MESSAGE FROM THE TOWN MANAGER

Surfside’s Home-grown Youth Impress as Scholars and Leaders Two stories in this month’s Gazette recognize the high level of young scholars we have in Surfside. Congratulations to two young women born and raised in Surfside, both recent graduates of Miami Beach High School, who received the 2017 Town of Surfside Higher Education Scholarships (see below). Here are just a few achievements of recipient Simone D’Antuono: she served as President of the National Council of Jewish Women Teens Chapter in Miami and organized a charity fashion show to raise money for families in distress. At Miami Beach High School, she served as the Vice President of her class, the President of the National Honor society and helped to create the Let Her Shine project to connect and empower teen girls. Recipient Nicole Goetz was a four-year starter and captain for the Miami Beach girls volleyball team. She worked as a baby sitter and served as a tutor and volunteer for various groups. She plans on being an engineer. On page 3, Surfsider Jake Rubin was named the Town’s Exemplary Student. A standout for several years, Jake is soon to start high school and is working to receive his rank of Eagle Scout. All of Surfside can be proud of the local programs and quality schools that nurture the outstanding youth in our Town. - Guillermo Olmedillo, Town Manager

Surfside Families Receive Town Scholarships

Surfside presented its 2017 Higher Education Scholarships at the July 11 Commission meeting. Nicole Goetz and Simone D’Antuono both of whom grew up in Surfside and have been involved in the community in addition to maintaining their excellent academic records. Both have already enrolled in the University of Florida, so their parents proudly accepted the $1,000 scholarship awards for their daughters.

A Day at the Beach!

Hundreds of residents and visitors showed their patriotic spirit as they celebrated an afternoon at the Surfside beach near 93rd Street for the July First Friday. With an Americana theme, the event included music, food, giveaways, games and activities for children and adults.

Join the Bollywood Fun at First Friday in August

If you missed the July First Friday, plan on attending an Indian-inspired celebration on Friday August 4 at the 93rd Street beach. Join in the fun that will include music, drum circle, henna tattoos, healthy bites, oversized floaties, kids activities and dancers. The event is for Surfside residents and visitors. Bring your own picnic and beach gear.

FOOD & TRAVEL SITE RECOGNIZES SURFSIDE The popular website Tasting Table picked Surfside among the nation’s 12 best small coastal towns that are perfect destinations for summer eating and visiting. The story focused on the charm of Surfside for biking or strolling leisurely on the sand. Other towns listed included Carmel, California and Camden, Maine. For Surfside they wrote: “This small community is just north of Miami that has all the Art Deco and historic appeal of the major city to the south. Hang with locals at First Fridays, a town-wide picnic where everyone takes to the sand. Head to the popular Josh’s Deli, a Jewish-style spot offering innovative takes on traditional fare, like duck-fat matzo balls and crunchy tuna latkes.”

Just Say No to Leaf Blowers

Countinous noise of 85 decibels or higher can cause permanant hearing loss. A typical gasoline-powered, twostroke leaf blower produces 90-102 decibels of sound. Because leaf blowers are loud enough to cause hearing deficits and loss, the Town of Surfside does not allow their use under multiple sections of the Town Code. In addition to the loud noise they generate, leaf blowers blast away topsoil, microbial life forms, animal waste, herbicides, pesticides and even heavy metals, such as arsenic, mercury and lead. Leaf blower pollutants are dangerous enough that the American Lung Association recommends that all individuals avoid them. The use of leaf blowers to dispose of grass cuttings and leaf trimmings usually leads to debris in our road gutters and stormwater drainage system. Under Chapter 34 of the Town Code, it is unlawful to deposit any debris into the town’s drainage system. Under Chapter 66, it is unlawful to sweep any trash or debris into the streets, sidewalks or gutter, and the use of leaf blowers is “absolutely prohibited.” Under the Town’s Noise Ordinance, certain noises, such as loud and continuous leaf blowers, are prohibited at all times and places within the Town. Any noise that is loud and excessive or continuous in nature will constitute a violation of the Noise Ordinance. The civil penalty for this type of noise violation is currently $100 per incident, and the fine will be assessed to the property owner where the violation occurs. Property owners should inform lawn care professionals to stop using leaf blowers. They shoud use rakes and brooms to gather grass cuttings and leaf trimmings. Register Now for the Citizen’s Police Academy

The Surfside Police Department is now accepting registration for the 16th Annual Citizen’s Police Academy (CPA). The Academy begins in September and takes place every Thursday through November. Classes are from 6-9 p.m. at Town Hall. The 11 classes include Fire Rescue, Aviation Unit, K-9 Unit, Marine Patrol, Crime Scene Investigations, Homicide Investigation, Judicial Process and Florida Court System and Firearms Range. Jake Rubin Named Surfside Exemplary Student Surfside resident Jake Rubin recently received the Exemplary Student Award. He recently completed the eighth grade and is currently working to achieve the prestigious top rank of Boy Scouts, the Eagle Scout. Driver’s License Services at Town Hall

Community Outreach Specialists from the Department of Highway Safety and Motor Vehicles will be setting up a mobile DMV at Town Hall on Thursday, August 17 from 10 a.m. to 2 p.m. in the Commission Chambers. The services provided, fees and documentation required can be reviewed on the Town website.

SURFSIDE After Selling 10 Million Albums Over 40 STARS years, Maria Martha Serra Lima is Still Singing Maria Martha Serra Lima, a resident of Surfside for 35 years, may be one of the Town’s best kept secrets. She is famous throughout the Spanish-speaking world for her romantic vocal style and her many best-selling albums of love ballads and boleros. “God gave me a gift and I have had the opportunity to share my gift with many millions of people,” Maria Martha said. Born into a prominent Buenos Aires family, Maria Martha almost missed her opportunity to be a famous singer. Her father, who owned the first Ford dealership in Argentina, also had an excellent baritone voice and had studied opera in Italy. But he only sang as a hobby and did not want his young daughter to pursue a singing career. Not wanting to upset her father, she focused on school, learning five languages. As a young adult, she married and had two children. She stayed close to music by teaching lessons to private pupils. She was in her mid-thirties when her father passed away. A friend finally convinced Maria Martha that it was time to pursue a singing career. “To try and start a career at that age was simply unheard of,” she said. She began singing in nightclubs and audiences responded to her powerful contralto voice. Soon she was working with well-known composers and orchestras. She signed her first recording contract at age 37. “It was amazing,” she said. “I was so fortunate to have success right away.” In addition to Argentina, her albums became hits in Spain, Mexico, Colombia and

Puerto Rico. She also began collaborating with other artists and began touring throughout Latin America and the U.S. In the audience at one of her concerts was the American music executive and agent Herbert Bresslin. Bresslin, who was well known for guiding the career of Luciano Pavarotti, recognized the quality of Maria Martha’s velvet singing voice and began handling her tours. “Mr. Bresslin had a great impact on my career.” she said. “He believed I could be popular in America. Our first performance in New York was at Carnegie Hall and it sold out. The same with Lincoln Center, Los Angeles and Miami.” Over the years, Maria Martha earned so many gold and platinum albums, she has started to give them away during her concerts. “I have no place to put them and my fans are delighted to have them!” Soon after her career took off in the early 1980s, Maria Martha began looking for a second home. After searching in many countries, she selected Surfside. “I had to be next to the ocean and Surfside was perfect for me and my family. After 35 years, I still love it here.” After four decades of recording and touring, Maria Martha is still performing to a large and appreciative audience. She will soon be back on stage with the Puerto Rican bandleader and singer Gilberto Santa Rosa, known as El Caballero de la Salsa or the Gentleman of Salsa. In a few words, Maria Martha Serra Lima encompasses a fulfilling lifetime of success: “I just love to sing.”

Teens Get Hands On Experience at Police Summer Camp

The Police Teen Summer camp visited Opa-Locka Executive Airport and toured the U.S. Coast Guard base and the Miami-Dade Fire Rescue Department Station 25. The Coast Guard visit included close up tours of the specialized aircrafts. At the Fire Rescue station, the teenagers had first hand experience of being a firefighter and conducted their own search and rescue mission with Air Rescue personnel.

Honor Guard Represents Surfside at Major Events

Surfside Police Officer Alejandro Lorente served in the honor guard for two major events in July. At far left for the Florida Police Chiefs Association, which is the largest state chief’s association. At right (3rd from right) he participated in the United States Conference of Mayors opening ceremonies in Miami Beach where more than 300 U.S. mayors attended.

Coffee With the Cops Now on Thursdays

The Police Department’s monthly community initiative with Starbucks - Coffee with the Cops – will take place on the last Thursday of the month at 10 am. Have a coffee with the Chief of Police and staff and discuss community issues or provide feedback. The next Coffee with the Cops will be Thursday, August 31, 2017 at 10 am. Tour Surfside at Bike With the Chief

The Police Department offers residents the monthly opportunity to bike with the Chief of Police. Participants ride through the community with Chief Allen and police staff. The next ride will be Wednesday, August 30, 2017 at 5 p.m. The ride will begin at Town Hall. For information contact Dina Goldstein at (305) 861-4862.

SURFSIDE POLICE STAND #RICKYSTRONG

The Surfside Police Department stands #RICKYSTRONG in support of Miami-Dade Police Major Ricky Carter who was seriously injured in a traffic accident. The wristbands worn by the Police Department personnel show their support and are a sign of unity with Major Carter and our partners in the Miami-Dade Police Department.

Safety Vests For Residents are Available at Town Hall

The Town of Surfside started a pilot program to offer high-visibility safety vests to make the wearer more visible to motorists. Research has shown that reflective vests will increase safety to pedestrians as they walk near traffic areas or cross streets. The “Civilian Safety Vest Program” provides an additional 20 vests on a first come, first served basis, available at Town Hall. AUGUST 2017 SURFSIDE GAZETTE

Reporting Sea Turtles on the Beach Sea Turtles are protected by the U.S. Endangered Species Act of 1973 and Florida Statute Chapter 370. It is illegal to harm or harass sea turtles, their nests or hatchlings. The Miami-Dade County Sea Turtle Program (MDCSTCP) responds to reports of dead or injured sea turtles. Data such as species, size and condition of the turtle are recorded and submitted to the Sea Turtle Stranding and Salvage Network, coordinated in Florida by the Florida Fish and Wildlife Conservation Commission. Surfsiders Celebrate Nation’s Birthday It was an old-fashioned, patriotic Independence Day afternoon at the Surfside Community Center, including swimming races in the pool, games and activities for all ages, henna tattoos, a photo booth, music and refreshments. The holiday was capped off with a spectacular fireworks display on the beach. Congratulations to the Parks & Recreation Department for a memorable event.

JEAN PETIT-FRERE

Surfside is saddened by the loss of Jean Petit-Frere, a long-time custodian for the Parks and Recreation Department. A dedicated and loyal employee, Jean joined Surfside in 1992 and worked both fulltime and part-time over a 23 year period. He was named Employee of the Quarter in 2009. He will be remembered for his positive attitude and his famous greeting of “hello.” A brick at the Community Center will be laid in his memory.

TOWN OF SURFSIDE Annual Resident Parking Permit Program RENEWAL COMMENCING FRIDAY, SEPTEMBER 1, 2017 Parking Permits will be available for renewal commencing on September 1, 2017 for the upcoming fiscal year of October 1, 2017 to September 30, 2018. They will be available at Town Hall during business hours between 9 AM – 5 PM, Monday through Friday.

Residents will be required to complete a Registration Application (on reverse side). The application is on the website, in the August and September Gazette and at the Town Hall’s Front Office Counter. Residents will be required to provide proof of residency. Examples include, but are not limited to: • Property tax bill • Utility bill (FPL, Water/Sewer) • Property Rental or Lease agreement • Current Driver’s License with a Surfside address Residents will be required to bring their current year’s vehicle registration certificate. The vehicle must be registered in the name of the Surfside resident. The Permit Fee will be $10.70, sales tax included. There is a maximum of three (3) parking permits per household. The decal will have a permit number printed on it and a space available for the license plate number to be entered by the Customer Service Representative. Residents will be provided with a copy of the Resident Permit Parking Rules:

TOWN OF SURFSIDE PARKS AND RECREATION DEPARTMENT AFTER SCHOOL PROGRAM The Town of Surfside is excited to bring back the After School Program for the 2017/2018 school year! The Parks and Recreation Department is pleased to work with Life Sports Fitness as they incorporate fundamental youth programming for the 2017 - 2018 school year.
