TOWN HALL UPDATE

The Townhall meeting began with the Pledge of Allegiance and a moment of silence for the Whittier Police Officer, Keith Boyer, killed in the line of duty, February 20, 2017.

Kathie Bogart Patterson further explained that Townhall meetings were set up 15 years ago to give local residents a voice in shaping our community. Back then, we were just a few neighborhoods with a lot of open land and only rumors of plans in what the County had in store for us. A group of residents got together and formed these meetings with the County Supervisor, John Tavaglione, who would attend and answer questions from residents. These meetings grew to include the Sheriff’s Dept. and the School District offering residents an opportunity to receive updates directly from the source and ask questions without attending formal board meetings. As our community grew, sub-committees were formed and the Directors and Chairs of those committees would attend the Townhall meetings to provide updates to the residents. Again, residents could ask questions directly to the people in charge and receive an answer on the spot. The Eastvale Townhall meeting is still the only place where all the agencies come together in one room, once a quarter, in a casual setting where residents can ask questions and receive answers on the spot. If you haven’t attended one in the past please consider joining us for the next meeting, May 16th. Kids are welcome, come and go as you please. Eastvale’s new Mayor, Joe Tesarri, said that its an exciting time for the City. There are approximately 42 different projects in the planning process. Eastvale has entered its 6th year of incorporation and has always delivered a balanced budget with money in reserves and no debt. The big budget

items for fiscal year 2016/2017 included adding additional Fire Department staffing (10 contract hours), on the heels of adding a motor officer the previous year, while absorbing the contract rate increases. Public safety has been and will continue to be the City’s number one priority as identified in Eastvale’s strategic plan.

Other initiatives this year include building Eastvale’s 2nd Fire station on Chandler and Selby Avenue. The Grand Opening will be April 19th and they hope all residents will join in this momentous event. With this new Fire station comes another Engine and additional staffing. Again, the City has successfully delivered these additional public safety services to meet the growing needs and population of Eastvale. These items were budgeted and did not impact the reserves. The budget planning for fiscal year 2017/20018 has begun and the City will be hosting budget workshops again. The meeting dates are March 22nd and April 12th. Please go to the City’s website for updates and more information. If you haven’t heard, Costco is coming to Eastvale! Costco will be located at the Goodman Commerce center off of Hamner and Cantu Galleano. The site will include a 158,000sf building, up to 30 pump gas station and land set aside for a future drive-thru car wash. Another Amazon fulfillment center will be built as well and the Porsche/Volkswagen/Audi global training center which will bring visitors from all over the world. These projects will bring an estimated 2500 full time and 200 high tech jobs to the City. 2016 brought many economic development projects which will result in new major sales tax drivers opening

their doors in Eastvale by late 2017. Some of those new projects include Costco, Smart & Final Extra and Les Swab. The City is still working on bringing a hospital to Eastvale. Eastvale is still fighting for the vehicle license fees that were lost with the passage of SB89 in 2011. To date, the City has lost $16.2million with an additional $2.6-$2.9million year over year. The City is working with Senator Roth and Assemblywoman Cervantes on their new jointly authored bill, SB37, to help the four newly incorporated cities in Riverside County. Other legislative initiatives include: working with Congressman Calvert to support and pass his new bill “Ensuring the safety of Our Mail Act, H.R. 4515” as well as H.R. 4634in an effort to obtain a unique zip code for the City of Eastvale.

City staff continues to work with their partners in Jurupa Valley, Norco and the County to obtain funding and build major infrastructure projects that support our communities such as widening the Hamner Bridge and completing the I-15 interchange. 6th Annual State of the City, April 4th at ERHS Theatre. QUESTIONS FROM THE RESIDENTS: Question: Is there a Walmart being built in Eastvale? Answer: The Walmart planned for the south east corner of Archibald and Limonite is a proposed project and is still in the planning stages. There will be an opportunity for residents to view the site plans and ask questions at the upcoming Planning Commission meetings. Question: Any update on the Leal property? Answer: The owner of the property, Brad Leal, recently passed away and the property is now being managed by the family. At this time, the Leal Specific Plan remains and they are actively seeking a buyer and developer for the property. You can find more information at www.LealSpecificPlan.com. Question: There is a bottleneck at Archibald between Wind River/Grapewin and Corbin, when will that section of road be completed? Answer: Vantage Point Church owns the undeveloped property to the east. The City is currently reviewing their application and the road widening will begin when the church begins construction. Road construction is completed in sections as each section is developed. Question: Is there a hospital coming to Eastvale? Answer: Space has been set aside at the Goodman Commerce Center on Hamner between Bellgrave and Cantu Galleano. Question: Will Eastvale have a hotel? Answer: There is space set aside along Cantu Galleano. The developer is currently working on finding a good fit. However, there is interest for a hotel on another site (which was not disclosed). EASTVALE POLICE DEPARTMENT UPDATE: Assistant Chief Forbes explained that Eastvale currently has 90 patrol hours per day. 10 hour shifts, 9 officers per day, 365 days a year. This includes patrol officers, quality of life officers, an Accident investigator, Motor officer, and Community Services officers. Included in the negotiated fees are the police facilities, vehicles, equipment, dispatchers, clerical/business office staff, specialized teams (aviation, gangs, homicide, internal affairs, hazardous materials, etc.), supervision and legal defense. The addition of the motor officer last year has decreased the number of injury collisions near schools and the number of complaints. There were 9000 calls for service from November 13, 2016 – February 21, 2017. 475 were Part 1 crimes. Part 1 crimes are violent and property crimes that are reported to the FBI for Crime Reporting Statistics. Aggravated assault, forcible rape, murder, and robbery are classified as violent while arson, burglary, larceny-theft, and motor vehicle theft are classified as property crimes. Of those 475, 451 were classified as property crimes and 24 were classified as violent crimes. There has been an increase in calls for service for mail theft. During the winter holidays, the officers adjusted their schedules to apprehend any potential thieves. No arrests were made but a lot of cars were stopped and residents were made aware that there was a police presence. Between Eastvale and Jurupa Valley there have been 30 arrests for stealing mail and having possession of stolen mail. Identity theft is the next step after the mail has been stolen. All 30 of the arrestees have been released because of propositions 47, 57 and AB 109.

Question: Were the individuals arrested Eastvale residents? Answer: They were local residents, but not Eastvale Residents. The Sheriff’s Department is pushing to get them charged for federal crimes. Question: Mailbox theft is still happening, how can we minimize? Answer: Mail theft and vehicle burglaries did go down recently, but the Captain thinks the rainy weather may have had an impact. It would help to have cameras pointed at the mailboxes, develop a neighborhood watch system, pick-up your mail daily, and report anything suspicious. If you SEE SOMETHING, SAY SOMETHING. The Nextdoor app is effective and closed to only those in your neighborhood. It’s a good way to keep an eye on your neighborhood and get to know your neighbors. Question: Seems like development is increasing. How do we get more officers and an increase in our number of patrol hours? Answer: These decisions are up to the City Council. ASSEMBLYWOMAN SABRINA CERVANTES’ OFFICE UPDATE: Rachel Gonzaga, District Director and David Santillan provided an update. Assemblywoman Cervantes is keeping her campaign promises of making public safety, transportation and the economy her main priority. She has introduced Assembly Bill 91 which would help ease late-night traffic jams in Riverside County by allowing single-occupancy vehicles to use high-occupancy vehicle (HOV) lanes, commonly known as “carpool lanes,” during non-peak traffic hours. Assemblywoman Cervantes has introduced a bill relating to the California Competes Tax Credit Program. This program is an income tax credit available to small businesses that wish to establish a business, or stay and grow in California. Assembly Bill 162 would make more small businesses eligible to apply for the program. Assemblywoman Cervantes also introduced a bill to help military families. Assembly Bill 226 would require the state Commission on Teacher Credentialing to give priority to applicants who are spouses of active United States Military service members. “According to a 2012 survey of military families by the United States Department of Defense, the most common occupation amongst military spouses is teaching. More than 1 in 20 military spouses are teachers for children in the K-12 range, and more than 1 in 100 military spouses are post-secondary teachers. The ability of military spouses to find work remains a real issue, as the unemployment rate for military spouses is 23 percent, according to a 2016 survey by the Department of Defense.” JCSD UPDATE: Rafael Gonzalez mentioned some upcoming important dates. Eastvale’s Annual Picnic in the Park is scheduled for June 23-25th. This annual event takes place at Eastvale Community Park and starts Friday night with the kickoff of the 65th Street Live – Concerts in the Park Series. Carnival rides, food and game booths will be aplenty and the annual fireworks show will be held at 9:00 p.m. on Saturday night. Additional family games and contests will also be hosted by the JCSD parks department throughout the weekend. In addition, the annual Eastvale Camp-Out event will be held from April 29-30 at Harada Heritage Park. Please visit jcsd.us/parks for more information.

Question: Are we still in a drought? Answer: We are currently under continued control. We have had a couple good rain storms but we have had years of drought. The limits are determined by the state and the controls are set by them. Question: The Picnic in the Park kills the grass every year, what can be done to mitigate the effects of the event which can cause uneven ground for our sporting events? Answer: In years past the grass was negatively affected and recovery was lengthy. Last year, irrigation was left in place until the night before the event. The grass was left longer and the equipment was not allowed onto the grass until the night before. We also started the recovery much quicker after the event. Question: Desi House Update? Answer: No update at this time. The exterior of the house will be addressed. Discussions are ongoing regarding the property. Question: When will the trail be completed? Answer: For Eastvale’s portion of the trail, we have only a few hundred yards to complete. This portion will be completed in Phase 2 of construction of the park. The trail will then go into Norco which will be their responsibility to complete. SCHOOL DISTRICT UPDATE: CNUSD Communications Manager, Evita Tapia Gonzalez informed residents that Rondo Elementary School is scheduled to open summer 2019. This school should help relieve Reagan and Parks Elementary Schools. State testing is taking place between March-June so please keep your children in school if possible. Dr. Kim Lawe, STEM Academy Director proudly announced that the eSTEM (Science, Technology, Engineering and Math) Academy groundbreaking was February 3rd. The JV softball field demolition has already happened and the next step is to haul away the clay soil and replace with dirt. The District and the Academy have been and continue to have open communication with the residents on Country Fair behind the school. You can find updates on this project by clicking on the Measure GG link on the CNUSD website. The eStem Academy is currently open at ERHS with 107 students. They are in temporary classrooms and looking to a 2018/2019 full opening. It will be a 2 story building in the front and a 3 story building in the back with its own entry and courtyard. ANIMAL CONTROL UPDATE: Officer Mark Visyak gave statistics for the last 12 months in Eastvale. Officer Visyak is scheduled in Eastvale 4 hours a day, 5 days a week. There were 3,640 calls for service. 37 quarantined dogs; 237 Deceased (dogs, cats); 351 impounds (dogs, cats); 106 calls for animal cruelty; 13 kennel violations (over 4 dog, 9 cat limit); 22 returned dogs to owners (Thanks to microchips); 52 citations for no current vaccinations, microchip, spay/neuter, leash law; 37 calls for barking dogs. Please use caution at the dog parks and enter at your own risk. Read the signs that are placed on the gate. Too many times your dog is injured because someone else isn’t following the rules or someone else brings their aggressive dog into the park. If you see this, it’s in your best interest to take your pet and leave the park.

CNSD NEWS The Eastvale STEM Academy Groundbreaking Ceremony took place Friday, February 3rd at 10 a.m. at Eleanor Roosevelt High School.

The Eastvale STEM Academy at Eleanor Roosevelt High School is committed to providing students with the same rigorous curriculum in a dynamic, innovative learning environment as offered at the main ERHS campus. “…This is more than just a facility, it is more than just a building with laboratories, classrooms and social spaces,” said Dr. Kim Lawe, Director of the Eastvale STEM Academy, “This will be a place where learning can happen everywhere. Both inside and outside of the classroom.” The Eastvale STEM Academy is built on three founding principles: Access, Collaboration, and Partnership. We believe all students should have access to a rigorous curriculum, whether on the main campus or at the STEM Academy. Collaboration is encouraged at all levels: students to students, staff to staff, school and district to industries and educational institutions. We also focus on preparing our students to be college and career ready in the STEM fields upon graduation through partnerships. “So when I think of George Washington Carvers quote, ‘When you can do the common things of life in an uncommon way you will command the attention of the world,’ there is no doubt that the Eastvale STEM Academy at Eleanor Roosevelt High School will command the attention of the world,” said Jeremy Goins, Eleanor Roosevelt High School Principal. When enrolled in the STEM program, students can expect a learning experience that takes the processes of critical thinking, problem solving,

innovation, and collaboration and integrates it into the curriculum of real-world science, technology, engineering and mathematics. “I look forward to our future, together we can make a major, major difference,” said Dr. Lin, CNUSD Superintendent. The Eastvale STEM Academy will feature: • Specialized Design and Engineering Labs including, robotics 3D printing, and manufacturing • Specialized Health Science and Medical Labs • Student Resource Center and Research Lounge • Staff Professional Learning Center • Flexible classrooms with integrated technology, visual and physical connectivity with each other • Variously sized collaborative areas for small and large groups of students connected to each other and to adjacent classrooms and labs • Covered outdoor classroom and lunch area • Amphitheater When completed, it will be a total of 107,000 square feet and have 18 classrooms. It will feature 7 specialized labs and 6 standard labs. Eleanor Roosevelt High School is set to become the district’s second STEM school. The Eastvale STEM Academy building is scheduled to open in 2018.

CONSERVATION NEWS Like water, trees are also a precious resource. The effects of the drought are evident throughout California in our forests, lakes, and residential landscapes. Nowhere is this more evident that in tree health. Lack of water decreases a tree’s ability to repel pests, diseases, and makes them more vulnerable to injury. Although the aftermath of the drought will be felt for years, the rain this winter will help residential trees begin to recover. Remember that trees take many years to mature and trees planted in grass are particularly vulnerable; generally irrigation practices are set to the needs of grass rather than the needs of trees. You can help your trees by following these guidelines: How can I tell if my tree is under stress? • Wilting, curling, graying or yellowing of leaves and browning of leaf edges •D ieback of twigs and branches • L ack of new growth and shoot lengthening in spring • Disease and/or insect infestation How do I keep my trees hydrated? If you do not have a separate irrigation line for your trees, there are other simple methods to water around the root zone. • Drip line hoses that can be moved around under the tree canopy • Tree stakes that send water deep into ground nearer the roots • Water collected in buckets from warming your shower is easy to apply in the root zone • S pread mulch under the tree, up to within one foot of the trunk.

CITY NEWS Did YOU Know? Trash Containers The City of Eastvale provides a Did You Know tip to assist residents in getting acquainted with the City’s Municipal Code. The City’s Municipal Code is located on the City’s website. According to Eastvale Municipal Code §120.05.080. — Neighborhood Preservation Standards (D) In order to maintain a safe, clean, orderly, sanitary and aesthetically pleasing neighborhood character, the following standards of physical environment shall apply within the Eastvale Neighborhood Preservation Overlay (ENPO) Zone boundary:

(1c-e) Trash, garbage, recycling or green waste containers (cans, bins, boxes or other such containers) shall not be kept in any front yard, side yard, driveway, walkway, sidewalk, street or right-of-way for more than 36 sequential hours in any seven-day period, including trash and recycling pick-up day. Trash containers or trash bins used for construction or remodeling of the property shall be exempt provided that they are removed within 45 days following issuance of building permits, unless additional time is granted or approved by the department of building and safety; For single-family residential developments, the trash or recycling containers shall be stored in garage, side yard, or rear yard, in a manner that they are not visible from any public street; For multifamily residential developments, the trash enclosures shall be constructed of sturdy and opaque materials (with trash receptacles screened from public view) that are in harmony with the architecture and materials of the main buildings.

Trash can enforcement is a complaint based violation. A fine will be administered by code enforcement after the first warning: • $100.00 for a first violation; • $200.00 for a second violation; • $500.00 for a third violation. REGISTER by June 9! Boys and Girls ages 5-15 are invited to participate in a fun filled season of recreational games with training in the fundamentals of basketball. The registration fee includes a reversible team jersey, picture package, and a participation award. The season consists of 10 weeks of games. 5-6 and 7-8 Division practices are held at the Eastvale Community Center Gymnasium. All other Divisions practices are held at Augie Ramirez (6905 Harrison Ave, Eastvale, CA 92880) outdoor basketball courts. Practice times will be determined by coaches after teams have been formed. The JCSD Youth Basketball League will be conducting a mandatory evaluation day on June 10, 2017 at the Eastvale Community Center Gymnasium. ROBOTICS & ENGINEERING 229004 Explore sports ranging from gymnastics to biking, mini golf to basketball using LEGO bricks! Some lessons focus on the importance of physical fitness and different aspects of fitness, such as stamina and strength. Other lessons describe the mechanics of the sport, such as the physics involved in golf and the components of a stationary bike. Maybe students will be inspired to try a new sport, or build a model of their favorite sport! Each student will receive a customized LEGO mini figure and Certificate of Achievement on the last day of class.

This is an online course with videos, animated driving scenario and sample test questions.
