If the answer is no—and this is where the discipline needs to come in—we need to shelve that idea for the time being and continue to maintain focus on the plan at hand. Another familiar example is the

even more disconcerting recently, on February 4, 2016, when NHTSA issued a letter of interpretation in response to Google about manufacturing vehicles with automated driving systems (ADS) without steering wheels or brake pedals. In the 2016 response to Google’s request for interpretation NHTSA stated that manufacturers could not validly certify vehicles as compliant with FMVSS unless the vehicles were capable of being tested using the exact test procedures associated with the particular standard. This restrictive interpretation required manufacturers to design their vehicles so that NHTSA would be able to conduct a compliance test to the exact procedure required by each applicable standard. The implication in the 2016 NHTSA interpretation was that a manufacturer could not certify compliance with a standard if NHTSA does not have a test procedure to verify compliance. In the 2016 Google interpretation, vehicles on which the FMVSS test procedures cannot be run, such as vehicles with ADS, could not be certified. The 2016 interpretation concluded that manufacturers of these vehicles will have to wait for amendments or seek exemption under 49 U.S.C. 30113. [This is still the case in Canada.] On December 21, 2020, NHTSA rescinded that interpretation, with a

NHTSA again holds the position that the Motor Vehicle Safety Act does not require a manufacturer to test vehicles to any particular method. However, NHTSA states that the simplest way to demonstrate due care is to conduct testing by strictly following the test procedure.”

to brass tacks and knock it out of the park. So, I learned the ropes, thought outside of the box, and got down to the business of raising the bar. What follows is a summary of the history, the purpose, and—according to actual businesspeople in the auto mobility industry—the real-world business benefit of NMEDA’s revamped price survey and new benchmarking platform.

Window of Opportunity Seizing our chance to refresh and enhance the association’s traditional price survey, which has historically been conducted every two years, NMEDA partnered with an independent third-party to help manage the project’s moving parts.

In addition to providing expertise in association industry surveys, studies, and data analysis, the company (Dynamic Benchmarking) would also serve as the collector, tabulator, and reporter of all pricing data submitted in response to the survey. Committing to a single provider of secure data storage was a no-brainer, given that it means NMEDA members will eventually be able to easily compare year over year data by importing past survey data via the benchmarking platform. But I’m putting the cart before the horse here, so let’s stick a pin in the benchmarking platform and I’ll circle back to that element

QAP accredited locations over the last several months. As per the NMEDA Board of Directors, all QAP accredited locations will be required to be on QAPx or DOCUTRACK to electronically administer QAP no later than January 31, 2022. So, how do you decide which is right for your store? We’ll help to answer that question in this article. Let’s start by getting into the specifics of each solution.

What is QAPx and How Does it Benefit You? QAPx is a custom-built web-based system for: • Uploading and storing all QAP related documents • Entering job details • Performing the weight analysis • Electronic touchscreen final checklist • Signing and storing all QAP customer forms • Submitting all QAP job data to NMEDA

We’re excited to finally have this released. Great new features, huge time savings, and it comes fully supported with Level 1 and Level 2 technical support six days a week. A toll-free call center is available when your dealership is open. As you would expect, an investment of this magnitude in the Quality Assurance Program requires significant resources and generates substantial ongoing expenses. But QAPx is more affordable than you might think. The cost for QAPx is $49/month for each individual location. However, the NMEDA Board of Directors recently passed a motion directing the association to cover all dealer costs for QAPx through August 1, 2022. continued

The QAP 123 and 4 training modules seem to be outdated. Is there going to be an update? I am glad someone noticed!!! And to delay too long, the risk is that you will be suspended and taken out of good standing. That will remove your dealership from the directory and possibly impede you from bidding on VA or VR jobs. When you have the audit and accept the finding, you remain in good standing while you complete the corrective action. So you wont be suspended. It’s always best to have the audit now, document any findings and move forward. Look, no one is perfect, and we don’t have a perfect program. Having a finding is not the end of the world. What it does is show that you are confronting your shortcomings and addressing them. It is actually a positive sign that shows you are continuously improving.
