January Message from the Town Manager

As we embark on a new year, one of the significant challenges we face is rising sea levels and climate change. In the next 40 years, seas are expected to rise 17 to 31 inches or more, according to updated scientific projections recently adopted by a coalition of South Florida communities, including Surfside and many of our neighbors (see Miami Herald article New projections show that South Florida is in for even more sea level rise by Alex Harris, published December 4, 2019). While the statistics are alarming, our Elected Officials and Town Administration remain upbeat and have been working collaboratively with key stakeholders, government agencies and committees to develop adaptive measures to address the impacts felt today and for future generations. This past December, the Town Commission declared a Climate Crisis to reinforce our commitment to tackling this issue and further urge the U.S. Congress and Florida Legislature to take immediate action. The declaration coincided with the release of Surfside’s Climate Crisis Report and Action Plan (see page 3). Additionally, the Town has begun to develop a Stormwater Master Plan to better understand which areas are most vulnerable to flooding and what steps can be taken to adapt to rising seas. There are various actions we all can take to reduce our carbon footprint and our effects on the environment and the ocean. That includes eliminating and/or limiting our use of single-use plastics including plastic shopping bags, utensils and bottles. Starting this month, we invite residents and local businesses to take a voluntary online pledge to Ditch the Plastic, Protect the Environment. To learn more and to participate, see page 3 and visit the Town website. We hope you will join us at two upcoming events. The 12th edition of the Surfside Third Thursdays block party series starts on January 16 and the annual Family Fun Day celebration takes place on Sunday, January 26. Surfside Retirement System Awarded

For the third year in a row, Surfside has received the prestigious 2019 Public Pension Coordinating Standards Award for meeting professional standards in plan funding and administration. It recognizes a high level of plan funding, member communications and administrative practices. Surfside’s retirement system met strict requirements in all five areas: Comprehensive Benefit Program, Actuarial, Audit, Investments and Communications. The award is presented by the Public Pension Coordinating Council.

BEACH PROJECT SHOWING PROGRESS

January marks the fifth month of the Surfside Beach Renourishment Project. Significant progress has been made moving northward, with construction occurring most recently on the 93rd Street and Collins Avenue area of the public beach at Surfside, behind the Surfside Community Center. During the project’s duration, residents are reminded to please be aware of and abide by construction signs when visiting the beach. For frequent updates on the beach renourishment, make sure to visit the Town website or sign up for Town notifications.

Tourist Board Recognized for Excellence in Marketing

The Town Commission recognized the efforts of the Tourist Bureau which recently received two VISIT FLORIDA tourism awards at the Florida Tourism Conference held on November 19. Honors included a first place Henry Flagler Award in the Website category for the site’s Booking Portal and the Bronze Award in the Resource/ Promotional Material–Trade Kit category. The Flagler Awards is an annual statewide competition recognizing outstanding Florida tourism marketing. SURFSIDE DECLARES A CLIMATE EMERGENCY & CLIMATE ACTION PLAN

The Surfside Town Commission unanimously declared a Climate Emergency and approved Surfside’s initial Climate Crisis Report and Climate Action Plan at the Town Commission meeting on December 10, 2019. By declaring a Climate Emergency, Surfside acknowledges global climate change and urges the U.S. Congress and the State of Florida legislature to take immediate action. Surfside requests regional collaboration and continued state and federal support in adaptation, mitigation and resiliency. In its first edition, the Town of Surfside Climate Crisis Report highlights the effects currently experienced due to climate change, the effects that are projected for the future and initiatives the Town has taken to mitigate and adapt. It includes a call-to-action on the matter and identifies the Town’s vulnerabilities in the face of climate change and sea-level rise. One of the main components of the report is Surfside’s Climate Action Plan, which outlines objectives and actions in twelve key areas, including land use and the built environment, public health, commitment to funding and public outreach.

TAKE ONLINE PLEDGE TO LIMIT USE OF SINGLE-USE PLASTICS

Surfside encourages residents and local businesses to be stewards of the environment and do their part in keeping our oceans clean and protecting marine life. Mayor Dietch and the Town Commission are taking a voluntary online pledge to limit or not use single-use plastics, such as plastic shopping bags, water bottles and plastic utensils. These items have harmful impacts to humans and animals. Instead, choose environmentally-friendly alternatives including reusable shopping bags, bamboo, paper or metal straws, and glass water bottles. You can take the online pledge at www.townofsurfsidefl.gov. Note the pledge is voluntary and non-mandatory.

Residents Join in Hands-on Community Resilience Workshop Rising seas, hotter temperatures and other climate change impacts might mean a future Surfside that is much different than the Surfside of today. But residents can have a say in how the town adapts and what its streets and public spaces look like going forward. This was the key idea behind the Community Resilience Workshop held at Town Hall on November 14, 2019. The workshop was organized in partnership with the University of Miami’s School of Architecture Littoral Urbanism, LU_Lab, and Surfside residents played a role in developing design strategies and informing a forthcoming Community Adaptation Toolkit. During the workshop, residents used color markers to map their daily experience in Surfside, such as the route they drive to work, how they arrived at the workshop and how they travel to the beach. Participants ranked “values,” in order of importance to the commu-

nity’s future, such as creating increased urban canopies and disaster preparedness. Additionally, they used building kits to model ideas for how different combinations of green space, tree planting, roadway design and renewable energy could be incorporated in different areas of the Town. With the information gathered at the workshop, LU_Lab will help the Town finalize a climate action strategy and work with residents to address environmental, infrastructure and quality-of-life challenges exacerbated by climate change.

SURFSIDERS PARTICIPATE IN RECYCLING WORKSHOP

A Recycling Workshop aimed at highlighting the do’s and dont’s of recycling was held on December 3, 2019 at Town Hall. Presenters included Surfside Mayor Daniel Dietch and Shiraz Kashar, the Community Outreach and Education Specialist for Waste Management of Florida. A presentation by Mr. Kashar showed what can and cannot be recycled and how recycling materials undergo an intensive process of separation. He explained that too much non-recyclable waste is put in recycling bins, causing complications at the recycling plant and the contamination of other recyclable items. For more information, see the “Recycle This, Not That” flyer on the Town website for a list of items that can and cannot be recycled.

ADOPTED THE FOLLOWING RESOLUTIONS • Approving a Site Plan Application for property located at 8995 Collins Avenue for development consisting of 34 condominium units • Approving lease amendments/renewals with the United States Postal Service (USPS) for parking spaces at the 94th Street Municipal Parking Lot, and parking spaces at the 95th Street Municipal Parking Lot. • Approving agreements with Cyclone Soccer Miami, for the Town’s Youth Instructional Soccer and Competitive Soccer Programs. • Approving Budget Amendment No. 3 for the Fiscal Year 2020 Budget. • Approving an agreement with Office Depot supplies, products and related services. • Approving the proposal of Suntrust Bank and Treasury management terms and conditions for banking services. • Approving a professional services agreement with Arbab Engineering for structural plan review services.

• Approving a Mutual Aid Agreement with the City of Sunny Isles Beach, and a joint declaration of the Chief of the Sunny Isles Beach Police Department and the Chief of the Town of Surfside Police Department. • Approving a Mutual Aid Agreement with Miami Shores Village, and a joint declaration of the Chief of the Miami Shores Police Department and the Chief of the Surfside Police Department. • Approving the purchase of a utility vehicle for the Public Works Department. • Declaring a climate emergency; urging the State of Florida and the United States government to declare a climate emergency; requesting regional collaboration on a transition plan and emergency mobilization effort to restore a safe and sustainable climate. • Approving and adopting the Town of Surfside Climate Crisis Report (overview, actions taken and next steps), first edition, November 2019.

18th Citizen’s Police Academy Celebrates Graduation

The 2019 members of the Surfside Police Department 18th Annual Citizen’s Academy ended their 11 weeks of classes and field trips with a graduation ceremony on November 21, 2019 (below). The November classes comprised of Homicide Investigation and a visit to the North Miami Beach Police Department for a tour of the Incident Command Center, a Use of Force presentation (at left) and to experience firsthand the Firearms Simulator.

CIVILIAN OF THE MONTH - NOVEMBER 2019

Over the past four months, Executive Assistant Dina Goldstein organized, managed, directed and coordinated the Police Department’s 18th Annual Citizens Police Academy. As in the past, the CPA participants enjoyed thought-provoking and thrilling topics presented by exceptional instructors. This program requires managing and scheduling classes, instructors, transportation, refreshments, venues, equipment, certificates, thank you correspondence, classroom set up and the graduation ceremony. The workload to make this program successful and informative is considerable and extremely challenging. Dina did this in addition to her regular duties. Dina’s overall dedication and efforts in leading the successful SPD Citizens Police Academy is commendable. Congratulations as the recipient of Civilian of the Month.

Surfside Veterinarian & Resident Donates Dog Chip Scanner

Local veterinarian and long-time Surfside resident, David Carmona, knows first hand how a lost dog can traumatize a family. To help reunite Surfsiders and their pets, Dr. Carmona has donated a scanning device that reads the owners information in the microchip inside the dog. He also trained Surfside police officers in how to use the device. “We have scanner at our veterinary center, but dogs are often found on weekends and holidays,” said Dr. Carmona. “The scanner will help Surfside residents find their dogs quicker.” Dr. Carmona first moved to Surfside with his parents from Brazil when he was 13 years old. Always interested in animals, he received his undergraduate and veterinarian training at the University of Florida. He worked several years at a veterinary center in Broward before opening the Veterinary Wellness Center of Surfside five years ago. “It is awesome living and having my practice here in Surfside. Many of my friends I grew up with are still here. Now we have families of our own and our children get to enjoy living in this great community.,” he said. Dr. Carmona lives close to his parents with his wife, Liza and two boys Shae and Kai. When he is not caring for animals or with his family, he can be found enjoying his life-long love of surfing, often in Costa Rica. But he still thinks his hometown is the best. “We are grateful to be in the best place to live in South Florida.”

The Surfside Police Department has a program offering residents a free tag to attach to the collar of pet dogs. The tag will have the Police Department’s telephone and a registration number. If the dog is found, the owners can be quickly located through the registration information kept at the Police Department. Surfside’s Winter Wonderland Brings Holiday Season Alive

Hundreds of Surfsiders celebrated the holiday season at the Town’s Winter Wonderland at the 96th Park on December 15, 2019. The snow kept children cool as others enjoyed arts and crafts, games, bounce houses, face painting, air brush tattoos, pictures with Santa and dancing with Davy the Dreidel. Thanks to the Parks & Recreation Department for another successful event.

LITTLE LIBRARY PROMOTES LITERACY AT COMMUNITY CENTER

Thanks to the work of the Teen Scene group and Surfside, a bright blue and green Little Free Library Tree is up and running inside the Town’s Community Center. The Little Library promotes literacy with the “take a book, share a book” concept. Residents are encouraged to borrow and donate books that are appropriate for all readers.
