Town Hall Update By: Andrea Hove

• CITY NEWS

E

astvale’s Mayor, Ike Bootsma, gave an update on the city. Eastvale is looking forward to welcoming a new police officer to the Eastvale team. With the adoption of another balanced budget in July, City Council added a motor officer to our traffic team. The new Motor officer will start in December. Please save the date of October 3rd for the Eastvale 5k/10k and the City’s 5th Birthday celebration. Street sweeping citations are being transitioned from Riverside County Sheriff ’s Dept. Community Services officers to Eastvale’s Code Enforcement officers. This shift will allow our CSO’s to focus on Police work and field assistance. This will create a greater police presence in our community. The City has launched their E-Citizen app in partnership with the JCSD. This FREE App allows citizens to report non-emergency issues such as: graffiti, park maintenance issues, pot holes, code enforcement issues, sewer issues, water leaks, frontage landscape issues and water waste. • CA SENATE NEWS

T

yler Madary Tyler Madary from Senator Roth’s office informed residents that Senate Bill (SB) 25, which could restore the Vehicle License Fees to Eastvale, Jurupa Valley, Menifee and Wildomar has been included in the Governor’s revised budget. It is currently in the Assembly appropriations committee and Senator Roth is hopeful that the Governor will sign off. He is also working on SB 229 which will fund 10 new judges and 1 new Appellate judge. Two of those judges would be assigned to Riverside County. Right now, if you receive a ticket in Blythe you have to drive to a courthouse in Indio.

SB 251 is a narrowly crafted provision to provide businesses with much needed disability access education, resources and training, and allows small businesses that have been proactive in identifying access issues a reasonable amount of time to fix any problems identified before a lawsuit arises. SB 251 also provides substantial tax incentives in an attempt to ensure full and fair access for all Californians.

• CITY POLICE NEWS

A

ssistant Chief Scott Forbes gave us updates for May-August. Traffic updates include 26 injury accidents and 131 non-injury accidents, 50 hit and run’s without injury and 0 hit and run’s with injury. There were 1,042 moving violations (speeding, running red lights), 721 parking violations and 8 drunk driving arrests. The police department also introduced a new Neighborhood Watch Deputy. Deputy Deanna Myers comes to Eastvale with a Bachelor’s and Master’s degree in Psychology. In addition to working with the Neighborhood Watch programs, Deputy Myers is also in charge of the volunteers, Explorers and the Mounted Posse. City Council approved the addition of a Motorcycle officer. The City has purchased the Motorcycle and it is already being built. They have already selected the Motor Officer and he is coming to Eastvale with 4 years of Motor experience.

ic Welch, JCSD Director of Parks, let us know that phase 2 of Eastvale Community Park has been approved and will go to bid soon. Phase 2 will include a softball complex, restrooms and additional parking. The Desi house is awaiting the utility connections by the owner and the completion of the trail which are conditions of the purchase. JCSD is working with the city and the school district on the City’s 5th Anniversary

Celebration. See more information in the Eastvale Community Foundation update. Question: When will Eastvale Community Park be open? Answer: September 19th. There were more issues than they anticipated after the Picnic in the Park. JCSD realizes the frustration of parents and the sports leagues and JCSD is making adjustments with the irrigation system and the plans for the event next year.

• CNUSD NEWS

D

r. Michael Lin, Superintendent for CNUSD, updated residents about the District. Ronald Reagan Elementary School opened July 6, 2015 and Susan Helms is the Principal. Board Member Bill Newberry informed residents that the District has won an award from the National Association for School Safety. CNUSD was the only school in California recognized for its safety program. CNUSD was 1 of only 8 Districts recognized in the country. Dr. Lin introduced Dr. Gina Boster, Director of Career Technical Education. Dr. Boster mentioned the projected growth for Roosevelt at Eastvale’s residential buildout. When ERHS opened in 2006 there were 1,600 students. Projected student population in 2020 is estimated at 4,800. In order to meet that student population need the District has approved a STEM (Science, Technology, Engineering & Math) Academy on the ERHS campus. An advisory committee was formed after Measure GG (school bond) passed. This committee is made up of Business and Industry leaders, Parents, Teachers, Students and representatives from Norco College and UC Riverside. The Advisory Committee chose two career pathways for the STEM Academy: 1. Health, Science and Medical Technology; 2. Engineering and Design. The courses will be rigorous and relevant so that

Town Hall Update students graduate from high school either ready to work or go onto college, or both. The STEM classroom would have a space to “mind map”, real world settings that are industry inspired. Think of a “hospital emergency room” set up in the classroom for a real life setting. Classrooms would be connected to the outdoors with doors that roll-up when more space is needed for projects. The committee visited other schools with the same focus. The settings were flexible, collaborative (all working together), visible (open walls), connected and student centered. The committee anticipates bringing this program to the elementary level and starting with programs funded by local industry. There are currently manufacturing and robotics classes at Ramirez Intermediate. The STEM Academy would be approximately 103,000 square feet with 22 classrooms, 8 STEM labs, 5 Design Thinking labs and 1 Physical Education lab. Question: Can Eastvale get a traditional elementary school to help with schedules of multiple children on different schedules? Answer: The District is looking into making at Barton Elementary School traditional in the near future. With Eastvale’s continued growth, student population and growth must be evaluated for each school. Question: Can any student in the district attend the STEM Academy? Answer: At this time, Eastvale students will have priority. Any student in CNUSD can attend any High School with a transfer. If a student who attends another high school in the District is more interested in Engineering, they can apply to attend ERHS. Question: When will Class size be reduced? Answer: CNUSD is trying to

reduce classroom size at the primary level. Some schools have reduced the k-3 grade classes to a 28/1 student/teacher ratio. Question: Why isn’t there a reading program (AR) at the new elementary school? Answer: Dr. Lin said that he will look into this as it is vitally important that the students continue to grow. Question: Why not build another high school? It doesn’t have to be another mega school but can be smaller for those students that don’t thrive in the mega school setting. Answer: Land is scarce in Eastvale and the expense of another high school isn’t in the budget for Eastvale. The STEM Academy will have that small school feel but share the gym, cafeteria and other facilities. For a smaller setting, there are other high schools in the district that a student can transfer to. Kennedy Middle College in Norco is only 600 students and students take classes at Norco College. The average student earns 30 college credits at their high school graduation. 5 students last year earned their Associates degree.

• CODE ENFORCEMENT NEWS

O

fficer Allynn Evans updated residents on Code Enforcement. There are 3 ways to make a complaint: emailing Code Enforcement, calling in the complaint to city hall or by the violation being uploaded on the city source website. All complaints are confidential. Street sweeping enforcement has shifted to the Code Enforcement team. Code Enforcement will enforce the “no parking” zones on Tuesdays and Thursdays. A Riverside County Community Service officer will enforce on Mondays and Wednesdays. The Street sweeping signs indicate that there is “no parking” between specific hours. Just a note: you can be ticketed if you are parked on the street during that time frame, even

if the street sweeper has already come by. The street sweeping times are located at major entrances to your neighborhood. Due to the water crisis, City Council has voted on the temporary suspension requiring green grass. Homeowners will still be responsible for maintaining the lawn (mowed and trimmed) but they will not be cited for the grass being brown. Code enforcement had 401 total inspections from May-August. 811 signs were removed and 23 shopping carts removed from neighborhoods.

• EASTVALE COMMUNITY FOUNDATION NEWS

haryn Link from the EC Foundation said that their foundation raises funds for the needs and programs that the city desires but lacks the funding. The foundation also provides scholarships for youth sports and art programs. Their 3rd Annual Golf Tournament was held August 21st. The golf tournament was a great day of golfing, dinner, raffle and other activities. They were able to raise $20,000. Eastvale’s 5th Birthday celebration will take place October 3rd. This celebration will be a joint effort with the JCSD and the CNUSD. Scholar Street will be closed and it will tie into the Eastvale 5k/10k and the Annual Fall Festival for a great celebration you won’t want to miss. There will be a street fair, a parade complete with floats, equestrian groups, military bands, etc. Ending the night will be a laser light show. Eastvale car decals are also available for only $5. They are sold at all Eastvale events. All the funds raised stay in Eastvale.

CNUSD News • Corona Norco Unified School District receives the National School Safety Award By: Evita Tapia Gonzalez, Communication Manager Representatives from the Corona-Norco Unified School District accepted the National School Safety Award on behalf of the District at the National School Safety Conference in Nevada. The District received the honor for the Project Safety Net Program. The Project Safety Net Program serves over 53,000 students and their families in the District. This recognition was presented by the School Safety Advocacy Council, a recognized leader in school safety based services and training. The award honors Districts nation-wide that have implemented programs that have made a significant impact in school safety and the community. Under the outstanding leadership of Associate Superintendent of Instructional Support, Michael Cobarrubias, Project Safety Net was implemented in the summer of 2013 to ensure that

each and every member of the school community experiences a safe and caring educational environment. The overarching goal of Project Safety Net is to identify and anticipate safety concerns and systematically address each concern through the application of best practices. A key component to the success of the program is the development of innovative partnerships between the District and the Corona Police Department, the Riverside County Sheriff ’s Department, Cities of Corona, Eastvale and Norco, as well as students, parents and community organizations. “Student safety has been a longstanding priority for Corona-Norco Unified School District, and this honor is a true testament to the District’s commitment and dedication to keeping our campuses safe” said Michael Cobarrubias, Associate Superintendent.

City News • A Resident’s Guide to Public Particiaption in City Planning By Michele Nissen, City Manager

In a city that is growing as quickly as Eastvale, there’s a lot to keep track of. Projects are moving through the planning process and seeking approval from the City Council nearly every month of the year. How can you stay up to date on what’s being planned for the community? Community involvement in the planning process helps ensure that Eastvale will become the City it hopes to be in the future. Community involvement allows the citizens to have a voice in shaping the future and vision for the City of Eastvale. The State of California requires cities and counties to involve residents in the planning process and Eastvale is very proactive in meeting this requirement. The level of public involvement in different types of projects varies from a simple notice of a public hearing for a permit, to something as significant as special advisory committees formed for the development of a long range plan such as a General Plan. In many cases, the City may mail notices about site-specific development projects to adjacent property owners within a 300 foot radius. For other planning projects, official legal notices for public hearings will be posted in the newspaper, City Hall, meeting location and the Eastvale Public Library at Eleanor Roosevelt Library. These public notices are also shared on the City’s official website, Facebook page, Twitter feed, Instagram and LinkedIn profiles. The City’s process for reviewing and approving projects provides many opportunities for public participation. All development projects approved by the Planning Commission or City Council require a public hearing, and public testimony will always be heard at the meeting before a decision is made. Of course if a citizen is not able to make a meeting to provide public comment in person, they are always welcome to email their comments to the project planner prior to the public comment cutoff date. Normally when a new project comes into the City, the developer will submit

their plans and meet with the planning staff to discuss the project and make the necessary changes as recommended by the planning staff and public works department. During this process, the project applicant will typically prepare several different studies such as: a traffic study, environment impact report (EIR) and greenhouse gas study. Once the planning staff feels the project is ready for consideration, they will prepare an agenda packet and take the project to the Planning Commission for their review, comment, and recommendations for approval or denial. Often times, the project will then go to the City Council for their final review, comment and approval or denial. At each meeting, the public has the opportunity to provide their comments and concerns about the project prior to final approval or denial. It is important to note, the Planning Commission and City Council do not get to decide which tenants come into a particular project. The Planning Commission and City Council review land use issues and once the project is approved, the selection of tenants is done by the developer and leasing agents. The tenant mix must be congruent with the land use and zoning. Public review and comment is an integral part of the process of preparing and approving the environmental documents that accompany various types of projects and plans. State law requires that the public is provided with several opportunities to read and comment on environmental documents. By law, all of the comments received require a response. With so many different types of projects happening in Eastvale at one time, how can you find information about the projects that most interest and impact you? The City’s website (www.eastvaleca.gov) is the best place to start! Residents who are particularly interested in planning issues should sign up for e-notification on the City’s website — click “stay informed” on www.eastvaleca.gov and select “Planning Commission Meetings” to receive a copy of the upcoming agenda. The website’s planning

page features clear explanations about the process for different types of projects, highlighting opportunities for public involvement. You can also find contact information for elected officials and City staff, as well as upcoming meeting dates and agendas. Keep in mind that official information, facts, and figures about proposed development projects should be obtained directly from the Eastvale Planning Department. Finally, you can drop by the City’s planning counter during regular business hours (Monday-Thursday 7:30 to 5:30) and talk with a planner about current projects. If a planner is not available, you can also take advantage of our “virtual planner” by utilizing Facetime and an iPad at the front counter to get face to face time with a planner that is able to answer your questions. The Planning Department is located in City Hall: 12363 Limonite Ave, Suite 910 (in the Eastvale Gateway shopping center). Conservation News Drought Regulations Update As drought conditions persist in California, the State Water Resources Control Board’s conservation mandates continue in our community. Our community is required to reduce water usage by 28% between June 2015 and February 2016 when compared to the same period in 2013. At 28%, we must reduce water usage by approximately 1.8 billion gallons over a ninemonth period. Water Conservation at Eastvale Parks Parks Really do Make Lives Better

Local parks and recreation programs help residents stay healthy and connect with their families, friends, and the entire community. Eastvale parks are always filled with people who are participating in sports leagues and fitness programs and enjoying recreational activities. The Eastvale dog parks are also always in demand. For the benefit and well-being of the community, it is important to maintain functional turf areas for Eastvale residents. With the State’s current emergency drought status, at times, it can be a challenge to keep turf areas green for everyone’s enjoyment while complying with mandated water conservation requirements.

Conserving More Water at Eastvale Parks

In an effort to reduce water usage in park areas, JCSD’s Parks and Recreation Department is working on a Modified Parks Irrigation Plan that will be presented to the Eastvale Parks Commission and JCSD’s Board of Directors. As part of the plan, JCSD identified segments of turf at 13 local public parks that are heavily used by the community for athletic and recreational purposes and areas that are maintained for park aesthetics.


JCSD’s analysis found that approximately 28% of park land, which equates to 37.92 acres, falls in the category of ornamental, where water usage could be reduced for significant conservation. By reducing irrigation in ornamental areas, JCSD would be able to maintain functional areas and still conserve water.

Exploring Technology to Control Sprinklers

When rain is in the forecast, at home, we simply run to the garage to adjust our irrigation controller. Residential properties have irrigation controllers that can program between four and 22 stations. With 13 parks and an abundance of frontage landscaping, JCSD has more than 300 irrigation controllers that program 266,240 sprinklers. It takes JCSD staff a total of approximately 20 hours to drive to each location and adjust each of the 300 controllers for possible rain. As a result, JCSD has been researching web-based technology that would allow our team to program each irrigation station from any location. This will enable us to shut off sprinklers in a matter of minutes rather than driving to each location to manually reprogram stations to adjust for a rain delay.

This is a soccer development program that teaches kids, ages 2.5-6, basic soccer movements and skills by storytelling, imagination, and play, while at the same time building confidence and self-esteem. Kids Zone is committed to providing a fun, safe, age-appropriate recreation program which encourages social development, provides diverse experiences, promotes health & wellness, and responds to the needs of families, schools, and the community.

Kids Zone is a Before & Afterschool Program located on elementary school campuses. Kids enjoy a variety of recreational experiences including games, arts and crafts, science and cooking projects, outdoor play as well as time for homework. Class violin offers the students a chance to play in an orchestral setting. This class is also open to violas, cellos and Bass violins (double basses). As it is a band class, tt does not take the place of private lessons. So, the student should be able to keep up with the rest of the class. Previous stringed instrument experience is greatly recommended. The class takes a hands-on approach to Stringed instrument performance; will learn and perform a repertoire of musical pieces. Further, attention will be given to proper technique, facility, and maintenance of the students’ stringed instruments. The last day of school will be recital day when the class will play its repertoire of newly acquired musical pieces. Family and friends will be welcomed.
