NMEDA Manufacturer Service School Returns It’s been some time, but NMEDA was able to resume the ever-popular Manufacturer Service School (MSS) in November, with a total of 33 technicians in attendance. Q’STRAINT graciously opened their doors and hosted the successful three-day event at their state-of-the-art, Ft. Lauderdale, Florida headquarters. he new QAP administration software ‘QAPx’ is rolling out to all dealers not using the Docutrack system. Per Board directive, by February 1, 2022 all dealers are to be using either QAPx or

Docutrack to enter all QAP jobs including pass-throughs. As of the time of this article, we have about 320 dealer locations, and we have about 140 using Docutrack, that leaves about 180 dealers that will be using QAPx. As you can imagine, with any new software and new administration system, there are going to be some questions and things the new users are encountering. I will do my best to share with you some of the things we have been seeing and hearing about as the rollout continues so that if you encounter one of these issues, you will understand them better. Here are the top items we have come across: 1.

Equipment installation supervisor added to all jobs.

Location specific documents and tech training certificates not uploaded.

3.

Make inoperative form used when not necessary.

4.

Out of Area service form used when not necessary.

5.

Weight Analysis not completed.

Drivers License and/or CDRS prescriptions uploaded.

1. Equipment installation supervisor added to all jobs. When you add a job to QAPx, you list the name of the installer (tech) and the person who completed the final inspection of the install. There is also a place in the system to add a supervisor. We are finding several dealers who are adding the supervisor to a job when it is not necessary. Per the QAP Rules, a supervisor is only required when the installing technician does not possess a manufacturer training certificate for the equipment being installed. This should be a rare instance for your shop and typically happens when a new tech comes on board and is waiting to complete the training.

2. Location specific docs and tech training certificates not uploaded. There are three location specific documents that need to be loaded into QAPx. The insurance certificate, the QC manual, and any calibration certificates such as the scales and torque wrenches. These are loaded into QAPx via the “My Account” dropdown under “Location Info.” Here you can add each of these documents. The one item we see the most issues with is the calibration certificates. These are usually in the form of a PDF and come from the calibration provider. Sometimes you have to ask for the cert when placing the order for the calibration. If you are using the calibration that comes with a new tool (often 1 year) you will need to scan or take a photo and upload a copy of the Calibration cert in the owner’s manual and a copy of the sales receipt showing the date of purchase. The other set of documents that need to be loaded into QAPx are for tech training. Technicians are required to have manufacturer training certifications for all equipment they install. In order to verify the tech has current training, the training certificates need to be uploaded into QAPx. To upload the certificates, the QAPx administrator goes to the “Administration” drop down, then selects “Accounts” and then finds the technician and uploads all of the tech’s current manufacturing training certificates. As many training certificates expire, you will need to upload the most current document into the system. Note that NMEDA training certificates are also uploaded here.

3. Make inoperative form used when not necessary. We have found many dealers completing the make inoperative form when it’s not necessary. The make inoperative form must always be completed when the installation makes inoperative any FMVSS found in 49 CFR Part 595.7 (make inoperative doesn’t apply in Canada), but some equipment installations do not make inoperative any FMVSS. The make inoperative form includes a list of installations that require the form to assist the dealer. And while there is a petition into NHTSA for adding a new make inoperative exemption for impeding the view of the backup camera (FMVSS 111), today there is no exemption for hitch-mounted lifts and the make inoperative is not necessary for these installs. There is one caveat, for any modification that adds 220 or more pounds in total weight, the make inoperative is used to disclose the new load carrying capacity to the client.

4. Out of Area service form used when not necessary. Some dealers have been unnecessarily completing the out of area service form for all jobs. The out of area service form is only used if the client you are delivering the vehicle to is outside of the service area prescribed by the QAP Rules of 100 miles or 2 hours driving distance.

5. Weight Analysis not completed. While the best practice is to complete a weight analysis on every vehicle modification, it is a QAP requirement to complete a documented weight analysis on any job that reduces the load carrying capacity by the lesser of 100 lbs or 1.5% GVWR. Some people don’t catch the last part, they only see the 100 lbs, but if you look at a 2019 Caravan, for example, the GVWR is 6050 lbs and 1.5% of that is 90.75 lbs, so as you can see, that is less than 100 lbs and, on any sedan, the 1.5% will be less than 90 lbs. If you’re in doubt, or you think you are close, best to do the weight analysis. The other part about QAPx weight analysis is understanding that all seating and fuel numbers need to be completed for the program to complete properly. What’s going on behind the scenes is there are calculations that require certain data to be able to execute. Specifically, to calculate load carrying capacity, we need to know how many seating positions there are (DSP) and the size (capacity) of the fuel tank and what the level is. Without these fields completed, you will get an error message when trying to save. If you get an error message, its likely because one of these fields was empty or not completed.

6. Drivers License and CDRS prescriptions uploaded. The last item we have been seeing in QAPx is that some dealers are uploading the client drivers license and/or their DRS prescription. Both of these documents must be on-file at the dealer per the QAP Rules. And both these documents could and will likely be reviewed during an on-site QAP audit. But when we designed the QAPx administrative software system and with the realization the data would be uploaded into a server, we decided the risk was too great that customer protected health information (PHI) could be exposed and rather than take that chance, we decided that we did not want any potentially sensitive information to be uploaded into QAPx. QAPx does not require the dealer to upload the drivers license or client assessment report. However, QAP Rules do require both of these to be on file at the dealer location and made available for review at the request of NMEDA or the auditor. In short: Do not upload drivers licenses or CDRS prescriptions into QAPx. That’s the end of the article. I hope you learned something about QAPx and what is or is not required to be entered into the system. I will be sharing more information about QAPx as we receive it and keep your eye out for something new we just started called the “QAP Bulletin.” These are informative bulletins that are sent out to all QAP contacts and are also made available on the NMEDA website.
