MESSAGE FROM THE TOWN MANAGER
2017-18 Fiscal Year Budget Approved, Workshop to Review Storm Procedures On Tuesday, September 26, the Surfside Commission approved the 201718 Fiscal Year Budget which began on October 1. The months of work, long hours and planning by the Town staff and elected officials resulted in a budget that provides the highest level of quality service for the lowest possible cost to residents. In the past year, rising property values resulted in an increase of 26.5% in Surfside’s total Certified Taxable Value (now estimated at just over $2.1 billion). The increase of tax revenues allows the Town to enhance the services it provides while maintaining a balanced budget. Within the approved budget, there are many funds to account for the operation of the Town, including the General Fund, Capital Projects Fund and the four Enterprise Funds. The current water and sewer rates are being analyzed to ensure sufficient revenues are received to meet operating cost and debt service ratio coverage. Note that the complete Adopted 2017-18 Budget is now available on the Town website under Town News on the home page. Thankfully, the Town of Surfside has mostly rebounded from the damage and temporary changes in operations from Hurricane Irma. The Town Commission will be holding a Post-Hurricane Workshop on Wednesday, November 1 at 5:30 pm in the Commission Chambers. Residents are invited to attend. Staff and Commission will review Surfside’s preparation, processes and future planning. Remember to stay alert. CODE COMPLIANCE CORNER
Post-Hurricane Code Compliance
It’s the day after a hurricane has swept through Surfside and you venture outside to evaluate the condition of your home, yard, trees and property. It is a shock to see the amount of devastation in the neighborhood. With the level of clean-up, repairs, replacement and the effort of returning your home and life to normalcy, the last thing you want to worry about is violating Town codes. During the post-storm period, it is the job of Code Enforcement to help you recover. Immediately after a serious storm or hurricane, the Code Compliance Division is busy doing post-storm damage assessments. We look at every property to determine what resources are needed to help restore the Town to normal. We are looking for life-safety hazards, such as downed electrical lines, broken sanitary lines and partially fallen trees which could cause further property damage or injure a person. We are in the “public assistance” mode of operation as are other Town departments. If we see that your home or an accessory building sustained structural damage, we will mail you a Courtesy Notice. The Notice explains the problem and provides a reasonable period of time to take appropriate action. We will re-evaluate the problem at a later date and inform you of further actions you must take if the problem is not resolved. If a large tree is down or large branches have broken, you need to hire a landscape company to cut and remove the tree and its broken branches. If your tree fell onto a neighboring property or fence, then it is your responsibility to solve this problem as soon as possible. You should immediately place destroyed vegetation debris at curbside for the Town to pick up. The Town will be collecting the vegetation for only a few days. SAFETY VESTS FOR RESIDENTS ARE AVAILABLE AT TOWN HALL
The Town of Surfside has a pilot program offering high-visibility safety vests to make the wearer more visible to motorists. Research has shown that reflective vests will increase safety to pedestrians as they walk near traffic areas or cross streets. SURFSIDE Rabbi Michoel Harari Comes Out of the STAR Wilderness to Become Army Chaplain
Third generation Surfsider Rabbi Michoel Harari has packed a lifetime of extraordinary achievements into his 35 years and shows no hint of slowing down in the near future. After growing up on Abbott Avenue and spending much of his childhood years at the Surfside Community Center, Michoel was inspired by Rabbi Sholom D. Lipskar at the Chabad Lubavitch Shul to pursue rabbinical studies. As part of his yeshiva training, Michoel served as a mentor at a boys high school in Melbourne, Australia. When he took a group of students into the outback, he noticed how teens who may be lagging in the classroom suddenly became productive leaders in the wilderness. “I saw the beauty of young people being transformed by living out in nature,” Michoel said. “Selfreliance, teamwork and healthy living empowered our teens with indepen- Rabbi Michoel Harari with a group of boys on dence and apprecia- a climb in the Colorado highlands. tion for the world around them.” This revelation inspired Michoel to create and direct Camp YOA (Camp Yeshiva Outdoor Adventure), now in its eleventh year of taking 15 and 16-year-old boys on life-changing experiences deep in the wilderness for weeks at a time. He has led Camp YOA high schoolers on far-flung trips across the globe including backpacking through the Carpathian mountains, climbing peaks in Colorado, to British Columbia, Maine, Yellowstone

and Yosemite. Last year, the group went to sea on the Pacific for four weeks (see above). An accomplished educator himself, when Michoel is not in the wilderness, he is training and learning. He is certified as a Wilderness EMT and uses his skill and knowledge in the field. Back home is Surfside, he is a member of Hatzalah of South Florida, a volunteer group that saves lives by providing basic life-support services in the first vital few minutes of emergencies until an ambulance arrives – providing appropriate sensitivity to the religious and cultural needs of the community. A new chapter of Michoel’s life is to serve as a commissioned Chaplain in the U.S. Army. He is currently preparing for basic training at Fort Jackson in South Carolina. Michoel’s wife Michelle and their six children will stay with family in California until he completes his training and is posted to an Army base. “Surfside will always be where I am from and will return to as we journey from place to place,” he said. “I’m blessed and enjoying every minute of this journey that is called life. Live it to its max, and make the biggest difference in the life’s of those around you!”

Approving a Site Plan Amendment Application for property generally located at 9100 Collins Avenue to modify the design of the northwest building to reduce retail space; remove all residential units; add back-of-house space for the hotel to add office space and kitchen space for the restaurant; increase on-site parking from 67 spaces to 161 spaces; and permit modification of related site improvements. 2. Providing for the Fiscal Year 2017/2018 Police Confiscation Fund Expenditure in the amount of $78,192 from the Forfeiture Fund to support crime prevention initiatives, community-based programs and law enforcement equipment. 3. Urging the Florida Legislature to pass legislation making texting while driving a primary offense. 4. Confirming the termination of the State of Emergency declared for the Town related to Hurricane Irma.

Surfside Officers Honored at Retirement Luncheon
From September 9-13 , the Surfside Police Department implemented full alpha-bravo staffing in preparation for Hurricane Irma. Communications Supervisor Susie Sperbeck and Communications Operator Tameka Burnell were assigned to alpha shift and worked from 9 am Saturday to10 am Monday before relief was available. Both were back on the job Tuesday and Wednesday from 7 am -7 pm. Susie and Tameka staffed and operated the Communications Unit around the clock before, during and after the storm. This took a tremendous amount of effort, dedication and perseverance as they operated the radio system and took numerous phone calls from frightened or concerned residents and businesses. The professionalism and patience of these communications operators during an extremely difficult and challenging time was exceptional. Susie and Tameka’s efforts on behalf of the Town earn their well-deserved Civilian of the Month awards!
PARKING OFFICER GRADUATES Parking Enforcement Officer Hans Smith recently completed his training and graduated from the CSA Academy on October 12, 2017. The graduation ceremony was held at the Doral Police Department. Congratulations on representing the Town of Surfside Police Department in a professional manner.
A retirement luncheon was recently held in honor of Officers Antonio Mesa (L) and Ian Leonard (R) for their many years of dedicated service to the Town and residents. Officer Leonard served for 30 years and Office Mesa for 13 years. Chief David Allen presented them with plaques (above). Family members, friends and fellow officers were in attendance to congratulate them for their successful careers.

Sgt. Matelis attended the Aventura Marketing Council of the Aventura Chamber of Commerce /Aventura Hospital and Medical Center and accepted the Back the Blue 2017 Law Enforcement Recognition. The award honors all of Miami-Dade law enforcement agencies.

Surfside Supports Breast Cancer Awareness In October
Ocean Water Quality Monitored For Health & Safety The Miami Dade County Health Department monitors the water quality at public beaches every week. The coastal beach water samples collected by the County Health Department are analyzed for enterococci and fecal coliform bacteria. High concentrations of these bacteria may indicate the presence of microorganisms that could cause disease, infections, or rashes. The County Health Department will issue either warnings or advisories when these conditions are confirmed. If the tests indicate unacceptable bacteria levels, advisories are issued. To view advisories involving public beaches and coastal waters, please visit the Florida Healthy Beaches website: http://www.flhealth.gov There are 15 sample locations for Miami-Dade County, including one at Surfside Beach. The Miami-Dade County Health Department monitors the beach water quality at 93rd and Collins Avenue, on a weekly basis. The results are in 3 categories: GOOD, MODERATE or POOR. Please note that there is a permanent sign at the 93rd Street Beach access point that indicates whether an advisory is in effect, or if there is NO ADVISORY. The Town of Surfside will also inform residents if an advisory is issued through Email Alerts, Emergency News, Town’s website, and Code Red Alert.

Teen Scene Picks Up after Irma on Surfside Beach Surfside’s Teen Scene group did their part to clean up the Town’s beach in the aftermath of Hurricane Irma. Teen Scene is for ages 12-16 and meets on Tuesday from 5:30-6:30 pm. Teen Scene is a great way to make new friends while earning valuable experience and community service hours.
