elcome to the Spring edition of the Kiveton Park & Wales Community Matters Magazine. Its March already and in just a few weeks we will be putting the clocks forward an hour to British Summertime. I’ll bet those two words have cheered everyone up, or maybe not as our summers can be so indifferent, but here’s hoping! The centre pages of this edition are a four page community consultation pull out. The consultation has been produced by the Kiveton Park & Wales Community Development Trust and the Conservation volunteers who manage the Woodland. Our village is fortunate to have a wealth of facilities, activities and groups, not to mention all the amazing people who live here too. This consultation is looking at what we as a community can do to make our village an even better place. In this era of austerity we can still work together to create new activities, have fun and support each other. Chairman’s Note This month we say goodbye to Tony Fowkes, our larger than life street cleaner/litter picker. He has worked for the parish for 10 years. His previous jobs have been in the building trade (licensed to drive all machinery) and self-employed milkman – our jack-of-all-trades, master of many. An ex semi-

professional footballer, cricketer, and now crown green bowler, he has had an active life and you may still see him out and about with Kian his dog and his trusty wife Wendy if she is allowed to accompany them. He has been an excellent ambassador for us and we wish him a long and happy retirement.

PRECEPT You will have received, or will shortly be receiving, your council tax bills for 2017-18 and may notice an increase in the parish rate. In view of Rotherham Borough Council and the police and fire services’ budget increases, we have endeavoured to make the increase as small as possible. In April 2013 the government abolished the national council tax benefit scheme and replaced it with the local council tax reduction scheme. RBC is responsible for devising the local council tax reduction scheme for the borough. One consequence of the change was the treatment of properties of recipients receiving local council tax support. Recipients of council tax benefit were paid cash towards their council tax liability; recipients of local council tax reduction get a discount on their council tax. Consequently, the local council tax reduction scheme reduces the tax base for the parish each year (the

tax base is the number of Band D equivalent properties in the parish that are liable for council tax). As a result, council tax bills can go up even when the same precept is requested.

“You may notice an increase in the parish rate” To mitigate the impact of this change, the government gave billing authorities like RBC an annual grant with the expectation that they would allocate some of it to parish councils – which RBC did – and thereby enable them to nullify the effect on the precept of the new scheme. However, in 2015, RBC informed parish councils that their share of the grant would be reduced by a third due to pressures on its own budget and phased out completely by 2019-20. RBC reviewed this decision last year

and resolved to reduce the grant by 50% for 2017-18 and remove it completely from the 2018-19 financial year. We received grant of £22,699 for 2014-15, which enabled us to set a zero increase precept for 201415, and £15,133 for last year (a reduction of one third), which resulted in a small increase in the precept to reflect the reduced grant, after meeting most of the shortfall partly from reserves and partly from efficiency savings (a changed power supplier, buying copier in bulk and selling the excess to the village hall, etc). This coming financial year, the grant will be reduced by half to £7,566 and will be withdrawn completely from the 2018-19 financial year. We have therefore had to adjust the precept again to reflect the loss of this money, having taken into account additional savings. We do not want to increase charges for the recreation facilities as our objective is to encourage sport for all.

HS2 Below is an extract from a letter emailed on the 25 January by the chairman to the local press, ward councillors, the Right Honourable Sir Kevin Barron, MP, and HS2 Limited. “Sir, The ongoing saga of the route of HS2b (the eastern one, preferred by the government) is causing anxiety to the residents of Wales, especially the Cherry Tree estate near the B6059 and motorway bridge. This train comes to Staveley in Derbyshire, magically disappears only to reappear to decimate Aston, Bramley, Mexborough and all points north. Are we the forgotten village, ignored by HS2 Ltd and the media?

announced to Doncaster MBC that they are looking at a possible “parkway” station (do they mean Walesway station?) in our parish. Surely this information should come from HS2 to us or from our Rotherham MBC to us not via Radio Sheffield. We have had Sheffield lobbying for a station in the city and being refused and now seemingly lobbying against Meadowhall so we will have a train running through South Yorkshire without a stop. Spend the money on the East Coast main line!

It’s always a crime unless you get fed up with waiting for 101 to answer! It is appropriate to dial 999 only if a crime is in the process of being committed or when harm could come to an individual, otherwise it’s 101. The Home Office require data from South Yorkshire Police (well each force, actually) on the number of 999s, the telephone response time and the time it takes officers to arrive at the scene. Could this be why the 101 service was set up? This is not yet measured or recorded but do wait for them to answer and get a crime number because it will go into the statistics for crime in our area, otherwise we shall be classified as a crime free zone and won’t get patrols.

GROUNDS MAINTENANCE ATTENDANT AND TEAM LEADER We are looking for a grounds maintenance attendant and team leader to lead our Green Spaces Team of three attendants. You will be based at the Recreation Ground off Wales Road, Kiveton Park, Sheffield, S26 6RA, and occasionally required to work at other locations in the parish. The team is primarily responsible for the care and maintenance of the Recreation Ground and its facilities, and for issuing tickets and equipment and collecting and recording receipt of hire charges. The work is seasonal but permanent with half the year full time and the other half at reduced hours during the autumn and winter seasons. The average weekly hours over the year is 27.5 hours per week. The rate of pay is currently £8.50 per hour increasing to £9.05 per hour from April. You will be required to wear a uniform at all times when on duty. The successful applicant will be automatically enrolled in a workplace pension scheme. Applicants should have practical experience of horticultural and general maintenance using a range of tools, the ability to supervise and manage a team and estimate and plan work activities. Applicants must be able to work on their own initiative and be willing to work at weekends, during school holidays and some unsociable hours. This is a milestone worth celebrating. The salon boasts an impressive list of happy clients and a team of loyal and long-serving staff: Nicola, Natalie and Laura have been by her side 20, 15 and 12 years respectively.

Her relaxing professional salon of today is a far cry from when she started out in the small room of a hair stylist in Todwick. It has been a long journey for Joanna, yet she has managed to fit in years of beauty therapy teaching; 1 admiring husband; 3 lovely sons; and an undisclosed number of gin & tonics! Clients old and new are welcome to attend the salon’s open day on

22 April and raise a glass to her success. Here’s to another 25 years, Joanna!

A57 Road improvement scheme The roadworks on the A57/Mansfield Road are scheduled to be ongoing for 16 weeks although the close date is 22 December 2017. This is because when the ground work is finished there will be a period of time for testing and implementation with about three kilometres of cabling to be laid in new ducting.

There will be no left turn from the A57 up the hill to Aston. Traffic will have to go up Chesterfield Road or to the Mansfield Road roundabout and back to the current right turn. The traffic lights will be at the roundabout junction with the A57 and Mansfield Road with a widened

carriageway approaching the roundabout for filtering traffic to the motorway junction 31 and to Wales. There will also be works at the Chesterfield Road roundabout with carriageway widening to allow filtering to Swallownest from the direction of the old Fence workshops.

Let’s get the village buzzing There was definitely a buzz in the room when 26 people met in the Library in January. They were representing at least 21 different organisations, clubs and groups from our Parish as well as few who were simply there as people who live in the village. The aims of the event were to find ways to make our village an even better place to live by • Getting people talking and sharing ideas • Looking at opportunities for working together We came up with too many ideas to list them all here but you’ll see some of them in the The Future section of the consultation in the middle pages of this Community Matters. One exciting idea needs a mention though.

The group said they wanted to have a celebration event that everyone can take part in. And so was born the idea of the

Celebration pop-up picnic As we go to print we are looking forward to our first planning meeting at the Old Colliery Offices on 1st March, so we don’t know yet when the picnic will be or what we’ll do on the day, but we’ve got a few ideas…. Its 150 years since Kiveton Pit first reached the coal seam Its 240 years since Chesterfield Canal was opened so maybe we can have some fun remembering our heritage.

We’ll have a marquee, so maybe we could have a ‘do’ in the evening too. We’ve got the amphitheatre in the Community Woodland so maybe we could use that for entertainments. Please let us know your ideas and we’re always looking for more people to help, both in organising the picnic and on the day. A great start to the year

By Sue Bass All sections have been busy learning new life skills and also taking part in the (Nottinghamshire Emergency Scout Support Team) Challenge. A walk event at Walesby Forest along with 1400 other scouting members from across the region. The Scouts tried scuba diving and the Cubs have been experimenting for their science badge and exploring the planets for their astronomers badge. The Beavers took a look at what it is like living with a disability. We are looking forward to our next camp in March at Walesby where all sections will enjoy the outdoors, helping to get the site ready for the season ahead and taking part in the shooting competition for the coveted Chris Vernon memorial trophy. Sainsburys are giving out their Active Kids vouchers when you make a purchase– please think of us as we are collecting them to help purchase new sports and cooking equipment. Please drop them in at Cortons 4 Cutz – next to St Johns and they will pass them on to us. Plans are progressing for our new scout hut and we have been really grateful to receive some fantastic donations in the last couple of months. We are so grateful to the parents who have taken advantage of company schemes

to help us to get donations, whether through match funding volunteering time or nominating us for Company fundraising schemes. In December we were extremely grateful to receive the following donations: £500 from HSBC, £50 from Unipart, £850 from Viridor Perhaps you know of someone who might be willing to help us, through a work scheme? It makes such a difference to our fundraising efforts. A big thank you to all those concerned. A BIG thank you too, to the Scouts who took part in a bag pack at Sainsburys,

Crystal Peaks before Xmas. They raised £850. Our Cub Scout Leader is taking part in the London Marathon – Please take a look at btmydonate If you would like to sponsor him – all monies raised will go towards our new scout hut. By Hannah Darcel A big thank you to Rotherham Explorer Scouts and the Woodland Workout volunteers for their help in planting nearly 1000 trees for the I Dig Trees programme, a partnership between OVO Energy and The Conservation Volunteers. The enthusiastic group of Explorer Scouts came from across Rotherham on a cold and frosty Sunday morning to help plant a mixture of broadleaved trees on the woodland. The Woodland Workout volunteers came out for two of their regular sessions to help with the task. The different species planted included cherry, beech, maple, rowan, oak, hazel and willow. A visit to the Library Kiveton Park Meadows Junior School recently visited their local library. Each class had the opportunity to walk down to the library and explore this excellent resource. For many of the children, this was the first time they had been to the library and so enjoyed listening to a story, learning about how the library works and how to become a member. One Year 4 girl said “I decided to join the library because I really enjoyed looking at the books. I keep going and changing my books and I even went to the Harry Potter Night there. It was really busy with friends from school and I loved the treasure hunt and the crafts.” We hope the visit will inspire our children on their journey to becoming readers. The Woodland Workout volunteers have been busy planting trees, removing old fencing and cutting back overgrown vegetation. They also worked in partnership with KPWCDT and planted shrubs around the all weather sports pitch and blue bells and wildflower seeds along the grassy bank opposite. The Woodland Workout volunteers meet every 2nd and 4th Thursday of the month from 9.30 – 12.30.

W hat shall I give up for Lent this year? When asked the theologian Ruth Valerio what would have most impact on reducing climate change her answer was simple: “Eat Less Meat”. Councillors Disaproval Many residents will be familiar with HS2 Ltd who act for the Government and their plans for a high-speed train to be routed directly through the middle of Wales, and by doing so, blighting our area irrevocably. Residents may have also picked up the leaked information that HS2 are considering placing a HS2 station at one of eight possible locations in South Yorkshire, one being in Wales at an unknown location. We attended the HS2 consultation drop-in held in Aston on 8th February where we were able to speak with lots of residents and to state that HS2 Ltd

Chesterfield Canal Trust Restoration Appeal A Place in History

In 2016, the Chesterfield Canal Trust spent over £85,000 on the restoration of the canal with all the work done by its volunteer Work Party. In 2017, the Trust is running a Restoration Fund entitled ‘A Place in History’ in order to keep up the same level of progress. All monies raised will go towards the costs of plant and materials used by the volunteers. After the most successful season WSCC has ever had with both Saturday teams being crowned their Division Winners and promotion for the Sunday 1st team and a 3rd place finish for the Sunday 2nd team, the players and club are looking forward to consolidating their positions in their new leagues. All Captains and V-Captains have been re-elected to carry on the good work they started a few years ago and they have the full support of the whole club behind them. The players have been at the winter nets since early January and if anyone is interested in playing either Saturday or Sunday cricket please

call in at the Dot Ball indoor cricket unit on the Waleswood Industrial Estate on a Tuesday night between 7 & 8pm and meet the players who will make you feel welcome. We are fortunate to have a supporting Board of Trustees along with a hard working Committee and a band of volunteers who keep the club moving forward in improving both the playing and social facilities and we are always looking for additional helpers. “Still top of the league” By Chris Nelson With the final months of the season approaching the senior team are still top of the County Senior League Division Two with four league games remaining. Three of the games are at home and two of which are against their closest rivals! Unfortunately, captain and club stalwart Robert Warner (second from the right in blue) will move to Australia this spring and will be sorely missed. The clubs Under 21 side have

continued to show promise in their first season together under the leadership of Matt Blackwell. They currently sit third in Meadowhall Sunday League and are through to the semi-finals of the League Cup after beating Brierley 5-3. The club has further plans to improve the facilities at Hard Lane, where teams from Under 11’s through to

the senior team play their home games. New dugouts, reclaiming of paths/walkways, changing room and stand improvements are to be completed this summer. A trip to Cleethorpes 1930 With the dark nights and cold weather, many of us will be looking forward to summer holidays or short beaks away. The long Easter weekend offers a chance for many to get away when the weather starts to pick up a little, but the long Easter weekend has only been in existence as we know it since the Bank Holiday Act 1871. Prior to this, only Good Friday and Christmas Day were allowed as days off, in addition to Sundays, as these were designated as Church days. Following a campaign by Sir John Lubbock, Liberal MP for Maidstone, in which he championed the rights of shop workers, the Act was passed to allow 4 additional days per year. These were Easter Monday, Whit Monday, the first Monday in August, and Boxing Day. These were known as Bank Holidays as the Act allowed Banks to defer payment of transactions for an additional day to allow them to close on the Monday. With the entitlement to time off, leisure pursuits expanded and with an increasing rail network, the day trip became popular as people could now travel quickly and easily to local places or the coast and return the same day. The rail companies would put on special trains to transport passengers and the number of tickets sold was often quoted in local press.

Memory Café Collection At January’s session of the Kiveton and South Rotherham Memory Café chairman John Wadsworth announced that the Christmas Collection at the Kiveton Park Co-op Food store had raised a sum of just over £1000. He said that this would ensure the continued running of the Café for its second year of operation with professional entertainment being provided at most of the sessions. John expressed thanks to the Co-op for giving permission for the collection; all the local people who gave so

At Conisbrough for instance an estimated 20,000 visitors descended on the town and castle, travelling by both train and boat on the River Don. Other popular local destinations were the ‘daffy field at Wickersley’, Wentworth Park, as well as further afield to Cleethorpes, Buxton, Manchester, Liverpool, Hull and Leeds. Over time, workers began to receive more paid leave. Although the amount of leave varied between different occupations, by 1920s it was normal to have a week’s paid leave, which rose to two weeks by the 1950s. The East Coast resorts such as Skegness, Cleethorpes, Bridlington and Scarborough have always been popular
