GAZETTE MAY 2018

Memorial Day Means Summer is Just Around the Corner One of the first signs summer is almost here is Memorial Day. The Town will kick off the season with its annual Memorial Day ceremony at 10 am on Monday, May 28 at Veterans Park. Please join us as we pay our respects to the men and women who sacrificed their lives while fighting for our country. We proudly salute our Surfsiders and all who have either served or are currently active in the military. Thank you for your service. The month of May also marks the official start of turtle nesting season in Surfside. To further protect endangered sea turtles, our Town Commission recently passed a plastic straw ban and is in the process of amending the Town Code to strengthen lighting regulations for marine turtle protections. The second ordinance reading is scheduled to take place at the next Town Commission meeting on Tuesday, May 8. All residents are welcome to attend. At last month’s Earth Day celebration (see page 7), Surfside residents had the opportunity to learn about turtle conservation, as well as participate in educational activities provided by local organizations. Thank you for being part of our third annual event and for playing a role in making Surfside a more environmentally-friendly community. - Guillermo Olmedillo, Town Manager

Blast from the Past Brings April 19 Third Thursday Alive

A throw-back Thursday was the perfect theme to end this season’s successful series of block parties with a beach twist. Sporting apparel from different decades (50s, 60s, 70s, 80s and 90s) the crowd moved to the music while the youngsters enjoyed face painting, games, caricatures and crafts. Along with the food trucks, flowers and refreshments, it was a perfect evening of fun and relaxation.

Florida Senate Resolution Recognizes Surfside’s 83rd Year At the April 10 Commission meeting, Florida Senator Daphne Campbell presented the Mayor and Commissioners with a resolution in honor of the Town’s 83rd year since its founding on May 18, 1935. The resolution noted the Town’s thriving business district, its hotels and tourism and its commitment to the high quality of life for residents.

(L-R) Commissioner Michael Karukin, Commissioner Barry Cohen, State Senator Daphne Campbell, Mayor Daniel Dietch, Commissioner Tina Paul, Vice Mayor Daniel Gielchinsky, Town Attorney Lillian Arango and Town Manager Guillermo Olmedillo.

TEEN SCENE PLANTS TREES ON ARBOR DAY The Town of Surfside’ s Parks and Recreation Teen Scene used their green thumbs to celebrate Arbor Day 2018 by planting sea grape trees at Surfside’s beach street ends. This year’s Arbor Day event helped to restore trees that were damaged by Hurricane Irma. Sea grapes are sturdy native trees that tolerate windy conditions and can act as a windbreak. The trees also stabilize sand dunes and provide habitat for wildlife, including protecting nesting sea turtles from artificial light, such as street lamps, car headlights and outdoor house lighting.

COMMISSION ACTION AT THE APRIL 10 MEETING RESOLUTIONS 1. Ratifying and approving a donation to the Pelican Harbor Seabird Station in support and sponsorship of their programs. 2. Ratifying and approving a donation to the Ruth K. Broad K-8 Parent Teacher Association for a memorial sculpture for Marjory Stoneman Douglas High School. 3. Certifying and declaring the results of the Town of Surfside General Municipal Election held on March 20, 2018 for the election of Mayor and four Town Commissioners. 4. Adopting a proclamation honoring the importance of trees for the Town of Surfside’s community and

4

environment and encouraging the planting of trees; proclaiming April 17, 2018 in the Town of Surfside as “Arbor Day.” VOTED TO ADOPT THE FOLLOWING ORDINANCE ON 2ND READING

1. Repealing Section 86-1 “Surfboards” of the Town’s Code of Ordinances. 2. Amending the Town of Surfside Code of Ordinances by amending Article III, Property Maintenance Standards, of Chapter 14, Buildings and Building Regulations, and Chapter 90, Zoning, to prohibit use of mulch in the right-of-way and address property owner maintenance responsibilities for public right-of-way adjacent to private property. POLICE BEAT MARCH OFFICER OF THE MONTH

OFFICER MICAH SMITH’S SHARP EYE SOLVES RESIDENTIAL BURGLARIES Three residential burglaries occurred in Surfside during a five day period in late February. Personal items worth more than $8,000 were stolen. During the investigation of the burglaries, Surfside Police Department detectives located a nearby home with surveillance cameras and found an image of a possible subject walking in the area. An informational flyer was distributed to Surfside officers, surrounding agencies and the community. On March 2, Officer Micah Smith was working an off-duty detail in the Town and saw three juveniles walking on Harding Avenue. He noticed that one wore the same clothing as the subject in the flyer. Officer Smith stopped the juveniles and requested assistance from a detective. The three juveniles were transported to the station and interviewed. All three confessed to their involvement in the three burglaries. They had items that belonged to the burglary victims and admitted to being in the area again to commit additional burglaries. They were arrested and charged with three counts of Unoccupied Burglary and Loitering and Prowling. Officer Smith’s alertness and keen observation skills led to the arrest of the burglary subjects and his instincts prevented crimes in the community. Congratulations to Officer Micah Smith as the recipient of Officer of the Month for March 2018.

Officer Gentile Rescues Dog in the Bay On the night of April 11, a Bay Harbor Islands Police officer advised the Surfside Police Department that he observed a dog in distress swimming along the seawall in the area of Bay Drive. Officer John Gentile responded and found the dog swimming southbound in the waterway behind the 9300 Block of Bay Drive. The dog was struggling and unable to get on land. Officer Gentile was unable to get down to the water level to get the dog. The officers lost sight of the dog until Officer Gentile moved further south and entered a backyard where he found a plastic floating dock. He jumped down on the floating dock and was able to grab the dog by a harness and pull him out of the water. The dog, Max, had a tag with a Surfside address. Officer Gentile responded to the address and returned the dog to the owner who was unaware of the incident. The owner was very appreciative that Officer Gentile’s quick actions and determination saved the dog’s life.

SEA TURTLE NESTING SEASON BEGINS MAY 1 While most of Surfside’s sea turtle nesting activity takes place in the summer months, the nesting season begins on May 1. If you observe an adult sea turtle or hatchling sea turtle on the beach, DO NOT report normal crawling or nesting to the Florida Fish and Wildlife Conservation Commission (FWCC) unless the turtle is in a dangerous situation or has wandered off the beach. Stay away from crawling or nesting sea turtles. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. DO REPORT all stranded (dead or injured) turtles to the FWCC. NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or the beach, call: 1-888-404-FWCC or *FWC (Mobile Phone). MAY 2018

INTO SPRING

On Saturday March 24, the annual Splash into Spring event at the Community Center lived up to its name with waves of eager children (and parents) chasing plastic eggs and floating ducks at the Sand Dollar Key splash pool. SURFSIDE’S SPRING CAMP

The Town of Surfside again provided children a Spring Adventure Camp with water fun and outdoor activities including surfing, paddle boarding, obstacle races, sand castles, arts and crafts and cooking projects. Campers enjoyed a memorable week of fun and making new friends.
