Message from the Town Manager As 2018 draws to a close, we reflect on this past year’s successes and learnings, as well as set exciting goals for the new year ahead. The holidays are a time for hope and healing. They are also a time to bring friends and family together and to build community. We are proud of the many accomplishments achieved in 2018. Notable achievements include the passing of a plastic straw ban to help reduce plastic pollution and protect marine life, approving Property Assessed Clean Energy (PACE) programs, and adopting a reduced millage rate for fiscal year 2019 which translates into property tax savings for Surfside residents. With the support of the Mayor, the Town Commission and the Town Administration, a monumental beach re-nourishment project is in the works for 2019. We will provide updates when details become available. Additionally, the Town of Surfside received numerous recognitions from “Best Small Towns for Retirees” by Niche, to “The Most Beautiful Small Town in Every State” in House Beautiful, “Best Beaches in Miami” in Conde Nast Traveler, and Expedia’s “18 Cities that Must be Seen in 2018.” Surfside was also the recipient of two Visit Florida Flagler Awards for outstanding tourism marketing campaigns, the Tree City USA Award, the Public Pensions Standards Award, the Distinguished Budget Presentation Award from the Government Finance Officers Association, the Certificate of Achievement for Excellence in Financial Reporting (CAFR) Program Award and the Florida Inland Navigation District (FIND) grant. One of our goals for next year is to enhance resident communication. Already, we have revamped TV Channel 93 to include more dynamic and relevant content for viewers. This channel is on its way to becoming another efficient form of communication for residents. We warmly wish all Surfsiders a joyous holiday season and a happy New Year. At the November Town Commission meeting, Surfside and members of the Town’s community garden honored resident Dr. Freddy Chiche, a volunteer who served as the garden President and spends countless hours keeping the garden healthy. Also acknowledged were Meghan and Stuart Rote, winners of the Mango Contest in July.

Surfside Celebrates Government Week Surfside residents learned first-hand how municipal government has an important daily impact on their lives during Florida City Government Week, October 22-28, 2018. The highlight of the week was behind-thescenes tours of Town Hall and the Community Center followed by an ice cream social. Throughout the week municipal-related events raised the awareness of local government. At right, residents tour the Town Manager’s office and enjoy an ice cream social (below).

CURRENT NOISE-RELATED SURFSIDE CODES Surfside has many noise-related codes that residents should be aware of and follow. The most frequently cited noise violations are: Prohibited Noises Under Section 54-78 (7), noise that is generated from the operation of lawn mowers, hedge clippers, washing machines is restricted. If the noise is plainly audible within 50 feet from the premises where operated, the devices can only be operated between 8 am and 6 pm, Monday–Saturday, and cannot be operated on Sunday or any legal holiday. Under Section 54-78 (15), the operation on any noise-creating blower or power fan, or any internal combustion engine is prohibited unless the engine is equipped with a muffler device sufficient to deaden the noise. Disposal of Grass Clippings and Hedge Trimmings Under Section 66-7, grass cuttings shall be completely removed and cleaned from all paved areas by broom sweeping only, and the use of power blowers is absolutely prohibited. Barking or Vicious Dogs Any person who keeps or owns a dog that frequently or habitually barks, yelps or howls is guilty of violating this Code. In general, noise complaints are investigated by the Code Compliance Team during regular business hours (Monday–Friday from 9 am–5 pm, and on Saturdays and Sundays from 8:30 am–4:30 pm. At all other times, report noise complaints to the Surfside Police Department at (305) 861-4862. The Code Compliance Team will first issue a Courtesy Notice to the violator to resolve the noise violation issue. If it is not resolved, then the violator will receive a Civil Violation Notice that carries a $100 civil fine per day until the noise is resolved. SURFSIDE PARTICIPATES IN MAYORS FOR SOLAR ENERGY
The Town of Surfside has joined with more than 200 municipalities in all 50 states to promote the use of solar energy to reduce pollution and energy costs while creating jobs and providing more local control over energy. Mayors for Solar Energy is an initiative of Environment America and is dedicated to accelerating the growth of solar. Local leaders and officials, such as Surfside Mayor Danial Dietch, are working together with a common vision of clean energy electrifying small towns throughout the U.S. “Solar energy can and should be a much larger part of our energy mix than it is today,” said Mayor Dietch. “We can easily harness this source of clean energy to benefit our communities. Detective Diana Dulaney
A tourist from Guatemala reported his credit card had been stolen while he was swimming in the ocean. Detective Diana Dulaney immediately started working on the case. She discovered that six transactions were charged to the card, totaling $12,560. The Guatemalan bank informed the victim that the transactions were his responsibility and would not be reimbursed. Thanks to Det. Dulany’s persistence, an assistant state attorney expedited a financial subpoena within minutes. She was able to intercept the $12,000 transfer to the subject’s account. Detective Dulaney conducted an excellent and thorough investigation showing her professionalism and compassion. Congratulations to Detective Dulaney as the recipient of Officer of the Month. Well deserved!

CPA CONCLUDES WITH GRADUATION
Administrative Aide Donna Natale-Planas was tasked with updating all police employee training files and ensuring training information was entered in to the police CSD training module for the upcoming Commission for Florida Law Enforcement Accreditation assessment. Donna also assisted with the Surfside Citizens Police Academy and utilized her professional skills as a photographer. Donna is commended for her tireless dedication and commitment to the Town and Surfside Police Department. Congratulations to Donna as the recipient of Civilian of the Month. Well deserved!
The 2018 members of the Surfside Police Department Citizen’s Academy ended their six-weeks of classes and field trips with a graduation ceremony on November 15, 2018. Before the graduation they learned about homicides from Investigators Eunice Cooper, Ervens Ford and Roderick Passmore from the State Attorney’s Office. They also visited the SWAT truck at North Miami Beach Police Department. Carlos Planas is a long-time resident of Surfside who has always been dedicated to community service and civic duty. Carlos assisted with the Annual Police Department Holiday Toy Give-Away, cooked food for the officers in the aftermath of Hurricane Irma, participated in the monthly Bike with the Police Chief, and with his wife Donna, assisted in the preparation and distribution of over 1,000 bags of candy and 2,000 glow sticks to community children for the Annual Surfside Police Department Halloween Event. Carlos is a kind, considerate and compassionate Surfsider who willingly puts others’ needs and happiness at the forefront. He has displayed tireless dedication and commitment to the Town, the Police Department, and the residents.

HALLOWEEN FUN AT POLICE DEPARTMENT BLOCK PARTY
Hundreds of costumed Surfsiders gathered around 92nd Street and Byron Avenue to safely enjoy the Halloween holiday. Police officers and staff handed out candy bags and glow sticks. Thanks goes to Publix for donated water and candy, CVS for donated candy and Starbucks donated coffee. Also, Church by the Sea participated in the event and gave out popcorn, water and coffee.
SHRED-A-THON AND DRUG TAKE BACK Police Departments from Surfside, Aventura, Bay Harbor Islands and Sunny Isles Beach hosted a Shred-a-Thon and DEA National Drug Take Back at Bill Bird Marina (Haulover Park) from 10 a.m. to 2 p.m. Surfside Community Service Aide Hans Smith assisted at the event.
POLICE ASSIST WITH ACTIVE SHOOTER DRILL The Surfside Police Department worked with the Bal Harbour Police Department and the Young Israel security team and congregants in an active shooter exercises on October 28. The teamwork and partnership between the agenc i e s resulted in a successful exercise.
ACCREDITATION TEAM INVITES PUBLIC COMMENT ON SURFSIDE POLICE DEPARTMENT The Surfside Police Department is an Accredited Law Enforcement Agency though The Commission for Florida Law Enforcement Agencies (CFA), Inc. The Surfside Police Department successfully achieved initial CFA accreditation in 2009, and re-accreditation in 2012 and in 2016. The Surfside Police Department is proud to be an accredited law enforcement agency, which demonstrates that the agency is committed to the highest standards of professional law enforcement service. A team of assessors from the CFA will arrive on January 8, 2019 to examine all aspects of the Surfside Police Department’s policies and procedures, management, operations and support services. The Surfside Police Department must comply with more than 250 standards to receive reaccredited status. Many of the standards are critical to life, health and safety issues. As part of the on-site assessment, Surfside Police Department members and the general public are invited to offer comments to the assessment team. A copy of the standards is available through the CFA’s website: www.flaccreditation.org/standards.htm. The assessment team is composed of law enforcement practitioners from similar agencies. The assessors will review written materials, interview individuals and visit offices and other locations. When CFA assessors complete their review, they report back to the full Commission which will decide reaccredited status. The Surfside Police Department’s reaccreditation occurs every three years. Verification that the Surfside Police Department meets the Commission’s standards is a highly prized recognition of law enforcement professional excellence.

PUBLIC WORKS REFURBISHES PUMP STATION The Public Works Department is responsible for the control and maintenance of stormwater sewer system throughout Surfside. This includes responsibility for the maintenance and operation of six pump stations that pump rainwater off roadways during rain events. Recently, Public Works performed maintenance on the 92nd Street pump station by refurbishing pumps and pump shafts that have been in operation for over 20 years. Refurbishment was critical for the pump station since corrosion and deposits limit the efficiency of the components and decrease the life cycle. A special thanks to the Public Works Staff, specifically the Utilities and Maintenance Department that performed removal and re-installation of the pumps!
LED LIGHTS BRIGHTEN UP PARKING
The Public Works Department recently converted the lighting systems in two Town parking lots to new LED fixtures. The Town Hall and Collins Avenue municipal parking lots now have more illumination while using less electricity. The work was performed using the recently purchased bucket truck which enables working at new heights!

In observance of the December holidays, the Town has adjusted the garbage and recycling collection schedule. There will be no garbage collection on Tuesday, December 25, 2018 and Tuesday, January 1, 2019. Garbage collection will resume on Wednesday, December 26, 2018 and Wednesday, January 2, 2019. Due to the holiday schedule changes, waste collection may take slightly longer than normal. We appreciate your understanding and patience while crews work diligently to service routes. Spooktacular Thrills and Entertains Spooktacular continues to be an autumn tradition, offering an exciting and entertaining Halloween party for Surfsiders. This year was another success, offering a pumpkin patch, a scary maze, rides, slides, bounce houses, arts and crafts, dancing with a DJ, cotton candy, arm tattoos and a bag of candy handed out to all children. Pirates, princesses, wizards and unicorns crowded into the 96th Street Park on October 26, 2018 and enjoyed showing off their costumes. Congratulations to the Parks & Recreation Department for another success.

Surfside Celebrates Veterans Day on its 100th Anniversary On the 100th anniversary of the end of WWI, the Town of Surfside honored the veterans for their dedicated service and thanked them for protecting our country. Vice Mayor Daniel Gielchinsky opened the program and Surfside Police Department and the Miami Beach Senior High School NJROTC presented the colors. Officer Marianne Durante sang the National Anthem and Mayor Daniel Dietch served as master of ceremonies. Guest speaker was Lt. Colonel Denis J. Fajardo, U.S. Army. Commissioners Barry Cohen, Michael Karukin and Tina Paul made comments as did veterans in attendance. The event ended with the laying of the wreath, taps and a three-gun salute by the Second Infantry Division of Florida. The Parks and Recreation Department coordinated the Veterans Day event.
