According to a Financial Times report last Wednesday, a number of prominent Afghan opponents of the Taliban are currently in Tajikistan’s capital Dushanbe, where the Tajik government is giving them sanctuary. They include Ahmad Massoud, the celebrated leader of the National Resistance Front in the Panjshir Valley; Amrullah Saleh, the ex-VP and self-proclaimed acting president of Afghanistan; and Abdul Latif Pedram, the leader of the Afghan National Congress Party. Experts say this report is credible. “I have no doubt that it’s absolutely true,” said Christine Fair, a professor in the Securities Studies Program at Georgetown University and a former political officer with the UN Assistance Mission in Afghanistan. The reports “seem credible”, said Weeda Mehran, a professor of politics and an Afghanistan expert at Exeter University. One can “assume” that those Afghan opposition figures are in Tajikistan because there has been “no

denial” of the Financial Times report, added Jennifer Brick Murtazashvili, an expert on the region and an assistant professor at the University of Pittsburgh Graduate School of Public and International Affairs. Anti-Taliban stance ‘popular in Tajikistan’ Whereas other countries in the region – notably neighbouring Uzbekistan, Russia and China – have been keen to establish decent diplomatic relations with the Taliban, Tajikistan has remained a fierce critic of Afghanistan’s new rulers. In a major symbolic gesture, Tajik President Emomali Rahmon conferred last month Tajikistan's highest honour on Ahmad Massoud’s father – Ahmad Shah Massoud, the “lion of Panjshir” revered for holding out against the Taliban in the mountain valley region, who was assassinated on September 9, 2001. After Kabul fell on August 15 amid the precipitous US withdrawal, Rahmon warned that Talibancontrolled Afghanistan threatens to act as a breeding ground for terrorism once again: “If we leave the situation without attention, there is a risk of the 2001 situation repeating,” he said. In power since 1992, Rahmon is the only regional leader whose tenure stretches back through the Taliban’s previous rule over Afghanistan from 1996 to 2001. And you win points at home by being seen as the defender of Tajiks in Afghanistan.” The Tajik president’s position on the Taliban has also attracted international attention, including from French President Emmanuel Macron, who invited him to visit Paris for talks on October 13. Rahmon is using his position on the Taliban to try to burnish his credentials as a wise elder statesman, Stronski said: “Being seen as a regional leader in pushing back against the Taliban really helps President Rahmon enhance his global clout. Leaders of Central Asia have a tough time engaging with senior global counterparts. So meeting big international leaders like Macron, […] someone from the West, is a boost to his credibility. So there is going to be a limit to what Tajikistan is going to be willing to do, due to its relationship with Russia and the coercive pressure that Russia can put on. I don’t think we’re going to see the full-scale sanctuary that Tajikistan was for the Northern Alliance last time around.” By contrast, the Taliban’s international support has strengthened the Islamist militants, Fair continued: “What the Taliban have now is unstinting support from the Chinese, fairly unstinting support from the Russians – and of course they have unstinting support from the Pakistanis. So the Taliban are in possession of one of the world’s largest fleets of Black Hawk helicopters. The Taliban are not terribly technologically sophisticated but their handlers in [Pakistan’s InterServices Intelligence agency] the ISI are. They also have Chinese drones and they’re getting assistance in operating them from the ISI. “This Taliban is a lot better armed, they are much more capable, they are much more lethal, they have better international ties than the Taliban before 9/11, and in contrast the Panjshiris have less support,” Fair concluded. “I do not think that the Panjshiris are going to be as successful in holding back the Taliban – and we’ve already seen that. explained how she used two sources to determine the total tally of deaths between December 2020 and August 2021 in which the vaccine was a contributing factor. The first was the Yellow Card Scheme by the Medicines and Healthcare products Regulatory Agency (MHRA) - a digital initiative that allows any member of the public or health professional to report a suspected side effect of a drug. According to the latest Yellow Card data, between 9 December 2020 and 8 September 2021, 1,645 people died shortly after being vaccinated against Covid. But Caul pointed out that a report of a side effect “is not proof of causation” and that these deaths “will not have been fully investigated at the time of reporting”. “Some people will, sadly, die by chance shortly after receiving a vaccine, so the death can be mistakenly attributed to the Covid-19 vaccination by a family member or carer,” she wrote. Caul also looked at data registrations analysis produced by the ONS, National Records of Scotland (NRS) and Northern Ireland Statistics and Research Agency (NISRA) - which gave a very different result. The three statistical agencies found a total of nine cases where the vaccine was found to have “contributed” to a death in the UK. Four were in England, four in Scotland, none in Wales and one in Northern Ireland, where the data covered the period up to June. Five of the total nine deaths listed the vaccine as “the underlying cause” on the deceased person’s death certificate.

Weighing up which data set is more accurate, Caul argued that while the Yellow Card Scheme could “give an important early warning about possible deaths” relating to the coronavirus jabs, death registrations were “the best way to know if the vaccine was part of the chain of events that led to the death”. And although the number of vaccine-related deaths is likely to rise slightly as the jabs rollout continues, the tally “can be expected to remain far lower than those shown in the Yellow Card data”, she concluded. ONS data has also shown that fully vaccinated people account for only a tiny fraction of deaths caused by Covid. A total of 256 of 51,281 such fatalities in England between 2 January and 2 July were people who had received their second vaccination more than two weeks before testing positive. In a further boost for the projabs campaign, the findings of a large-scale study published yesterday in The Lancet medical journal found that two doses of the Pfizer/BioNTech Covid vaccine was “highly effective” at preventing hospitalisations for at least six months. And “crucially”, said The Guardian, the jab was found to be effective against “all variants, including delta”. “Our study confirms that vaccines are a critical tool for controlling the pandemic and remain highly effective in preventing severe disease and hospitalisation, including from the Delta and other variants of concern,” said the study’s lead author, Dr Sara Tartof, of the Kaiser Permanente Southern California Department of Research and Evaluation.

A series of ministers criticised firms at the Conservative Party conference, with several members of the Cabinet understood to be furious at what they saw as companies trying to shift blame on to the Government. In recent weeks, supermarkets, retailers and hauliers have all complained about supply chain problems which they blame on labour shortages brought on by Covid and Brexit. But ministers went on the attack as warnings of Christmas shortages grew, blaming businesses for failing to prepare for the post-Brexit economy. One senior source said "a failure of the free market, not the state" was behind the fuel crisis and empty shelves. It marked a significant departure from the Tories' traditional stance as the champion of business and reflects the determination of Boris Johnson to follow through on his promise to make Britain a high-wage, high-skill economy as part of the Brexit dividend. One source close to a senior Cabinet minister said: "They have known for five years that we were ending freedom of movement, and we have told them repeatedly they shouldn't pull the lever of uncontrolled immigration every time. But they are drunk on cheap labour." Rishi Sunak, the Chancellor, said he could not "wave a magic wand" to solve the crisis, stressing that industry had to rethink the way supply chains operated. The Telegraph understands that concerns about supermarket supply chains were raised by ministers during Operation Yellowhammer, the planning exercise for a no-deal Brexit carried out three years ago. While some reorganised their supply chains to withstand shocks, others "had no business plan at all", according to one source, and assumed the Government would step in to sort out any problems.There are now concerns that industries previously reliant on cheap foreign labour, such as road haulage and pork production, are trying to unpick the Government's immigration policy by demanding that ministers make it easier for foreign workers to get visas. Several ministers – including, it is understood Priti Patel, the Home Secretary – have urged the Prime Minister not to give any more ground because it will turn back the clock and represent the thin end of the wedge when it comes to reversing immigration controls. On Monday night, business leaders hit back at the Government's aggressive stance, with Richard Walker, the managing director of the Iceland supermarket chain, suggesting the current crisis was "a self-inflicted wound" by ministers and they had hit out "in a panic". Tony Danker, the director general of the CBI, said the Government needed to convene a task force with businesses to solve the supply problems rather than blaming firms. Meanwhile, Steve Baker, the former Brexit minister, criticised the Government decision to increase taxes, telling a fringe event at the party conference: "We're all socialists now." Mr Baker said: "We are grinding miserably forward doing Ed Miliband's Labour Party policies, and we're hating it every minute and trying to claim it’s conservatism and that really our hearts are somewhere else. Kwasi Kwarteng, the Business Secretary, last week announced the deployment of a fleet of tankers kept in reserve by the Government in case of a national emergency. "I can confirm the Government's reserve tanker fleet will be on the road this afternoon to boost deliveries of fuel to forecourts across Britain," Mr Kwarteng tweeted on Sep 29. "The trucks are driven by civilians and will provide additional logistical capacity to the fuel industry." Around 40 of the white tankers – thought to be half the total fleet – are kept at a depot in Fenstanton, Cambridgeshire. On Monday morning, around 30 vehicles were seen standing idle at the yard. Government sources pointed out that the tankers had been made available for fuel companies to lease using their own drivers. "If companies need additional tankers, they can lease vehicles from the fleet – and many have," one source said. Industry sources said the situation was "extremely fluid" and insisted every effort was being made to deliver fuel to affected areas as swiftly as possible. "We don't have enough drivers, and the tankers can't drive themselves," one source said. Brian Madderson, the chairman of the Petrol Retailers Association (PRA), urged the Government and fuel suppliers to work together to get more of the reserve tankers out on the roads. "It's extremely disappointing that so much of the reserve fleet is being unused when some of our members haven't had any fuel for nine days," he said. According to a PRA survey, 52 percent of sites in London and the South East had both grades of fuel available on Monday, while 18 per cent had only one grade and 20 per cent were dry. In the rest of the country, the PRA

said 86 percent of sites had both grades of fuel "thanks to steady deliveries and stabilising demand", with six per cent having only one grade and eight per cent being dry. A number of tankers from the reserve fleet are understood to have been driven by the military on Monday, with 46 on the roads by midafternoon. Members of the Armed Forces arrived at the Buncefield oil depot in Hemel Hempstead on Monday to help deliver fuel, with soldiers in uniform and wearing face masks seen walking near the gates to the Hertfordshire oil storage terminal. Almost 200 military personnel were due to be deployed from Monday, including 100 drivers.

By the end of this week it is expected that 150 crews will be delivering fuel across the UK. Each driver has been given refresher training in forecourt manoeuvres by Hoyer, a fuel delivery firm. The majority of the first tranche of military personnel are being deployed to terminals that service London and the South East, targeting the areas most in need of support. David Charman, the director of Parkfoot Garage in West Malling, Kent, said customers queuing to buy petrol are "not panic buying any more and are people "have waited as long as they possibly can" and now have no fuel left.

Mr Charman said petrol stations need "a huge influx" of fuel deliveries to "ensure that we can get through this", adding: "This is no longer about competition between us and others – this is about satisfying customers that desperately need to get to work and desperately need to perform the functions that they do for the country." A government spokesman said: "The Reserve Fuel Tanker fleet is available for industry to draw on when required. If companies need additional tankers, they can lease vehicles from the fleet. "Industry is best placed to direct resources needed to address spikes in demand – and they already are, with deliveries of fuel to forecourts consistently above normal levels over the past few days."
