Message from the Town Manager With the arrival of the new year, we are delighted to share a wave of exciting projects planned for 2019. Starting this spring, Surfside will address critical beach erosion by undergoing a vast beach renourishment. Our Town Commission and Administration have worked hard to secure funding for this endeavor, which helps to support coastal storm risk management, preserve wildlife, and protect beachfront infrastructures. Once more details become available, the U.S. Army Corps of Engineers will host a series of public meetings at Town Hall to review project details and answer any resident questions. Additionally, the Town of Surfside plans to renovate the 96th Street Park, further improve beach ends, rollout new sustainability initiatives such as the Property Assessed Clean Energy (PACE) program, and further increase healthy reserves for long-range financial planning and future needs. Please consider taking a brief survey to help the Town to improve the efficiency of shuttle bus transportation and better serve the community (see page 4). As we look ahead, the Town remains committed to building a more resilient community and to continually enhancing the quality of life for Surfsiders. NEW YEAR FUN IN SURFSIDE BOOTCAMP & BREWS The Surfside Tourist Bureau is hosting this unique event, located at the Grand Beach Hotel Surfside Thursday, January 17 and Thursday, February 7, 2019 from 6-9 pm. Enjoy a full hour of burn-it-up bootcamp, followed by a craft beer tasting from some of the best local breweries. The bootcamp instructors are well-known professionals, including Lazaro Gonzalez, a firefighter, Cameron Adam, ISSA Elite Trainer and boxer, Equinox’s Cat Medina, and more! HISTORICAL WALKING TOURS OF SURFSIDE The Surfside Tourist Bureau is hosting historical walking tours of the Town on Sunday, January 27 and Sunday, February 17, 2019 at 11 am. Starting from the Community Center, HistoryMiami’s Resident Historian, Dr. Paul George will lead a one hour walking tour of Surfside, and tell the tales of Surfside’s colorful history starting with the opening of the Surf Club in the 1920s, followed thereafter with the incorporation of Surfside. Come and enjoy this complimentary, informative walking tour that ends in downtown Surfside.

Registration is Required for Short-Term Rentals

In 2011, Surfside enacted a “Short-Term Rental” Ordinance to regulate the rental of residential properties by seasonal residents. The Ordinance requires property owners to complete an “Individual ShortTerm Rental Registration for Seasonal Guests” application and pay the required fees. Property owners must agree to the terms and conditions for short-term rentals as outlined in the Ordinance. A new registration application is required for each new rental period, and property owners are limited to three rentals within a 12-consecutive month time period. The registration fee per rental period is $100, plus a Resort Tax is due per rental period of four percent of the total rental fee collected by the property owner. If you are advertising and renting your property through the Airbnb website, then Airbnb will collect and remit the 4% Resort Tax to the Town on your behalf. Registration is compulsory at the time that the property becomes listed or advertised on a vacation rental website such as Airbnb, HomeAway, VRBO, Flipkey or any other website. The $100 registration fee will be credited to the first vacation rental period that occurs at the property. BLOOD DRIVE ON FEBRUARY 13, 2019 The Surfside Police Department is hosting a blood drive in conjunction with the One Blood organization on Wednesday, February 13, 2019 from 12 – 3 pm. DRIVER’S LICENSE SERVICES FEB. 20, 2019 Community Outreach Specialists from the Department of Highway Safety and Motor Vehicles will host a mobile DMV at Town Hall on Wednesday, February 20, 2019 from 10 am to 2 pm in the Commission Chambers. Surfside Pension Plan Again Wins National Award

For the second year in a row, the Town of Surfside has won the prestigious Public Pension Coordinating Council Award for both Funding and Administration. The Public Pension Coordinating Council is a coalition of three national associations representing public retirement systems and administrators. “This award could have not been achieved without the support of our Elected Officials, Town administration and the stewardship, professionalism, dedication and leadership of our Pension Board and consultants,” said Human Resources Director Yamileth Slate-McCloud.

GOLF CART SHUTTLE AVAILABLE IN JANUARY & FEBRUARY A six-passenger golf cart shuttle will begin service on Tuesday, January 1st and will be available seven-days a week throughout January and February 2019. The hours will be 10 am to 2 pm and 5 pm to 9 pm. The shuttle will start at 87th Street and Collins Avenue bus stop and will stop at each hotel, downtown Surfside on 95th Street, and end at the 86th Street and Harding Avenue bus stop. This hop-on/hop-off service is complimentary, and available to all visitors and Surfside residents. The service is sponsored by the Surfside Tourist Bureau. JANUARY 2019 SURFSIDE GAZETTE

Abbott Avenue Drainage Presentation on Jan. 8, 2019

At the Tuesday January 8, 2019 Town Commission meeting, Calvin Giordano & Associates will present several recommendations to the Town Commission in a continued effort to help mitigate the periodic flooding on Abbott Avenue, between 90th Street and 96th Street. The meeting is 7 pm at Town Hall.

Two Loved Employees Retire After Decades of Service With 66 years of dedicated service between them, Public Works Hector I. Perez and Solid Waste Supervisor Alfred B. Cooper are retiring after proudly working for Surfside since the 1980s. Both employees were honored by the Elected Officials, administraton and residents at the December 11, 2018 Commission meeting. With their families at their sides, both received proclamations, plaques and Surfside coins. At a retirement luncheon, Town Manager Guillermo Olmedillo presented brick pavers engraved with their names to be placed in the Community Center entrance. The Town also honored their service by naming the Solid Waste garage the Alfred B. Cooper Garage and the employee break room the Hector I. Perez Cafe.

To better serve the community and improve the efficiency of shuttle bus transportation, the Town of Surfside wants to hear from you. The Town of Surfside is coordinating efforts with Bal Harbour, Bay Harbor and the FIU Lehman Center for Transportation Research to evaluate the three shuttle bus services. Executive Assistant Dina Goldstein For the past four months, Executive Assistant Dina Goldstein organized, directed and coordinated the Police Department’s 17th Citizen’s Police Academy. The participants truly appreciated the thought-provoking and exciting topics, classes and exceptional instructors. Behind the scenes of this successful program there is an enormous amount of work, including managing and scheduling classes, instructors, transportation, refreshments, venues, equipment, certificates, thank you correspondence, room set up and the graduation ceremony. This year, new instructors and classes were added. To keep this program successful and enlightening each year is challenging, requiring a considerable workload. Dina did all of this expertly in addition to her regular duties. Dina is commended for her overall dedication to this Department and her efforts in leading another successful SPD Citizens Police Academy!

The Surfside Police Department assisted the Police Officer Assistance Trust (POAT) by collecting donations for families of fallen officers, a tradition during the holiday season. ACCREDITATION TEAM INVITES PUBLIC COMMENT ON SURFSIDE POLICE DEPARTMENT The Surfside Police Department is an Accredited Law Enforcement Agency though The Commission for Florida Law Enforcement Agencies (CFA), Inc. The Surfside Police Department successfully achieved initial CFA accreditation in 2009, and re-accreditation in 2012 and in 2016. The Surfside Police Department is proud to be an accredited law enforcement agency, which demonstrates that the agency is committed to the highest standards of professional law enforcement service. A team of assessors from the CFA will arrive on January 8, 2019 to examine all aspects of the Surfside Police Department’s policies and procedures, management, operations and support services. The Surfside Police Department must comply with more than 250 standards to receive reaccredited status. Many of the standards are critical to life, health and safety issues. As part of the on-site assessment, Surfside Police Department members and the general public are invited to offer comments to the assessment team. A copy of the standards is available through the CFA’s website: www.flaccreditation.org/standards.htm. For more information on CFA or to offer written comments about the Surfside Police Department’s ability to meet the standards of accreditation, send correspondence to: CFA, Post Office Box 1489, Tallahassee, Florida 32302 or email: info@flaccreditation.org. The assessment team is composed of law enforcement practitioners from similar agencies. The assessors will review written materials, interview individuals and visit offices and other locations. When CFA assessors complete their review, they report back to the full Commission which will decide reaccredited status. The Surfside Police Department’s reaccreditation occurs every three years. PUBLIC WORKS STAFF REPLACE FENCE AT COMMUNITY GARDEN In December, the Maintenance Department of Public Works replaced the aged fence perimeter at the Surfside Community Garden. The construction not only replaced the existing fence and added two new gates, the project also increased the square footage of the garden.

• Amending section 34-11, “Prohibition on distribution, sale or use of plastic straws” of the Town’s Code of Ordinances to clarify the definition of plastic straw. • Amending Section 90-56.5 “Modification of secondary frontage fence and ornamental wall regulations” of “Chapter 90 Zoning” of the Surfside Code of Ordinances to address fence and shrub requirements in the H30A and H30B Zoning Districts. • Amending Section 2-235 – “Lobbying” to provide exemption from the lobbyist registration requirements for representatives of single-family property owners in certain situations. • Creating Section 90-100 “Reasonable accommodation procedures” of “Chapter 90 Zoning” of the Surfside Code of Ordinances to provide reasonable accommodation procedures for disabled persons under the Fair Housing Act and Americans with Disabilities Act • Amending Section 90-45 “Setbacks” of “Chapter 90 Zoning” of Surfside Code of Ordinances to provide setbacks and maximum second story floor areas for certain lots in the H30A And H30B Zoning Districts.

Surfsiders Chill at Winter Wonderland

The holiday season was in the air at Surfside’s annual Winter Wonderland at the 96th Street Park on December 16, 2018. Children and families gathered on a perfect morning to enjoy face painting, arts and crafts, glitter tattoos, games, music, refreshments, a bounce house, photos with Santa and dancing with Davy the Dreidel. The main attraction was putting on a pair of galoshes and climbing up and sliding down a pile of tropical snow. Congratulations to the Parks and Recreation Department for hosting another successful event.
