The NEXT GENERATION Electronic Left Foot Accelerator

Technology Des igned to Help

The NEXT GENERATION of left foot accelerators has arrived. This paradigm shift in SAFETY now requires the driver to activate the left pedal prior to each use. In addition, a separate key is required to transfer function to the left accelerator pedal. There is no need to remove the device or engage a lockout system. The system always defaults to the right side accelerator pedal. This safety feature is important when other family members need to drive or when the vehicle is being moved by someone else such as a valet or service technician. Veigel has specifically designed the Electronic Left Foot Accelerator (ELFA) for safe frequent driver change with the upmost ease. We use only OEM proven circuits and accelerator pedals to ensure the highest quality and reliability of the entire system. If your mobility equipment dealer is concerned about installing left foot accelerators due to insurance or liability concerns, the Veigel ELFA may be the solution.

Introducing the New GEN-XR and PNP-70!

GEN-XR

PNP-70

The GEN-XR is our easiest to install reduced steering system. The GEN-XR allows for 0-100%, and anywhere in between, reduction to the steering. The steering effort can easily be adjusted on the fly by the dealer and locked in. The GEN-XR is a plug n play installation on the Toyota Sienna and Chrysler Pacifica only needing 3 wires to be soldered (ignition and CAN).

The Plug N Play 70 offers 70 functions for the Pacifica with a simple box that plugs into the OBD-II. The functions are controlled via a tablet. An option is available for Toyota but is not fully plug n play and thus requires tapping a few wires.

CEO’S MESSAGE

“Never Mistake Activity for Achievement” By Danny Langfield

O

n June 7th of this year the NMEDA board of directors convened in Tampa, Florida

to engage in a three year strategic planning session. We emerged from this session with four primary goals and 17 strategies to achieve those goals. So—how did it go? It was a very interesting exercise, at least viewed from the staff side…in one sense, it was almost like taking a test. That’s because, prior to this meeting, as you might expect, your intrepid NMEDA staff had been working on a number of different initiatives and planning for many others. These were all undertaken with the presumption that they aligned with what our board members believe are priorities for the association. But do they? There we were, all together in Tampa, asking our leaders pointblank to specifically articulate their goals for the next three years. Nothing like a little suspense to liven up a seven hour strategic planning session, eh?

18

a critical one, will be for the staff to bring action plans to the board for approval. We have the “what,” now we need the “how.” John Wooden, the legendary former basketball coach at UCLA, has a famous quote that I have been wearing people out with for many years: “Never mistake activity for achievement.” Our strategic planning session was definitely an activity—but was it an achievement? Many a well-conceived strategic plan has died on the vine for lack of a few key things: First and by far foremost, realistic action plans. The flowery language of lofty goals looks pretty in the brochure, and the earnest-sounding strategies make it sound like stuff is about to happen. But the rubber meets the road at the action plan level. The action plan should tell you— specifically, not generally—what is supposed to happen and when. If the

Later this month (July) we will be closing the NMEDA offices for an allday internal strategic planning session with the entire staff, where we will strive to build out SMART action plans for each of the strategies articulated by the board at the strategic planning session. Then, and only then, O patient reader, we will be able to share the formalized, board-approved plan with you. I am certain I can almost hear the sharp intake of members’ breath all across North America reading these words, hearts already palpitating at the mere thought of being allowed to view that most exalted document— the NMEDA Three Year Strategic Plan (caps intentional!). Well, perhaps that is a bit of a stretch…but we are excited about it.

It’s easy to deride the federal government (I’ll demonstrate that truth momentarily), but I think it’s worth noting up front that the rulemaking process is not without merit. The process underscores democratic principles—public engagement, transparency, the common good—and is ultimately a sensible approach to regulatory action. That being said, the VA’s execution of this process has been

the VA a participation trophy once the rulemaking is complete, but (a) VA’s pride should come from VA’s performance, not from a resin depiction of a human figure glued to an imitation-marble base and (b) the agency recently released a notice further delaying the Proposed Rule from August 2019 (“regular late”) until February 2020 (“extra late”). As if I needed one more thing to glare at <typed while glaring at the wall

far, been flawed. I’m talking “Fergie singing the national anthem at the 2018 NBA All-Star Game” flawed. I didn’t expect a federal agency that’s still reliant on fax machines to produce the framework for a contemporary AAE Program overnight, but no significant VMSA rulemaking milestone has occurred in over two years. It’s concerning. I’m talking “2007 Britney Spearsshaved head-driving with the baby on her lap” concerning (man, I hope she finds inner peace someday…). Meanwhile, the agency has provided scant and oftentimes opaque information about its process and the status of VMSA’s rulemaking while remaining inexplicably self-satisfied with its so-called performance. The situation reminds me of Whitney Houston’s heartbreaking 2010 train wreck of a concert in Australia: she thought she gave the crowd an epic rendition of “I Will Always Love You” when in reality she delivered a screeching, tuneless performance unworthy of her name. (Confirmed: I have two ears and a heart, and I will always love Whitney Houston.)

NMEDA staff, members, and other advocates following the June 2017 Public Meeting in Washington, D.C.

Why Isn’t It Happening? So, what’s going on? The below explanations may seem blasé, but please know that I take this rulemaking delay and its impact on veterans, the public, and NMEDA’s membership very seriously. The VA’s lack of action is harmful, and I don’t want to come off as one of those resigned “Uncle Sam’s at it again...” types [Eye Roll emoji]. Sadly, unless there really is some deep-state conspiracy seeking to delegitimize American democracy via the AAE Program, this is the banality we’re up against: 1. Federal Agencies Move Slowly.

34

NMEDA Circuit Breaker

Our system of government is

generally designed to prevent things from happening quickly, and agencies are routinely criticized for taking too long to issue and implement regulations. My aforementioned father, the German scientist, retired in the midst of a pretty intense Nuclear Regulatory Commission rulemaking only to be approached seven years later to consult…on the same damn rulemaking. (He was, of course, unsurprised.) In defense of the VA [I know, I know, Angry Devil emoji], the agency doesn’t typically employ individuals with decades of automotive mobility knowledge and experience—very few entities outside of our industry do—so there is a certain complexity to the VA’s undertaking here that should at least be acknowledged. Granted, the agency is very much aware that NMEDA is available as a resource and that they can contact me—phone, email, fax, carrier pigeon, whatever—for additional information or assistance, but it’s likely taking the VA some time to process the information it has gathered and then organize that information into actionable rules, regulations, and guidance. 2. The VA Has Limited Resources. VA Secretary Robert Wilkie has prioritized the agency’s implementation of the VA MISSION Act, modernization of the claims and appeals process, and renovation of the electronic health record syste—three largescale initiatives that have diverted a great deal of the VA’s resources. However, it can be (and has been, and will continue to be) argued that the VMSA’s implementation should be near the top of the agency’s priority list. Further delay will only diminish the overall quality of VA healthcare, hinder the safe delivery of a critically important

1. File a Lawsuit. The Administrative Procedure Act allows for the right to sue an agency to compel action. In other words, NMEDA could file a lawsuit against the VA, have a court intervene, and—if the court determines that the VMSA’s delay is “unreasonable” or that the rulemaking is otherwise being unlawfully withheld—ultimately force the VA to engage in the VMSA rulemaking. A potentially protracted, probably antagonistic, and almost certainly expensive lawsuit sounds positively thrilling, I know, but we aren’t pursuing this possibility just yet.

results. NMEDA’s GR team has cultivated long-term, authentic, reliable relationships built on trust and shared beliefs, and those relationships have most recently resulted in: a combat-wounded Senator writing a personal letter of inquiry to the VA regarding the VMSA rulemaking; the House Committee on Veterans’ Affairs (like, the entire Committee) demanding an update regarding the VMSA rulemaking; and a relevant Subcommittee’s Chairwoman proposing a hearing to question the VA and hold the agency accountable for the VMSA rulemaking delay. We are also exploring the option of Congress using its “power of the purse” (shout out to everyone’s

“So, how many of you in the room have heard of NMEDA, the National Mobility Equipment Dealers Association?” asks Trevor Jennings, NMEDA’s Director of Partner Relations, as he stands before a group of roughly 20 occupational therapists, physical therapists, and other healthcare professionals at our first tour stop at Shirley Ryan Ability Lab in Chicago. Two hands go up. One of these hands belongs to Nick Libassi, VP Partner Expansion of United Spinal Association and NMEDA’s partner on the Mobility Awareness Tour. “Thanks, Nick!” Trevor says with a chuckle, “I’m glad our partnership is paying off. So, I see one hand in the back...” This simple question, and the response, illustrates the impetus behind the tour. Supporting the mission of National Mobility Awareness Month, the tour consists of a series of events across the country aiming to bring awareness to all the ways hospital administrators, case managers, occupational and physical therapists, automotive mobility dealers, and manufacturers are working to improve the lives of their clients.

TOUR DATES & LOCATIONS • Shirley Ryan AbilityLab Chicago - May 1 • Sharp Memorial Hospital San Diego - June 4 • TIRR Kirby Glen Outpatient Facility Houston - June 5 • TIRR Hospital Houston - June 6 • Shepherd Center Atlanta - June 19 • Kessler Institute for Rehabilitation New Jersey - October 30

During each tour stop, hospital administration, rehabilitation specialists, and members of the media were invited to attend to find out how NMEDA can help individuals with varying mobility needs. Attendees and patients were also able to personally explore wheelchair accessible vehicles and mobility equipment designed to help those with disabilities get on the road. Each event also included a Q&A session about funding, purchasing an accessible vehicle, and more.

Streamed Facebook Live coverage from Chicago and San Diego events reached 1,849 people with 117 engagements and 6 shares.

Attendance on the tour exceeded our expectations, with guests showing a high level of engagement with the content being shared, as well as the mobility solutions on display. We also received media coverage along the way, with features on local news and online publications. Although we would have welcomed participation from all our members nationwide, the rehabilitation hospitals the events took place at specified how many vehicles could be on display. Because of this, NMEDA members were selected based on their proximity to the hospitals. As we wrap up this incredibly successful awareness tour—with the last date scheduled for October 30th at Kessler Institute for Rehabilitation in New Jersey—we would like to extend a special thank you to the participating rehabilitation hospitals and the following NMEDA members for their support and participation: Ability Center, Adaptive Driving Access, Golden Boy Mobility, MobilityWorks, MPS hand controls, Q’Straint, SureGrip, R&R Van Lifts, BraunAbility, and VMI. ---

IN THE NEWS Chicago’s NBC Channel 5 coverage of well-known local artist, Antonio Davis, who credits his success to the increased mobility granted by his wheelchair accessible vehicle.

Op-ed piece in Times of San Diego highlighting a local hero, David Taylor, who purchased a wheelchair accessible vehicle from a NMEDA dealer. This publication receives over 400,000 unique readers each month.

Fox 5 in San Diego joined us at an event and is currently working on a mobility piece to air in the coming weeks.

Houston Woman Magazine article about local woman, Meena Outlaw, and her journey to independence with the help of a NMEDA dealer. This publication has a circulation of 20,000 and they also place complimentary copies in banks, bookstores, clinics, health clubs, libraries, restaurants, office buildings, and retail establishments.
