Town Manager’s Message It is an honor and privilege to work with our men and women in blue including Surfside Police Chief David Allen, who recently retired after a 40-year career in law enforcement. Under Chief Allen’s leadership and organizational skills, our community experienced a significant decrease in crime. Chief Allen was also instrumental in building a strong rapport with the residents and the businesses. We thank Chief Allen for his tireless work in keeping our community safe and wish him good luck in his retirement. We are proud to announce the promotion of Captain Julio Yero to Police Chief. He has been a fixture in the Surfside Police Department for nearly four years and will undoubtedly do an excellent job. Chief Yero will be hosting a meet and greet event at 6 pm on Wednesday, July 11 at Town Hall. Come and congratulate the new Chief! We hope you will join us for our annual Independence Day celebration (see Page 10). This year’s festivities promise to be a blast! Additionally, our Tourist Board is sponsoring a Summer Harvest-themed First Fridays beach gathering on July 6. Both family-friendly events are terrific ways to mingle with neighbors, meet some of our visitors and enjoy our slice of paradise. - Guillermo Olmedillo, Town Manager

Police Chief David Allen Honored at Retirement At their June 12 meeting, the Town Commission honored retiring Police Chief David Allen and thanked him for his dedicated service and the postive impact he has made on the Town’s Police Department during his exceptional 11 years. A strong proponent of community policing, Chief Allen created programs and events to connect with Surfsiders. He oversaw the Department become a state-accredited law enforcement agency and led his outstanding team of officers and civilian staff by example through his high level professionalism, courtesy and ethics. Chief Allen received a proclamation, a key to the Town and the department’s Fitness Center was named in his honor.

HOOPS OF FUN AT THE JUNE FIRST FRIDAYS

June 1 kicked off the family- friendly beach party series that will run through September. The Summer of Love-themed event featured a hula hoop contest, beach clean up, Carillion Resort raffle giveaway and more! Visitors and residents gathered at the beach behind the Community Center for a groovy time. Do not miss the next First Fridays from 4-7 p.m. on the beach: July 6 – Summer Harvest, August 3 – Savassana on the Sand and September 7 – Endless Summer.

It is Time to Drain and Cover

Are you feeling the sting of mosquitoes? Then it is time to drain and cover. Help us stop mosquitoes from living and multiplying around your home or business. Be sure to drain standing water from garbage cans, house gutters, pool covers, toys, flower pots or from any other containers where sprinkler or rain water has collected. Discard old tires, drums, bottles, cans, pots and pans and any other items that are stored outside which are not being used. Empty and clean birdbaths and pet water bowls at least once or twice per week. Maintain the water balance (pool chemistry) of swimming pools and ponds, and empty plastic swimming pools when not in use. Protect yourself from mosquito bites and the diseases they may carry. Cover your skin with clothing if you must go outside when mosquitoes are active. Apply mosquito repellent to bare skin and clothing. Use mosquito netting to protect children younger than 2 months. Keep mosquitoes out of your home. Repair broken screens on windows, doors, porches and patios. To report mosquito infestations, call 3-1-1 (MiamiDade County Solid Waste Department).

The Town’s new Police Chief is hosting a meet and greet on Wednesday, July 11, 2018 at 6 pm in the Town Hall Commission Chambers. Residents are invited to come by, say hello to Chief Julio Yero and share matters of interest. Chief Yero has served the Surfside Police Department as Captain for close to four years.

BLOOD DRIVE ON JULY 12 The Surfside Police Department is hosting a blood drive in conjunction with the One Blood organization on Thursday, July 12, 2018 from 12 – 3 pm. YUM! SURFSIDE MANGO CONTEST ON JULY 15 Join the Town of Surfside for the 2018 Surfside Summer Mango Contest on Sunday, July 15, 2018 from 5-6 pm at the Community Garden. Think you have the best mangoes in Surfside? Prove it. Download the entry form on the Town News section of www.townofsurfsidefl.gov and come to the Community Center on July 15 from 9 -11 am to drop off your finest Surfside mango to Dalia Blumstein. Then, join us from 5-6 pm at the Surfside Community Garden (89th Street and Dickens Avenue) where the owner of the best-tasting mangos will be selected by our special judges. All mango samples must be carefully labeled using the contest form on the Town News section of the Town’s website and must be grown in Surfside. SURFSIDE TEAM RECOGNIZED DURING CODE ENFORCEMENT OFFICER WEEK

Surfside recognized the professionalism and dedication of its Code Enforcement Officers for the work they do to maintain and improve the Town. A proclamation was presented at the June 12 Commission meeting as part of Code Enforement Officer Appreciation Week in Florida, June 4-8, 2018. SURFSIDE RANKS HIGH IN NATIONAL WATER CONSERVATION EFFORT The Town of Surfside was among the top 20 municipalities that participated in My Water Pledge, a friendly competition between cities across the US to see who can be the most “water-wise.” Mayors nationwide challenged their residents to conserve water, energy and other natural resources on behalf of their city through a series of informative, easy-to-use pledges online. More than 300 cities participated in 2018.

POLICE MEETING ON HURRICANE READINESS

The Surfside Police Department hosted a Town Hall meeting on June 11 to help residents prepare for the 2018 hurricane season. Led by Captain John Bambis and Chief Julio Yero, the meeting reviewed the effects of last year’s Hurricane Irma and discussed the importance of communication and heeding evacuation orders. The offical MiamiDade County Hurricane Preparedness Guide was distributed and is available in the Town Hall lobby and on the Town website.

COMMISSION ACTION AT THE JUNE 12 MEETING RESOLUTIONS

1. Rescinding resolution 18-2508 relating to the purchase of a lift truck; ratifying and approving the purchase of a 2017 Dodge Ram Lift Truck for the Public Works Department and expenditure of funds in an amount not to exceed $120,000 from the fiscal year 2017/2018 budget. 2. Approving a service contract with Postalogic, LLC and an equipment lease agreement with Wells Fargo Vendor Financial Services, LLC for mail processing equipment.

3. Approving a work authorization to Calvin Giordano & Associates, Inc. to provide electrical engineering services for the Town of Surfside downtown lighting upgrade.

4. Approving the voluntary cooperation and operational assistance mutual aid agreement between the Town of Surfside, Florida and North Bay Village, Florida for police voluntary cooperation and operational assistance. 5. Approving a professional services agreement with Mediatech Miami, LLC for production and fulfillment of the town’s newsletter, the Gazette.

6. Approving a second amendment for debris monitoring services agreement with Witt O’Brien’s LLC for a term extension. 7. Selecting and awarding the bid of Under Power Corp. for the Harding Avenue traffic signal modifications project.

8. Approving a work authorization to Calvin Giordano & Associates, Inc. to perform a drainage study for Abbott Ave.

TOWN CLERK REPRESENTS SURFSIDE AT FACC’S SUMMER CONFERENCE

During the recent Florida Association of City Clerks (FACC) Summer Conference, our Town Clerk Sandra Novoa (below) was sworn-in as the FACC’s South District Director. In this important role, Ms. Novoa helps support the mission of the organization: to provide high-quality education and networking opportunities and to ensure members have the proper knowledge and backgrounds necessary to serve their communities in Miami-Dade, Broward and Monroe Counties. Since joining Surfside in October 2011, Ms. Novoa has proven to be a valuable member of the Town administration. She has served two terms as President of the MiamiDade County Municipal Clerks Association and earned the Master Municipal Clerk (MMC) designation. SURFSIDE GAZETTE JULY 2018

Lt. Antonio Marciante Joins Surfside Police Department Antonio Marciante, a 30-year law enforcement professional with a wide range of experience and training, was recently sworn in as a new Lieutenant in the Surfside Police Department. A former member of the U.S. Coast Guard, Lt. Marciante earned a Bachelor’s degree in Criminal Justice from Florida International University. He began his law enforcement career in 1989 as an officer for the North Miami Beach Police Department and rose through the ranks to Sergeant, Captain and Major. During his career, he was a K-9 Officer, the Team Commander of the Special Response Team and was detached to the Federal Bureau of Investigation Money Laundering Task Force. He is a graduate of the prestigious FBI National Academy, the FBI Law Enforcement Executive Development Seminar and the DEA Chief David Allen, Lt. Antonio Marciante and Town Drug Unit Commanders Academy. Welcome to Surfside! Manager Guillermo Olmedillo.

Surfside Police officers joined with other MiamiDade Police Departments to participate in the Smile Conference, a social media internet law enforcement event. Below, the USA Freedom Kids meet with Surfside officers.

10TH ANNUAL POLICE TEEN SUMMER CAMP

The tenth annual Police Teen Summer Camp program began on June 14 with a presentation from Jason Pizzo, a former prosecutor with the State Attorney’s Office (at center). Mr. Pizzo has participated in the Police program since its inception.

Meet Your Police Officers on a Bike Ride or a Coffee Break

Want to have a conversation with the Surfside Police Department? There are two communicative initiatives open for residents. Residents are invited to join in the monthly Bike with the Chief of Police and ride through the community with Chief Yero and police staff. The next ride will be Wednesday, July 25, 2018 at 5 pm. Coffee with the Cops is a community initiative that takes place monthly at Surfside Starbucks on the last Thursday of the month at 10 am. Have a coffee with the Chief of Police and staff and discuss community issues or provide feedback. The next Coffee with the Cops will be Thursday, July 26, 2018 at 10 am. Memorial Day Ceremony Honors Veterans

The Town of Surfside’s popular Memorial Day ceremony once again honored those who lost their lives while protecting the country. Held at the Community Center, the respectful and up-lifting event included residents, visitors, veterans and local groups. Mayor Daniel Dietch was Master of Ceremonies and the Miami Beach Senior High NJROTC, Surfside Police Honor Guard and local Boy Scouts and Girl Scouts presented the Colors. United States Army Lt. Colonel Denis Fajardo served as guest speaker. Adding comments were Vice Mayor Daniel Gielchinsky and Commissioners Michael Karukin and Tina Paul. The ceremony ended with a fly-over by the Miami-Dade Police Department. Thanks to the Parks & Recreation Department for coordinating the event.

SURFSIDE CAMPERS ENJOY SUMMERTIME FUN The Surfside Summer camps are off and running at the Community Center, on the beach, at the park and on field trips around South Florida. Daily activities include a variety of water sports, arts and crafts, games, sports and outside trips for kids of all ages to enjoy.

COUNSELORS PREPARE FOR SUMMER CAMP

Surfside’s Summer Camp counselors prepared for the 2018 summer with a full day of specialized training on Saturday June 2. The training sessions included anti-bullying, CPR, first aid, the use of an Epipen injection and all rules and regulations for summer camp. The day ended with the creation of a banner to welcome the children for summer camp 2018.

WATCH FOR SEA TURTLES DURING THE 2018 NESTING SEASON As of June 15, ten sea turtles have nested on Surfside Beach If you observe an adult sea turtle or hatchling sea turtle on the beach, DO NOT report normal crawling or nesting to the Florida Fish and Wildlife Conservation Commission (FWCC) unless the turtle is in a dangerous situation or has wandered off the beach. Stay away from crawling or nesting sea turtles. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. DO REPORT all stranded (dead or injured) turtles to the FWCC. NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or the beach, call: 1-888-404-FWCC or *FWC (Mobile Phone).

EARTH DAY CRAFT 2018 – JELLYFISH

Our 2018 Earth Day Craft is a jellyfish made from recycled plastic water bottles. The sculpture promotes the importance of the environment and sea life, as well as creative ways to recycle. In 2017, over 50 billion water bottles were used and only 11 billion are recycled. When water bottles are not disposed of properly they often end up in the ocean and appear as food to sea life. Recycled bottles can be reused in other products (or for making fun crafts like this water bottle jellyfish). Jellyfish are food for marine animals such as large fish and turtles – humans even consider jellyfish a delicacy! Jellyfish provide a habitat for juvenile fish and crabs sometimes use jellyfish as camouflage and transportation by catching a ride on their backs! Check out our jellyfish in the green space at the Community Center!

MiamiͲDade County residents will also be able to exchange three (3) old light bulbs for energy saving compact fluorescent light bulbs and exchange up to two (2) waterͲwasting showerheads for waterͲefficient models. The workshop is free to attend and recycled plastic 60Ͳgallon foodͲgrade drums (rain barrels) are available for purchase at $40.00 each. You may purchase rain barrels online through registration with a credit card. Rain barrels can be purchased at the workshop with a check or money order only. Cash is not accepted.

Town of Surfside Higher Education Scholarship The Town of Surfside Higher Education Scholarship funds will be awarded to the successful student applicants upon evidence of registration in an accredited post-secondary institution. The Town of Surfside would like to promote higher education by providing two $1,000 scholarships. The scholarships will be awarded to two deserving Town of Surfside graduating seniors interested in or intending to pursue post-high school course of study. Continuation of education must be at either college/university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee.

CRITERIA: 1.) Applicant must be a Surfside resident for at least 5 years. 2.) Applicant must be a graduating high school senior in the year of the award.

DEADLINE for all applications is Wednesday, August 1st, 2018 by 5:00 p.m.

NO EXCEPTIONS

3.) Applicant must have a minimum graduation GPA of 3.0. 4.) Applicant must have a financial need for the scholarship. 5.) Applicant must demonstrate a positive-impact through community/civic involvement as determined through letters of recommendation and responses included in the application.
