Message from the Town Manager This past winter served as a reminder as to why we live in South Florida. While much of the country bundled up during a seemingly long winter season; in Surfside, we enjoyed the sun and beach. With tropical weather year-round, however, it is easy to forget the risks that we potentially face, which is why this month we want to remind Surfsiders that hurricane season is officially here. On Tuesday, June 4, the Surfside Police Department invites residents and local business owners to attend a Hurricane Preparedness Meeting at 6 pm at Town Hall. The meeting will include valuable information on hurricane safety, such as evacuation routes, important contact information and tips to keep your home and your loved ones safe. To further ensure safety, we encourage all residents to sign up for Town notifications. Surfside regularly shares important updates pertaining to the community, whether it is a forthcoming storm, a traffic alert or an event. Visit the “Receive Town Notifications” section of the website to sign up today. Save the date for the next Beach Renourishment Community Meeting, which is scheduled for Thursday, June 6 at 6 pm in Town Hall. Representatives from the U.S. Army Corps of Engineers, Miami-Dade County, and the awarded construction company will be present to help answer questions relating to this Project. Additionally, the Town of Surfside is conducting a Resident Satisfaction Survey. To learn how to participate, please refer to page 9. SURFSIDE TOURIST BUREAU CELEBRATES NATIONAL TRAVEL & TOURISM WEEK Held May 5-12, National Travel and Tourism Week is an annual tradition where travel and tourism professionals unite to celebrate the value travel holds for our economy, businesses and personal well-being. This year, the Tourist Bureau recognized three outstanding hotel employees at each of our in-Town hotels: The Four Seasons Hotel at The Surf Club, Grand Beach Hotel Surfside, Residence Inn by Marriott Miami Beach Surfside and the Bluegreen Solara Resort. The Tourism team also treated hotel staff to popcorn by Serendipity Creamery and provided informational postcards highlighting activities and tourism data for the destination. The Beach Renourishment Project is fast-approaching and here are the latest updates. Last month, the U.S. Army Corps of Engineers awarded the BID contract to Continental Heavy Civil Corp of Miami, Florida. Residents are invited to meet the contrator and learn more about this project at a Community Meeting on Beach Renourishment on Thursday, June 6, 2019 at 6 pm at Town Hall. Representatives from the U.S. Army Corps of Engineers and Miami-Dade County will be in attendance to answer questions. Renourishment of the public beach in Surfside is expected to start this summer.

CODE COMPLIANCE CORNER ARE YOU READY FOR HURRICANE SEASON?

The 2019 Hurricane season is June 1 to November 30. Are you ready for this hurricane season? Have you planned for before, during and after a storm? Your Town staff encourages you to prepare your property before a storm watch or warnings are posted. Tall trees and shrubs that are near or may affect power lines should be trimmed back. If the top of a tree is close to a power line, have a professional tree trimming company to do the pruning work. Working close to a live power line is dangerous and can be deadly, so please exercise caution. Items normally kept outdoors, including barbecues, garbage and recycling cans, outdoor furniture items, building supplies and anything that could become an airborne flying object, should be placed inside or securely tied down. Dispose of household and yard trash before a storm. If large bulky objects need to be disposed of, the Town will pick up these items on the regularly scheduled bulk trash pick-up day (Wednesday). Make sure all bulk trash is removed before a storm warning is issued. If the Town is preparing for an impending storm, bulk trash pick-up service may be suspended. Depending on storm weather conditions, garbage and recycling pick-ups could be affected or even suspended. Plan accordingly. When clearing storm debris from your property, use a broom or rake instead of a hose. This helps to conserve water. Sweep and bag debris so it doesn’t clog storm drains and cause flooding. Following a storm, the Town’s Public Works Department plays a major role in recovery efforts. Their main goal is to open roadways that are blocked by downed trees and vegetation, to resume garbage collection and restore disrupted water service. Place any storm debris at curbside as soon as it is safe to do so.

SEA TURTLE NESTING SEASON UNDERWAY Sea turtle nesting season started on May 1 and ends on October 31. Nesting females and hatchlings need dark beaches. Bright artificial lights disturb sea turtles and are prohibited on many of Florida’s beaches. Interior and exterior beach front lighting can disorient hatchlings causing many to not make it to the ocean. So, shut off bright lights, close your blinds and shades, and switch white bulbs to amber or red bulbs during the entire nesting season. See more information on sea turtle nesting season on page 11. TUNE IN TO CHANNEL 663! Effective Tuesday, July 16, 2019, the Town of Surfside’s government access channel (currently Channel 93) will relocate to TV Channel 663 of the Atlantic Broadband Limited Basic Lineup. As of that date, Town of Surfside programming will no longer be available on Channel 93. To prepare Atlantic Broadband customers for the July transition, Town of Surfside programming has already begun airing on Channel 663 as of May 1, 2019. Make sure to tune in this month for exciting new content catered to Surfside residents. Segments include the June edition of Surfside 7 with a highlight of upcoming community meetings and events, as well as a Hurricane Preparedness segment, featuring important hurricane safety tips and interviews with Mayor Daniel Dietch and Surfside Police Chief Julio Yero. The Regular Town Commission Meetings, Special Commission Meetings, Tourist Board and Planning and Zoning are also broadcast on Channel 663.

BLOOD DRIVE ON JUNE 19, 2019

The Surfside Police Department is hosting a blood drive in conjunction with One Blood on Wednesday, June 19, 2019, 10:30 am – 4 pm. The Blood Mobile will be located in the Town Hall parking lot. HAZARDOUS WASTE DROP-OFF HELPS PROTECT THE ENVIRONMENT The Public Works Department hosted another successful Hazardous Waste Drop-Off event on Saturday, May 18, 2019. The event yielded more than two cubic yards of paint, five quarts of medical needles, batteries and other hazardous items. Remember that the Public Works Department collects batteries and electronic items year-round at Town Hall. Thank you once again to everyone who participated in this year’s event and look for information on the next scheduled hazardous waste drop-off.

SURFSIDE CELEBRATES ARBOR DAY 2019 WITH TREE GIVEAWAY In celebration of Arbor Day on Friday, April 26, 2019, the Town of Surfside conducted a tree giveaway to residents who signed up in advance to participate in the program. The distribution was a success and was made possible through the hard work of the Surfside Public Works Department. If you submitted an application by the deadline and did not receive your tree, please contact the Public Works Department at (305) 861-4863, ext. 236 or email hgomez@townofsurfsidefl.gov.

PROTECTING WATER METERS, CATCH BASINS & CLEANOUTS

Water meter boxes, cleanouts and catch basins are an imporant part of Surfside’s infrastructure and something residents see everyday. Water meters record water use, cleanouts are an access point to correct clogs and catch basins collect rain water as it drains to the bay and aquafers. Residents should be aware of these above ground items to avoid accidently damaging them: • Do not put bulk waste over meter boxes, catch basins or cleanouts. The grapple used to pick up bulk waste can cause damage. • Ensure cleanouts are properly covered with correct top. Water that comes through cleanouts passes through Town lift stations, increasing treeatment cost. • When maneuvering large vehicles, make sure all wheels remain on asphalt. Heavy vehicles driving over catch basins can collapse the lip of the basin, causing hazardous concrete chunks and exposed rebar that must be repaired. If you have questions or something to report, contact the Public Works Department.

KEEPING VEHICLES MAINTAINED AND SAFE

The Public Works Department is responsible for the maintenance of all the Town’s fleet vehicles, everything from Police Department patrol cars to sanitation waste collection trucks. Public Works takes preventative measures to fleet maintenance including service logs and regular inspections of critical parts. Public Works has a full-time mechanic for fleet maintenance and counts on other Public Works staff to assistance when necessary. A special recognition and thanks goes to mechanic Jose Nodarse for his dedication in keeping all vehicles operating properly! SURFSIDE GAZETTE JUNE 2019


POLICE BEAT OFFICERS OF THE MONTH

SUCCESSFUL SEARCH FINDS AUTISTIC CHILD

On April 10, 2019, Bay Harbor Islands police officers responded to a call regarding a missing 9-year-old autistic boy. They were told the boy refused to go to school and may be walking towards Miami Beach where his father resides. Acting Sgt. Tammy Campbell immediately coordinated a response of available Surfside officers and detectives to search specific roadways and areas. Acting Sgt. Campbell obtained the father’s residence in Miami Beach and assigned officers to search that area and notified Miami Beach Communications Unit for dissemination to their police officers. Detective Gambirazio met with the missing boy’s father at their home. Twenty minutes into the

search, Officer Jose Valino spotted the boy walking in the 8200 block of Collins Avenue. Although the boy ran from him, Officer Valino’s experience and training enabled him to calm him. The boy’s mother arrived with a Bay Harbor Islands officer. Detective Gambirazio brought the father and the family was safely reunited. All of the Surfside Police personnel displayed professional excellence in responding to this incident. Acting Sgt. Campbell and Officer Jose Valino are to be commended for their dedication, compassion and commitment to bringing this incident to a safe and successful conclusion. Thank you for your service!

SGT. CRUZ COMPLETES FBI TRAINING, RECEIVES AWARD

Surfside Police Department Sergeant Marian Cruz successfully completed the FBI-Law Enforcement Executive Development Association’s (FBI-LEEDA) Supervisor Leadership Institute training, Command Leadership Institute training and Executive Leadership Institute training. For completing all three, Sgt. Cruz also received the prestigious FBI-LEEDA Trilogy Award.

SURFSIDE JOINS IN MULTI-AGENCY SHRED-A-THON

The Surfside Police Department joined with the Aventura Police Department, Bay Harbor Islands Police Department and Sunny Isles Beach Police Department to host a MultiAgency Shred-A-Thon and DEA Drug Takeback on April 27, 2019 at Bill Bird Marina at Haulover Park. Officer Bryant Luke and Parking Enforcement Officer Alain Acosta represented the Surfside Police Department and assisted in the event.

SURFSIDE REPRESENTED AT POLICE MEMORIAL CEREMONY The Law Enforcement Officers Memorial was established in 1980 to honor fallen officers from law enforcement agency in Miami-Dade County who paid the ultimate sacrifice. The 38th Annual Miami-Dade Law Enforcement Officers Memorial Ceremony was held at Tropical Park. Surfside Officer Byrant Luke participated in a prestigious honor Guard Team (right). SURFSIDE POLICE DEPARTMENT COMMUNITY ALERT: AUTO BURGLARIES The Surfside Police Department is investigating six vehicle burglaries that occurred in the residential neighborhood on May 17 and 18, 2019. All the vehicles were left unlocked. Three designer sunglasses, tools, currency and gift cards were stolen. REMEMBER TO LOCK YOUR VEHICLES. • DO NOT leave a vehicle key inside your vehicle, even if it is locked. • DO NOT leave items of value in your vehicle, or in plain sight.

• Immediately report any suspicious persons or vehicles in your neighborhood, including solicitors knocking on doors. • If you leave on vacation, call the police department to place your house on a watch order and we will check your property daily. • The Police Department offers free residential security assessments and encourages residents to take advantage of this service. SUMMER SAFETY TIPS FOR DRIVERS AND PARENTS Miami-Dade County public schools are out for summer on June 6, 2019 and the Surfside Police Department reminds drivers and parents about the importance of keeping children safe during the summer. Drivers should be extra cautious for child pedestrians and bicyclists. Here are some tips: • Be alert, especially in residential areas. • Children may cross anywhere on the street or suddenly run or ride into the path of traffic. • Obey all laws. Slow down if see children near the street. Come to a full stop at intersections. • Be predictable. Do not make sudden maneuvers that others, particularly children, are not expecting. • Double check behind you and around you when backing out of a driveway or parking space. •Do not be distracted. Put down coffee and cell phones, and keep both hands on the wheel. Avoid

distractions in your vehicle, including loud music. •Yield the right of way to pedestrians. It is the law. Tips for Parents: • Focus on the basics. Teach your children to make eye contact with the driver before crossing, even if the walk signal is on. • Remind them to walk, do not run across the road and to stop, look and listen before crossing the street. • Teach your children to cross at intersections that have a marked crosswalk or a pedestrian crossing light. • Teach children to watch for cars that are backing up. • When walking with your child, avoid unnecessary shortcuts like walking through a parking lot. Drivers may not see children between parked cars and the children may not see the cars moving. • Remind children not to play in or around vehicles.

Protect Your Bicycle From Theft Preventing bicycle theft is essential to the Surfside Police Department. There are many preventative measures residents and visitors to the Town of Surfside can do to protect their neighborhood and their property. Proactive actions will prevent bicycle thefts from occurring and reduce crime in your neighborhood. Follow these tips: • Never leave your bike unlocked. Take time to make sure your bike is properly secured. • Always secure your bike to a bike rack or solid object. Secure both wheels and frame. • Don’t park in dark or infrequently traveled areas. • Use a U-Lock instead of a cable lock. Cable locks can be cut easily. If you prefer a flexible cable lock, make sure that it is at least 3/8 inches in diameter.

• Quick release tires and adjustable bicycle seats are examples of parts that are stolen easily. • Keep a record of your bike’s serial number. • Don’t be fooled that only new or expensive bikes are stolen. The bikes that are the easiest to steal are the ones taken. • Report to police any person(s) in your neighborhood who appear suspicious or out of place. SURFSIDE MANGO CONTEST SET FOR JUNE 23, 2019 Join the Town of Surfside for the 2019 Surfside Summer Mango Contest on Sunday, June 23 from 5-6 pm at the Community Garden! Think you have the best mangoes in Surfside? Download the entry form on the Town News section of www.townofsurfsidefl.gov and head over to the Community Center on June 23 from 9-11 am to drop off your finest Surfside mango to Dalia Blumstein. Then, join us from 5-6 pm at the Surfside Community Garden (89th St. and Dickens Ave.) where the owner of the sweetest and best-tasting mango will be selected by our special judges along with 2nd and 3rd place winners. All mango samples must be carefully labeled using the contest form available on the Town News section of the Town’s website and must be locally grown in Surfside. STUDENTS CREATE MOSAIC STREET ENDS ALONG HARDPACK BEACH The talented Moasic art students at Ruth K. Broad Bay Harbor K-8 Center have created colorful mosaic artwork to mark each street end along the beach hardpack. Students worked after school for almost a year to finish the project which was themed “Under the Sea.” The designs reflect Surfside’s beautiful beach and ocean scenes. The Town’s Public Works Department worked with the students by building and installing the concrete platforms that hold and protect the mosaics. The project was made possible by a donation from the Four Seasons Hotel at The Surf Club.

COMMISSION ACTION AT MAY 14, 2019 MEETING VOTED TO APPROVE THE FOLLOWING RESOLUTIONS

•Urging the Miami-Dade County League of Cities to create a committee dedicated to the protection and conservation of the Biscayne Bay ecosystem, to address and formulate comprehensive policies on regional issues impacting Biscayne Bay. •Approving a federally-funded subaward and grant agreement for the reimbursement of Hurricane Irma expenses. •Approving Amendment No. 1 to the connect services agreement between the Town of Surfside and Bigbelly Solar, Inc. for additional solar powered trash/recycle compaction containers. •Approving a commercial card agreement with Suntrust Bank. May 18 and 19, 2019 marked the second annual Paddletopia, a 2-day paddleboarding festival at the 96th Street Park hosted by the Surfside Tourist Bureau. This oneof-a-kind event brought people out for free paddleboarding and kayaking, fitness demonstrations, yoga, samples of their favorite brands, even a braid bar from Lahh Salon. Thanks to all who helped make the event a huge success.

On Wednesday and Thursday, May 14 and 15, the Israel International Innovation Expo was held at the Grand Beach Hotel Surfside. Sponsored by the Surfside Tourist Bureau, the Expo welcomed participants from the U.S. and abroad and showcased the next generation of Israeli innovations, products and technologies. Surfside Mayor Daniel Dietch was a featured speaker on Day 2, highlighting the Town’s close relationship with Israel, as well as its commitment to sustainable and environmentally-friendly practices. Surfside ID Cards expire on an annual basis and are valid from October 1 to September 30 of each fiscal year for homeowners. Renter ID cards expire at the conclusion of the lease or September 30 – whichever date occurs first. $1,000 TOWN SCHOLARSHIPS AVAILABLE The 2019 Town of Surfside Higher Education Scholarships will be awarding $1,000 scholarships to two deserving resident graduating seniors interested in or intending to pursue post-high school course of study. Continuation of education must be at either college or university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee. Criteria are: •Applicant must be a Surfside resident for at least 5 years. •Applicant must be a graduating high school senior in 2019 • Applicant must have a minimum graduation GPA of 3.0. • Applicant must have a financial need for the scholarship. • Applicant must demonstrate a positive impact through community/civic involvement as determined by letters of recommendation and responses in the application. 2019 SEA TURTLE NESTING SEASON INFORMATION

If you observe an adult sea turtle or hatchling sea turtle on the beach, following these rules and guidelines: 1. It is normal for sea turtles to be crawling on the beach on summer nights. DO NOT report normal crawling or nesting (digging or laying eggs) to the Florida Fish and Wildlife Conservation Commission unless the turtle is in a dangerous situation or has wandered off the beach. 2. Stay away from crawling or nesting sea turtles. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. 3. DO REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. 4. NEVER handle hatchling sea turtles.
