Message from the Town Manager Across the globe, Earth Day is celebrated on April 22 with various events to demonstrate support for the environment. In Surfside, we observe this important movement 365 days of the year. The month of April is certainly no exception. Allow the Parks and Recreation Department to show you how easy it is to be green at the Earth Day Resource Fair on Sunday, April 14. During this annual event, residents can learn ways to be friendlier to the planet, participate in arts and crafts, giveaways, a showerhead and light bulb exchange conducted by Miami-Dade County, plus enjoy music and light refreshments. Conservation is key to protecting the earth’s natural resources and the Town of Surfside will once again take part in the Wyland National Mayor’s Challenge for Water Conservation from April 1-30. Residents are encouraged to visit the www. mywaterpledge.com and make a series of online pledges to reduce water consumption. The community with the most resident participation will win prizes (see page 3). Trees are another precious resource. Surfside is designated a Tree City USA community for the third consecutive year by the Arbor Day Foundation. As part of our continued commitment to expand the urban tree canopy, trees will be dropped off on Arbor Day, April 26 to Surfsiders who registered for the Town’s tree giveaway by the March 22 deadline. SURFSIDE RECEIVES FINANCIAL REPORTING CERTIFICATION

Congratulations to the Surfside Finance Department for receiving the Certification of Achievment for Excellence in Financal Reporting from the Government Finance Officers Association (GFOA). This award is the highest form of recognition in government financial reporting, transparency and full disclosure and is a significant achievement for the dedicated Finance staff.

The U.S. Army Corps of Engineers is currently inviting contractors to bid on the beach renourishment project that is scheduled to start some time this summer in Surfside. Once a contractor is selected, the Corps will host another public meeting at Town Hall to answer questions and to address any concerns. Sea Turtles and Lighting

The Town of Surfside has a Sea Turtle Lighting Ordinance that requires all eastside Collins Avenue properties to comply with protective lighting measures. Enforcement runs from May 1st– October 31st. Therefore you should draw shades at night and move bright lights away from windows. The below information was provided by the Sea Turtle Conservancy, Gainesville, Florida. Lights that shine onto a nesting beach can draw turtle hatchlings away from the ocean and off the beach where they have a slim chance of survival. In addition, beach lights can also scare away females crawling ashore to nest. Nesting sea turtles once had no trouble finding a quiet, dark beach on which to nest. Now they must compete with tourists, businesses and coastal residents for sandy beaches. Lights from beachfront developments can be problematic for nesting females and hatchlings. Beachfront lighting can also cause sea turtle hatchlings to become disoriented and wander away from the ocean towards the brightest lights. When this happens, the hatchlings often die from dehydration, exhaustion, terrestrial predators and passing cars. Beachfront lighting can be properly managed to benefit humans and sea turtles. In general, a good sea turtle friendly lighting fixture directs light down to the ground where it is needed for safety, shields the light source from being visible from the beach, and is outfitted with an amber or red LED light bulb. When choosing lighting for your coastal property, please remember these three simple rules: KEEP IT LOW – Use low mounting height and low bulb wattage. Flood, spot and pole lighting are highly discouraged. KEEP IT SHIELDED – Use full cut-off fixtures that direct the light down to the ground. Shield fixtures so you cannot see the bulb, lamp or glowing lens. KEEP IT LONG – Sea turtles are less disturbed by the long wavelengths of light (570 nanometers or longer), such as lights that are yellow, amber or red in color. DRUG DISPOSAL AT TOWN HALL ON APRIL 27

The Surfside Police Department is hosting a National Take Back Initiative on Saturday, April 27, 2019 from 10 am – 2 pm. A collection box will be in the Surfside Police Department lobby for residents to drop off unwanted and unused pharmaceutical controlled substances for destruction. SHRED-A-THON & PRESCRIPTION DISPOSAL

The Surfside Police Department will join with four other local agencies to host a Shred-A-Thon and Prescription Drug Drop Off on Saturday, April 27, 2019, 10 am–2 pm at the Bill Bird Marina in Haulover Park, 10800 Collins Avenue. HAZARDOUS WASTE DROP OFF ON MAY 18, 2019

Drop off hazardous waste to Town Hall on Saturday, May 18, 2019 from 9 am–12 pm. Hazardous materials will be received on this day ONLY. Guidelines: • All materials must be sealed tightly and properly to avoid any spills • All material that is loose (i.e. batteries) must be bagged. • All biohazardous/medical waste must be secured and placed into the sharps container by the resident. PUBLIC WORKS BUILD PLATFORMS FOR STUDENT MOSAIC ARTWORK

Residents may have spotted the blue markers at the street ends on the beach hard pack. Those are future sites of beautiful mosaic art pieces created by talented Ruth K. Broad Bay Harbor K-8 students. The Surfside Public Works Department has been installing the concrete platforms and will add the vibrant designs to the markers. The school’s art teacher, Maggie Vidal-Santos, praised the hard work and creativity of her students as the colorful artworks came alive over the last year. She explained that a group of seven middle schoolers have stayed after-school once a week to work on the mosaics. They decided the mosaics should be beach-themed featuring sea turtles, fish, sunsets, umbrellas and waterfront scenes relevant to the Town of Surfside. The design and creation process took about a year. The project will further beautify Surfside’s street ends and will also mark the street number of each site. The installation of the mosaics will start soon.

PUBLIC WORKS KEEPS THE STORMWATER SYSTEM HEALTHY

As part of the maintenance of the Town’s stormwater infrastructure, Public Works performs routine structure inspections such as confined space entry of well box chambers. The purpose is to inspect for structual issues and check electronic components such as wet well levels and pressure sensors. Public Works also inspects the structures for sediment build up and non-organic debris like plastic bottles. Well boxes are designed to have a series of concrete baffles and trash screens to separate sediment and floating trash from stormwater runoff collected through catch basins. This system acts as a filtering mechanism to reduce pollution in the stormwater that drains into Biscayne Bay.

TOWN COMMISSION ACTION AT THE MARCH 12, 2019 MEETING VOTED TO APPROVE THE FOLLOWING RESOLUTIONS

• Approving the proposal of Fast-dry Courts, Inc. for tennis court resurfacing at the Surfside Tennis Center • Amending the Charter for the Downtown Vision Advisory Committee • Approving the customer terms for cloud services agreement (U.S. Public Sector) and Master Services Agreement with Liftoff, LLC for use and subscription to Microsoft Office 365 Exchange Online (collectively, agreement) providing for cloud-based email services. • Declaring as surplus certain taser equipment of the Town of Surfside Police Department • Urging the United States Congress to pass the Energy Innovation and Carbon Dividend Act (HR 763) to levy an annually increasing revenue-neutral fee on the carbon in fossil fuels at the point of production or importation and return a dividend to all Americans • Approving Work Authorization No. 113 with Calvin Giordano & Associates, Inc. for resiliency planning support

SURFSIDE POLICE DEPARTMENT CELEBRATES SUCCESSFUL RE-ACCREDITATION

Police Chief Julio Yero (C) holds a plaque along with Police Department staff, administrative staff, Mayor and Commissioners. The Police Department received its third Accredited Law Enforcement Agency achievement from The Commission for Florida Law Enforcement Accreditation. Chief Yero recognized all of the Department’s employees for preparing for a team of assessors who examined more than 250 standards for the Police Department to achieve re-accreditation. Congratulations to all who assisted the Surfside Police Department which has been accredited since 2009.

2018 OFFICER OF THE YEAR – OFFICER MICAH SMITH

Officer Micah Smith was named the Surfside Police Department’s 2018 Officer of the Year by the Fraternal Order of Police (FOP) Awards Committee. Officer Micah Smith joined the Police Department in 2003 as a Public Service Aide and became a police officer in 2008. Throughout his career in Surfside, Officer Smith has consistently excelled. In 2018, Officer Smith continued to exemplify the highest standards of a professional police officer. He was named Officer of the Month for March 2018 for his role in the arrest of three juveniles who confessed to three burglaries in Surfside. Officer Smith’s alertness and keen observation skills and instincts prevented crimes in the community (see May 2018 Gazette). In addition to exceptional patrol practices, Officer Smith has received several recognition letters from residents. From assisting a stranded motorist in the middle of the night to simply providing information to tourists, he exemplifies the strong community policing philosophy of the Surfside Police Department. Officer Smith was also nominated for the prestigious 2018 LEO Award in the Uniform Services Category as a finalist.

2018 CIVILIAN OF THE YEAR – DINA GOLDSTEIN

Executive Assistant to the Chief Dina Goldstein was named the Police Department’s 2018 Civilian of the Year by The Fraternal Order of Police (FOP) Awards Committee. She successfully manages the many administrative functions of the Police Department. Her job responsibilities are numerous and critical to the Department’s overall operation. Dina tracks three annual budgets and serves as office manager: ordering, purchasing and billing. Dina also administers the business parking permit program, compiles crime and enforcement statistics, prepares the monthly police bulletin, the report to the Town Manager and police information for the Gazette. She is the liaison for the website, distributes public flyers and represents the Chief’s Office at law enforcement meetings and events. Dina continues to coordinate the Citizens Police Academy, Halloween Safety Night, Holiday Toy Drive and Party and Summer Police Teen Camp. She hosts programs for blood drives, outreach for the State Attorneys’ Office, Department of Motor Vehicles and Prescription Drug Drop Off. Dina also works on bicycle and dog registration programs and the annual Miami-Dade Chiefs of Police dinner. Her work ethic, dedication and commitment are unparalleled. Most importantly, Dina is a kind, compassionate and loyal person! Congratulations on being the Police Department’s Civilian of the Year for 2018! APRIL 2019 SURFSIDE GAZETTE

Runners and Walkers Enjoy a Race with an Ocean View

Runners and walkers of all ages spent a perfect Sunday morning at the Surfside Winter Beach 5K on February 24, 2019. Jean Duno and Gabriella Yachad were the overall male and female winners across the hard pack and scenic dune path route along the Surfside beach. Coordinated by the Town’s Parks & Recreation Department, the popular event drew more than 200 participants with groups coming from the Four Seasons Hotel at The Surf Club, Pelican Harbor Seabird Station and Orange Theory. The fun continued after the race at the Community Center green space with music, an awards ceremony and plenty of food and refreshments. There was also a release of a pelican at the shoreline by the Pelican Harbor Seabird Station. Thanks to supporters Howie’s Water Works (custom labeled spring water), Oberle Opticians, Gray & Sons Jewelry, The Greek Place and M. Kotler Realty.

RECORD ATTENDANCE AT MARCH BRUNCH

The popular Senior Brunch Bunch had a record attendance with more than 50 guests on March 8, 2019. The guest speaker was Mt. Sinai Medical Center’s Dr. Maria Greig-Custo who gave an informative presentation on “The Latest Research in Alzheimer’s Disease.” The last Senior Brunch of the season is Friday, April 12, 2019.

To help ensure an easier and smoother time registering your camper, all Surfside Residents will have the opportunity to come in prior to the day of Summer Camp registration. During this time, Surfside Residents will be able to receive new or renew Surfside ID’s, bring in copies of documents needed for your child to attend camp, and receive any additional information for day of Camp registration.

AUGUST The Town of Surfside Parks and Recreation Department is proud to announce the return of our Teen Camp. The camp is provided for children between the ages of 12 – 15 years old. The teen camp will provide an opportunity for children to learn hands on pre-counselor training skills and enjoy their summer by participating in age appropriate activities for teens. All participants have the opportunity to participate as a CIT twice a week. Campers will receive service hours for hours volunteered.
