to historical traditions and experience (during the Soviet times the company “Latvijas Upju Kugnieciba” managed the Riga and Daugavpils districts, berths in Riga, Daugavpils, Jelgava, Kraslava, Ventspils and Riga Shipyard). Currently, when new spatial planning order in Latvia is being developed and which foresees a special role for Sea spatial plan, a hierarchic IWP system should be developed, where all twelve aspects should be planned according to similar principles on all planning levels (Figure 2). Such approach would provide the opportunity to address the same aspects on all planning levels, considering the hierarchy and durability thereof. And, even if these aspects would be addressed within a particular sphere, they would be equally treated and a completely integrated water planning would be provided. The scheme would provide the responsibility and involvement of local community in the use of water.
