MESSAGE FROM THE TOWN MANAGER

Take Time to Reflect and Relax As we approach the end of 2016, residents should take a moment out of the busy holiday season to reflect on personal and professional achievements and milestones. I will soon celebrate my second year anniversary as Manager of the wonderful Town of Surfside. Surfside is blessed with dedicated employees who provide residents with a very high level of service. The Police Department remains proactive and has increased its community relations efforts, special programs and initiatives and added more opportunities to dialogue with citizens. Residents of all ages benefit from the many Parks & Recreation programs, the Aquatic Center and the Community Center. The Public Works Department, Sanitation and Utilities are maintaining our infrastructure and working to improve and beautify the Town. I also want to congratulate our Finance Department for again receiving the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association – the highest form of recognition in government accounting and financial reporting. Congratulations to Finance Director Donald Nelson and his staff who assisted him in this project. The heart and soul of a municipality is its residents – including our elected officials. Surfsiders are involved and caring residents living in close-knit neighborhoods. They are passionate about maintaining and improving the quality of life within their Town. Surfside Named America’s Most Surfside Police Toy Drive Comfortable Town For Travelers The Surfside Police Department is Travel website Expedia recently conducted a survey to determine the nation’s 101 most comfortable cities to visit. Where did Surfside rank? How about number ONE! Expedia reviewed their 2015 data from its verified users to determine the 101 American cities with the top hotel comfort ratings and Surfside ended up at the very top of the prestigious list with a rating of 4.7 out of 5. On Expedia’s website, Surfside was saluted by being called “a slice of vintage America ... where children eat ice cream cones down by the seaside. Tourists venture to this Florida town to experience its nostalgic charm and sea turtles also like to visit its shores. Travel here during the nesting season to watch the sea turtles in action and then pass the time bike riding along the waterfront, window shop on Harding Avenue and dine out at local favorites ...” Each of the 101 cities on the list had at least 100 reviews and focuses the importance of getting a good night’s sleep while enjoying your vacation. The rating by the popular travel site is sure to boost the level of Surfside’s tourists as it adds additional hotel rooms. Commission Action at the November 9 Meeting Voted to approve the following Resolutions: 1. Providing for the Fiscal Year 2016/2017 Police Confiscation Fund Expenditure in the amount of $50,592 from the Forfeiture Fund to support crime prevention initiatives, community-based programs and law enforcement equipment. 2. Urging the U.S. Environmental Protection Agency to adhere to stricter standards and to continue to maximize opportunities for the protection of public health and the environment in their consideration of Florida’s proposed human health-based water quality criteria; directing the Town Clerk to transmit a copy of this resolution to the Florida Governor, Florida Senate President, House Speaker, Chair and Members of the Miami-Dade County State Legislative Delegation, Administrator of the United States Environmental Protection Agency and the Director of the Florida Department of Environmental Protection. 3. Authorizing the Town to enter into an agreement with Harrington Resources Inc., dba Parker Systems for the upgrade and replacement of parking pay stations and pay-by-plate functionality; piggybacking off a contract by Lee County, Florida; authorizing the expenditure of funds in the amount of $324,373.00 from the Municipal Parking Fund, machinery and equipment from account.

Bay Harbor Farmer’s Market Has New Location Surfsiders are encouraged to visit the Bay Harbor Farmers Market in its new location on Sundays from 11 a.m. to 4 p.m. The market is now located at 95th Street and West Bay Harbor Drive. Veterans are Honored with Reverance and Reflection

Surfsiders gathered at Veterans Park on November 11 to pay tribute to those who have served in the United States military. The uplifting ceremony included current and former elected officials, religious leaders, residents, children and veterans. From the U.S. Southern Command, Colonel James D. Dundorf of the U.S. Navy was the featured speaker. Surfside police officers joined with Boy Scouts, Cub Scouts and Brownies for the presentation of colors. Refreshments were served after the ceremony. The event was coordinated by the Parks and Recreation Department.

Supporting Memory of Chief Overton at Race Officer Loxley Arch (left) represented the Surfside Police Department at the 5K race in honor of the late Bal Harbour Police Chief Mark Overton. Officer Arch placed 3rd among the 21 runners in his age division. Kudos to his valiant effort.

Dogs Must be Leashed The Town of Surfside enforces unleashed dog violations. According to section 10-28(c) of the Town Code, the daily civil fine for a first offense is $50 and a daily fine second/repeat offense is $100. Please leash your pet! Also, it is the law to clean up after your pet in all public and private locations.

The Season for Caution: Holiday Safety Tips The holiday season is here and it is a time when busy people can become careless and vulnerable to theft and other holiday crime. The Surfside Police Department wants to help you stay safe, prepared and aware during the holiday season. • Be extra cautious about locking doors and windows when you leave the house, even for a few minutes. • Be aware while shopping and walking to your car. • When leaving home for an extended time, either place a “stop order” on mail and newspaper or arrange to have a neighbor or family member pick them up. • Contact the Surfside Police Department and place a watch order on your home. • Don’t tip off “would be criminals” by posting your travel plans on social media. • Indoor and outdoor lights should be on an automatic timer. POLICE BEAT Bryant Luke & Ian Leonard Named Officers of the Month Surfside Police Officers Ian Leonard and Bryant Luke answered a call on October 30 regarding a trespass violation at the Surfside CVS store. Store employees reported the individual had left the store heading south on a bicycle. Officer Luke found a man matching the description and detained him while Officer Leonard interviewed the CVS employees and confirmed the subject’s identity. The man had previously been issued a Trespass Warning by CVS personnel in the presence of a Surfside Police Officer and was arrested. The officers checked with the Surfside Criminal Investigations Unit and found that there was an open investigation for a prior Grand Theft at the store by the same subject. The man was arrested for trespass and grand theft. The professionalism, diligence and teamwork shown by these officers are commendable and their police work removed a repeat offender (L-R) Officer Bryant Luke, Chief David Allen and from the streets of Surfside. Fun For All at Surfside Halloween Block Party Hundreds of families and trick-or-treaters gathered at a two-block Surfside neighborhood for a safe and fun Halloween party. The Police Department officers and staff handed out candy and glow sticks. A special thank you to CVS Pharmacy, Church by the Sea and Publix for their generous contributions to the Halloween Block Party of candy, coffee, popcorn and water for the trick-or-treaters and their families to enjoy.

10-year-old Pearl Navratik Making A Racquet on the Tennis Court

Surfsider Pearl Navratik was one of only 32 Florida youngsters who recently qualified for the state’s most prestigious tournament, the United States Tennis Association (USTA) Junior State Championship for Boys & Girls Singles. Pearl earned her way into the tournament by earning points by placing in several qualifying competitions around Florida. Pearl first picked up a tennis racket when she was four and had beginner lessons once a week. She occasionally practices at the Surfside Tennis Center, but took her lessons at Miami Beach’s North Shores Tennis Center. residents of Surfside for 15 years. The family includes April, a Toy Fox Terrier. When asked why the family settled in Surfside, Mrs. Navratik laughed. “Are you kidding? I tell everyone that I live in the best Town in the world! We are three blocks to the ocean, we can walk to restaurants, shops and everything we need. Surfside is a great little town in a larger urban environment,” she said. What are Pearl’s plans for the future? “She is really focused on playing tennis and continuing to improve. She knows that tennis at this level is a year-round sport. If the kids don’t hit the court at least once a week or so, they take a step back,” said Mrs. Navratik. Pearl plays in as many as two tournaments a month. In December, she will play in the Little Mo tournament, an international event in Palm Beach Gardens that attracts the very best young players from around the globe. Best of luck Pearl!

Afterschool Program Marks Bullying Prevention Month The Surfside Parks and Recreation Department along with Life Sports Fitness After school Program held programs and activities as part of National Bullying Prevention Month in October. Hundreds of costumed children, adults and Surfside families gathered at the 96th Street Park on October 28 for a fun Halloween party. The evening included games, a popular pumpkin decorating table, a haunted maze, face painting, candy, snacks, music provided by a DJ, dancing and a lot of spectacular costumes. Congratulations to the Parks and Recreation Department for another excellent event.

TEENS CARVE UP HALLOWEEN PUMPKINS The Surfside Teen Scene group applied their creative skills to decorate the Community Center with carved pumpkins for the fall season. Teen Scene members are age 12-16 years old and meet every Tuesday from 5:30-6:30 p.m. to plan fun activities and promote a friendly environment for teens as they make new friends and earn service hours. Join us for a morning filled with holiday cheer: The Parks and Recreation Department will host its annual bash that will include visits from Holiday Characters, Music, Arts and Crafts, Face Painting and the best part of winter...SNOW!!

Pet owners and children are welcome to join the Parks and Recreation Department as we conduct a doggie etiquette event. During this event, special guest speakers will be reviewing health and safety, dog park rules, how to maintain a pet friendly environment and include a FUN kids corner! Immediately following the presentation will be a Q & A session.
