MESSAGE FROM THE TOWN MANAGER Pop Quiz: What percentage of your property tax dollars actually goes to the Town of Surfside? The answer is 22%! Most of your tax bill actually goes to Miami-Dade County and Miami-Dade County Public Schools (74.2% all together). As we all get into the back-to-school spirit, September is a great time to exercise your Town of Surfside knowledge by learning more about the Town’s budgeting process. This month, the Town Commission will vote on a finalized budget for Fiscal Year 2022, with two planned budget hearing meetings at 5:01 on September 13 and 23. Join us at the upcoming meetings. The Town’s Finance Department prepares several financial reports throughout the year and begins work on the next fiscal year’s budget in March. The new fiscal year begins October 1. We will be busy throughout the next year working on a number of potential projects to improve beach street-ends, a new resident-friendly Town website and continue progress on the Surfside 305 Strategic Climate Action Plan. There are a few vacancies on our community boards, so if you are looking for a great way to become involved in your government, please apply (see page 3). This month, we also reflect on and remember those we lost to the Champlain Towers South collapse on June 24. The kindness and generosity shown from across our Town is a reminder of why Surfside is a wonderful place to live and work. Our Town, at the direction of the Commission, continues to make every effort to determine the cause of the collapse and ensure that a tragedy like this never happens again. - Andrew Hyatt, Town Manager

Surfsider foodies are enjoying the annual Miami Spice program from now through September. The Greater Miami Convention & Visitors Bureau’s program has become so popular it is considered one of the largest restaurant promotional programs in the U.S. This year, three Surfside restaurants are participating. The threecourse dinners from the Spice menu are $42 per person and lunches are $28. Check with the restaurant. If you like sushi and Latin cuisine, 26 Sushi & Tapas may top your list. They offer both lunch and dinner (be sure to check participating days). The vibrant mix of flavors shows in their Poke Bowl and Salmon Garden with huancaina sauce and plantain chips. Lunch menu items are especially appealing in hot summer. Dinner entrée options include Miso Marinated Seabass and Bourbon Salmon Noodles. If you love old-fashioned cooking with bold flavors check out Mendel’s Backyard BBQ + Brew. A Harding Avenue staple for several years, this awardwinning kosher BBQ spot is known for its succulent meats, masterful original sauces and its own craft beers. The Spice menu offers Mendel’s signature items: Pico Fries, Slow-Smoked Brisket and Bourbon Pecan Pie. For a seaside, partially al fresco setting, head to La Plage, the main restaurant at the Grand Beach Hotel Surfside. Street Sign Visibility

With schools again open, the community should be aware of the increased pedestrian traffic as parents and students walk to and from school. It is essential to drive safely and follow all street signs and speed limits. If your property has hedges, trees or other vegetation near signage, you must ensure that the greenery does not obscure signs. This includes stop signs, street signs and signage for vehicles and pedestrian traffic. Also, hedges planted along property lines must be maintained and trimmed to prevent branches from extending over or touching structures on adjacent properties. The safety of our community is of utmost importance. Do your part in assuring your property is maintained to prevent an unsafe condition. BLOOD DRIVE ON SEPTEMBER 22

The Surfside Police Department is hosting a blood drive in conjunction with One Blood on Thursday, September 22, 2021, 11 a.m. – 4:30 p.m. The Blood Mobile will be located in the Town Hall parking lot. The Surfside Police Department’s monthly community initiative Coffee with the Cops will be held on September 30, 2021 at 10 a.m. in the Police Training Room at Town Hall. Starbucks is graciously providing coffee and refreshments. Residents, business owners and visitors can meet with the Chief of Police and his staff to discuss community issues or provide feedback on the Police Department. SUPPORT SURFSIDE 5K RAISES MORE THAN $21K FOR CHARITY

In late July, more than 1,000 supporters took part in the Support Surfside 5K sponsored by Runner’s Depot. The race wrapped around Markham Park in Broward County, attracting runners from all over South Florida. Residents and Town employees and their families also took part. All proceeds from the race, $21,354, were donated to the Support Surfside Foundation. If you would like to donate, visit supportsurfside.org.

Make an impact in your community! Town of Surfside is seeking resident volunteers to apply for three boards currently with openings: • Pension Board • Planning and Zoning Board • Personnel Appeals Board Surfside’s board members must be registered qualified voters and legal Town residents. The mayor and town manager serve as ex-officio members of all boards and members are appointed by the Town Commission. In the days following the Champlain Towers South collapse, our small business community stepped up to support victims, first responders and staff with donations of food, products and services. At the same time, the Town’s business district was shut down due to the emergency closings of Harding and Collins Avenues, just as our businesses were starting to bounce back after COVID-related closures. The South Florida Progress Fund, Greater Miami Chamber of Commerce and the Miami Marlins Foundation have worked with the Town to set up the Surfside Small Business Recovery Fund. All of the funds collected will go directly to our small businesses. Annual Resident Parking Permit Program

RENEWAL BEGINS MONDAY, SEPTEMBER 13, 2021

There is no cost for the Parking Permit. Residents must fill out the application to receive the permit for the the upcoming fiscal year of Oct.1, 2021–Sept. 30, 2022. Applications may be filled out at Town Hall, on Monday - Friday, 9 a.m.–5 p.m.

REGISTRATION PROCESS

1. Residents will be required to complete a Registration Application below. The application is on the website, here, in the October Gazette and at the Town Hall’s front office counter. 2. Residents will be required to provide proof of residency. Examples include, but are not limited to: •Property tax bill •Utility bill (FPL, Water/Sewer) •Property rental or lease agreement •Current Driver’s License with a Surfside address •For active/retired military: DD Form 214 3. Residents will be required to bring their current year’s vehicle registration certificate. The vehicle must be registered in the name of the Surfside resident. 4. There is a maximum of three (3) parking permits per household. The decal will have a permit number printed on it and a space available for the license plate number to be entered by the customer service representative. 5. Residents will be allowed to change the decal if the license plate number is the same as the original decal purchased within the same fiscal year at no charge, if the license plate number changes a new decal will need to be purchased.

CAPTAIN JOHN HEALY, OFFICER CRAIG LOVELLETTE, OFFICER KEMUEL GAMBIRAZIO, OFFICER ARIOL LAGE AND OFFICER JOSEPH MATTHEWS

On Thursday, June 24, 2021 at 1:20 a.m., Officers responded to a fire alarm at the Champlain Towers South condominium. Officers Lovellette, Gambirazio and Lage encountered what seemed like smoke-filled air, but no smell of burning or flames. They quickly discovered a surreal and unbelievable sight. The Champlain Towers South Condominium had partially collapsed. These first responding officers entered a very dangerous zone without hesitation to assist anyone they could. Their bravery and selflessness are admirable. Acting Sergeant Lovellette assumed command, rapidly calling for additional resources. Officers Lage and Gambirazio coordinated with the first responding units of the Miami-Dade Fire Department and police units from neighboring jurisdictions, securing a hot zone perimeter and hurriedly evacuating the nearby buildings. Captain Healy arrived immediately, his experience as a police commander was a notable asset on this chaotic scene. He established command and control, ensured our officers’ safety and ensured the Community Center was opened for survivors and evacuees. Officer Joseph Matthews was assigned to the dispatch center when the first calls for help were received. Officer Matthews was calm and professional while assisting desperate loved ones and citizens asking questions. At the same time he was relaying critical information to officers on the scene and coordinating additional personnel response. All SPD personnel worked under unimaginable circumstances with poise, courage and compassion. The dedication and commitment exhibited in response to the worst tragedy ever suffered by Surfside will forever be appreciated. Congratulations to Captain John Healy, Officers Kemuel Gambirazio, Ariol Lage, Craig Lovellette and Joseph Matthews as the recipients of the June 2021 Officers of the Month Award! OFFICER RONALD DONOSO

Officer Ronald Donoso was patrolling the residential area when he saw two men loitering near a home. When they saw Officer Donoso approaching, they began to travel on bicycles and failed to stop at the stop sign. The subjects were read their Miranda Warnings. The subjects said they were hired to work at the Surfside building collapse site. The Miami-Dade Command Post verified they did not request or hire anyone to work there. One of the men consented to a search of the backpack and was carrying and revealed bolt cutters. After the investigation, they were arrested for Loitering and Prowling and Possession of Burglary Tools. Officer Donoso’s actions and proactive patrolling prevented a crime. When the homeowner reviewed her video surveillance, it showed one of the men at the rear door of the home. Officer Donoso is commended for his commitment to the community. Congratulations to Officer Donoso as the recipient of the July Officer of the Month award!

MAYOR CHARLES W. BURKETT Dear Friends, As we transition from a rescue to a support mission, it’s hard for us to not feel guilty about not focusing all our efforts on lost friends and family – I know that because those are precisely my current feelings. While we will surely continue to do whatever we can to support and show love to those grieving, at the same time, we must try to push forward and learn from the past. Our Community Center is now operating normally, as are our parks, with the exception of our tennis courts, which are now slated for a complete replacement. Traffic will remain challenging, likely for the next few weeks. The reason is, a significant danger at the site was overlooked until our structural expert notified the County that Collins Avenue traffic could cause a collapse at the site. The county is now correcting that issue; once done, Collins can reopen. There have been many theories about what caused the building to collapse, but after spending hours with our preeminent structural engineer, chosen to oversee the Pentagon rebuild after 9/11, it seems to me to be one of two likely causes, a significant underground failure of the support systems, or substandard design and construction, or both. Since we can’t now know for sure – an immediate, all-hands-on-deck investigation is critical because our oceanfront residents are concerned about their buildings, most notably Champlain North. The County has advised Surfside that they alone will be managing the investigation until further notice. Surfside will continue to work with the County and urge a speedy investigative determination. Knowing what caused the collapse, means we can likely prevent another.

COMMISSIONER ELIANA R. SALZHAUER Greetings Surfside NeighborsIt’s hard to believe that after all we have been through, we are still facing the uncertainty of another school year with COVID. This time last year, we quarantined at home as our hospitals filled to capacity and prayed for a life-saving solution. After months of suffering and over half a million deaths- those prayers were answered with a vaccine. But after the initial rush, many of our friends and neighbors hesitated. The virus seized that opportunity and mutated. And now the Delta variant is tearing through our unvaccinated like the plague that it is. Once again, our hospitals are brimming with patients- only this time they are severely ill and YOUNGER. Yet while our neighbors suffer, local and state politicians rally to assert their fictitious constitutional rights to infect each other. As an elected official, I wish I could say that Surfside was doing everything in its power to protect YOUR community’s health. Sadly, at the August Commission meeting, your mayor refused to follow CDC & County guidelines to request masking indoors at Town facilities. He refused to incentivize vaccinations. He even refused to allow for cost-free COVID testing in town. Apparently, your health is not a priority. Shockingly, staffers that work intimately with our community’s youth remain unvaccinated. Residents concerned about getting sick were told to stay home. Rosh Hashana is just around the corner. Last year our vaccine prayers were answered. This year let’s hope the same for common sense. Please protect yourself, your loved ones, and our Surfside Community by getting the facts, and getting vaccinated. Don’t wait to vaccinate. #thisisourshot. Thank you for the privilege of serving.

Greetings Surfside, Summer is usually intended to be a fun time with family and possibilities to explore places and enjoy the outdoors, with something innocent and carefree always felt during this time. The end of the season presents challenges for new beginnings that can also feel anxious. Going back to school ushers in changes for a new chapter of personal growth for all seekers of knowledge. In Judaism we enter the Days of Awe, setting aside time for reflection. We return to our inner self to seek wholeness and greater understanding for the things we have no control over. It is through truth, generosity and prayer that we accept our past and what our future may hold with assurance to improve our lives and relationships through acts of goodness. We celebrate the creation of the world and all its inhabitants in renewing our closeness to nature and community by affirming our appreciation for the gift of life itself. The recent tragedy of devastating loss in our neighborhood brought us together to provide assistance in tribute and remembrance. I share the ultimate gratitude for our entire community and those who joined with us and I am thankful to reach this season together. We look for meaning and insight in connection to our recent experiences with a commitment to grow stronger through unity. 2021 SEA TURTLE NESTING SEASON IS UNDERWAY Sea turtle nesting season started on May 1 and ends on October 31. Nesting females and hatchlings need dark beaches. Surfisde residents are asked to shut off bright lights, close your blinds and shades, and switch white bulbs to amber or red bulbs during the entire nesting season. • Stay away from crawling or nesting sea turtles. Nesting is a critical stage in the seaturtle’s life cycle. Please leave them undisturbed. • REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. • NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or on the beach call: 1-888-404-FWCC or *FWC (Mobile Phone). • Remember to smooth out the sand by filling in any holes and knocking down sand castles that may obstruct a hatchling’s path to the water.
