Another year behind us and a positive look forward to 2023 and beyond! With two successful post-covid colocated conferences completed, I am extremely excited to report that allied health attendees with whom I have spoken were very pleased with

the quality of the Auto Mobility Expo exhibit hall experience compared to past years. More to see and more information to be had is the consensus, and that’s a win-win in my book!

The colo has been especially beneficial to those working in private practice driver rehab programs where you can often feel like you are out there in “no-man’s land” when you have questions about equipment and installation options. The last Auto Mobility Expo was buzzing with allied health practitioners who were new to the field and needing just the kind of infusion of knowledge that is best delivered by collaboration.

I look forward to my second term serving on the NMEDA Board and continuing to offer the allied health practitioners’ perspective to advance the field of automobility. See you all in Kansas City!

Members Give the GIft of Independence

A trio of NMEDA member companies recently came together to give Tracie and Darrell Ridgeway a very special Valentine’s gift.

BraunAbility, Superior Van & Mobility, and Toyota Mobility, along with Huntington Bank, donated a brand-new wheelchair accessible vehicle to the Indiana couple. Tracie and Darrell, who were known for taking long road trips on their Harley Davidson motorcycle, had now found themselves without the ability to travel together at all. That will all change with a wheelchair-accessible vehicle.

There’s nothing NMEDA loves more than seeing our members work together!

Just a Name Change

Last month, Ability Center announced it will re-brand its 18 locations to United Access. According to the release, this brings United Access locations to 50 across the US making it the second largest retailer of wheelchair accessible vehicles in the country.

The rebranding has begun on the company’s digital channels and will continue in the stores over the next several months. United Access and its 50 locations will all fall under the BraunAbility Arch Retail family of brands.

ICYMI: NMEDA Trade Show Materials Refresh

Just like mobility equipment, when it comes to our marketing materials—one size does not fit all! Last year, NMEDA analyzed how we represent the industry at conferences and trade shows and adjusted our strategy to make a bigger impact through personalized booth materials for each of our main partners/events. We also prioritized having a vehicle on display whenever possible, to stand out and educate attendees in a way that a paper handout alone cannot.

We focused on CEUs, the dealer locator, and our safetyreviewed vehicles listings to hit home about the importance of using NMEDA-member dealers and manufacturers for all things auto mobility.

To further refresh our marketing efforts, over the next two years NMEDA staff will be updating all of our marketing materials—think brochures, flyers, videos—as a part of our latest strategic plan. We just finalized the first new handout to be used with allied health professionals.

Stay tuned as we further elevate NMEDA’s members through consistent branding and messaging that supports the association’s goals.

Well, this is certainly bittersweet.

As many of you may be aware from various sources such as LinkedIn (if you don’t follow NMEDA on LinkedIn, you really should!), I will be stepping down as the CEO of NMEDA as of July 1, 2023.

I will not be going far, however. The NMEDA Board and I have come to an agreement for me to transition to a new role as the inaugural Executive Director of NMEDA’s newly formed 501(c)(3) nonprofit subsidiary, the Auto Mobility Research & Education Foundation (AMREF). As for the CEO position, the Board has appointed a search committee, co-chaired by NMEDA Past Presidents Sam Cook and Chad Blake, to assist the Board in identifying my successor. The committee has been working with a national executive search firm to identify and vet qualified candidates for the position, and I am confident that NMEDA will make an excellent hire—because this is a great job, no doubt about it.

Let’s Make a Deal Go

The temptation here—the strong temptation—is to write an article looking back at the accomplishments of the association over the last six and a half years. I think it has been a productive time for NMEDA, and don’t get me wrong—I am certainly very proud of all that staff and our volunteer leaders have accomplished during that period. But I think I’d rather look forward, instead of back, and devote my last “CEO’s Message” to our shared goals for the future.

Why not start with our newly formed c3? An initiative near and dear to my heart, as I’m sure you could guess. Starting this summer, it will be my job to stand up our fledgling Research Foundation, including establishing its Board structure, bylaws, budget, mission, vision, and strategic plan, as well as its web and social presence and all branding and marketing collateral. As per the current NMEDA three-year strategic

plan, the Foundation is expected to issue our first formal report, “The State of the Auto Mobility Industry,” in Q2 of 2024, utilizing anonymous data aggregated from the QAPx and Docutrack administration systems.

THAT, folks, is what we refer to as a big-ticket item. Meaningful data for our industry, at last…I CANNOT wait! But the next few years have much more in store for you than that. The

items below are taken straight from the current three-year strategic plan. The goals in the plan are aggressive but achievable, and they include:

• Develop new and improved offerings for allied health professionals, including the revamping and revitalization of the current CAMS course.

This is well underway already, and I will allow myself to editorialize for a moment here: If you have not considered hosting a CAMS at your location, you need to. This program has drastically improved over the years, and it is about to take another giant leap forward. My advice is, make sure you are on board when it does (see pg. 22 for Amy Lane’s thoughts on the CAMS remodel).

• Develop new offerings for tech recruitment, retention, and education.

(Action Plan) By the end of Q2, 2023, create and make available to members a customizable, highlevel presentation on the auto mobility industry with supporting material for dealers to present at trade schools, community colleges, etc.

Ok folks, that bullet above is a TRUE peek behind the curtain; not even the Board normally gets down to the Action Plan level of detail in the Strategic Plan. But I am actively excited about this one. The presentation and accompanying tool package should be made available to members later this month, and we anticipate offering a breakout session on this at Conference. We know NMEDA can’t wave a magic wand and make the tech hiring/ retention woes go away, but we think this is a tangible, practical step in the right direction.

• Define and implement MQAP compliance data submission requirements for all primary driving controls.

This has been a long time coming, and represents the association’s next step in fortifying our compliance data requirements for adaptive equipment in addition to conversions.

• Define and implement MQAP audits.

We recently announced this one, and in some circles it was not that well-received. But you know what?

NMEDA has two accreditations, QAP & MQAP. One had an audit requirement; one didn’t. Our Board decided to level that playing field

and continue to ensure that our allied health professional partners as well as the VRs and VAs have full faith in our accreditations—both of them.

I have been incredibly fortunate to represent you and the auto mobility industry for the last six and a half years. Back in December of 2016 I was the greenest of peas, just bursting with energy but pretty close to 100% ignorant of…well, everything. I’d be remiss if I didn’t single out Chad Blake for a very individual and sincere thank you. As NMEDA President, he took me under his wing and decided we were going to win. I knew a lot more about associations that he did, but he knew a lot more about the industry—and about how people tick. Between him, Tim Barone, Sam Cook, Nick Gutwein, and Bill Koeblitz, among many others, I found a group of elite business people that still genuinely cared about the industry and the association. With support like that, the rest has been a walk in the park.

BUT! Before I get all maudlin on you and go boo-hooing into my keyboard, let’s all remember—I’m not going far. In fact, I’ll see you at the 2023 Annual Conference, lurking in the AMREF booth, just waiting to share the next chapter with you all…and it’s going to be great.

It is with a heavy heart that NMEDA shares the recent passing of two Hall of Fame members, integral board members, and all around pillars of the auto mobility industry.

TOM WRIGHT | WRIGHT-WAY, INC.

Tom Wright, NMEDA Hall of Famer and owner and founder of Wright-Way, Inc. passed away in early March 2023.

Inducted into the inaugural class of the NMEDA Hall of Fame, Tom served NMEDA for 14 years holding positions on the Board as well as many committees. He was integral in the development of the association Bylaws and Guidelines in addition to being an innovator and pioneer of the mobility industry.

“In its early days, the association relied solely on volunteers and Tom never said ‘no.’” said Sam Cook, past NMEDA president. “He was passionate about safety and crash-testing, and his efforts certainly shaped NMEDA to what it is today.”

BRUCE CONSTANTIN | EZ LOCK

Bruce Constantin, NMEDA Hall of Famer, board member, and pioneer of the adaptive driving industry passed away in late March 2023.

Bruce invented the EZ Lock Wheelchair Docking system, and owned many mobility industry businesses including EZ Lock, Inc., Electronic Mobility Controls, Constantin Transit Vehicles, and Constantin Ambulance Sales.

Bruce’s impact on the industry is undeniable as the EZ lock docking system revolutionized wheelchair transport in vehicles.

NMEDA sends condolences to the Wright and Constantin families as we remember these industry pioneers.

NMEDA Meets with Congress on VA Prompt Payment

HOW IT’S SUPPOSED TO WORK

The Prompt Payment Act requires that valid and proper invoices be paid within 30 days of receipt by a federal agency; otherwise, the payment is considered late.

REALITY

As many NMEDA dealers are aware, VA payments to auto mobility providers are oftentimes late, and the agency has a history inconsistent invoice submission processes andprompt payment failures.

WHAT NMEDA IS DOING ABOUT IT

NMEDA has taken action to address this issue by establishing the Past Due Invoice (PDI) program; testifying at a House of Representatives hearing; passing legislation to address, in part, VA’s slow payment practices; and having lawmakers send letters demanding an explanation. While VA typically responds to scrutiny by resolving some of the more egregious outstanding invoices, the agency has yet to develop and enforce consistent and meaningful improvements to its payment practices.

NMEDA’s Amy Schoppman, Director of Government Relations & Public Policy, recently spent a week on Capitol Hill educating new lawmakers and staff on this frustrating problem and visiting with existing Congressional allies to explore new methods for addressing it. Joined by Conor Kelly, a former Senate staffer and one of NMEDA’s DC-based lobbyists, Amy visited with the majority of individual House Committee on Veterans’ Affairs member offices, as well as committee staff and a handful of Senate friends. These meetings kicked off NMEDA’s strategic elevation of this policy issue, and the team will continue pressing lawmakers for both immediate and long-term solutions.

Without a doubt, the education and training landscape has evolved over the past few years. Thanks to the COVID-19 pandemic, the shift to online education and use of various learning platforms has become more common and provides a valuable lifeline. For many organizations, online education is not just a “nice option to have” in your education and training toolkit, but rather a necessity.

Online education has many benefits and has served a purpose, especially over the past few years when there were no other alternatives. Yet, as we emerge from the post-pandemic era, we can acknowledge that there are

some things that are just better when presented live and in-person. A few things come to mind. For example, in addition to the NMEDA Annual Conference & Auto Mobility Expo, NMEDA offers the Manufacturers Service School (MSS) for technicians and the Comprehensive Automotive Mobility Solutions (CAMS) workshop for healthcare workers and industry stakeholders.

Given the choice of online vs. live course offerings, we are thrilled to be returning to pre-pandemic in-person style of education and training for our members, influencers, and interested parties—and I think the general population agrees.

Recent CAMS and MSS course registration and attendance numbers have been exceptional, revealing a high interest in returning to in-person education. Let’s explore these two NMEDA educational offerings a little more.

Manufacturers Service School

For those technicians seeking multiple manufacturer certifications in one trip, MSS is the place to be. These multi-day sessions provide a more dynamic learning experience for technicians, with the benefit of learning directly from experienced manufacturer instructors and experts in the field. Attendees get the chance to participate in hands-on learning

activities. For most technicians, this type of experiential learning is often more effective than passive learning, which is often the norm with online education. Furthermore,

When asked about the most recent MSS, attendee Bradley Higgins, MobilityWorks - Houston, stated: “I’m disappointed and sad. I’m disappointed and sad that I’ve been working in this industry for over three

much [time] in having to figure things out myself and/or struggling trying to learn on the job. Thank you for putting this together.”

And let’s not discount the social aspect of MSS live trainings. I’m always impressed how over the course of the week, the attendees form bonds and begin to build a sense of community. Within a few days, they become increasingly comfortable in sharing ideas and stories about their own experiences when working on vehicles or installing equipment. While online education platforms can offer the chance to interact with peers and

instructors, there’s just something more natural when meeting someone face-to-face and making a personal connection. And sure, online learning means you can select incorrectly on post-tests in the comfort of your own settings, but in-person sessions give you the chance to make a mistake in front of your new friends, and still recover from it with grace.

Comprehensive Automotive Mobility Solutions

While the CAMS course is a key part of NMEDA’s on-line education library for allied health professionals (AHPs), over the past year, we have assisted dealer members in hosting close to a dozen full-day CAMS events for AHPs and interested stakeholders. These in-person CAMS workshops are a great opportunity for dealers and manufacturers to meet and connect with the local influencers.

automobility options for their clients and caregivers, but they too benefit from making connections within their professional network. Attendees often leave these sessions with a slew of new resources to share with their clients about our industry.

Feedback is consistently positive from the attendees: “I really enjoyed the

presentation and live demonstrations, seeing the actual vehicles and all the equipment in person, in the facility. I loved hearing the real-life scenarios and learning from the fun and personable leaders. It was so interactive!”

In summary, while there are certainly benefits to online education, in-person

education offers more dynamic, experiential learning that cannot be replicated online. The opportunity for networking, personalized feedback, and learning from experienced instructors make in-person education the ideal choice for technicians and professionals looking to enhance their knowledge and skills. At the end of the day, it’s important to evaluate your own needs and preferences when choosing between in-person and online education.

CAMS Course Refresh

As part of NMEDA’s Three-Year Strategic Plan, the full day CAMS course is currently under revision. Be on the lookout for changes and updates. What won’t change is that these CAMS events are a great opportunity for attendees to learn from experienced course instructors, manufacturer representatives, and host dealers. Having the chance to learn from these individuals in person is an opportunity that just cannot be replicated online. With our new executives sworn in, we can get right down to business and move full steam ahead on outreach initiatives with government bodies and industry partners to better serve the needs of you—our membership. Our board composition has shuffled and grown with the addition of Aaron Andre in the appointed role of Member at Large, Pierre Côté now assuming the vice president position, Darin Ashby as your secretary and myself, having completed my second term as vice president, accepting the appointment of the associate/ professional representative. Several board members renewed their commitment to serve: Russ Newton as president, Serge Lavallee as treasurer, Shelley Pattenden as member at large and Darlene Nargang as special advisor. With such a robust board of directors, our mission is clear: move the needle on obtaining and maintaining value for our membership! Paul Faucher of Q’STRAINT (exhibitor at the event) and Richard Sweezey, Van-Action/Savaria will also be on hand. Additionally, a CAMS has been proposed for the largest provincial OT association in the country, the Ontario Society of Occupational Therapists (OSOT) Annual Conference, October 27 & 28 in London, Ontario where NMEDA plans on also being an exhibitor.

Our Government Relations Committee, sidelined during the pandemic, has also experienced a rebirth with the following members stepping up to commit their time and efforts:

• WorkSafe BC, and the Insurance Corporation of British Columbia (ICBC).

• Alberta and New Brunswick have also shown a preference for using NMEDA member mobility dealers.

From July 17-19, Russ Newton and Aaron Andre will join industry partner Paul Faucher, Q’STRAINT as NMEDA representatives and exhibitors at the Canadian Council of Motor Transport Administrators (CCMTA) Annual Conference in St. Johns Newfoundland.

Messaging will focus on safe wheelchair securement to the group representing administration, regulation and control of motor vehicle transportation and highway safety. CCMTA membership includes representation from provincial and territorial governments as well as the federal government of Canada.

Veterans Affairs Canada (VAC) and Canadian Armed Forces (CAF) continue to be on our radar. The annual event for CIMVHR, The Canadian Institute for Military and Veteran Health Research, will occur in Gatineau Quebec October 16-18 and NMEDA will be there. CIMVHR works to engage existing academic and government research

resources, facilitate new research, increase research capacity and foster knowledge translation. NMEDA has leveraged this nurtured relationship to gain access to value targets. The importance of this renewal of our commitment to engage with VAC and CAF cannot be understated.

Other exciting initiatives serving the needs of our membership is a Manufacturers Service School (MSS) in Ontario, proposed for the fall 2023. Details are still being worked out, but this is a great opportunity for technicians to be certified on varied multiple products at one event, north of the border! Stay tuned for more details.

With Spring, a time of rebirth, regrowth and renewal, comes the opportunity to re-evaluate your availability and level of commitment to serve the industry and your business…maybe put your hand up to join one of the committees or represent NMEDA at one of the upcoming events. A Boost from a “Companion”

The Hinton seven find a vehicle that fits their needs

If you are wondering what the going rate for fresh eggs is at Jeff and Stacy Hinton‘s home in Mt. Ulla, North Carolina, they are $4 per dozen. That’s a deal backed by family love.

Why eggs?

You see, when the Hinton’s moved to their rural house five years ago, it came with a chicken coop and a couple chickens. Chickens and eggs sounded intriguing but I’m not sure if the Hinton’s completely envisioned the possibilities. Now with

25 chickens, the Hinton’s have more than enough eggs for the family so friends get to share and enjoy them at a greatly discounted price.

With chickens as a bonus, the real reason the Hinton‘s moved to a different home was to plan for and accommodate their growing family. They now have five girls between the ages of two and 17 so space is a premium.

That brings us to their vehicle. Many families with multiple children know the value a minivan brings to the day-

to-day family picture. More kids. More gear. More drop-offs. More pick-ups. More mayhem.

What makes the Hinton’s lifestyle unique is their eldest daughter, Hazel, 17, has special needs. Born with multiple unknown chromosome defects, Hazel is developmentally delayed and cannot walk independently. She crawls when she can, her diagnosis is MRDD, and transporting her has always required a special modified car seat since there was no room for her stroller.

For the last decade, the Hinton’s primary vehicle was an unmodified 2012 Toyota Sienna. They bought it new when their third child was born. Jeff has spent the last ten years loading and unloading Hazel like she was an infant. Hazel is now close to 100 lbs.

“I needed to think of a way to not be doing this,” Jeff Hinton shares. “It’s tough on Hazel and I’m getting older. The process also requires us to stow her stroller along with everything else every time she uses the van.”

So, in spring 2022, Jeff began researching accessible van

possibilities that would allow Hazel to stay in her stroller and give the family the option to travel together with room enough for additional gear.

In the state of North Carolina, Hazel qualifies for vehicle and other mobility assistance through a state waiver known as “Innovations.” The Hinton’s have been enrolled for many years but, as Jeff explains, any family that incorporates outside funding into their family plan knows that delays are an accepted part of the process.

The main reason he started when he did, he says, is because in fall 2023 all five Hinton girls will be attending school together for the first time. Working with the state took time but the Hinton’s knew it would.

“First I remember telling my kids last summer I was going to begin looking for a new van for the family,” he says. “I also had to tell them that it might take a while.”

And to those who use qualified funding, Hinton adds, “To people who might be in a similar situation as us, my advice is that it is going to take a while to get everything in place so start early and be patient. Even a small error or change means the process starts again so understand that things happen. Stay at it. It’s important not to wait to apply for things you might qualify for.”

Their process began with networking, researching, visiting dealers and looking at (and trying) vehicles. Funding possibilities were also a big part of the equation. The Hinton’s met with multiple dealerships across the state and explored online options, too.

Jeff recalls, “We looked at a lot of possibilities including rear entry and we landed on a Braun Companion modification as the best for our family.

Companion doesn’t come with any other seats but there is the ability to add a jump seat so that’s what we did.”

Why a jump seat?

“It was an add-on we had to have. Hazel stays in her stroller and I had to have a second seat next to Hazel and this was the best option. It gives us the ability to have multiple car seats plus room for Hazel with someone riding next to her.”

The Hinton’s worked with Ilderton Conversion of Charlotte.

Mike Alfaro, General Manager of Ilderton Conversion Charlotte, explains, “In our niche industry, we generally stock and do more powered side entry conversions because of their versatility but there are those cases (like the Hinton’s) where a more personalized solution is the best answer.

“I remember when Jeff first came in and we asked him what his needs are,” Alfaro continues. “We try to meet a client where he is, asking the right questions and finding the answers that are right for him. (The Hinton’s) Companion conversion is one where you can pick and choose accessories that will help you go as far as you need to go. Some options might be needed for some but not others.”

Then it was about securing funding, finalizing paperwork, and patience. Five months passed from when the Hinton’s reserved their vehicle with a deposit to when they took delivery.

In fall 2023, the Hinton’s will take all five girls—Hazel, Janna, Sadie, Hattie, and Nellie—to the Community School of Davidson where Jeff serves as a high school EC Lead teacher, together, for the first time. Hazel has a ramp and each child has her own seat.

Thanks to the ramp and the Companion option, the family has already begun fine tuning Hazel’s part of the routine.

“Sadie sits in the back and helps clip Hazel in with the rear tie downs while I handle the seat belts,” Jeff explains. “We keep the jump seat folded down because it gives us so many more options.”

If you are wondering what happened to their old Sienna, well, when Jeff recently arrived at Ilderton Charlotte to take delivery of the family’s new Chrysler Voyager he easily left the old Sienna in the lot with the doors locked. And as of this issue’s editorial deadline it is still there.

So, if you have unique mobility needs, please remember the many driver and passenger options that can be customized to fit your needs.

And if you are looking for a lovingly used 2012 Sienna, why not give the Hinton’s a call. I’ll bet they will be more than willing to add in a few dozen eggs to freshen the deal, too.

In 2021, NMEDA launched QAPx, the digital administration application for the Quality Assurance Program (QAP). By January 31, 2022, per the NMEDA Board of Directors, all dealers were to be actively entering all jobs into either QAPx or Docutrack. Though the transition was not without some pain points, we now have all members on board and with continued use, we are confident members, staff, and auditors are seeing the benefits of the new process.

Most simply, QAPx and Docutrack have modernized QAP by taking

a historically analog process and streamlining it into a much more efficient, digital, web-based system. The most noticeable benefit is the time savings realized by digitizing the day-to-day entry of QAP jobs. But a close second are the numerous efficiencies gained for the annual audit.

Change is hard—and NMEDA thanks all of our members for their commitment to this effort. A year into this new process, we are thrilled to hear positive feedback and excited to begin utilizing the data collected in ways that will benefit the entire industry.

As Danny Langfield mentions in his CEO message on page 18, the data collected through these applications will be crucial in our work for the newly established Auto Mobility Research & Education Foundation (AMREF), NMEDA’s 501c3 research foundation.

New MQAP Audit Aligns NMEDA’s Quality & Safety Programs

The statement below was part of an announcement that was recently shared with all NMEDA industry-manufacturer members. The new MQAP audit aligns NMEDA’s safety and quality programs across our membership and further elevates the association and auto mobility industry through our dedication to stringent safety processes and protocols.

To further raise the bar on quality and safety for the auto mobility industry, beginning October 1, 2023, NMEDA will launch a third-party audit program for all of our industry-manufacturer members.

As per the Board-approved Strategic Plan, all MQAP-accredited locations will now be subject to an annual audit, similar to the audit requirement for NMEDA’s QAP-accredited dealer locations.

The audits will be conducted remotely by NMEDA’s audit partner, Twining Consulting, and will cost $995 annually.  More information on the MQAP audits will be forthcoming.

The NMEDA Recall List

One of the functions of the NMEDA Compliance Review Program (CRP) is to keep abreast of federal NHTSA recalls and to separate and highlight those recalls that may affect NMEDA members or their customers. One criteria that CRP uses to separate particular recalls is based on OEM vehicles that are commonly used by NMEDA members (and some non-members) for alteration or modification. The CRP then sends this information to NMEDA head office for posting at www.nmeda.org/recalls for members who may not have received the recall information as sent out through the supply chain (dealerships, consignment holders, vehicle owners, etc.) by the vehicle manufacturer or alterer. NMEDA is also able to provide members with a heads-up for more

serious recalls that are more likely to affect the safety of NMEDA members or their customers.

Members can use this recall list as a starting point to obtain details about a particular recall or a particular vehicle. By first clicking on the NHTSA recall number on the left (the first two numbers indicate the year the recall was issued) the first window will appear with a brief description of the recall. Next, by clicking the plus + sign in the recall description window a second window will appear with more information. This information will include directions on how to remedy the defect, how many vehicles are affected, NHTSA hotline numbers, the manufacturer’s recall number, the manufacturer’s hotline number, etc. When calling the manufacturer’s hotline number for more information a VIN will be required.

Since the adaptive industry is anticipating the possibility of Chrysler phasing out the gas-only Pacifica and since Pacifica plug-in hybrid electric vehicles (PHEV) have already been altered by some NMEDA members for rear entry wheelchair access, the Pacifica PHEV will be used here for the two most current examples of recalls posted by NMEDA:

The first example is the FCA Pacifica PHEV recall that warns against vehicles catching fire when parked

with the ignition key off. When scrolling down the recall list of model year 2022 recalls for Pacifica you will arrive at “vehicle fire when parked” with NHTSA recall number 22V077. Clicking on 22V077 will open the first window that provides a brief description of the recall. By clicking on the + sign a second window will show that 16,741 vehicles are affected from model years 2017 to 2018, along with warnings not to charge the vehicle and to park it away from buildings. This window also provides directives that the

By clicking on 23V010 you will open the window that provides a brief description of

In the case of the second example, which involves a large number of vehicles with a serious defect and an apparently difficult fix concerning an internal transmission problem, NMEDA tried to obtain more information. On contacting the manufacturer, CRP learned that the fix FCA is planning

only updates the vehicle software to program the engine to go into “limp mode,” instead of complete engine shut down, providing enough time to remove the vehicle from traffic before the transmission freezes. CRP further learned that FCA will not be replacing transmissions, for obvious cost reasons, and on talking with NHTSA it seems that NHTSA is in agreement. However, CRP is of the opinion that a vehicle going into limp mode (idle) in traffic is almost as dangerous as engine shutdown. Therefore, NMEDA may highlight this recall on the Google notice board or issue a special alert with the particulars of this recall. The above examples are only two of the most current ones that could affect the adaptive industry. The NMEDA recall list provides dozens of recalls initiated by OEMs and alterers, mostly according to the TREAD Act (see Circuit Breaker article October-December 2019 Vol 26 Issue

In 1998 Bob and Pat Alford saw a need in their community of Prince Georges County, Maryland and they answered a call to provide independence to those with limited mobility. With their personal savings and a few confirmed clients Oneness Mobility Services opened its first vehicle modification and installation shop.

Within a short period of time the need for a larger space was evident and Oneness Mobility grew from their humble 1,500sq ft building to an adjacent property doubling their size and eventually adding two additional buildings. With more space, Oneness Mobility was able to expand their services to include maintenance and repair for commercial, ParaTransit vehicles and buses. Today the facility has quadrupled in size and the Alfords have been able to provide a more

inclusive, handicapped friendly space including a lounge, showroom and the Oneness Mobility Resource Center. The addition of the Resource Center, a 501-(C)(3), is part of the continued efforts to expand services for their clients, cultivate vitality, provide

ability to affect the lives of our clients in such a positive way and to see the joy it brings people to get their independence back is why we do this,” she said.

While Oneness Mobility loves customer interactions, sometimes it

his daughter and her wheelchair into the dilapidated van. The couple decided to extend a true gesture of kindness and provide an accessible vehicle for this family. It is projects like these that will always be remembered by the Alford’s and the Oneness Mobility staff.

Services expand beyond customization of vehicles. “We believe that regular maintenance is important because no one wants to have their mobility equipment fail (and it does happen) only to end up with costly repairs. Having a scheduled maintenance program can avoid this type of problem,” Bob notes.

After purchasing a modified vehicle from another company, in 2001

Sheila Cunningham experienced a malfunction of her hand controls that could have been fatal. “That isn’t possible,” is the response Ms. Cunningham received from the company that she purchased the

vehicle from. As a result, she was grateful to have learned of Oneness Mobility from a coworker. “Mr. Alford was able to fit my vehicle in for repair immediately. He reinstalled the hand controls that were missing their locknuts, didn’t charge me a penny, and I have been a customer ever since.” With their maintenance plan, Oneness Mobility has continued to service Sheila’s vehicle annually and she has never had another issue.

Mr. and Mrs. Alford assisted Sheila in the purchase of another vehicle with a ramp system and installed an XLLink Seat that allows her to transfer to the driver’s seat. “This minivan with Oneness Mobility’s additions allows me or a friend to drive, I can go grocery shopping, out to the mall, or

head to the beach. It gives me more freedom and mobility. When Oneness Mobility does the work, I know the work will be done right and I am safe. That is super important,” says Sheila.

By both sponsoring programs and contributing to organizations outside the mobility industry, they build awareness about

the needs of mobility and accessibility for drivers with disabilities.

Oneness Mobility’s customers are not ones to keep quiet about the customer service, individual assistance, and comprehensive training provided. One review reads, “Great people make things happen and they are taking care of the Veterans!”

“We know how valuable this service is for people to keep going. While there are people who say ‘if you need me just call,’ when that help is needed most, they are not there. But at Oneness Mobility, we are. It is

Welcome to the BOD: Tammy Johnson

As you can see on page 4, the newly elected members of the NMEDA Board of Directors are now seated and have attended their first Board meetings. One of these new faces was happy to sit down and introduce herself to our membership. Though she is no stranger to the industry, or to NMEDA, please read on to get to know a little bit more about Tammy Johnson, VP of Sales & Marketing, Superior Van & Mobility, and one of our new Representatives at Large.

1. Tell us about your history in the auto mobility industry.

I started with Superior as a Marketing Manager in 2007. At the time we did not have a marketing department, so I was a lonely group of one. I mostly worked on reviewing sponsorship requests from our then six stores, attending weekend like ALS walks, and reviewing things like our yellow page listings. It feels like so long ago!

2. Why were you interested in joining the NMEDA BOD?

I say it a lot—NMEDA dealers do good things for great people—and safety has to come first in our industry. The work NMEDA and its BOD takes on holds great purpose, and that means a lot to me.

3. What do you view is the #1 benefit from being a NMEDA member?

For me, it’s having so many friends/ colleagues with whom I can discuss industry challenges and obstacles. We mostly make the same cake all across the  use different recipes. So it’s great to be able to

collaborate with others that can relate on a deep level when new challenges arise—especially those that we didn’t see coming like in 2020.

4. What are you looking forward to most in the next year/at the next NMEDA conference? In addition to seeing friends and customers, I am always interested in learning about new technologies and trends.

5. What would you say to a nonmember about why they should become a member?

Being a member of NMEDA is a smart investment for your company in so many ways, but for one it assures the folks you serve that you’re prioritizing their safety, and it enforces the core value that QAP and safety should be a top priority for the people that work in your organization—regardless of what position they hold.

6. Tell us something you like to do for fun/Last book you’ve read/Last movie you’ve seen….?

I’m an Audible and Podcast fanatic. The last book I listened to was A Higher Loyalty by James Comey

(which is great no matter what side of the aisle you’re on) and any True Crime podcast, if it’s good, can cause me to binge listen at the cost of a good nights rest!

7. Share about personal life? Family/children, etc.?

I am married to my amazing husband, Patrick, who is a partner in an ERP software company based out of Louisville, and we have three beautiful children. Madisyn is 22 and graduated from from college last May, Owen is 19 and is a freshman at WKU, and our youngest, Charlie, is a sixth grader and is involved in too many sports activities to mention, but his faves are wrestling and playing the piano.

One thing I can honestly say about the Quality Assurance Program (QAP) is it is always evolving and improving. These last couple of years, specifically, have been transformational with the introduction of QAPx, the job administration software. Now, for the first time in association history, all QAP jobs, from all dealers, are being entered electronically in a secure database. The QAP also stepped-up compliance and safety assurance by requiring all new conversions delivered to be accepted by our Compliance Review Program (CRP). And for our newest transformation, in October of this year, the program will evolve to include mandatory thirdparty audits for MQAP accredited industry-manufacturer members. With regard to the latter, some will say this is long overdue. I will not argue with them. But the good news is it’s here and we are ready to go.

So, why are we doing this?

NMEDA is by definition a “Dealer Association,” but NMEDA is not made up solely of dealers. Most of the more prominent mobility equipment manufacturers out there are also NMEDA industry members who are supplying products to dealers who install them. And just

like NMEDA has an accreditation for dealers, it also has an accreditation for its industry-manufacturer members. With an accreditation, there must be some oversight and that is accomplished by this new audit.

The MQAP accreditation requirements for industry-manufacturers are similar to the QAP accreditation requirements for dealers in that there are MQAP Rules that must be followed and certain documents that must be supplied to maintain a “good standing” with NMEDA. When the MQAP committee embarked on developing the audit program some thought it might look like an ISO audit, and for those unfamiliar with ISO audits, these can last several days and consume significant staff time over the course of the audit. But the new audit required by NMEDA will not be an “ISO” audit, first off because we do not require our manufacturer members to be ISO certified, and secondly, if our manufacturers are ISO certified (and some are) that audit will be conducted by their registrar, and we don’t want to duplicate that.

The new MQAP audit will be an audit against the NMEDA requirements outlined in the MQAP Rules. And the good news for those being audited, it will not take days to complete, more like hours and can be accomplished remotely.

Some of the significant elements of the MQAP Rules are as follows:

Insurance – the manufacturer must carry sufficient liability insurance to protect the consumer, installer, and manufacturer

Service Network – the manufacturer must have an established service network and be able to provide 24hour service for all products sold

Installation Instructions – all products must include detailed installation procedures that include critical-to-quality steps and safety precautions for installers

Operation Instructions – for all products to assist the customer with the operation and proper use of the equipment

Certification Training Program – all manufacturers are required to have a documented training program that provides certification training to the installation/service technicians

Warranty - all products must carry a minimum of one-year warranty

Replacement Parts Availabilitymanufacturers shall publish in their end user’s documentation their corporate policy for replacement parts or functional performance equivalent parts availability

That’s about all I have to this article. In closing I want to take a little offshoot from the MQAP audits and thank all of the new committee members who started their first committee assignments in April.

So, who will be doing this?

The MQAP audits will be completed by the same independent firm that carries out the QAP audits for our dealer members, Twining Consulting, which was formerly known as RADCO.

We are happy to have Twining conduct the audits because it gives us continuity with our dealer audits and the auditors are already familiar with the mobility equipment and our association through that program.

So, when are we doing this?

The expected timeline for the launch of the MQAP audit program goes like this:

• On March 20th we announced the new program and sent out personalized emails to all affected members. In that email we requested that each company assign a “MQAP Contact” and tell

sure we have all the persons designated to be the MQAP Contact for their company and follow up with any that are missing.

• Between April and August NMEDA will work with Twining to finalize the audit plan and schedule.

• In August we will send out an email reminder about the upcoming launch of the MQAP audit program to all the designated MQAP Contacts.

• In September any member that has an audit planned for October will be contacted by Twining. Remember this is an annual audit program and the number of audits will be distributed between October 2023 and September 2024 so if you are a company that will be audited, it could be any

Everyone who volunteers for a committee has a voice on that committee and an opportunity to share ideas and opinions on subjects that steer the direction of our association.
