikes over pay and predictions that the UK is heading for a recession, with inflation still standing at more than 10% The IMF said Britain’s predicted GDP fall reflects “tighter fiscal and monetary policies and financial conditions and still-high energy retail prices weighing on household budgets”

It follows efforts by Mr Hunt last week to talk up the UK economy and its growth prospects in his first major speech in the post, declaring that

“declinism about Britain was wrong in the past and it is wrong today” The IMF offered a chink of light in the otherwise gloomy economic update, predicting that the global slowdown will be shallower than first feared It upgraded its global growth forecast, to 2 9% in 2023 from the 2 7% predicted in October as it said the reopening of China after strict Covid restrictions has “paved the way for a faster-thanexpected recovery”

The IMF also said it believes global inflation has passed its peak and will fall from 8 8% last year to 6 6% in 2023 and 4 3% in 2024 as interest rate hikes by central banks begin to cool demand and slow price rises But it warned that, in the UK and Europe, surging prices and the impact of action taken to rein in inflation, will continue to weigh on the economy It said: “Consumer confidence and business sentiment have worsened “With inflation at about 10% or above in several euro area countries and the United Kingdom, household budgets remain stretched

“The accelerated pace of rate increases by the Bank of England and the

European Central Bank is tightening financial conditions and cooling demand in the housing sector and beyond ” But the IMF nudged up its outlook for UK growth in 2024 to 0 9%, up from the 0 6% expansion previously forecast Chief economist for the IMF, Pierre-Olivier Gourinchas, explained there were three key factors driving the UK’s economic outlook He said: “First, there is exposure to natural gas we’ve had a very sharp increase in energy prices in the UK

“There is a larger share of energy that is coming from natural gas, with a higher pass-through to final consumers “The UK’s employment levels have also not recovered to prepandemic levels “This is a situation where you have a very, very tight labour market but you have an economy that has not re-absorbed into employment as many people as it had before “That means there is less output, less production “The third is that there is a very sharp monetary tightening because inflation has been very elevated, that’s a side effect of this high pass-through of energy prices ”

Sunak's popularity among Tory members plunged further

Continued frome ➠ Back pag

London 31 Januwar y : Rishi Sunak's popularity among Tory members has plunged further in the last month, polling suggests The Prime Minister's net satisfaction rating stands at just 2 9 in the monthly league table of the Cabinet for the Conservative Home website.Mr Sunak's score is down from 13 1 in the previous polling of the party faithful, a drop of around 10 points and almost into negative territory

The under-pressure PM, who is

battling to unite his warring party and yesterday sacked Nadhim Zahawi in a row over his tax affairs in the latest headache, is sixth from bottom Meanwhile, Chancellor Jeremy Hunt - who was parachuted into Number 11 following the disastrous mini-budget last September - is fourth lowest on minus 6 2

Former Tory chair Mr Zahawi is the least popular with a net popularity score of minus 48

At the top of the Cabinet league table is Defence Secretary Ben Wallace on 81 5 points Mr Wallace is more than 20 points clear of International Trade Secretary Kemi Badenoch, a former Tory leadership hopeful, who is second on 61 Foreign Secretary James Cleverly is third with a net approval rating of 59 7 Minister for Veterans'

Affairs Johnny Mercer and Commons leader Penny Mordaunt are fourth and fifth with scores of 44 5 and 44 4 respectively

Deputy PM Dominic Raab, who is being investigated over alleged bullying of civil servants which he denies, is just below Mr Sunak on 2 4

points It comes as the Prime Minister is approaching the milestone of 100 days in office on Thursday The former chancellor succeeded in his immediate aim of bringing back order to financial markets after Liz Truss's disastrous mini-budget

But the new PM has already faced a series of challenges from skyrocketing inflation amid the cost of living crisis to widespread strikes to unrest on the Tory backbenchers over issues including tax cuts Mr Sunak, who promised outside Downing Street to restore "integrity, professionalism and accountability", has also had to endure a series of scandals engulfing senior ministers, while suffering the personal embarrassment of being fined for failing to wear a seat belt while filming a video for social media

Brexit 'costing UK economy £100bn a year'

Continued frome ➠ Back pag

analysis by Bloomberg Economics Business investment in the UK has grown 19pc less than the average across G7 economies, it showed Economists Ana Andrade and Dan Hanson said: "Did the UK commit an act of economic self-harm when it voted to leave the EU in 2016? The evidence so far still suggests it did "The main takeaway is that the rupture from the single market may have impacted the British economy faster than we, or most other forecasters, expected " The data comes as the IMF downgraded its 2023 UK growth forecast by more than any other G7 nation However, cutting ties with the EU has allowed Britain to create freeports to spur trade and reform financial services rules to the benefit of banks in the City of London Rishi Sunak said: "We’ve made huge strides in harnessing the freedoms unlocked by Brexit to tackle generational challenges "Whether leading Europe’s fastest vaccine rollout, striking trade deals with over 70 countries or taking back control of our borders, we’ve forged a path as an independent nation with confidence "

UK UNEMPLOYMENT IS THREE TIMES HIGHER THAN OFFICIAL RATE

Continued from ➠ back page

“With the UK now likely to enter a recession, the Government must address its insufficient action on levelling up so far and act swiftly to create more opportunities to get people back into the labour force

“This will require setting out and implementing an agenda that delivers much-needed investments in skills and public services, while supporting job creation in struggling places ”,Chancellor Jeremy Hunt made a special appeal to Britons who have dropped out of the labour force in a speech last week, urging them to return to work He said: “To those who retired early after the pandemic or haven't found the right role after the furlough, I say Britain needs you “We will look at the conditions necessary to make work worth your while ”

The UK’s employment rate remains one percentage point below its preCovid level at 75 6pc, making it an outlier among advanced economies

But while many businesses report that they are struggling to find enough workers, Centre for Cities said many urban areas face “a long-term jobs shortage problem rather than a shortterm lack of workers”

Many of the people the Chancellor wants to return to work would be based in the North of England, the analysis found, but face the greatest barriers to doing so Mr Swinney said: “If you look at the geography of it, what we see is that this army of hidden workers is much larger in northern towns and cities than in southern ones ” Of the ten places with the highest hidden unemployment rates, nine are in the North of England, with one in Wales

Meanwhile eight of the ten urban areas with the lowest rates are in the

South

Blackburn, Middlesbrough and Sunderland have the highest hidden unemployment, according to the research While the unemployment rate is just shy of 6pc in these cities, it rises to 21pc in Blackburn and 20pc in Middlesbrough and Sunderland when including involuntarily inactive people Meanwhile, Reading, Basildon and Gloucester have the lowest rates of hidden joblessness

The main reasons for these geographical disparities are health, skill levels and the availability of jobs,

according to Mr Swinney He said: “Health is a much bigger issue in towns and cities across the North that seems to be driving a lot of the reason why people are not in the jobs market ” A much higher share of people also have no formal qualifications in these areas People with poor skill levels are generally much less likely to be in the job market, he said However, Mr Swinney said that even for those ready to rejoin the workforce, many Northern cities and towns face additional challenges. He added: “In a place like Blackburn,

what the data says is that you can get these people work-ready but the jobs just aren't there “What this shows is that [growing the workforce] is much more achievable in a place like Reading The number of people who are in this hidden group is smaller there but there are also lots more jobs to take up than in a place like Middlesbrough”

The Bank of England’s chief economist Huw Pill has previously warned that worker shortages arising from the shrinking labour force could make it harder to bring inflation down in the UK than in other countries
