Just in Time for Arbor Day, Surfside Recognized as a Tree City USA

Thanks to the Town Commission and efforts led by the former and current Public Works Directors and their staff, Surfside recently achieved the distinction of being named a Tree City USA community by the Arbor Day Foundation for 2016. As a Tree City USA participant, Surfside has joined 3,400 communities nation-wide who are committed to managing their public trees and focusing on increasing their tree canopy. The photo below shows our Parks & Recreation’s Teen Scene participants joining in the effort by planting trees for future generations at the Hawthorne Tot Lot and throughout the Town on Arbor Day. Our expanding canopy of trees improves the quality of life in Surfside by trapping dust, absorbing pollutants, cooling the air by providing shade and, of course, beautifying our Town. Later this month, we will be continuing our Memorial Day tradition of honoring those who gave their lives while serving in the United States Armed Forces. I invite you to join us on Monday, May 29 at 10 a.m. at Veterans Park, 8791 Collins Avenue, to take part in this moving ceremony. The event, coordinated by the Parks & Recreation Department, will include special guests and a great show of patriotic spirit. We hope to see you there. - Guillermo Olmedillo, Town Manager

Landscape Requirements

The Town’s landscape requirements encourage the planting of quality landscaping material and aesthetic landscape design. The Town has standards for the installation of landscaping and irrigation systems. All buildings, structures, new developments, redevelopment and change of use requiring a permit obligates the property owner to submit a landscape and irrigation plan with a current property survey to the Building Department. Property owners are responsible for maintaining their landscaping in a manner that presents a healthy, vigorous and neat appearance. All landscaped areas shall be sufficiently fertilized and irrigated to maintain the plant material in a healthy and viable condition. All fertilizer shall be safe and environmentally friendly. Weeds, noxious grasses or underbrush that are in excess of eight inches in height must be cut, removed or re-sodded. Landscaping that is found to be in a state of decline, dead, damaged or missing must be replaced with equivalent landscape material. Shrubs and hedges must be planted and maintained so that such materials do not obstruct clear sight triangle visibility at intersections and driveways, and enable pedestrian and vehicular visibility. Trees, shrubs and hedges should not be planted in front yards in the Town’s easement area, which is approximately 6.5 feet from the roadway curbing, with the exception of Surfside Boulevard which is approximately 11 feet from the roadway curbing. Any type of tree abuse or hatracking (topping off) of a tree is prohibited by Surfside and Miami-Dade County Codes. Guidelines for the use of plant material, open spaces, tree planting, removal and relocation and spraying are provided in the Town Codes.

Four Seasons Hotel at the Surf Club Opens for Guests The iconic Surf Club has opened a new chapter in its more than 80 years of history as a glamorous private club located along nine acres of Surfside beach front at 9011 Collins Avenue. A luxurious Four Seasons Hotel and Spa located within the expanded Club and residences is now accepting guests. The famed Italian restaurant Le Sirenuse is also open. June 7 Blood Drive at Town Hall

The Surfside Police Department is hosting a blood drive in conjunction with the One Blood organization. The blood drive will take place on Wednesday, June 7, 2017 from 12 - 4 p.m. The Blood Mobile will be located in the Town Hall parking lot. Driver’s License Services at Town Hall

Community Outreach Specialists from the Department of Highway Safety and Motor Vehicles will be setting up a mobile DMV at Town Hall on Thursday, June 15, 2017 from 10 a.m. to 2 p.m. in the Commission Chamber. The services provided, fees for the services and documentation required can be reviewed on the Town website. SURFSIDE ACCESS CHANNEL NOW 93 Surfside’s local public access channel has been changed by the cable carrier, Atlantic Broadband. The channel to watch Surfside meetings and news is now Channel 93, instead of Channel 77. It is advisable to purchase a digital box if you do not have one so that you can view Surfside content on Channel 93. However, news and live-streamed meetings are always available on the website at www.townofsurfsidefl.gov.

Surfside Cancer Survivor Gives Back to Children Struggling with Treatment

You may have never heard of Buddy Brave, Bestie Brave or Catie Cuddles. But there are hundreds of children and young adults struggling through cancer chemotherapy who have had their lives brightened by these colorful superhero dolls created by long-time Surfside resident Rosanna Hope Bernstein. Herself a leukemia survivor since 1998, Rosanna has recently focused her creative talents in the design and distribution of her Bee Brave Buddies and gifting them to children undergoing chemotherapy in pediatric oncology hospitals nation-wide. This past year, Bee Brave Buddies received nonprofit status and now Rosanna hopes to reach out to even more children. “Any family or friend of a child battling cancer can nominate a child on our website to receive a doll as a gift,” she said. Many of the dolls have gone to children at South Florida hospitals, such as Baptist, Holtz Children’s Hospital, Joe DiMaggio Children’s Hospital and Broward Children’s Hospital and St. Mary’s in West Palm Beach. “My goal is to provide emotional support to the children. The bald dolls help the children identify with the loss of hair. I have even sent dolls to children of adults

who are fighting cancer.” Rosanna is hoping to expand Bee Brave Buddies to other items, such as blankets and pillows and perhaps a children’s book about cancer treatment. “I know how hard the treatment can be on the body and spirit,” she said. Rosanna and her family have deep roots in Surfside. In 1954, her grandparents built the Biscaya Drive home where she lives. “I had such fond memories of visiting them when I was young. When they passed away, my husband and I bought the house, keeping it in the family.” Rosanna’s husband is an orthopedic doctor on staff at the Veterans Administration Hospital. They have three grown daughters all with ties to South Florida. Anyone interested in supporting Bee Brave Buddies should visit the website, www.beebravebuddies.com. Bee Brave Buddies of the Month can help pay for the shipping of dolls to hospitals caring for sick children. “I’m grateful to give back to others who are experiencing the struggles of cancer,” she said.

Hazardous Waste Drop-Off at Town Hall on May 20 Residents are encouraged to bring hazardous waste products to the Public Works Department on Saturday, May 20, 2017 from 9 a.m. – 12 p.m. Hazardous materials will be collected on this day ONLY and residents must follow these guidelines: • All materials must be sealed tightly and properly to avoid any spills. • All material that is loose (i.e. batteries) must be bagged. • All bio-hazardous waste/medical waste (sharps) must be secured and shall be placed into the sharps container by the resident disposing it.

Public Works staff reserves the right to refuse items if the guidelines are not followed. Public works staff will assist but will not handle any incoming materials. These will be accepted: anti-freeze, household chemicals or fertilizers, propane tanks, paint and paint thinner, household pesticides, batteries, pool chemicals and used motor oil. These items will not be accepted: mercury thermostats/ thermometers or devices/items containing mercury, medicine/pharmaceutical waste. Parking Staff Named Civilians of the Month

Parking is a critical issue in Surfside and Parking Operations Manager Elinor Joseph and Parking Enforcement Officers Alain Acosta, Josue Castro, Willie Perez and Hans Smith perform their work in an outstanding manner to ensure parking laws are obeyed by the public. The group manages six municipal parking lots, 37 multi-space pay stations and several electronic single space meters. The Enforcement Officers issue approximately 1,000 parking citations per month and display great professional demeanor in what can be difficult situations. Parking Operations Manager Joseph and his staff have played a role in the pay-by-phone system implementation, business parking permit program, the valet vendor program, the Town overnight parking program and the upgraded pay stations.

The Parking Enforcement Officers and the Operations Manager have shown a strong work ethic and high customer service levels. They have been professional, respectful to all and have been able to resolve all work related challenges and projects. Congratulations for being named Civilians of the Month.

National Public Safety Telecommunications Week National Public Safety Telecommunications Week was April 9–15, honoring the men and women who answer emergency calls, dispatch emergency professionals and equipment and rendering life-saving assistance to citizens. At the Surfside Police Department, the dedicated communications operators are Susie Sperbeck, Tameka Burnell, Peter Filiberto and Jorge Villar. Chief David Allen, the command staff and the Department honor their service to law enforcement and are grateful for all they do every day. When someone calls 911, or the non-emergency number for the police department, it is a Telecommunicator/Communications Operator who is the first point of contact in a crisis. Their judgment and professionalism resuls in the necessary emergency response. Through their direct interventions, they save countless lives, reduce the potential for

increased injuries and ease the suffering of victims. Dispatchers maintaining a professional demeanor that ensures service is maintained at a high standard, even under difficult circumstances.

COMMUNICATIONS SUPERVISOR RECOGNIZED FOR 20 YEARS OF SERVICE

Communications Supervisor Susie Sperbeck completed her 20th year of service with the Surfside Police Department in April. She has been Supervisor since 2007. We thank and commend her for her dedication and service. Congratulations!

RESIDENTS AND VISITORS INVITED TO MONTHLY BIKE RIDE & COFFEE WITH THE COPS

The Surfside Police Department offers residents two monthly events that provide community information in a casual and enjoyable setting. Bike with the Chief of Police includes a ride through the community with Chief Allen and Police Staff. The next ride will be on Wednesday, May 31. Meet at Town Hall at 5 p.m. Coffee with the Cops is an initiative with the Starbucks on Harding Avenue in which residents, businesses and visitors can meet with the Police Chief and his staff to discuss community issues or provide feedback. Surfside Resident Safety Vest Program The Town of Surfside started a pilot program to offer high-visibility safety vests to make the wearer more visible to motorists. Research has shown that reflective vests will increase safety to pedestrians as they walk near traffic areas or cross streets. The “Civilian Safety Vest Program” provides 20 vests on a first come, first served basis, available at Town Hall.

The Surfside Town Commission models the new safety vests.

Carousel Barbershop Marks 60 Years

The Carousel Barbershop on Harding Avenue recently hosted an open house to mark 60 years of service to Surfside and its residents. Many long-time customers and friends attended the event. Mayor Daniel Dietch and Commissioner Michael Karukin presented a Town proclamation to Carousel owner Loly Ripes (top).

Service Aide Graduates from Public Service Aide Academy

Surfside Police Department Community Service Aide Juan Duran recently graduated from the Broward College Institute of Public Safety Police Service Aide Academy. Juan received training and certification in first aid, traffic control, parking enforcement, police community relations and traffic accident investigations. Juan was selected as the Company Commander for his class due to his diligence, dedication and military background.

MUNICIPAL CLERKS WEEK IS MAY 7–13, 2017

The International Institute of Municipal Clerks (IIMC), a professional association of City, Town, Township, Village, Borough, Deputy and County Clerks, sponsors Municipal Clerks Week. IIMC has 14,500 members in the U.S., Canada and 15 other countries. The functions of the Clerk necessitate a thorough knowledge of law, administration and interpersonal relations. To keep up with the changes in local government, many Clerks participate in continuing education, seminars and Clerk Institutes. Sandra Novoa, MMC has served as the Surfside Town Clerk since October 31, 2011 and has been a member of the IIMC since June 27, 2007. Elora Riera, CMC has served as the Surfside Deputy Clerk since February 27, 2017 and has been a member of the IIMC since June 15, 2013. Both Sandra and Elora are also active in the Florida Association of City Clerks (FACC) and the Miami Dade County Municipal Clerks Association (MDCMCA).

Two Farmer’s Markets Available To Surfsiders There are now two nearby Farmer’s Markets for Surfsiders to visit – both offering a wide variety of fresh foods and unique products. One market takes place on the second and fourth Sundays from 10 a.m. – 2 p.m. at the corner of West Bay Harbor Drive and Kane Concourse/96th Street in Bay Harbor Islands. In addition, every Friday afternoon there is a Farmer’s Market at Haulover Park near the Bill Bird Marina from 3 – 8 p.m. Both market locations are also featuring free yoga classes.

RESIDENTS GATHER FOR SPRING EGG HUNT Surfside families flocked to the 96th Street Park for the annual Spring Egg Hunt event. In addition to the egg hunts for all ages, including parents, there were slides, face painting, arts and crafts and fluffy rabbits to pet.

Splash into Spring! Spring is in the air! And so was a lot of splashed water – thanks to three age groups of eager children chasing plastic eggs at the Sand Dollar Key splash pool. Families gathered at the Community Center for the annual Splash into Spring and Duck Hunt event on April 15. In addition to finding the special eggs that were traded for awesome gift baskets, participants also enjoyed arts and crafts projects.

A Week of Fun Activities at Spring Break Camp The Parks & Recreations Department offered a variety of activities at a Spring Break Camp for children at the Community Center.

(Above) Chef Ray Newlands, also known as Short Chef, entertained and educated the campers by showing how to make delicious and nutritious food, including Salad in a Pool and Spaghetti Tacos. He also discussed healthy eating and played interactive games.

It is Turtle Nesting Season! Follow These Guidelines When Encountering Sea Turtles If you observe an adult sea turtle or hatchling sea turtle on the beach, follow these rules and guidelines:

• It is normal for sea turtles to be crawling on the beach on summer nights. DO NOT report normal crawling or nesting (digging or laying eggs) to the Florida Fish and Wildlife Conservation Commission (FWCC) unless the turtle is in a dangerous situation or has wandered off the beach. • Stay away from crawling or nesting sea turtles. Although the urge to observe closely will be great, please resist. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. • DO REPORT all stranded (dead or injured) turtles to the FWCC. • NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or the beach, call: 1-888-404-FWCC or *FWC (Mobile Phone)
