Message from the Town Manager What kind of community do you want to live in? Mayor Dietch recently presented this question to residents at a Town Commission meeting and at Mayor’s Town Hall meeting held in March. In an effort to find the answer, we will be conducting a Residential Satisfaction Survey and strongly encourage all residents to participate. Stay tuned! The Town of Surfside remains committed to continually enhancing residents’ quality of life through the provision of top-notch services, including five days a week trash collection, free security assessments from the Police Department, ongoing community events, complimentary access to the oceanfront Community Center, enriching programs and much more. By comparison, there are very few cities in Miami-Dade County that provide the robust services that we do in Surfside. That being said, we acknowledge that there are ways for us to still further improve, which is why we want to hear from you. As a reminder, this month is the start of sea turtle nesting season. Surfsiders are passionate about the sea turtles, and with good reason. These unique creatures bring extra charm to our shores. As wonderful as they are, they are also living in a delicate environment. It is important that we do our part to protect them. Save the date for Surfside’s annual Memorial Day Ceremony on Monday, May 27 at 10 am in Veterans Park. April 18, 2019 marked the last of the Third Thursdays Block Parties for the year. With health and wellness themes such as “Sweet Sounds and Culinary Delights,” “Be Well –Yoga & Wellness” and ”Energize with Zumba” and the launch of the Tourist Bureau’s coloring book “The Adventures of Surfy the Surfside Turtle,” herb planting stations, essential oils, delicious bites and more, fun was had by all. The event series was sponsored by the Tourist Bureau.

As we prepare for the Beach Renourishment Project that is slated for late summer 2019, the next public and informational Beach Renourishment Community Meeting will be on Thursday, June 6, 2019 at 6 pm in the Town Hall. Representatives from the U.S. Army Corps of Engineers and Miami-Dade County will provide updates and respond to resident questions. CODE COMPLIANCE CORNER IMPORTANT INFORMATION FOR CONSTRUCTION SITES

As a property owner, you are responsible for your building contractors during the period of construction. It is important to know the Town’s construction rules and regulations. Construction Days and Hours: Construction activity requiring a building permit within the Town is allowed from 8 am to 6 pm, Monday to Friday. It is not allowed on Saturday, Sunday or on federal holidays. Construction Fences with Green Screen: All construction sites shall install construction fences with attached green screen material unless exempted by the Building Official. Gates must be secured at the end of the construction day to prevent accidental opening. A building permit is required for a construction fence. Construction Noise: Construction activities must comply with noise regulations as stated in Chapter 54, Division 2, of the Town Code. Roll-Off Construction Dumpster Containers: Roll-off construction dumpsters are required at all constructions sites unless exempted by the Town’s Building Official. A building permit is required for the roll-off construction dumpster and the containers must be immediately emptied when full and may not overflow. Plastic/Artificial Grass: The use of plastic or similar artificial grass/landscape material is prohibited. Construction Site Maintenance: All construction sites must be maintained in a neat, clean, orderly fashion and sanitary condition. Inspection/Re-inspection Requests: Requests for inspection/re-inspections must be received before 4 p.m. on regular business days in to insure placement on the inspector’s work sheet for the next business day. If you have any questions regarding construction activities, rules or regulations, contact the Town’s Building Department at (305) 861-4863. HURRICANE SEASON BEGINS JUNE 1

Fees for Extra Pick-ups Waived In May Hurricane Season begins June 1 and Town residents are encouraged to start preparations now. When putting out clippings for pick-up, Town ordinance states that vegetation above four cubic yards will be assessed a fee. For the month of MAY ONLY, the Public Works Department will waive this fee. Make hurricane preparation a part of your routine and you will not be caught off guard. Help keep our community safe this hurricane season. For more information on hurricane preparation, see page 7.

He delighted the group with his fascinating stories about the founding and growth of Surfside and the surrounding areas. The tours were complimentary, and all three were “sold” out.

ISRAEL EXPO COMES TO SURFSIDE

Sponsored by the Surfside Tourist Bureau, the Israel International Innovation Expo is coming to Surfside May 14-15 from 10 am–4 pm at the Grand Beach Hotel Surfside. HAZARDOUS WASTE DROP OFF ON MAY 18, 2019 Drop off hazardous waste to Town Hall on Saturday, May 18, 2019 from 9 am–12 pm. Hazardous materials will be received on this day ONLY. Follow these guidelines: • All materials must be sealed tightly and properly to avoid spills. • All material that is loose (i.e. batteries) must be bagged. • All bio-hazardous waste/medical waste (sharps) must be secured and shall be placed into the sharps container by the resident disposing it.

RECEPTICALS TO REDUCE LITTER The Surfside Public Works Department addresses all litter concerns. On an average day, two Public Works personnel pick up litter in the Downtown District and public parking lots. Of all the litter, cigarette butts are one of the most difficult to pick-up. They are small and hide in vegetation and cracks. To combat the excess of cigerette butts disposed improperly, Public Works has installed special recepticals for the collection and recycling of cigerette butts. The recycling units can be found at crosswalks and heavy pedestrian areas. When the receptacles are full, the butts are collected and shipped for proper recycling.

COMMISSION ACTION AT THE APRIL 9, 2019 VOTED TO APPROVE THE FOLLOWING RESOLUTIONS • Approving an on-street variable parking rate in the business district on harding avenue for weekdays. • Opposing Florida House Bill 1383 and Senate Bill 1720 relating to property rights and Bert J. Harris Act Claims. • Adopting a proclamation honoring the importance of trees for the Town of Surfside’s community and environment and encouraging the planting of trees. • Approving an expenditure for purchase of trees from Luke’s Landscaping in connection with the Town’s Tree Giveaway Program; authorizing an expenditure not to exceed $30,250.00. •Urging the State of Florida Governor and the legislature to reject certain proposals providing for a reduction in Applied Behavioral Analysis (ABA) services for autistic persons by the Agency for Health Care Administration.

Public Works staff reserves the right to refuse residents if the guidelines are not followed. Public works staff will assist but will not handle any incoming materials. Accepted: anti-freeze, household chemicals, fertilizers and pesticides, propane tanks, paint and paint thinner, batteries, pool chemicals and used motor oil. Not Accepted: mercury thermostats/thermometers or anything containing mercury and medicine/pharmaceutical waste. For ammunition of any type, contact Surfside Police at (305) 861-4862. DEALING WITH GRAFFITI COSTS MONEY & TIME The Surfside Public Works Department takes pride in the cleanliness of public facilities and public items such as trash cans, benches and fences. Therefore, when public items get tagged by graffiti it becomes a priority to remove. Sometimes removal methods are time extensive and costly, taking away time from other responsibilities of the Department. If you see new graffiti in Surfside, please report it.

Proclamation For Municipal Clerks Appreciation Week

The Surfside Commission presented a proclamation recognizing May 5 – May 11, 2019 as Municipal Clerks Week, and extending appreciation to the Town’s Municipal Clerk Sandra Novoa, MMC and all municipal clerks for the important services they perform and their exemplary dedication to their communities.

ALEJANDRO LORENTE PROMOTED TO SERGEANT Surfside Police Officer Alejandro Lorente has been promoted to Sergeant of Police. Alejandro joined the Surfside Police Department family in 2012. His most recent assignment was the Business District Officer (BDO) and Neighborhood Resource Officer (NRO). He previously worked in the patrol division and the criminal investigation unit as a detective. Alejandro serves as a member of the police honor guard and the field force team. Sgt. Lorente began his career in 2004 with the Hialeah Police Department. He also worked for the Miami-Dade Schools Police Department and the Doral Police Department. Alejandro holds a Bachelor of Science Degree in Public Administration from Barry University. Congratulations to Sergeant Alejandro Lorente!

MARCH OFFICER OF THE MONTH - OFFICER JUAN DURAN

Officer Juan Duran was working an off-duty job at Young Israel Congregation and was informed that an elderly woman was choking on her food at the banquet hall. He immediately responded and found that the victim was unresponsive, not breathing and was turning blue. Officer Duran began cardiopulmonary resuscitation (CPR) compressions with the aid of a doctor in the crowd. Miami-Dade Fire Rescue arrived and took over the CPR. The woman began breathing on her own and was transported to Mt. Sinai Hospital for further medical treatment. The swift actions of Officer Duran gave the victim a better chance for a full recovery. Officer Duran’s experience and dedication directly benefited the Surfside community. His professionalism, compassion and quick reaction to a life-threatening situation was outstanding. Congratulations to Officer Juan Duran as the recipient of Officer of the Month. Well deserved!

EARTH DAY RESOURCE FAIR 2019

Surfside’s Earth Day Resource Fair showed there are many ways to sustain our resources and keep our environment healthy. From a light bulb exchange to reducing our carbon footprint to reducing our amount of trash, the event was educational and interesting. The Pelican Harbor Seabird Station also released a restored pelican on the beach. Thanks to the Parks & Recreation Department for another successful event.

SURFSIDE JOINS IN BAYNANZA WITH COASTAL CLEAN-UP Residents, families, groups and volunteers all proudly put on their gloves and took part in the 37th year of Baynanza. The Town of Surfside was again a site for a coastal cleaning up of the shoreline and dune area. Hundreds of pounds of trash were collected.

Don't wait until a storm is near. Put out heavy landscaping and bulk items. Bulk collection occurs every Wednesday. Also, keep the front of your yard free of all mulch. During rain, mulch can wash into roadways and end in storm drain system. A list of evacuation centers and pet-friendly evacuation centers will become available at www.miamidade.gov or by calling 311. Residents can report a power outage or check the status of a reported outage by calling FPL at 1-800468-8243. Surfside is a customer of FPL just like you and has no influence on when power will be restored. Miami-Dade County offers an Emergency & Evacuation Assistance Program (EEAP) for residents who are unable to evacuate on their own. Register for the EEAP prior to an emergency to ensure help will be given when needed.

Egg-citing Spring Day at 96th Steet Park

You know it is spring when the 96th Street Park is filled with laughing children running across the grass and picking up plastic eggs. The Park and Recreation’s annual Spring Egg Hunt took place on Sunday, April 7, 2019. The morning fun included popcorn and cotton candy, arts and crafts, face painting, a rabbit petting area, bouncehouse, games, music from a DJ and, of course, egg hunting. The hunt included four waves of children separated by age and a final group for parents. The egg hunters sought gold tickets that could be traded for a gift basket.

SURFSIDE’S TEEN SCENE ENABLES BEACH-GOERS TO PICK-UP LITTER

Youth from the Parks and Recreation Department’s Teen Scene program installed a Fill-a-Bag station on the beach behind the Community Center. The Fill-a-Bag station teaches beach-goers to make a difference for the environment by picking up trash during trips to the beach. The buckets can be used to collect any debris or trash on the beach and then discarded into nearby trash cans. Buckets should be returned to the station. Surfside’s Teen Scene is for students ages 12-16. The program enables students to work together on fun activities centered on the environment while earning community service hours. They are encouraged to collaborate and help the Town become an even better community. Teen Scene will host several beach clean-ups using the Fill-a-Bag station.

96TH STREET PARK HOSTS CYCLISTS The annual Miami Dolphins Cancer Ride again used Surfside’s 96th Street park as a rest stop for hundreds of cyclists raising money for cancer research.

SPRING CAMP ADVENTURES Surfside children enjoyed Spring Camp while having adventures with cooking, paddle boarding, arts and crafts, sports and sand castle building.

BUTTERFLY GARDEN GETS REFURBISHED ON EARTH DAY Thanks to the help and knowledge from the Friends of Oleta, Surfside’s Butterfly Garden was replanted and refurbished as part of the Earth Day Resource Fair. Their work will help attract some of the most beautiful creatures on earth to Surfside. The garden is located in the green space between the Community Center and beach. The striking beauty of the Town of Surfside was showcased by the dozens of outstanding photos entered into the 2019 Earth Day Photo Contest. The photos were exhibited in the Community Center during the Earth Day Resource Fair and attendees voted for there favorite image. The Grand Prize and $100 went to Lorena O’Malley for her dramatic photo of a flock of sea gulls soaring over the beach. Congratulations to her and the other winners below.

2019 SEA TURTLE NESTING SEASON INFORMATION

If you observe an adult sea turtle or hatchling sea turtle on the beach, following these rules and guidelines: 1. It is normal for sea turtles to be crawling on the beach on summer nights. DO NOT report normal crawling or nesting (digging or laying eggs) to the Florida Fish and Wildlife Conservation Commission unless the turtle is in a dangerous situation or has wandered off the beach. 2. Stay away from crawling or nesting sea turtles. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. 3. DO REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. 4. NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or on the beach, call: 1-888-404-FWCC or *FWC (Mobile Phone)

$1,000 TOWN SCHOLARSHIPS AVAILABLE The 2019 Town of Surfside Higher Education Scholarships will be awarded to two deserving resident graduating seniors interested in or intending to pursue post-high school course of study. Continuation of education must be at either college or university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee. Criteria are: •Applicant must be a Surfside resident for at least 5 years. •Applicant must be a graduating high school senior in 2019 • Applicant must have a minimum graduation GPA of 3.0. • Applicant must have a financial need for the scholarship. • Applicant must demonstrate a positive impact through community/civic involvement as determined by letters of recommendation and responses in the application. Additional submission requirements are on the scholarship application. The deadline for all applications is Friday, August 2, 2019 at 5 p.m. No exceptions. AUGUST The Town of Surfside Parks and Recreation Department is proud to announce the return of our Teen Camp. The camp is provided for children between the ages of 12 – 15 years old. The teen camp will provide an opportunity for children to learn hands on pre-counselor training skills and enjoy their summer by participating in age appropriate activities for teens. All participants have the opportunity to participate as a CIT twice a week. Campers will receive service hours for hours volunteered.
