It’s been a busy week both here in the OC Life office and at home with the seemingly endless school and extracurricular schedule, but I did enjoy a rare getaway on Friday, travelling to Sydney to catch up with friends. On the way back I decided to duck into the Penrith Museum of Printing which I’ve long wanted to have a look at. I started my working career at a small newspaper and printing office, so I have a bit of a soft spot for the old letterpress printing trade. At that office, there was a Heidelberg Platen Press still in regular use as well as a wax machine because my boss still liked to organise his page layout by ‘paste-up’ before doing it digitally. For ten years, I walked past the old Linotype and bits and pieces of printing gear every day, so it was a pleasure to see a Linotype in action at the museum along with various other machines. Great to see the history and tradition preserved.

The museum also includes a very interesting old printing press that once served the community of Carcoar. You can read a little more about it on page 6.

You can also make donations of non-perishable food items in the cages as you exit the checkouts at either IGA store. All food donations and money raised from the raffle will be handed over to FoodCare on December 11, so they can help people put food on the table this festive season. You can also make donations of nonperishable food items in the cages as you exit the checkouts at either store. All food donations and IGA Gift Cards will be handed over to FoodCare on December 11, to give people time to prepare for Christmas.

“I was looking at some figures back from when FoodCare was in Glenroi and we were actually only getting 50 or 60 people a week. There are days now, where we would get 50 or 60 and our average is around 180 to 200 a week. So clearly a lot more demand than it was,” FoodCare President Lee Cook said.

“We are collecting stuff for Christmas… We've already had some stuff from Cadia mine and from a private donor who's given us 10 lots of goodies and 10 lots of $75 Woolworths cards.

The community have been generous supporters of FoodCare, Lee said, which enables them to offer variety and choice to people when they come to shop.

“So we are actually building up a bit of stock for people as we get a bit closer to Christmas — because we do shut down over Christmas, which is important for people to know.”

But donations are always welcome, he added.

The final opening day for 2023 will be Friday, December 22, with FoodCare reopening on Tuesday, January 9, 2024.

“One of the reasons we run the shop is that it gives people a choice. They can make their own choice about what they need. Whereas if you give people a box of goodies, they

The new 40 km/h speed limit will apply to the area bounded by Peisley, Kite, Hill, and Byng streets. New road signs will be unveiled at the entry points to what has been declared a “High Pedestrian Activity Area” alerting drivers of the change.

Federal Member for Calare, Andrew Gee, has criticised the federal Labor government for reneging on a $2 billion commitment to widen sections of the Great Western Highway between Katoomba and Lithgow.

ORANGE CBD GOES 40KM/H FOR PEDESTRIAN SAFETY

range motorists are being warned of a change to the CBD speed limits as the area transitions into a High Pedestrian Activity Area (HPAA) on Friday, December 1.

From December 1, speed limits in the Orange CBD area bounded by Peisley, Kite, Hill, and Byng streets, will be reduced to 40 km/h. New road signs will be unveiled at the entry points to the new High Pedestrian Activity Area alerting drivers of the 40km/h speed limit. Research shows there are fewer road accidents where people are injured in HPAA zones, says Orange City Council. They are also a successful way of making town centres more attractive and places where people spend more time. High Pedestrian Activity Areas already exist in many metropolitan and regional centres, including Parkes, Mudgee, Pennant Hills, Katoomba, Artarmon, North Sydney, Taree, Forster, Belmore, Paddington and Oatlands. Traffic Committee Chair, Councillor Tony Mileto said Orange has been transitioning to being a pedestrian-

friendly city for several years. Council asked Transport for NSW to consider lowering the speed limit in the CBD in December 2020 after community consultation. The move was supported by the Orange Business Chamber, based on pedestrian safety and making the CBD more walkable.

In a speech to Parliament on Monday morning, November 27, Mr Gee described the decision as “repugnant” and that it “stinks of city favouritism”. “It’s robbing the regions. It’s a shameless and blatant burgling from the bush. It’s spitting in the face of country communities which deserve a Great Western Highway that lives up to its name,” Mr Gee said. The upgrade was more than just a road project, Mr Gee said. Improving travel over the Great Dividing Range would allow greater access to the city for country people, and boost regional transport, health and tourism outcomes. Mr Gee said he has requested an urgent meeting with Minister for Infrastructure, Transport, Regional Development and Local Government, Catherine King, and demanded that this “outrageous decision” be reversed.

“Our CBD is becoming a destination residents travel to and spend time in, not a route for through traffic, “ Cr Mileto said.

“Our communities have been waiting years for a decent road over the mountains, and this latest cut is as disgraceful as it is reprehensible for the people west of the Great Dividing Range,” Mr Gee told Parliament.

“In the same way that building the northern bypass successfully took cattle trucks out of the centre of town, this change will gradually encourage local commuters to choose other routes such as Moulder and March streets to avoid the CBD, creating an even more pedestrian-friendly zone.”

“The people of our area deserve far better… First, we had the $27.8 million that was sitting in the bank for the Dixons Long Point project snatched away. Then they came for the $12.5 million for the second Bathurst racetrack at Mount Panorama/ Wahluu, and now we have news that upgrades to the Great Western Highway at Lithgow have been killed off.

Back in June, the 14 entrances to the HPAA – bounded by Peisley, Kite, Hill, and Byng streets – were given textured and coloured asphalt surfaces. Drivers feel a small vibration as they drive over the surface to remind them to drive at a speed that matches a zone where there’s more pedestrian activity than usual.

“Axing this project shows that this government does not understand country communities and how important it is to improve key transport links between the city and the bush. This betrayal is a dagger to the hearts of our communities and will not be forgotten. This city-centric funding cut is despicable, and I again call on the minister to reverse it and also to meet with me as I have requested. This outrageous cut is a shameful episode in the history of regional Australia.”

The cost of installing the new road signs and the textured and coloured asphalt surfaces was completely funded by a $1 million grant from Transport for NSW.

Stumbling across a little piece of Central West history in Penrith In a small, unassuming shed alongside the paceway track in Penrith, sits a rare and interesting historical artefact with links to the central west. On a recent visit to Sydney, Orange City Life took the opportunity to visit the Penrith Museum of Printing. Founded in 2001, the museum is dedicated to preserving the history, stories and artefacts of the Australian Printing Industry. But more than just a static collection of old printing equipment, the Penrith Museum of Printing is a “working museum” with fully functional printing equipment, maintained and worked by enthusiastic volunteers. Among their collection of linotypes and printing presses, sits the ornate and stately “Columbian Press” with its distinctive cast-

Invented by the American George Clymer around 1813, it was considered a major improvement for printers at the time, allowing large broadsheet newspaper pages to be printed quickly with a single pull of the lever. Major newspapers in cities all over the world were once printed using a Columbian Press. The same model was used to print the Sydney Morning Herald from 1830 until 1852.

Manufactured in London in 1841, the press was transported to Australia and carried over the Blue Mountains by bullock cart to Carcoar where, in 1872, it began printing the Carcoar Chronicle. It was in continual service in Carcoar until 1939 when the paper ceased publication.

The 160-year-old printing press is still very much in working order and was in use at the time of Orange City Life’s visit.

First look at new Orange Adventure Playground design drawings COUNCIL SEEKING COMMUNITY FEEDBACK

range City Council is looking for feedback on the detailed design drawing for the first stage of upgrades to the Orange Adventure Playground.

“I’m looking forward to seeing the vision for the upgraded Adventure Playground in detail and getting on with the job of providing a play space that can be enjoyed for many years to come,” Cr Greenhalgh said.

Consultants Civille Pty Ltd visited the Adventure Playground on Thursday, November 23. to discuss the designs with playground users and interested residents.

Civille Pty Ltd was awarded the contract to produce the detailed design and construction drawings for the upgraded playground in August after delivering the concept design back in April.

Council has now invited those who could not make it to the session to take a look at the design drawings and plans and give their feedback through the online ‘Your Say’ portal.

This followed extensive community consultation including online surveys, face-to-face sessions and community roundtables to find out what improvements residents wanted to see made to the playground.

Orange City Council’s Sport and Recreation Committee Chair, Councillor Tammy Greenhalgh said she is excited to see improvements to the ageing playground.

“The community has been involved in this process every step of the way and I encourage as many people as possible to come along and provide feedback at this

important stage of the project,’ Cr Greenhalgh said. Stage one of the project will focus on upgrading the main play areas and central meeting area, as well as the installation of a splash park. It is expected to cost about $1.93 million, which includes a $1.25 million grant from the NSW Government’s Resources for Regions program. Council hopes to go out to tender in December to engage a suitably qualified builder to construct the first stage of the new play facility.

Alan Thompson knocks up 50 years in the hardware game

G

iven that most people change careers at least once in their lives and the average person is more likely to go through three to seven before they retire, it’s not often you’ll find someone like Alan Thompson, who this week marked 50 years in the hardware business and most of that time in the same hardware business. “I left Orange High School and started work on the 26th of November 1973 in Glenroi Builders Supplies, which was over in Glenroi Avenue opposite the Ophir Tavern,” recalls Alan, who is now Trade Account Manager for Petrie’s Mitre 10 in McLachlan Street. “I started work there for a fella named Ross Little and I worked there until 1980, when the owner built this place down here in McLachlan Street,” he continues.

“John Payne bought the business and I worked with John Payne right up until 2005. Then, still in the hardware industry, I opened my own hardware store in Bathurst with Dave Kent.” When Petries bought the McLachlan Street store from John Payne in 2008, Alan says he was approached to come back. “And I’ve been here ever since!” he says. But it was not originally the plan and Alan would never have imagined on that first day at Glenroi Builders Supplies he would be in the job five decades later. “No! My father had arranged an automotive mechanics apprenticeship for me but it couldn’t start until February. In those days everybody started their apprenticeships on the first of February, but when it came time to go there, because I had this job at Glenroi Builders Supplies I didn’t want to leave I was quite happy

there,” he recalls. Although, talking to Alan it seems there are some parts of the job best left in the “good old days”. “Over Glenroi Avenue we used to buy our cement by the semi-trailer load and they came in 40 kg bags, still hot. You climbed up on the truck and you unloaded a semitrailer load of cement, 40 kg bags, and we did that three times a week,” he recalls. “But it’s been a great time and very interesting…Hardware is a very interesting game and I think it should be a trade – builders hardware in particular because it’s not as easy as you might think. “You need to know what people are doing and how they are using the products because if you give them the wrong stuff, for a start it’s expensive for them and then they could go elsewhere…

“So when they come to us, they want someone who can show them how to use the stuff, where to use it, the right size, the right gauge, what is and isn’t legal to an extent…” While there have been many changes and innovations in hardware over the years, the biggest change Alan has seen is the sheer growth of Orange and the boom in building. “When you drive around Orange it blows me away,” says Alan, whose own home in Phillip Street was not long ago considered to be on the outskirts of town. “Now we are closer to the middle than the outskirts! Shiralee – all those places around there. Molong Road and all the places that have sprung up along Murphy’s Lane, it’s amazing! “But it’s good for business, my word it is! Orange is a good place to do business!”

Spring Hill — the little school that could!

School celebrates Bush Spirit recognition in 2023 Tidy Town Awards

S

pring Hill’s small but highachieving public school has taken out the 2023 Tidy Towns award against tough competition across the state. Last week, Orange City Council Tidy Towns

Committee member Fred Maw presented the school with the Award at a morning assembly.

The Award recognises communities that successfully demonstrate strong community spirit and inclusion in the face of ongoing challenges in the category for population centres of less than 1,500 people.

Mr Maw told the assembly that Tidy Towns was not just about keeping Australia beautiful but also recognises Spring Hill Public School as “The Little School That Could”. “It’s about sustainability, recycling, community and what your community does,” Mr Maw said. “Today it’s your community and you collectively that are being recognised. What you guys have done is absolutely phenomenal. You should be proud of your achievements - the first in your category.” Spring Hill Public School Principal AnnMarie McAnulty said the school is delighted with the achievement.

Orange City Council’s renewable energy upgrade of Wade Park received Highly Commended in the Climate Change Mitigation and Adaptation category at the 2023 Tidy Town Awards. James Sheahan Catholic High School’s Bush Regeneration Project was awarded Highly Commended in the Young Local Legends category. Orange was also a finalist in its population category for the overall award.

New LiveBetter Community Hub makes space for more face-to-face conversations OPEN DAY

LiveBetter is opening a new centrally located Community Hub here in Orange that it says will make it easier for people to come in and interact “face-to-face” and have that human connection. The non-profit community service organisation has been an active part of the range community for many years; its mission to provide support to vulnerable people and work to ensure access and inclusion for all. Hub at 180 Anson Street will provide them with a space that customers and community members can access easily and have face-to-face conversations with staff. “We’re really excited about the LiveBetter Community Hub,” said Kim Gray, Head of Family and Carer Services at LiveBetter. “It’s so well located, just across the road from Woolworths and Centrelink. This accessibility means community members are able to drop by to have face-to-face conversations with our staff…and it’s that

Powers of Attorney & Appointment of Enduring Guardians Part 2

When meeting with clients for their Will and estate planning, we often end up talking about what is to happen in the event of an illness, accident or incapacity before death. There are some important legal documents which should be set up. Here are some frequently asked questions:

Who should I appoint as my attorney/ guardian? Any person over 18 years can act as your attorney or guardian. It can be a family member, close friend or sometimes a trusted professional. The word attorney in the context of a Power of Attorney document is the name given to the person you appoint and does not mean solicitor or lawyer. For both your attorney and guardian, you need to appoint people you trust to make decisions and act in your best interests in accordance with the powers and conditions you give them in the documentation. Can I have more than one attorney/ guardian? Yes. If you appoint more than one person then you need to state on the documents whether they can act jointly (must all agree on decisions and all sign each for transaction) or jointly and severally (any one attorney or guardian can act independently of the others). You can also appoint substitute or alternative attorneys or guardians. This can be useful for a number of reasons, for example, if your original attorney/ guardian dies; decides that they want to no longer act; goes overseas or loses mental capacity themselves through an illness or accident. Can my power of attorney use my money for themselves? In short, it depends what is written in the Power of Attorney document. It gives powers and imposes limits and conditions on the attorney. The legislation governing Powers of Attorney also states what an attorney can and cannot do. Sometimes, it is necessary that an attorney can use your money for themselves; for example, spouses, partners having the ability to use your money for their reasonable living and medical expenses. However, we have all heard of situations when a power of attorney is abused, and money is used inappropriately by an attorney for their own gain and in conflict with the terms of the Power of Attorney document. This topic will be covered in a separate article.

What happens if someone has already lost capacity because of an illness or accident and has not put a Power of Attorney or Appointment of Enduring Guardian in place? The NSW Civil & Administrative Tribunal (NCAT) can appoint a financial manager to manage the affairs of a person who has lost capacity or is incapable of making their own decisions about their finances. Similarly, a guardian can be appointed by NCAT to make decisions about the person’s health, accommodation, services or other lifestyle matters. NCAT can decide who to appoint. This could be a trusted family member or friend. Your solicitor can help you with the process. Such an application is usually made by a concerned relative or friend. When do the powers given in these documents stop? You can cancel (revoke) a power of attorney or enduring guardianship at any time as long as you still have mental capacity to do so. This type of cancelling (revocation) needs to be in writing to be effective and notice of the cancellation of the document sent to your attorney or guardian. If you have lost capacity and someone else suspects that your attorney or guardian are not acting in your best interests, an application can be made to the NSW Civil and Administrative Tribunal (NCAT) for an order of removal of the powers from the attorney or guardian. Your death. As soon as you die, the powers given in a Power of Attorney and Appointment of Enduring Guardian stop.

his week in Parliament, I made a speech calling out the Federal Labor Government’s disgraceful and shocking cut to the Great Western Highway upgrade, and once again called on the Minister for Infrastructure to reverse the decision. An extract of the speech is set out below.

First, we had the $27.8 million that was sitting in the bank for the Dixons Long Point project snatched away. Then they came for the $12.5 million for the second Bathurst racetrack at Mount Panorama/ Wahluu, and now the upgrades to the Great Western Highway at Lithgow have been killed off.

Infrastructure Australia termed the project ‘a key enabler of regional development’. Even the Minister for Infrastructure, Transport, Regional Development and Local Government said so herself earlier this year, telling local media that the funding remained on the table and that the

COUNCIL AT WORK RESIDENTS URGED TO PREPARE FOR NEXT STEPS TOWARDS CBD PEDESTRIAN SAFETY SAFER: The streets of Orange’s CBD are set to become even safer once a new High Pedestrian Activity Area begins 1 December. The next step in the transition of the Orange CBD into a High Pedestrian Activity Area (HPAA) will take effect tomorrow, December 1. New road signs will be unveiled telling drivers they are entering a High Pedestrian Activity Area where there’s a 40km/h speed limit. Research shows there are less road accidents where people are injured in HPAA zones.

“This change is about making our main shopping area more pedestrian-friendly, but the research is clear that it should also make it safer for drivers,” Cr Duffy said.

Watch out, pedestrians about! 40 HIGH PEDESTRIAN ACTIVITY

We have taken the next steps to transition the Orange CBD into a High Pedestrian Activity Area

Over the past few years the Orange central business district has been shifting from a focus on traffic to being more pedestrian friendly. These changes are the next steps in that trend.

New roadside street signs have been installed telling drivers they are entering a High Pedestrian Activity Area where a 40km/h speed limit will be in force.

A textured surface has been added to the road where cars enter the CBD. Cars will feel a gentle vibration when driving over the surface to remind them to slow down and keep an eye out for pedestrians who might be crossing the road, or shoppers who might be more active in this area.

Between the 1920s and 1960s, Aboriginal people were removed off their Country and onto pastoral stations where they were forced into hard labour, usually for no wages and only minimal rations. Despite this displacement and cultural disruption, the Traditional People of the Western Desert have maintained unbroken connection to Land and Country – keeping songs, stories and kinship strong. This is the Country of Wangkatjungka woman Ningali Josie Lawford-Wolf (1967 – 2019), a close cultural

collaborator of Bangarra whose spirit, stories and artistic contributions have inspired a number of the company’s works and enriched the broader arts landscape. The Lawford family has long generational ties to this part of the Kimberley and are current owners of the pastoral lease for Bohemia Downs cattle station, allowing them the stability to continue to care for their Land, Culture and Community. SandSong is a journey into ancient story systems framed against the backdrop of ever-changing government policy and of the survival of people determined to hold strong to their Culture. with Keith Rawsthorne Jingle bells! You had better believe it! That wonderful, joyous season of goodwill is fast approaching, so let’s all join in the mood in the Probus way of FUN, FRIENDSHIP AND FELLOWSHIP. Our November meeting began with a tribute to the late Mayor John Davis. Cooperation with the two Ladies Probus clubs is working well with the very successful Probus Month dinner. And the tour group to the Zig-Zag Railway at Lithgow was more than the coach could hold so some came by car. The weather was great and the FUN AND FRIENDSHIP of Probus was obvious. The scenery was spectacular and the smoke, steam and soot made for a very nostalgic hour. The day was capped with a very satisfying lunch at the Lithgow Workies Club and a quiet (sleepy) drive home. Thanks to John for the idea, and Phil for the legwork that made it all work so pleasantly. People with walking sticks (like me) and walkers were well cared for, so don’t hesitate at the next opportunity.

Peter Smith who came to Orange in 1966 and worked in his Pharmacy till his retirement. Peter spoke on his walks on Camino de Santiago in Portugal. Peter gave an insightful overview of the history of the Iberian Peninsula, including reference to Sir Walter Raleigh who, it seems, did more than spread his coat before the Queen. The Camino walk is very physically demanding, but it is also a Spiritual exercise. While it is a Christian practice, it also attracts people from other beliefs, and many people find it changes their attitudes and understanding of themselves. A day’s walk is about 25 kilometres and the path can be very rough or non-existent, and there are many separate sections that can be walked separately. The accommodation along the walk can be very basic, (to put it kindly) and crowded, but the food is mostly fair or you can cook your own, and there’s plenty of local wine. Every walker must carry a passport which is marked off each day. Back to Christmas… bring yourself, your wife or partner and a big smile. Lunch and whatever goes with it will be at 12 noon for 12.30 at the Orange Ex-Services Club on December 6 Let’s have a party!!

Where to next? It was suggested that Probus Clubs in Orange meet quarterly to discuss cooperation on common issues, such as travel, or when needed. Visitor Ken Murphy was welcomed and we hope you can join us again at Probus. Bernie Huxtable was the Birthday Boy and someone won the raffle! Our guest speaker was retired Pharmacist

A BIG THUMBS UP for Stella at Central West Cardiology. She is vibrant, extremely helpful, and efficient. Nothing is a problem and she exudes humour, which is rare these days. A ray of sunshine! A HUGE THUMBS DOWN to

both Orange RSL Sub Branch and Orange City Council for failing to supply chairs at the recent Remembrance Day Service. Not only were there elderly citizens at the service, but quite a few of the veterans were in their late eighties. A few Veterans were asked by some out-of-town visitors why there were no chairs and all they could reply with was a shrug of their shoulders, so much for Lest We Forget. A BIG THUMBS UP to Orange City Council Tidy Towns Committee member Fred Maw, from the Spring Hill community. Fred has been a constant encouragement and a champion of community action and sustainability and we want to say how much we appreciate all he does behind the scenes. Fred has been volunteering since he was 14 and we think he just clocked up 50 years as a volunteer. He’s a true local hero. THUMBS DOWN to all the drivers who are too impatient to wait and drive over the stop line at school crossings.

THUMBS UP to all the drivers who stop at the stop line at school crossings and remain stopped until the school crossing supervisor is off the crossing. THUMBS UP to Orange Health Service and to their wonderful staff for all the care they gave to my Dad during his recent illness. From emergency to the nurses, ward staff, and cleaners – everyone was so helpful and very pleasant despite always being busy. You guys are amazing! THUMBS UP to Orange Highway Patrol for doing a thankless job and always smiling and willing to have a chat when they pull me in for a RBT. Some of the nicest boys and girls in blue that I’ve ever met. MASSIVE THUMBS UP to the new Platypus Cafe at Cudal. Such good and friendly service, unreal food and coffee. Plus the little grocery corner is a big help to locals. Well Done! THUMBS UP to the Robin Hood Hotel; the Sea Breeze Platter for two was excellent and would recommend it — best value for money. And lovely ambience outside in the beer garden.

the dropkick who rode the unregistered trail bike through the parkland between Golden Place and Cherry Place on Sunday, November 19. It’s bad enough that we have these unregistered bikes tearing around the streets, now we have to worry about them in areas where young children play? THUMBS DOWN to

whoever controls the large flag pole at the eastern entrance to Orange. Has it become an embarrassment or is it too contentious to fly the country’s national flag? THUMBS DOWN to our energy supplier. Every time there’s three drops of rain we out here in the villages suffer because of failing infrastructure. This happens on a regular basis. If this happened in a big city, there would be people losing their jobs, this is below third world standards! After the first 12 months of living in the Central West, I quickly learnt to never run out of candles, I cook with bottled gas and have a wood fire.

THUMBS UP to the (Environmentally Concerned Citizens of Orange (ECCO) who recently organised a meeting about Orange’s preparedness for the next drought. A question we all should ask ourselves.

THUMBS UP to Ashcroft’s IGA stores and the Life magazine on their ‘Food for Christmas Appeal.’ Such an appropriate initiative at this time and one deserving of our support. THUMBS DOWN to the

person riding the white and black unregistered motorbike along Anson Street near Gardiner Road at approximately 5.30pm on Thursday, November 16. A BIG THUMBS UP and thank you to all the wonderful staff of the aged care home - Ascott Gardens. I’m most grateful for their help and kindness. Nothing is too much trouble. I love them all very much. A HUGE THUMBS UP to Shay at Prouds Orange. There is no doubt that you are a wonderful asset to your employer. You were so helpful and your “winning smile”, kindness, endless patience and respect in assisting me for a considerable amount of time was very much appreciated and your family should be very proud of you! We commonly claim to prize honesty, integrity and truthfulness, but how many of us can ‘honestly’ say that we truly value and live by these principles — all of the time? How often do we say we will do something and then don’t (and vice versa) when it gets hard or inconvenient or costly to us? Don’t we deliberately tell falsehoods to even our loved ones when the truth is uncomfortable or we think it would be unhelpful, as if a ‘white’ lie isn’t actually still just a lie? We have legal disputes over the words in contracts, often ignoring and even contradicting what we actually said at the time. God has pretty firm views on this issue; he said, “Let your ‘yes’ mean ‘yes,’ and your ‘no’ mean ‘no’.” (Jesus Christ, The Bible, Matthew 5:37). In other words, God wants us to say what we mean and mean what we say, and stand by it regardless of circumstances. God is wise and good and we also would be wise if we took to heart his instruction — and wouldn’t society be very different!
