Town Hall Update By: Andrea Hove • CITY NEWS

E

astvale’s Mayor, Ike Bootsma, gave an update on the city. As the city enters into its 5th year of incorporation, they are busy working on the fiscal year 2015-2016 budget, goals and objectives. Eastvale held its 4th Annual State of the City and each city department gave a report of their accomplishments and goals. The Eastvale Community Foundation did a great job presenting the event. You can watch a brief video overview from the council members on the City’s Facebook page. The final design of Fire Station #2 (which includes a training and emergency operation center), located at Chandler and Selby is well underway with a tentative construction start date in September 2015. This project includes street widening and storm drain installation along Selby and is expected to be completed by September 2016. A new City Hall will be constructed next to the Fire Station #27 on Hamner and Riverboat (formerly Schleisman). The design consultant selection process is currently underway. This project is expected to start construction by spring 2016 and completed in early 2017. Street sweeping citations are being transitioned from Riverside County Sheriff ’s Dept. Community Services officers to Eastvale’s Code Enforcement officers. This shift will allow our CSO’s to focus on Police work and field assistance. This will create a greater police presence in our community. The city council voted to add a Motor officer to its traffic team. The new Motor Officer will start this fall after completing all the required training. The Leal Project is still on track. It’s important to mention that the City did not purchase the land, and they are not acting as the developer. The Leal Master Plan will focus on a mixed use, regional lifestyle center, civic center complex and other potential uses identified through public input. The Leal Master Plan will provide the necessary entitlements and mechanisms to help expedite the development of the property. The City supports the preparation of the Master Plan and the funding of the plan will be recovered when the project is developed by a private developer. Up should be opening in late 2015. Lewis Retail Centers is working on other tenants for the center and there are several additional pads available. The City has launched their E-Citizen app in partnership with the JCSD. This FREE App allows citizens to report non-emergency issues such as: graffiti, park maintenance issues, pot holes, code enforcement issues, sewer issues, water leaks, frontage landscape issues and water waste. • CA SENATE NEWS:

T

yler Madary from Senator Roth’s office informed residents that Senator Roth has introduced a new Senate Bill (SB) 22 which will help to fund medical residencies for Primary Care doctors in Riverside County where there is a shortage of health care access. Senator Roth is still pushing for Senate Bill (SB) 25 which could restore the Vehicle License Fees to Eastvale, Jurupa Valley, Menifee and Wildomar. He is also working on SB 229 which will fund 10 new judges and 1 new Appellate judge. Two of those judges would be assigned to Riverside County. Right now if you receive a ticket in Blythe you have to drive to a courthouse in Indio. SB 251 is a narrowly crafted provision to provide businesses with much needed disability access education, resources and training, and allows small businesses that have been proactive in identifying access issues a reasonable amount of time to fix any problems identified before a lawsuit arises. SB 251 also provides substantial tax incentives in an attempt to ensure full and fair access for all Californians.

• CITY POLICE NEWS:

A

ssistant Chief Scott Forbes gave us updates for January-April 2015. Violent crimes were up 19% at 37. Property crimes are down 2.6% at 224. Robberies are down 28.6%, last quarter there were 7 and this quarter there were 5. Aggravated assaults went from 23 last quarter to 29 this quarter. Burglaries are down from 65 last quarter to 26 this quarter. Traffic updates include 26 injury accidents and 121 non-injury accidents, 38 hit and run’s without injury and 5 hit and run’s with injury. The streets with the highest incidents are Limonite (at Eastvale Gateway), Hamner

(at various intersections), and Archibald (at various intersections). The most common offenses are unsafe speed, turning violations and yielding violations. There were 1,109 moving violations (speeding, running red lights), over 954 parking violations and 17 drunk driving arrests. Question: • Does Eastvale PD use radar? Answer: Radar is unreliable so the department is using Laser which can more accurately determine a specific cars speed.

• JCSD NEWS:

ic Welch, JCSD Director of Parks, stated that on April 1, 2015, Governor Brown issued an executive order directing the State Water Board to mandate even stricter drought regulations. The new drought regulations were approved by the State Water Board. The JCSD will be required to implement the new regulations approximately June 1, 2015. Reductions of 28% for residents are based on overall 2013 usage levels. The State regulations also require the JCSD, to implement irrigation restrictions for ornamental landscapes or turf. In recognition of the State’s actions, JCSD’s Water Shortage Contingency Plan includes the irrigation restrictions below in an effort to increase water conservation and eliminate water waste: water only four days per week between the hours of 8 p.m. and 8 a.m. and no more than 10 minutes per station, per day, until further notice. Additionally, all leaks must be repaired within 72 hours of notification. JCSD offers a wide range of FREE landscape seminars designed to help homeowners, commercial property managers, landscape service providers, and others become more water-efficient while maintaining a beautiful and sustainable landscape. Their seminars include a combination of classroom lectures and hands-on activities to help you get the most out of the seminar. Check the JCSD calendar at www.JCSD.us for upcoming dates. Questions: • Should residents remove their grass? Answer: Rebates of up to $3 per square foot are being offered to remove turf. Town Hall Update Answer: JCSD will look into providing an opening. afael Gonzalez, Parks and Recreation Manager from the JCSD informed us that there are maintenance issues with the water play feature at Dairyland Park and it will be closed until further notice. Upcoming events include the Annual Picnic in the Park June 26th -28th, and Summer Concert in Park series which begins June 26th and every Friday from July 10th-August 28th. • CNUSD NEWS:

r. Michael Lin, Superintendent for CNUSD, updated residents about the District. Ronald Reagan Elementary School will open July 6, 2015 and Susan Helms will be the Principal. There will be an “open house” to preview Eastvale’s newest school on Tuesday, June 23rd at 6:30pm. More information will be sent out to students or can be found on the District website.

Dr. Lin informed us that Eleanor Roosevelt High School has earned California’s Gold Ribbon Award for their efforts to make sure that students are easily transitioned into 9th grade and don’t feel overwhelmed. The Gold Ribbon Award is a new program for 2015-2016 that honors some of California’s outstanding public schools. Schools that are selected demonstrate exemplary achievements in implementing state standards in priority areas. The California Gold Ribbon Schools Award was created to have a program focused on honoring schools while the California Distinguished Schools Program is on hiatus during the period of time required for California to transition to new assessment and accountability systems. The new award will recognize middle and high schools in 2015 and elementary schools in 2016. The CNUSD Board is moving forward with a District name change to include Eastvale. It will take time to implement the name change and it can cost up to $350,000 to change all the signs and stationery. Class size reduction will be a focus in the District next year. Because of the robust California economy there is approximately $2.5-3 million that can be utilized for class size reduction. CNUSD is finalizing the budget now and they will implement lower student numbers per classrooms in the elementary schools. Transitional Kindergarten should not see more than 25

Town Hall Update the Local Control and Accountability Plan (LCAP). Each school district must engage parents, educators, employees and the community to establish these plans. The plans will describe the school district’s overall vision for students, annual goals and specific actions the district will take to achieve the vision and goals. At this time, students who fall into this middle ground will have to rely on private tutors and parental help. Question: Can Eastvale get a traditional elementary school to help with schedules of multiple children on different schedules? Answer: The District is looking into making at least one elementary school traditional in the future. It can’t be done at this time because of Eastvale’s continued growth.

The foundation also provides scholarships for youth sports and art programs. The Foundation will have the Beer Garden again this year at the Picnic in the Park (June 26-28). The Beer Garden will be open Friday night from 5pm-10pm and Saturday night from 1pm-9pm. Their 3rd Annual Golf Tournament will be held August 21st. The golf tournament is great day of golfing, dinner, raffle and other activities. Eastvale’s 5th Birthday celebration will take place this October. This celebration will be a joint effort with the JCSD and the CNUSD. Scholar Street will be closed and it will tie into the Annual Fall Festival for a great celebration you won’t want to miss. City News • BOAT, RV, TRAILER, & RECREATION VEHICLE PARKING It’s that time of year - summer fun and vacations are upon us! When preparing to use your boat, RV, trailer or other recreational vehicle(s), please keep in mind the parking standards in the City of Eastvale and pay close attention to your street sweeping schedule as posted at the main entrance to each development. According to Municipal Code Section Sec. 120.05.080. - Neighborhood preservation standards states the following: (2)(a-c) No vehicle shall be parked upon a public street for more than 72 consecutive hours within a radius of 500 yards and shall be subject to citation and/or removal by the city as provided for in state law; No person shall construct, repair, grease, lubricate or dismantle any vehicle, or any part thereof, upon a public street, sidewalk or rightof-way, except for temporary emergency purposes; No vehicle, such as a car, truck or motorized bike, shall be parked in any landscaped area. In addition, Section 120.05.080. (e) states that No commercial vehicles, or any part thereof, shall be parked upon a public street, sidewalk, right-of-way, private yard or private driveway, except when it is actively used for loading or unloading purposes. No overnight parking of commercial vehicles is permitted. No recreational vehicles shall be parked in any front yard area of a property. No recreational vehicle, or any part thereof, shall encroach upon a public street, sidewalk or right-of-way. Recreational vehicles shall be allowed, if they are screened behind a fence or wall of at least five feet in height and parked in a garage, side yard or rear yard. A recreational vehicle may be parked in a public rightof-way or approved parking area for a period of not more than 48 hours twice

Conservation News State Mandates Additional Conservation

The State Water Resources Control Board (State Water Board) is implementing regulations in response to an Executive Order from Governor Brown to reduce statewide urban water use. JCSD will be mandated to meet a total 28% district-wide reduction in potable water usage, down from 35% originally proposed by the State Water Board. There are a number of effective ways to reduce water usage and many of them begin with your irrigation system and garden. For more information about the State’s water-use restrictions and JCSD’s conservation programs, please contact JCSD’s Conservation Coordinator at (951) 727-8007 or visit www.jcsd.us/Conservation. Eliminate Water Waste Repair Sprinklers Irrigation runoff is the number one culprit in resiCheck your system for clogged, broken or missing dential water waste. Revise Watering Times

Adjust your irrigation cycle! For example, for sunny lawn areas, program three start times for three minutes each with 30-60 minutes between each runtime. This enables you to eliminate runoff while meeting the irrigation restriction of 10 minutes of irrigation per station per day.

Install Drip Irrigation

Drip irrigation involves placing tubing with emitters on the ground alongside the plants. The emitters slowly drip water into the soil at the root zone. Because moisture levels are kept at an optimal range, plant productivity and quality improve.

Kids Zone is committed to providing a fun, safe, age-appropriate recreation program which encourages social development, provides diverse experiences, promotes health & wellness, and responds to the needs of families, schools, and the community.

Kids Zone is a Before & Afterschool Program located on elementary school campuses. Kids enjoy a variety of recreational experiences including games, arts and crafts, science and cooking projects, outdoor play as well as time for homework. Hours of Operation: Before school: M-F: 7:00am - beginning of school * *before school not available at Eastvale Elementary

Afterschool: M-F: from school release - 6:30pm

This class gives all artistic skill leveled participants the opportunity to explore the various options that art can provide. Develop watercolor, zoetrope animation, drawings, quilling, etching, etc. Projects are taken home at the end of class. Special needs welcome. Please Note: There will be a $15 material fee due at the first class meeting.

Create bright, bold and beautiful paintings in this popular class. Learn painting and color mixing techniques. Use a variety of tools: brushes, palette knives, sponges, etc. for interesting effects. Paint several full color paintings on quality artists’ paper and two paintings on canvas. Students choose their own subject matter for each painting. Special needs welcome.

General Information

1. REFUNDS will only be granted before the start of the second class, with the exception of one day classes. 2. IF CLASSES ARE CANCELLED, you will be notified and refunded back to your credit card. If payment was made by cash or check, refunds will be returned by check. Check processing may take up to two weeks. Please ensure that your address is current. 3. PLEASE REGISTER EARLY. If a class minimum is not met by 4pm the day before the class begins, it will be cancelled. 4. TIMES AND DATES OF ALL PROGRAMS ARE SUBJECT TO CHANGE. 5. Please be advised that all participants involved in any programs or special events are subject to be photographed. Such photographs may be used by the JCSD Parks and Recreation Department without any obligation. 6. PROCESSING FEE. A $2.00 processing fee applies to all transactions except online transactions. 7. All fees, class dates and times are subject to change due to holidays, special events, participation level or board approval.
