MESSAGE FROM THE TOWN MANAGER

Proposed 2016-17 Town Budget The proposed FY 16/17 Town of Surfside Budget represents an effort to deliver required services and infrastructure systems under sound principles of sustainability. The proposed budget plan for the next fiscal year balances the Town’s financial resources with current programming and services levels while maintaining a solid financial position. Environmental resiliency, traffic management, construction projects management, intrusion by non-permitted activities in the single family area and overall maintenance of public facilities are the main challenges that the Town has to address. At the July 20, 2016 Special Town Commission Meeting a proposed operating mileage rate was maintained at 5.0293. This is the same rate established for the FY 15/16 budget. The reported Surfside’s FY 16/17 Certified Value represents a 12.42% increase in assessed value over last year. This reflects the increase of existing property values and not new construction. Property values will continue to rise in the short term as new projects are incorporated into the tax roll. The portion of property taxes collected annually is indicated in the graph below with less than 25% remitted to the -Continued on the next page

Town to cover all of the services and functions provided by the Town (see chart below). Another example of the positive economic sign is the increase revenue projected from Resort Taxes collected from hotel rooms and all food and beverage sold within the Town. This revenue source is anticipated to cover approximately $1,300,000 of the Parks & Recreation’s budget that would otherwise require funding from ad valorem taxes. The clear expectation is that the next fiscal year will continue to show that the work of the Commission and staff has yielded a solid financial stability to continue the quality of life that Surfside residents and property owners expect and deserve. SUMMER FUN AT FIRST FRIDAY Despite some afternoon showers, Surfsiders joined with visitors at the inaugural First Friday on the beach at 93rd Street. There were interactive activities, music and tasty bites to keep everyone busy. The next event will be on August 5, from 4-7 on the beach at 93rd Street.

Litter is anything animal, vegetable or material discarded, deposited or placed on any public or private property other than in a trash receptacle used for the collection of solid or liquid waste. In Surfside, it is unlawful for any person to throw, discard, place or deposit litter in any manner or amount on any public or private property except in proper containers. This definition includes all waterways and coastal waters. Our Town’s Litter Ordinance also applies to unfinished, unoccupied or closed structures, construction sites and vacant lots. The following are common examples of littering: • The distribution or placement of commercial handbills is considered to be littering. If ten or more handbills are distributed, placed or deposited anywhere, then the business being advertised on the handbill is considered to be the responsible party (violator). • The Town is authorized to pick up and dispose of bulk litter and charge the property owner or person/business that is responsible for creating the litter. • It is unlawful to carry onto any beach a glass container or to carry any expanded polystyrene product onto any beach or public park within the Town of Surfside. Surfside Code Compliance Officers will issue the litter violator a “Notice of Violation” that contains the fine amount and time period to remit the fine to the Town. The violator has 20 days to appeal the issuance of the violation notice. The Town can compel payment of civil fines and is allowed to record a lien against the offending property owner, business or person. The Town may revoke a Business Tax Receipt and/or a Certificate of Use for any business that has three or more littering offenses within a calendar year. Under Florida’s Litter Law (Criminal State Statute, Chapter 403), it is unlawful for any person to dump litter in any manner or amount. Penalty fines can range from $100 to $5,000. Candidates Forum for State Senate District 38 Primary Election on Aug. 11 The League of Women Voters of Miami Dade County is hosting and moderating a Democratic Candidates Forum at the Surfside Town Hall for the upcoming State Senate District 38 Primary Election. It will be on Thursday, August 11 at 6:30 p.m. in the Commission Chambers. The Forum provides an opportunity to address a wide range of issues impacting Florida and our community’s future. All qualified Democratic candidates for State Senate District 38 have been invited. The following qualified candidates will be participating: Anis Blemur, Kevin Burns, Daphne Campbell, Don Festge, Michael Gongora and Jason Pizzo. Academic Scholarship Recipients Announced

The Town of Surfside selected two Miami Beach Senior High School graduates as recipients of the Town’s annual $1,000 academic scholarship awards. The two outstanding students selected for 2016 are Konrad Danzer and Nicole Alfonso. Konrad will be attending the University of Chicago and Nicole is already enrolled at the University of Florida and could not attend the presentation at the July Commission meeting. The Parks & Recreation Committee reviewed the applications and made the top two selections.

Keeping Surfside Beautiful, Safe & Healthy

Surfside Street Sweeping

The Surfside street sweeping program helps remove debris from gutters and roadsides that would otherwise go into storm drains and cause water pollution. It also keeps catch basins and storm drains clean and functional, which is critical in the event of a hurricane or rain event. It also enhances the beautification of the Town. Residents can help in this effort by making sure the street in front of your house is free of vehicles and obstacles preventing access to the curbs. Trim low trees and foliage that would prevent a street sweeper from properly cleaning your street. Residents can also help by not over watering their lawn and gardens. Over watering washes yard clippings, pesticides, fertilizers and motor oil into the street and down the storm drains – directly to Biscayne Bay. Purposely washing any type of debris into the street is against the law. Residents must dispose of all yard waste in waste containers.

Commission Action at July Meeting Voted to approve the following Resolutions: 1.Amending the Annual Budget Resolution adopted for Fiscal Year October 1, 2015 to September 30, 2016; for the purpose of amending the Annual Budget in the Capital Projects Fund, Police Forfeiture Fund and Solid Waste Fund. 2.Co-designating 89th Street as “Sid Tepper Street;” directing the Town Clerk to transmit a copy of this Resolution to Miami-Dade County Commissioner Sally Heyman for sponsorship of a resolution for consideration and approval by the Miami-Dade County Board of County Commissioners.

Voted to adopt the following Ordinance on Second Reading: 1.Amending Chapter 35 Article I “Special Events;” Creating Section 35-5. “Special Events Involving the Commercial Use of Single-Family Residential Properties Prohibited.”

2016-17 Budget Hearings The proposed Town of Surfside 2016-17 Fiscal Year Annual Budget will be reviewed at public hearings held at the Town Hall Commission Chambers in September. New Safety Lights Installed On 91st Street As part of Surfside’s on-going traffic control enhancements, Stop Bar Reflectors have been installed at the intersections along 91st Street. These reflectors improve safety by illuminating a red LED light that flashes and warns motorists to prepare to stop at these locations. These devices are an effective means of mitigating traffic crashes and are provided by the Town as a safety measure for motorists and pedestrians. If you have any questions regarding the Stop Bar Reflectors or any traffic related concerns please call the Surfside Police Department non-emergency number (305-861-4862) and ask for an on-duty supervisor.

VEHICLE BURGLARIES: LOCK IT OR LOSE IT The Surfside Police Department has recently responded to several incidents of vehicles being burglarized in the residential neighborhood west of Harding Avenue. In each of these incidents, the cars were left unlocked, making easy access for burglars. Residents are encouraged to remain vigilant and report any suspicious activity to the Department’s non-emergency number 305-861-4862 or call 911 if any suspicious persons are observed. Neighbors should watch out for each other. Remember to keep your vehicles locked with the windows up. It only takes a few seconds for a subject to enter an unlocked vehicle and take items. DO NOT leave valuables in plain sight within a vehicle. The patrol officers who work this area have been notified and will be patrolling these neighborhoods when they are not answering priority radio calls. AUGUST 2016 SURFSIDE GAZETTE

Residents Prepped for Storm Season The Surfside Police Department hosted a Hurricane Preparedness Workshop on Thursday, July 14 for the residents. Participants were given handouts, pamphlets and a hurricane guide to better prepare them for the Hurricane season.

Dogs Must be Leashed The Town of Surfside will be enforcing unleashed dog violations. According to section 10-28(c) of the Town Code, the daily civil fine for a first offense is $50 and a daily fine second/repeat offense is $100. Please leash your pet!

Surfside Celebrates A Bang-Up Independence Day In addition to America’s birthday, Surfside had much to celebrate on July 4th! The Community Center overflowed with family-fun activities throughout the afternoon, including swim races in the pool, gifts and give-aways, a variety of games, a water slide, a decorate-your-own sunglasses craft and patriotic tattoos. A live band entertained with island music. After sunset, hundreds gathered on the beach, put on glow-sticks and witnessed a spectacular fireworks display. Thanks to all who made the event memorable, including Parks & Recreation and the Police Department.

Annual Resident Parking Permit Program RENEWAL COMMENCING THURSDAY, SEPTEMBER 1, 2016 Parking Permits will be available for renewal commencing on September 1, 2016 for the upcoming fiscal year of October 1, 2016 to September 30, 2017. They will be available at Town Hall during business hours between 9 AM – 5 PM, Monday through Friday.

REGISTRATION PROCESS

1. Residents will be required to complete a Registration Application (on reverse side). The application is on the website, in the August 2016 & September 2016 Gazette and at the Town Hall’s Front Office Counter. 2. Residents will be required to provide proof of residency. Examples include, but are not limited to: • Property tax bill • Utility bill (FPL,Water/Sewer) • Property Rental or Lease agreement • Current Driver’s License with a Surfside address 3. Residents will be required to bring their current year’s vehicle registration certificate. The vehicle must be registered in the name of the Surfside resident. 4. The Permit Fee will be $10.70, sales tax included. 5. There is a maximum of three (3) parking permits per household. The decal will have a permit number printed on it and a space available for the license plate number to be entered by the Customer Service Representative. 6. Residents will be provided with a copy of the Resident Permit Parking Rules:

The 96th Street Park will be closed on Tuesday, August 9, 2016 for maintenance.

It will re-open for limited use on Wednesday and Thursday (8/10 & 8/11).The playgrounds and field will be available for use, but the shelter area and equipment will remain closed.

Lap swimming: Tues, Wed, Thurs: 6:30-9 am; Mon-Fri: 3-5 pm and 6:15 -8 pm (limited lanes)

All of the park will be open beginning on Friday, August 12.

Beach lifeguard tower is located behind the Community Center and is open every day from 9 am - 6 pm

It is Turtle Nesting Season!

Guidelines For Encountering Sea Turtles on the Beach

If you observe an adult sea turtle or hatchling sea turtle on the beach, follow these rules and guidelines: • It is normal for sea turtles to be crawling on the beach on summer nights. DO NOT report normal crawling or nesting (digging or laying eggs) to the Florida Fish and Wildlife Conservation Commission (FWCC) unless the turtle is in a dangerous situation or has wandered off the beach. • Stay away from crawling or nesting sea turtles. Although the urge to observe closely will be great, please resist. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. • DO REPORT all stranded (dead or injured) turtles to the FWCC. • NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or the beach, call: 1-888-404-FWCC or *FWC (Mobile Phone)

Take the Bite Out of Mosquitoes During Summer Season The rainy season is upon us and Surfside residents can do their part in protecting themselves from bites and helping to reduce the mosquito population.

DRAIN STANDING WATER The best method to fight mosquito-borne illnesses is simply to eliminate breeding areas and protecting yourself from bites. Did you know that mosquitoes can breed and multiply in as little as a teaspoon or bottle cap of water left standing for a week? Follow these simple drain and cover checks in your home and yard: • Drain water from garbage cans, house gutters, pool covers toys, flower pots or any container that has collected water from rain or sprinklers. • Discard old tires, cans, pots, bottles, jars, appliances or other items not being used regularly. •Empty and clean birdbaths and pet water bowls at least twice a week. •In your garden, keep flower pots and saucers free from standing water from rain or sprinkles. Flush out water-holding plants such as bromiliads twice a week. •Don’t cover your boat or vehicle with a tarp that accumulates water. •Maintain the correct chemical balance of your swimming pool and empty kiddie pools after use.

PROTECT YOURSELF • When going outside in the early morning, dusk and at night, wear long pants and long sleeve shirts. • Use EPA-registered insect repellents with active ingredients such as DEET, PMD, oil of lemon, eucalyptus or IR3535. • Use insect netting to cover window screens, porches, beds and baby strollers.
