7 Master Ballot – Surfside General Municipal Election 03.19.24 - 12.04.23:EP
News From Town Hall DOWNTOWN WALKABILIT Y PROJECT UPDATE From Town Planner - Surfside’s Business District is our community’s Town center. It’s where you meet friends, run errands, shop, eat and stroll. It’s an important part of the character of Surfside. The Town is working on several improvements to the sidewalks and public spaces in downtown to increase the charm for residents and visitors. The Town aims to promote walking by creating an improved pedestrian experience. The existing sidewalk is painted Miami Beach red. Carl Fisher, one of the founders of Miami Beach, wanted to “roll out the red carpet” to visitors with the red sidewalks. His vision has survived in Miami Beach, but the color and style are not necessary for Surfside. The sidewalks become slippery when it rains and are easily stained. The sidewalks must accommodate a number of uses, like walking, outdoor dining, landscaping, which has led to a crowded experience. Sidewalk dining increases the vibrancy of downtown and allows diners to appreciate our lovely winter weather but can also increase sidewalk congestion. The landscaping adds beauty to the district but does not reach its full potential. The Town is planning to resurface the sidewalks in “Surfside Sand” color, with the color imbued into the concrete instead of painted. The sidewalk will be extended near the mid-block crosswalks and near the 95th Street and Harding Intersection. The landscaping installations will be modernized and will make more efficient use of the space. This will allow more public space, more space for bike racks and benches and more space for outdoor dining which will create more space for walking.
These small adjustments will further beautify the downtown district and increase the Town’s charm and character. Town staff has been working with Florida Department of Transportation on these improvements as Harding Avenue is a State Road. The work on the sidewalk extensions is expected to begin in February 2024. Then the extension areas and the existing sidewalks will then be resurfaced and the new landscaping added. Surfside’s downtown will be a more welcoming place for everytone!

News From Town Hall THE CODE COMPLIANCE PROCESS From Code Corner - The main mission of the Code Compliance Division is to educate the public on the Town Code and provide a better understanding of the fundamental principles of the enforcement process. The code enforcement procedure is a very technical and lengthy process regulated by State law and the Town Code. Upon receipt of a complaint or direct observation of a code violation, the Code Compliance Officer must gather evidence to document the violation. Officers must then inform the violator of the issue and provide reasonable time for compliance. The initial contact is via the issuance of a Verbal Warning or Courtesy Notice that outlines the nature of the issue. If the violator fails to correct the issue within the time limit, the Code Officer issues a Civil Violation Notice to the property owner. This notice provides additional time for compliance and alerts the property owner of the monetary fines that will result if compliance isn’t met. If the violation is not resolved after the above-described process, the case is scheduled to be presented before a Special Magistrate hearing. At the hearing, the Town will seek to obtain an order to comply and an order to pay civil fines. However, the Special Magistrate might provide additional time for compliance. Failure to pay imposed fines will result in a lien against the property. Unfortunately, due to the long enforcement process just described, public perception is, at times, that “Code isn’t doing anything;” so we invite you to call us with any concerns or questions at (305) 861-4863 ext. 233.

You may have noticed green sediment control devices in front of the drainage boxes located on Harding Avenue. The Florida Department of Transportation’s (FDOT) Harding Avenue paving project is underway in Surfside as of this week. Work on the project, which is expected to continue throughout the year, is being performed to resurface the State Road with new asphalt and lining of the drainage. Additionally, the project will include sidewalk repairs to reach ADA compliance, crosswalk improvements and fresh reflective markings. Please note lane closures may occasionally be necessary to accommodate workers. We appreciate your patience and understanding.

Police Beat SERGEANT ALEJANDRO LORENTE IS SURFSIDE’S DECEMBER OFFICER OF THE MONTH
The Police Department began the Holiday Toy Drive in 2009 to help families in need during the holiday season. The event has grown from 30 children to over 100 children participating in the program. Last year, the Police Department was given the incredible opportunity to have a Shop with a Cop event generously sponsored by DAMAC and held at Target in North Miami Beach. The 15th Annual Holiday Toy Drive (2nd annual Shop with a Cop) was once again graciously sponsored again by DAMAC and held on Dec. 16, 2023 at Target from 10:00 a.m. to 2:00 p.m. Each child received a $75.00 card in which to shop. Sixty families and 129 kids had an extra special holiday and had the unique experience to shop with Police Department personnel. Sergeant Lorente along with Police Department personnel were assigned multiple families throughout the day to shop for holiday presents. A family who arrived late due to bad weather completely missed their scheduled time and the event entirely. They approached Sergeant Lorente in the parking lot inquiring if they were still able to participate. Sergeant Lorente contacted the event coordinator, who was still onsite, advising gift cards available for the family to shop. Sergeant Lorente went above and beyond all expectations by returning to the store with the family to shop with them. To say he made the holiday special for this family is an understatement. This may seem like an ordinary gesture however to the recipients it was simply wonderful. The truly appreciative family had a unique holiday experience and left with a cart full of toys. Sergeant Lorente is commended for his altruistic actions and compassion. Despite a long day, he graciously shopped with the family until they found everything they wanted. Congratulations to Sergeant Alejandro Lorente as the recipient of the December Officer of the Month award…well deserved!
VEHICLE OPERATIONS TRAINING FOR CIVILIAN EMPLOYEES The Community Service Aides and Parking Enforcement Officers attended a Vehicle Operations Course in January at the Miami-Dade College North Campus Driving Range to enhance their driving abilities.
SURFSIDE POLICE DEPARTMENT ASSISTS WITH TEEN SCENE MARINE PATROL CL ASS The Police Department coordinated for the Parks and Recreation Teen Scene Program a Marine Patrol class on December 2023 at the Indian Creek Police Department. Bal Harbour Police Officer Dion Cole and Indian Creek Police Department Officer Oscar Patino conducted a thrilling and phenomenal class for the teens.
