MESSAGE FROM THE TOWN MANAGER At the direction of the Commission, the Town has begun the process to expedite the conversion of overhead utilities to underground locations. These efforts require coordination and design efforts involving all of the Town’s utility providers with overhead lines, such as power, communications, and internet companies. Once the design phase has been completed and agreements with these companies are in place, the Town can move forward to ensure all feeder and lateral lines (laterals are connected directly to homes and businesses) are buried. As of Spring 2021, the Town is in Phase 1 of the project, when designs by the utility providers are completed and the design coordination of all utilities, including water and sewer lines, are made. Once those plans have been created, residents will have an idea of where and what type of aboveground infrastructure, such as utility boxes, will be located. Phase 1 of the project includes payments for: • Utility providers such as FPL, Atlantic Broadband, and AT&T to complete their design efforts;

• Design coordination efforts up to a 50% deign level by a qualified professional engineering firm; • Project management and construction cost estimating.

Phase 1 of the project, which will provide the Town with a construction cost estimate and a level of design to know where above ground utility infrastructure will be located, is expected to cost about $425,000 of which $290,000 is for the design coordination effort. When Phase 1 has been finalized, the undergrounding item will be presented to the Commission. The Commission will then decide if a ballot question will be placed for a vote of the residents to decide whether the Town should borrow the funds to complete the project. The “ball park” cost estimated during the November 2020 referendum was $16 to $18 million. The full project is expected to take three to four years. Additional discussion on this issue, including the authorization to expend $290,000 on the design coordination effort, will take place during the next Commission meeting. It is almost that time of the year again that Floridians know so well: Hurricane Season! The period is June 1 to November 30, 2021. Please do not wait until the last minute to prepare for it. It is a good practice to evaluate all the trees and vegetation within your property, so hire a licensed arborist to assess your trees and make all the necessary and proper pruning. All trees must be trimmed to be “structurally sound” to withstand strong storms. Also, assure that all power lines are free from vegetation such as tree branches. Additionally, plan to keep outdoor items at a minimum and bring them all inside when a storm is approaching. Remember to board up your windows. All household and yard disposal must be placed on the curb for pick up well in advance of an approaching storm. Otherwise, the Town might not be able to pick up, as we will also be preparing for the storm. Depending on weather conditions, solid waste pick-ups could be affected or even suspended. Plan accordingly. All of us play an essential role in hurricane preparedness and recovery. By working together, we become more resilient and will return to a calm state after the storm. HAZARDOUS WASTE DROP-OFF MAY 15 • TOWN HALL PARKING LOT

Just in time for hurricane season, Surfside is hosting its annual hazardous waste drop-off. Clean out your garage of hazardous waste on Saturday, May 15, 2021 at Town Hall from 9 am –12 pm. Due to COVID-19, we’re enforcing strict guidelines: • Residents must stay in the car. • Waste needs to be in the trunk or back of a tailgate. • All materials must be sealed tightly and properly to avoid any spills. • All material that is loose (i.e. batteries) must be bagged. • All bio-hazardous waste/medical waste (sharps) must be secured (capped and bagged). • Electronic devices will be accepted. Accepted: anti-freeze, household chemicals or fertilizers, propane tanks, paint and paint thinner, household pesticides, batteries, pool chemicals and used motor oil Not Accepted: mercury thermostats/thermometers or devices/items containing mercury, medicine/pharmaceutical waste Public Works staff reserves the right to refuse residents if the guidelines are not followed. BLOOD DRIVE AT TOWN HALL

The Police Department is hosting a blood drive in conjunction with the One Blood organization on Wednesday, May 26, 2021 from 11 am – 4:30 pm at the Town Hall parking lot. Biking and walking around Surfside are some of the most convenient, eco-friendly ways to get around on our streets. But, navigating the busy streets of South Florida can be a dangerous activity for bicyclists. Here are some ways to stay safe while sharing the road: • Remember to follow all laws applicable to any other vehicle on the road when riding a bicycle. That means obeying all traffic laws that drivers follow. • When riding your bike after dark, make sure to affix a light to the front and back of your bicycle. These are required in Miami-Dade County. Wear a reflective vest or bright colors to stand out to drivers. • Bicyclists should always wear a helmet to reduce the risk of head injuries. • If riding your bike on a sidewalk or through a crosswalk, bicycles should yield to pedestrians. • Drivers should always maintain at least three feet of distance between their vehicles and bicyclists. • When turning, drivers should yield to cyclists in the bike lane, and when parked, before opening their car door, should check for bicyclists in the area. Help Surfside Keep Recyclables ‘Clean’ The Town of Surfside operates its recycling operations through the Public Works Department. When the program began, recycling of various materials yielded a revenue as multiple countries were buying the recycled commodities and demand for American recyclables was high. As of today, that demand for recycled materials no longer exists. Some recycling plants have stopped taking in certain commodities, such as paper and glass, due to their overabundance and lack of demand, and the Town has had to adjust to this new market. In an effort to maintain a positive recycling service, the Town has to perform extensive de-contamination of products. This means, recycling loads that are contaminated have to be discarded as waste. Otherwise, the cost of treating that recycling load exceed the benefits. When a contaminated recycling load is received at the recycling facility, it has to be separated and re-routed to a landfill facility. Fortunately, all Town recycling deemed contaminated is disposed of through trash collection, which is taken to the Miami-Dade County Covanta Waste to Energy facility. Covanta develops and operates facilities that burn trash to produce electricity, recovers metals from the waste stream for recycling, and provides other industrial waste management services. This way responsible waste management practices are followed and the Town minimizes its waste footprint.

ENJOYING THE SHADE ON ARBOR DAY Each year, we celebrate National Arbor Day on the last Friday in April. This year marks the Town of Surfside’s fifth consecutive year of receiving the distinguished honor of being recognized as a TREE CITY USA as part of Arbor Day Foundation. Tree City USA is greening communities across the country. This program is a great opportunity to celebrate the importance of an urban tree canopy and improve care of these vital city trees. The Public Works Department completed the planting of four gumbo limbos at the 92nd Street beach end in order to grow the Town’s urban tree canopy for The Public Works team with recently planted shade trees at the refurbished 92 Street beach end. years to come.

POLICE BEAT CELEBRATING NATIONAL PUBLIC SAFETY TELECOMMUNICATIONS WEEK To mark 2021 National Public Safety Telecommunications Week on April 12–16, Surfside Police Department honored their employees who answer emergency calls, dispatch emergency profes-

sionals and render life-saving assistance to citizens and first responders. Communications Supervisor Susie Sperbeck and Communications Operators Tameka Burnell-McKnight, Kenia Castillo and Jorge Villar were acknowledged by the Command Staff and colleagues for their service to the law enforcement profession. In times of crisis such as the Coronavirus COVID-19 pandemic, their essential services have been demonstrated and appreciated by all they serve. A special “thank you” to these dedicated professionals for all that they do each and every day.

MARCH CIVILIANS OF THE MONTH

PARKING OPERATIONS TEAM HELP VACCINATION DAY GO SMOOTHLY Parking Operations Manager Elinor Joseph, Parking Enforcement Officer Alain Acosta, Parking Enforcement Officer Josue Castro and Parking Enforcement Officer Willy Perez are recognized for once again proving to be critical to the successful operation of the Town for the betterment of our residents. The proactive enforcement and commitment by the Parking Enforcement Section has led to one of the largest increases in parking revenue for the Town of Surfside.

In addition, the Town of Surfside led by Human Resources Director Yamileth Slate-McCloud coordinated with the Florida Department of Health to become a COVID-19 vaccination site and administered the first-dose of the vaccine to qualifying Surfside residents at Town Hall on March 24, 2021.

In the weeks leading up to this event, essential Town employees from Human Resources, Code Enforcement, Public Works, Communications Department and Parks and Recreation met to discuss the plans for the upcoming operation. The coordination of this event plan was extensive involving several days of preparation. The plan encompassed a thorough communication campaign sharing event details that included parking enforcement officers along with other town employees going door to door throughout the town to ensure everyone received the necessary information. They provided informational pamphlets to elderly residents and instructions on how to sign up to receive the vaccination. Additional preparation included setting up pre-designated parking lots for the Department of Health Employees and residents that would be attending to receive the vaccine. On the event date, each member of the parking team voluntarily adjusted their work schedule, arriving to work at 6:00 a.m. in order to ensure everything ran smoothly MAY 2021

and cohesively. Parking personnel set up and directed all town employees to alternate parking as they arrived to work. The set up and managed a staging area for residents that arrived early for their appointments, keeping social distancing guidelines a priority. Each employee manned key positions on foot in the two designated parking lots to assist and direct both Department of Health Employees and residents coming for the vaccine. The leadership and dedication of Parking Operations Manager Joseph, along with the work ethic and commitment of Surfside of Parking Enforcement Officers Acosta, Castro and Perez, was critical for the seamless operation of this plan and eventual success. These professionals perform in an exceptional manner every day. Whether for a special event or their daily tasks and responsibilities, the dedication exhibited by these employees is unwavering. We commend these exceptional people for their extraordinary work and commitment to the Town of Surfside. Congratulations to Parking Operations Manager Elinor Joseph and Parking Enforcement Officers Alain Acosta, Josue Castro and Willy Perez as recipients of the March Civilians of the Month award.

NEW PARKING ENFORCEMENT OFFICER Parking Enforcement Officer Cristhian Acosta is the newest member of the Surfside Police Department family, joining on March 29, 2021. PEO Acosta is a certified Parking Enforcement Officer with experience in which the Town of Surfside will greatly benefit. We welcome Cristhian to the Surfside team.

Greetings, As I reflected on the efforts of Vice-Mayor Tina Paul to completely remove all Surfside’s elected officials’ columns, opinions and perspectives from our monthly Gazette - about what’s happening and being proposed in Town - it struck me that ‘Cancel Culture’ has really arrived …even in Surfside. I may be wrong, but I believe our residents want to hear from all of their elected officials, want to know how they vote and what they are proposing – decisions that affect us all. But here’s what you might not have heard … had Tina succeeded in cancelling our voices: 1) Officials Paul and Salzhauer led the charge, and succeeded - in halting the undergrounding of the powerlines, refusing to authorize a not to exceed cost of $296,000 for initial design plans necessary to build the project. This caused the project manager to withdraw, imperiling the entire project. I asked him back and demanded an emergency meeting to put the project back on track - immediately! 2) Speeding details on Collins and Harding will be further increased – immediately. 3) At my request, staff has applied for a grant to build numerous ‘flashing crosswalks’ all up and down Collins and Harding. 4) We’re getting back to normal, FIREWORKS for Surfside are back on July 4th. 5) Ms. Salzhauer’s disruptive behavior at meetings continues unabated, which forced our Commission to pass a ‘Civility’ resolution. 6) I’ll be going door to door with a petition to slash our water bills soon. VICE MAYOR TINA PAUL Greetings Surfside, Happy Mother’s Day to all the mothers, grandmothers and women who are nurturing and inspiring role models. Turtle-nesting season appropriately begins May 1st when female sea turtles return to nest on Surfside’s shores each year. The Communications department and Tourist board designed a fun, informative brochure to provide education for protecting sea turtles and their nests to keep the beach clean. Turtle season lasts until October 31st each year while our appreciation for Motherhood lasts a lifetime. I cherish memories of my Mom and our precious times together remembering her thoughtfulness and grace. She encouraged us with optimism and virtue that built confidence and she was always there to comfort us when unpleasant things happened. As a young girl in Surfside I collected Turtle memorabilia. It was very special for me to return home after years living in New York City and see the “Tales of the Surfside Turtles” project. We truly live in a lovely community with small-town charm surrounded by natural beauty that requires our attention and protection. I remain hopeful the new brochure and anti-litter campaign will encourage additional awareness to safeguard our spectacular seaside Town. My favorite honor as an elected official is participating in Town events. Each year our Parks and Recreation team produce a Memorial Day Tribute in remembrance of the millions of men and women who perished while serving in the U.S. military to protect our freedoms. The flag is lowered to half-staff and raised again at noon as we find strength in our unity of purpose. We rise from last year’s difficulties with renewed appreciation and determination towards working together with patience, understanding and gratitude.

THIS is what happens when good people are too busy to pay attention and participate. For the second month in a row the Mayor LIMITED residents’ comments on agenda items to ONE MINUTE. That leaves you 45 seconds after you state your name and address to weigh in on important and substantial town issues. ONE MINUTE to guide how YOUR tax dollars are spent. ONE MINUTE to influence decisions with irreparable impact on YOUR health, safety, quality of life, and property value. ONE MINUTE to object when items NOT publicly noticed on the agenda are slipped thru when residents aren’t watching. You have 3-therapeutic moments to “respectfully” vent during Good & Welfare, but only ONE minute of your opinion matters on topics of voting consequence. Commissioners & residents alike are at the mercy of his mute button, while the Mayor grants himself free “reign” to wax poetic about ANY topic- from putting houses on stilts to spending large sums WITHOUT resident approval. Never in a decade has any Mayor put such draconian limits on RESIDENTS’ Free Speech and encroached on their legal RIGHT to be heard and participate in Surfside’s political process. He decries “Cancel Culture” while he cancels YOU. If residents don’t muster the energy to speak up NOW, they will lose their voices forever when the Mayor attempts to codify this and many other self-serving changes at the May 11th meeting. BE HURRICANE READY IN 2021 WHAT TO DO NOW • SAFELY TRIM BACK ALL TREES in your property and have grown close to FPL electric lines and other utility lines. • BEFORE A STORM IS ON THE HORIZON put heavy landscaping debris and bulk items out for pick-up. Bulk pickups are on every Wednesday. Keep the front of your yard free of all mulch. During heavy rain, mulch washes into roadways and ends up in the Town’s storm drain system. • REVIEW YOUR HURRICANE PLAN NOW. While planning for hurricanes, remember to include CDC safety recommendations of masks and social distance. Prepare your home and plan your evacuation route and destination. • SIGN UP FOR CODE RED & TOWN NOTIFICATIONS to stay connected and aware of the latest information regarding any storm event that may impact Surfside. Text “Surfside” to 99411 to register, or visit the Town website. • AT-RISK SENIORS AND RESIDENTS needing medical care or equipment and require transportation assistance during a mandatory evacuation should register with the Miami-Dade County Emergency & Evacuation Assistance Program (EEAP) in advance of any storm. If you or someone you know requires assistance, call 311. • DO NOT WAIT UNTIL A STORM IS THREATENING to complete your hurricane kit. Gather non-perishable food and emergency supplies for your household.

WHAT TO DO WHEN A STORM IS IMMINENT • PROTECT YOUR HOME AND PROPERTY by securing windows and doors with Miami-Dade County-approved storm shutters. Bring in patio furniture, garbage cans, bins and other items that are not secured and could become airborne. Unplug all appliances and if power is lost, only use flashlights not candles. • SURFSIDE IS ZONE B in the Miami-Dade Storm Surge Planning Zones. Oceanic storm surge and interior flooding is possible. If flooding threatens your home, turn off electricity at the main breaker. Stay in a sheltered room in your home and away from windows. Do not leave your home until the storm is completely passed. • A MANDATORY EVACUATION MAY BE ORDERED IN SURFSIDE meaning residents should leave coastal areas. Evacuation centers will open, but they should only be considered as a last resort. You are encouraged to stay with family or friends in a non-evacuation area. Make your plans now. If evacuations are ordered and you decide to go to a county shelter, visit www.miamidade.gov/hurricane or call 311 to find the closest available shelter. The Red Cross is making accommodations to enable social distancing at hurricane shelters. Bring your own proof of residency, bedding, food, snacks, medications and personal items.

WHAT TO DO AFTER THE STORM • MANY INJURIES OCCUR AFTER A STORM, so stay inside until authorities say it is safe to go outside. Call the Surfside Police Department or utility companies immediately to report hazard such as downed power lines, broken gas or water mains or overturned gas tanks. Monitor Surfside notifications or other communications for information on safety issues, waste collection and hurricane debris pickups. Obey curfew and emergency orders when issued. • IF YOU HAVE EVACUATED, PLEASE BE PATIENT. You may have to wait several days to return. Have your picture ID ready to show to authorities when returning. Surfside Police Department will have a secure perimeter around the Town and will assess damage from flooding, downed electric lines and debris blocking roadways. Residents will not be allowed back into Town until an all clear is issued by Surfside Police Chief Julio Yero or his designee. Residents and business owners will be notified when to return via CodeRed notifications,Town notifications, Nextdoor and the Town website at www.townofsurfsidefl.gov.

BE PATIENT FOR POWER RESTORATION

Residents can report a power outage or check the status of a reported outage by calling FPL at 1-800- 468-8243. Surfside is a customer of FPL just like you and has no influence on when power will be restored.

SURFSIDERS CELEBRATE EARTH DAY IN MANY WAYS

Earth-lovers of all ages took part of Surfside’s week-long salute to mother nature. Parks & Recreation Department’s ‘Earth Week’ included a photo contest, arts and crafts, virtual resource fair, beach clean-up, beach yoga class and more. Residents came out on the morning of April 22 with their clean-up crew T-shirts and gloves and removed overflowing buckets of litter off the beach. After hauling the litter to the Community Center, attendees left their painted hand-print on an Earth Day tree poster.

A NEW FILL A BAG POLE INSTALLED ON EARTH DAY To encourage beachgoers to keep the beach beautiful, a new Fill A Bag pole was installed in front of the Grand Beach Hotel on Earth Day. The Fill A Bag poles offer residents and visitors to take a bucket, fill it with litter, put the debris in the trash and return the buckets for others to use.

2020 SEA TURTLE NESTING SEASON IS UNDERWAY Sea turtle nesting season started on May 1 and ends on October 31. Nesting females and hatchlings need dark beaches. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. • DO REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. • NEVER handle hatchling sea turtles. Arya Gray Higher Education Scholarship Higher Education Scholarship The Arya Gray Higher Education Scholarship and The Higher Education Scholarship funds will be awarded to the successful student applicant upon evidence of registration in an accredited post-secondary institution. The Town of Surfside would like to promote higher education by providing two separate $1,000 scholarships. Each scholarship will be awarded to one deserving Town of Surfside graduating senior interested in or intending to pursue post-high school course of study. Continuation of education must be at either college/university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee.

CRITERIA:

1.) Applicant must be a Surfside resident for at least 5 years.

2.) Applicant must be a graduating high school senior in the year of the award.

DEADLINE for all

applications is Monday, August 2nd, 2021 by 5:00p.m.

NO EXCEPTIONS

3.) Applicant must have a minimum graduation GPA of 3.0. 4.) Applicant must have a financial need for the scholarship. 5.) Applicant must demonstrate a positive-impact through community/civic involvement as determined through letters of recommendation and responses included in the application.
