GAZETTE JULY 2021

MESSAGE FROM THE TOWN MANAGER As the summer heats up, many of us will be looking to escape the heat by visiting the Community Center pools or the beach. In Surfside, we’re surrounded by water. It is both a natural resource and a privilege, and in keeping with last month’s theme, we’re looking at a different water topic that impacts all Miami-Dade County residents. Did you know that the County has a year-round water conservation restriction that apply to all users of any water source, including public utilities and private wells? To help preserve and conserve our water supply, the County restricts lawn watering to two days per week, for businesses and residents. Odd-numbered houses are permitted to water their lawns on Wednesdays and Saturdays and even-numbered houses may water their lawns on Thursdays and Sundays before 10 a.m. and after 4 p.m. The County offers free irrigation system evaluations and administers a rebate program for single-family homeowners, condo associations and commercial properties with in-ground irrigation systems. For more on the Landscape Irrigation Rebate Program, visit miamidade.gov/waterconservation. In addition to the water conservation efforts, Surfside and the County have implemented policies to help keep our waterways free of harmful runoff from fertilizer application. During our rainiest period, May 15 to October 31, the use of nitrogen and phosphorous fertilizer is prohibited. Fertilizer may not be used within 20 feet of any body of water, canal, stormwater drain, Biscayne Bay or from the top of a seawall or bulkhead. By taking these precautions, we save on our water bills and protect our precious waterways by preventing algae blooms and fishkills that often result from the overuse of chemicals and fertilizers. - Andrew Hyatt, Town Manager

SURFSIDE HOSTS MEDIA CULINARY TOUR

With more than 25 food and beverage spots in just a few blocks, area locals have known Surfside is fast evolving into an emerging food destination in its own right. To spread the word, and culinary love, on June 10 the Tourist Bureau hosted a media food tour for local and national press. Participants included contributors to the Miami New Times, Conde Nast Traveler, Sun Sentinel and El Nuevo Herald among others. The tour was hosted by Surfside resident, author and journalist, Sara Liss. The curated itinerary, designed to provide a wholistic overview of the Town’s diverse cuisine types, included stops at The Grand Beach Hotel Surfside, Harbour Grill, 26 Sushi & Tapas and Morelia Gourmet Paletas. With Harding Avenue being the main focus, the tour also highlighted Surfside’s unique commercial district and distinct shopping. Be sure to keep an eye out for Surfside food mentions over the coming months - coming to local paper near you this summer!

Surfside Celebrates P R I D E !

For the first time in its 86-year-history, the Town of Surfside celebrated June’s LGBTQ+ Pride Month with a Pride flag-raising ceremony held on June 16 at the Community Center. Led by Vice Mayor Tina Paul, elected officials, invitees and staff gathered to mark the momentous occasion representing community solidarity and inclusion. Popularized as a symbol for San Francisco’s gay community in the late 70s, the rainbow flag has become a unifying symbol of love and acceptance throughout the world. Few might know that the first-ever gay pride week dates its origins back to the region, taking place in neighboring Miami Beach in 1972.

PUBLIC WORKS

RESIDENTS MUST RECYCLE CORRECTLY TO KEEP OUR ENVIRONMENT STRONG

The Town of Surfside operates its own recycling program to provide the open market with reusable commodities to minimize the Town’s impact on the world stage. A difficult issue faced by the program is the amount of contamination found in recycling bins. Contamination occurs when items are improperly recycled, whether because they are the wrong materials or because they are too “dirty” to be recycled. Contaminated recycling is not accepted at the recycling centers and must be re-routed to a landfill. The re-routing of contaminated commodities has additional handling costs incurred by the Town. Please follow the instructions for recycling as demonstrated in the “Recycle This, Not That” graphic (at the right). When in doubt, just throw it out! Remember, the Town does not dispose waste at a traditional landfill. The landfill used by the Town converts waste to energy that powers the energy grid for reuse.

Safety Comes First in Public Works Projects The Public Works Department is working hard to ensure life and safety measures are properly operating throughout the Town. The Utilities Department has been performing tests on all fire hydrants and treating them with an anti-corrosion coating to protect from the salt environment (right). The Maintenance Department has been re-striping stop bars throughout the Town and installing new pedestrian safety devices (far right).

TO SERVE AND PROTECT …

YOUR SKIN!

POLICE

With May being Skin Cancer Awareness Month, the Surfside Police Department held an event to educate the officers of the damages caused by sun exposure and the importance of prevention of skin cancer. The Surfside Police Department emphasizes skin safety by providing training and proper gear. The Department is now instituting a d d i t i o n a l measures by protecting our most important piece of equipment – our skin. This initiative will increase awareness to all our fellow Town employees as well as Surfside residents and visitors. THE SPD PROMOTES SPF!

CIVILIAN OF THE MONTH – JILL SMITH

Accreditation Manager Jill Smith is an essential part of the Surfside Police Department receiving re-accreditation for the fourth consecutive cycle. The Commission for Florida Law Enforcement Accreditation (CFA) requires compliance with more than 250 professional standards for Florida law enforcement agencies to achieve and maintain the highest and best standards and practices. One of the requirements for re-accreditation is creating a program unique to your department within the re-accreditation three-year cycle. Accreditation Manager Jill Smith recognized the need for information about the dangers of sun exposure for the Police Department employees and Town Hall employees who are exposed to the sun (see story at left). During Skin Cancer Awareness Month (Melanoma May), Jill organized an essential seminar about skin cancer awareness to educate staff on the importance of sun protection on May 21. She arranged for a dermatologist to conduct a presentation that included answering concerns and a complimentary screening. As part of this initiative, the Police Department will also expand on this program by offering additional gear for sun protection and easy access to sun screen. Jill Smith is recognized for her initiative, planning and dedication to Surfside and the well-being of our employees. Thank you for your extraordinary work and congratulations as the May 2021 Civilian of the Month.

MESSAGES

FROM

THE

TOWN

OF

MAYOR CHARLES W. BURKETT

Greetings, Surfside doesn’t yet have painted walkways, zoning to stop the Sunny-Isles-ification of Surfside or lower water bills - because our meetings are being overtaken by incivility. Recently, our Commission reprimanded Ms. Salzhauer for her uncivil behavior, which has included foul and insulting language, loud outbursts, constant interruptions and repeated obscene hand gestures – which she’s justified saying, “I’m from New York, it’s what we do.” She’s labeled Surfside residents, who are oceanfront condominium board members, “terrorists” while talking about beach chairs. She’s demeaned residents by writing, Surfside “is full of nutty right-wing supporters with alcohol issues.” Tellingly, the Miami Herald has described her as “unrepentant.” Residents know who Ms. Salzhauer is, however, here’s what’s concerning; Tina Paul, who knows better, has consistently overlooked her bad behavior. Most disturbingly, Tina Paul has characterized her obscene hand gestures, as a “simple gesture of displeasure,” while never objecting to Ms. Salzhauer’s rude language, loud outbursts and relentless interruptions. Worse, demonstrating bewildering self-unawareness, Tina Paul’s “simple gesture of displeasure” comment came shortly after Ms. Salzhauer’s 15-year-old, proceeded to mimic his mother, by giving his middle finger to Commissioners from the podium. Fortunately, Commissioners Velasquez and Kesl had courage and said enough. Mss. Salzhauer and Paul want residents to believe they are being bullied. On the contrary, the two are embarrassed for being exposed regarding their slow-walking our diligent efforts to fix the zoning code, bury powerlines, reduce water bills and make Surfside flood-proof. Questions about these issues? See more at www.TeamSurfside.com and call/email your Town Manager, Clerk, Police Chief, Parks and Public Works Directors, they’ll happily and candidly answer your questions. They’re great information resources and very nice people.

COMMISSIONER ELIANA R. SALZHAUER

Greetings Surfside NeighborsHappy 4th of July! With summer in full swing, it is joyous to see our Community Center pool overflowing with children and the sweet sounds of their laughter. After a year in which socializing was restricted, simply hanging out at the pool with neighbors takes on deeper significance. We will never take those simple pleasures for granted again. Please ensure a heathy summer by vaccinating your family. #ThisIsOurShot to keep Surfside safe. June was a busy month, and I’m happy to report that after safely navigating the usual ego-driven meeting antics, (in which a gavel has comically replaced the mute button,) your commission was able to deliver results! We defeated the Mayor’s attempt to bring more food litter and clutter to the beach and said NO to additional commercialization of our most precious resource. This commission is committed to preserving and protecting our glorious Surfside beaches at all costs. We unanimously approved plans for a spectacular re-design of 96th street park AND set aside the money to ensure it gets done! After ten years of public service on the Parks & Recreation committee, this 96th Street Park renovation has become a passion project for me, and I am thrilled to see it come to fruition. In other welcome news, resident participation at June’s Commission meeting enabled us to finally address their safety concerns and reinstate the stop signs on 88th St. that mysteriously disappeared last summer. Other traffic trouble spots are likely being addressed by Town Management as you read this. Our next commission meeting is Tuesday July 13th. Please attend. YOUR participation matters!

SURFSIDE

ELECTED

OFFICIALS

VICE MAYOR TINA PAUL

Greetings Surfside: Summertime is for leisure, vacations, family fun, road trips and picnics with seasonal, refreshing foods, outdoor events and activities. It can also be hot and rainy with extra care and sunscreen needed. I hope summertime will be a perfect relaxation for you with time to reflect on memories and create new ones. A reminisce of my photographs from over the years commemorating the Surfside Community Center celebrations is here for your enjoyment. Happy July 4th Independence Day!

COMMISSIONER NELLY VELASQUEZ

July is a very special month as we celebrate the independence of our great country on July 4th with fireworks, BBQ, family and friends. Happy 4th of July to all Surfside residents. I am very happy to announce that on June 2nd the commission unanimously approved the layout of the 96 street park that will include a two story building, playground for the children and a private Kayak launch. All the money needed to build this park has been set aside and approved. We waited 10 years for this and now it finally is a reality. I am extremely happy to share this news with all my fellow Surfside residents. For the residents on Abbott Avenue I have some good news too. This month our engineer firm will bring to the commission options on how to resolve the extreme flooding problems on Abbott Avenue. No resident should have water coming into their home every time it rains. This is a government issue that needs to be solved not like a previous commissioner once said to “put it on ice” because he didn’t want to spend money on fixing the problem and left residents without any solution to this extreme situation. We will address this and get it done. I thank you all for the continued support and feel very honored to serve as your commissioner. Together we can get things done for the benefit of all residents. of the commentator and the publication of the comments does not represent or endorsemat of, or agreement by, the other members of the Town Commission. YOUNG SURFSIDERS SHOW THEIR CREATIVITY FOR MEMORIAL DAY Surfside has a long tradition of hosting a Memorial Day ceremony at the Town’s Veterans Park. While that event has not been possible during the pandemic, children created their own patriotic decorations to honor those lost in military service for 2021 Memorial Day.

Children registered for the activity and Parks & Recreation distributed the flags. The young artists used their talents to create the decorations that were displayed outside their homes.

SURFSIDE CELEBRATES MISS LEE’S 100TH BIRTHDAY How do you make a splash for someone’s 100th birthday? Make sure your gift includes their favorite things, and maybe a little twist! This year, a longtime resident and Community Center patron, Miss Lee, is celebrating her 100th on July 11. Miss Lee, who has called Surfside home for the past 47 years, is an avid swimmer and beach lover, who has been known to sing a few tunes to passersby in Town. She’s been called the “gal of 1,001 songs” and has performed for thousands of crowds over the years. While growing up in New York, Miss Lee entered a singing contest at Madison Square Garden at age 12. Her rendition of the song “Boy of Mine” won her $5 and second place, which she would later parlay into a career as a professional singer and lounge owner. With two children, 6 grandchildren, 12 great-grandchildren and a network of friends, Miss Lee has a strong support system to keep her active. She attributes her longevity to physical and mental exercise—she swims every day—and keeps her memory strong by singing and playing along to Jeopardy! Here’s to you Miss Lee, and many more happy birthdays!

Surfside Attracts Youth With First Junior Lifeguard Camp

2021 SEA TURTLE NESTING SEASON IS UNDERWAY

Sea turtle nesting season started on May 1 and ends on October 31. Nesting females and hatchlings need dark beaches. Surfisde residents are asked to shut off bright lights, close your blinds and shades, and switch white bulbs to amber or red bulbs during the entire nesting season. • Stay away from crawling or nesting sea turtles. Nesting is a critical stage in the seaturtle’s life cycle. Please leave them undisturbed. • REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. • NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or on the beach call: 1-888-404-FWCC or *FWC (Mobile Phone) • Remember to smooth out the sand by filling in any holes and knocking down sand castles that may obstruct a hatchling’s path to the water.
