Message from the Town Manager As a forward-thinking coastal community, the Town of Surfside is taking various measures in order to prepare now for the impacts of climate change and sea level rise. There are several ways you can reduce your carbon footprint, too. To learn more, we encourage you to read “Sea levels are rising” on page 6. Also in the August Gazette is an article about the recently passed single-use plastic bags ban. With growing concerns about the environment, ocean and marine life, Town Commissioners unanimously approved to amend Section 34-11 of the Town Code of Ordinances which prohibits plastic straws, to also include single-use plastic bags. The new ban will take effect later this year and enforced the beginning of March 2020 to allow time for a public education campaign. Read more about the ban on page 2. The much-anticipated Beach Renourishment Project is scheduled to start in late summer 2019. As a reminder, visit the Town website for the latest project developments. Additionally, the Town will share regular updates with residents who are signed up for Town Notifications, on Surfside’s Nextdoor public agency page, and the recently transformed Channel 663. - Guillermo Olmedillo, Town Manager

The Parks and Recreation Department received a proclamation at the July Commission meeting observing National Park & Recreation Month in July. The proclamation highlights how the Department improves the quality of life for Surfsiders of all ages.

SURFSIDE JOINS MOVEMENT TO PROHIBIT PLASTIC BAGS At the Surfside July Town Commission Meeting, the Commission voted to amending Section 34-11 of the Town Code which prohibits plastic straws, to also include single-use plastic bags. The Town Code now prohibits the distribution, sale or use of single-use plastic bags in any commercial establishment, Town facility or property or by any special event permittee. Between final adoption and December 31, 2019, a public education campaign will inform residents and commercial establishments of the provisions of the ordinance. From January 1, 2020 through February 29, 2020 the Town will give written warnings for violations and will enforce all provisions of the prohibition beginning March 1, 2020. Committed to enhancing its environmental stewardship policies, the Town moved forward with the amended Code provisions as a response to the growing evidence of the harmful impacts of single-use plastic bags on the land and aquatic ecosystems.
SURFSIDE CONTRIBUTES $50,000 TO THE HOMELESS TRUST
On behalf of the Town of Surfside and Town Commission, Mayor Daniel Dietch presented a $50,000 check to the Miami-Dade County Homeless Trust during a recent board meeting. This is the first time in Surfside’s nearly 85 year history that Town Commission unanimously approved a contribution to The Homeless Trust. “It has taken several years to build the support with my colleagues and our community to get to this point and my desire is to continue to contribute to The Homeless Trust in a more meaningful way,” said Mayor Dietch. State Sen. Oscar Braynon II and State Rep. Nick Duran matched Surfside’s donation with a $100,000 check to The Homeless Trust by the State of Florida. Funds will assist homeless persons with severe mental illness by diverting them from the criminal justice system into supportive housing.
CODE COMPLIANCE CORNER
DO YOU HAVE A VALID BUILDING PERMIT? In 1960, the Town adopted the Florida Building Code, with all the rules and subsequent changes, as the minimum building code for the Town. Section 105 of the Florida Building Code requires property owners to apply for and be issued a valid building permit before commencing any construction or remodeling work at their property. The building permit is a license to proceed with the work and not the authority to violate, cancel, alter or set aside any provisions of the technical codes. A building permit does not prevent the Building Official from requiring a correction of errors in plans, construction or violations of the code. Building permits become invalid unless the work is commenced within 180 days after issuance, or if the work is suspended or abandoned for a period of 180 days after the work is commenced. The Building Official is authorized to require that any work which has been commenced or completed be removed. If work has commenced and the building permit is revoked, it becomes null and void or expires because of lack of progress or abandonment. A new building permit covering the proposed construction must be obtained before proceeding. A new permit may be issued providing the work in place meets all applicable regulations in effect at the time the initial permit became null and void. The new permit also must meet new regulations which may have become effective between the date of expiration and the issuance of the new permit. The Town of Surfside will be mailing courtesy notification to property owners and/or permit holders if their building permit has or is about to expire. If work has commenced but no inspections have been requested, the contractor should call for an in-progress or final inspection prior to the expiration of the permit. FIXING DANGEROUS POTHOLES Street potholes are an ongoing maintenance issue for the Public Works Department. Because of everything from ground settlement to leaking underground pipes, Public Works is actively monitoring roadways and addressing potholes. Help reduce potholes: • If you notice a change on a roadway within Surfside, such as a dip or depression that continues to grow, contact Public Works to investigate the location. • Road problems south of 88th Street and north of 96th Street are the responsibilities of other jurisdictions or municipalities. • Regarding any surface problems on Collins and Harding Avenues, contact Florida Department of Transportation District 6 Office at (305) 470-5354 or (305) 470-5197.
ANNUAL CLEANING OF STREET ENDS
The Public Works Department recently completed the annual pressure washing of the Town’s street ends. This effort helps to preserve the street ends. During the cleaning they are inspected for deficiencies and necessary maintenance.

•Approving the purchase and installation of an emergency generator for Town Hall from Meireles Truck Sales, Inc. D/B/A Mts Power Products. •Approving Work Authorization No. 117 with Calvin Giordano & Associates, Inc. for engineering services for a design-build photovoltaic system at the Surfside Community Center.
•Authorizing and approving the purchase of IT infrastructure upgrades equipment from Dell Technologies, including server and storage upgrades for the town, and authorizing the expenditure of funds not to exceed $75,000. •Awarding a contract to South Florida Lighting Team, LLC (Miami Christmas Lights) for town-wide holiday decorations. •Approving Amendment No. 2 to the Memorandum of Understanding (MOU) between Surfside, Miami Beach, North Bay Village, Bay Harbor Islands, Bal Harbour Village and the Miami Beach Chamber Education Foundation, Inc. to fund a nurse enhancement initiative for School Year 2019/2020 For Ruth K. Broad Bay Harbor K-8 Center.
•Amending the Town’s Schedule of Civil Penalties and Administrative Fees to be assessed for violation of the Town’s Code, specifically for violations of Section 34-11, “Prohibition on distribution, sale or use of single-use plastics.” •Relating to solid waste management services, including collection, disposal and recycling of residential solid waste in Surfside, establishing the estimated assessment rate for solid waste service assessments against assessed property for the fiscal year beginning October 1, 2019.

•Repealing and replacing Chapter 42 “Floods” relating to the Town’s Floodplain Management Regulations, including adopting procedures and criteria for development in flood hazard areas; to adopt flood hazard maps; to designate a flood plain administrator.

Persistant Police Work Leads to Arrest of Bike Thief The Surfside Police Department often reminds residents and visitors to never leave a bicycle unlocked, even for a few minutes. Recently, an unlocked bicycle valued at $1,000 was stolen from the rear entrance of CVS Pharmacy. Surfside Detective Diana Dulaney reviewed surveillance video and found an image of a man stealing the bicycle. Her research found that a man previously arrested for theft looked very similar to the man taking the bicycle. Officer Hernandez who previously arrested the subject and positively identified him. Detectives Dulaney and Gambirazio went to his last known address and he was arrested and charged with grand theft. SURFSIDE OFFICERS SHARPEN THEIR SKILLS AT TRAINING SESSION
Surfside Police Lieutenant Tony Marciante and Sergeant Julio Torres applied their SWAT training and experience to lead full day training exercises to sharpen skills and maintain the highest standards. Each officer participated in multiple drills at the shooting range and performed realistic scenario-based simulator training reinforcing good judgement and decision making under stress.

MANGO MADNESS AT TOWN GARDEN How sweet are Surfside’s mangos? Very! That was the consensus of the panel of judges at the 2019 Surfside Mangos Contest held at the Town Garden on June 23. More than a dozen families brought the very best of their treasured backyard mangoes to find out who had the tastiest treats in Town. The judges scored the mangoes for flavor, texture and color. The winning fruit was from Meredith Rasco and family. The second place winner was Marcia Teixeira and Third place was Linda Salzhauer. Community Garden President Dalia Blumstein again did excellent work coordinating the fun event that brings residents together. Plan to participate next season with your 2020 mango crop!

SEA LEVELS ARE RISING – HERE IS WHAT YOU CAN DO On a calm, sunny beach day, it is hard to imagine the seas are rising at an accelerated, yet seemingly imperceptible rate, already impacting coastal communities around the globe including Surfside.
Surfside is proactively planning and preparing for sea level rise, which can result in more impactful storm surges, frequent high tides and flooding. The Mayor, Town Commission and Town Administration regularly engage with neighboring municipalities and environmental experts to gain valuable insight and research that can be adopted for Surfside. Additionally, sea level rise continues to be at the forefront during discussions led by the Sustainability & Resiliency Committee and Planning & Zoning Board. This is a matter that requires the attention, engagement and collaboration of the entire community. Here are several tips to help minimize our impact on the planet and build resiliency in Surfside: • Support the Commission’s environmental policies to urge environmental action by our regional, state and federal agencies and lawmakers.

• Reduce your footprint. Learn how to reduce the amount of greenhouse gases you produce each day by visiting www.carbonfootprint.com • Plant more landscape and save trees. Plants clean the air and soak up the rain.
• Reduce your energy use. Turn off your lights and appliances when not in use and replace them with more energy efficient alternatives. Adjust your thermostat to reduce air condition use.
• Leave the car at home. Surfside is a pedestrian-friendly community and all necessities are in walking distance.
• Protect dunes and shorelines. Dunes are a buffer against seasonal and major storms, keeping waves from reaching coastal structures. In the coming months, Surfside will undergo a beach renourishment project to address critical erosion of the public beach in Surfside.

SURFSIDE ENJOYS THE JULY FOURTH HOLIDAY
The Town of Surfside’s annual Independence Day celebration was a full day of fun, fireworks and plenty of red, white and blue. The Aquatic Center pool rolled with waves as children and adults competed for medals in swim races. There were also Town give-aways, photo booth, tattoos, children’s games and crafts and a live band. Food was available from Surf -n- Sides Bistro. After dark, a spectacular fireworks display exploded over the Surfside beach. Thanks to the Parks & Recreation staff for another memorable holiday event.

2019 SEA TURTLE NESTING SEASON INFORMATION
If you observe an adult sea turtle or hatchling sea turtle on the beach, follow these rules and guidelines: • Stay away from crawling or nesting sea turtles. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. • DO REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. • NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or on the beach, call: 1-888-404-FWCC or *FWC (Mobile Phone) • NOTE: In anticipation of the beach renourishment project in Surfside, staff from the Miami-Dade County Sea Turtle Conservation Program have been proactively relocating sea turtle nests to safe self-release locations on nearby beaches. If nests are found, they will be relocated before beach renourishment can commence.
