Shared Values: A City That Dies Together

On the Cover: Give me Liberty or Give me Death “Hobo Skull Quarter” (2016) Graphite Illustration No. 108. Drawn in Graphite on 96lb. Canson Thick Board Sheet Stock Paper. Pencils: 4H, 2H, H, HB, 2B, 4B, 5B. Drawing time: 89 Hours. Enhanced Digitally using Zoner. This is the first “Hobo” coin in my coin series and the 20th coin overall. The original Coin Design is by Master Engraver Shaun Hughes (United Kingdom) who granted permission to Illustrate this piece. The Hobo Nickel is a sculptural art form involving the creative modification of small-denomination coins, essentially resulting in miniature bas reliefs. The US nickel coin was favored because of it’s size, thickness and relative softness. However, the term “hobo nickel” is generic, as carvings have been made from many different denominations. Due to its low cost and portability, this medium was particularly popular among hobos, hence the name. The altering of coins dates to the 18th century or earlier. Beginning in the 1850s, the most common form of coin alteration was the “potty coin”, engraved on United States Seated Liberty coinage (half dime through trade dollar) and modifying Liberty into a figure sitting on a chamber pot. This time period was also the heyday of the love token, which was made by machine-smoothing a coin (usually silver) on one or both sides, then engraving it with initials, monograms, names, scenes, etc., often with an ornate border. Hundreds of thousands of coins were altered in this manner. They were often mounted on pins or incorporated into bracelets and necklaces. The love token fad faded out in the early 20th century; love tokens engraved on buffalo nickels are rare. During this time period, hobo-style coin alterations could be found outside the United States, primarily in Britain, France and South Africa. Many artists made hobo nickels in the 1910s and 1920s, with new artists joining in as the years went by. The 1930s saw many talented artists adopting the medium. Bertram Wiegand, known almost exclusively as Bert, began carving nickels in the teens, and his student George Washington Hughes, known as Bo, began carving in the late teens (and up to 1980). During this period, Buffalo nickels were the most common nickels in circulation.

Artist Statement From a very early age, I’ve always seen the world in an artistic way. A self-taught artist, I’ve been sketching and creating since the age of seven. As a teenager, I would recreate album covers of favorite rock bands for friends or myself. As a young man, I became interested in political cartoons and mastered those. There was a fairly long period of time between my teen-age years and my adult years before I picked up a pencil again. When I did, I suddenly found that I saw the world in a whole new way and in much greater detail than I had as a young boy. It’s as if I had to live life a little bit in order to see the world in a more complex and detailed way. This new way of seeing the world suddenly translated into my being an even better artist than I was years before, without even having drawn in all that time. I started to re-create postage stamps, carefully and painstakingly capturing every tiny detail. I then moved onto mastering portraits of everybody from friends and family to celebrities or old movie stars. Now as a grown man, I’ve become intrigued with the beauty and subject matter of coins. Though I’ve drawn many coins, my fascination is primarily with French coins and commemorative medals who’s beauty I find unparalleled. Before each coin I choose, I review a multitude of reference photos and actual coins, studying light, shadow, sizing, angles and layout. I choose coins that are not only beautiful but coins or medals that may hold some historical significance or coins that are rare. I think I hold such a high fascination for coins because each one has its place in history with its own unique story to tell. The person on a coin is special and though we may hold coins and trade coins and use coins to purchase items throughout life, very seldom does anyone stop to actually think about the story of the coin or the person so honored enough to be placed on a coin. Each portrait takes approximately 50-100 hours, Each coin 75125 hours. I only use 6h to 8bb Kimberly pencils and 96 lb Canson Bristol sheet stock paper.

For the Rest of Us For a society of people preoccupied with their own mortality, it might be considered strange that we pay so little attention to cemeteries. We don’t ignore them because they remind us of grief or loss. In fact, most cemetery visitors are people who are recently aggrieved, or those observing an annual ritual of honoring their ancestors or deceased relatives. For them, the cemetery is place of deep, healthy emotional experience. We don’t ignore them because they are ugly. Active cemeteries are beautiful sites with park-like grounds, flowers, fountains, statuary, winding walkways and benches. They are gorgeous, clean, peaceful places.

Left For Dead Inactive cemeteries are very different. The Illinois State Genealogical Society lists more than 14,000 cemeteries and burial grounds in its database, more than half of which are small (less than two acres), unregistered, unattended or despoiled. They are the final resting places of pioneer families, small church congregations, or outlaws and indigents from a time when Illinois was the Wild West. Though Illinois law protects burial grounds and markers, unmanaged cemeteries often fall victim to loitering, littering and vandalism because they are neglected. They can be sad, ugly places.

In some cases, local volunteers have stepped up to preserve and protect these sites, with or without involvement from their municipality, but there is still disagreement about what “preservation” looks like. Some want to mow down the plants and straighten the stones; others want to preserve the virginity of these tiny sections of Illinois prairie that have never been plowed, grazed or burned.

Under Groundskeeping Providing long-term care of cemeteries is a problem that’s not fully solved. Historically, protection of rural family burial grounds was only as strong as the will of the survivors. Where religious or fraternal societies are concerned, regnerative memberships could play a role, and municipally owned cemeteries could devote funds from the public treasury to pay for upkeep if it was considered a priority relative to other problems of the living. Illinois’ Cemetery Care Act finally provided a legal framework for commercial cemeteries to collect and set aside funds for the perpetual care of the facilities and grounds. It’s just one part of the patchwork of state and local laws that affects cemetery operations. “By law, cemeteries are required to maintain perpetual care funds,” explained Daniel Symonds of Symonds-Madison Funeral Home. “Anyone who purchases a grave will have to contribute to that

According to the City’s yearend report for 2016, Elgin’s Bluff City Cemetery collected about $470,000 for its services, against $370,000 in expenses. Some of those dollars will be added to the funds designated for perpetual care, which make up reserves of approximately $1.9 million.

“Bluff City is a beautiful, historic cemetery,” said Symonds. “We have a community dedicated to its preservation and recognizing the lives of those buried there.” He’s referring to the annual Cemetery Walk, held each September by the Elgin Area Historical Society, in which costumed docents stand beside the graves of Elginites from the past and tell their life stories.

The Graveyard Shift There’s another walk you can take at Bluff City Cemetery, on which you might encounter the residents themselves. The Moonlit Cemetery Tours offered by Afterlife Tours, Inc. are a three-hour semi-guided walk through the grounds at night, that includes historic highlights combined with a bit of the supernatural. Tour guides Mike Smith and John Klimek will waft you with burning sage as you enter the cemetery and equip you with electromagnetic field detectors before the walk begins. Along the way, Klimek can sense the presence of personalities, friendly or not, and guests can take

You won’t find ninety degree intersections in any of Elgin’s cemeteries. “The roads in cemeteries are designed without any four-way crossings,” said Klimek, “because if you were to stand in the middle of a crossroads, you might meet someone offering to give you directions as part of a certain ... bargain.” You also will not find ofrendas, the traditional Mexican display of offerings for spirits returning on the Day of the Dead. Flags, flowers and wreaths are typically the extent of decorations allowed, and some cemeteries require the purchase of approved containers.

Local Slumber Yards At Lakewood Memorial Park, a privately-owned commercial cemetery on Route 20 east of Elgin, a wider variety of decorations can be observed, standing just above ground level on lovely, rolling grass-covered knolls marked primarily with flat stones. Names of every linguistic origin and nationality appear here, some gathered in mixed groups near collective monuments marked with scriptures or artwork.

Set in Stone Restrictions on graveside decorations are often as strict as rules on actual burials and headstones. “While there are minimum state standards in some areas, unregulated practices can vary across cemeteries in Illinois,” explained Dan Symonds. “Some allow families to witness interments close up, others at a distance. Some allow the display of the burial vault lid before it is closed, others may not. Some cemeteries have unusual requirements for headstones which can make it difficult for outside vendors.” Lakewood Memorial Park. There is plenty of space in this cemetery established in 1930, and many grave sites were active as of late September. It’s fortunate that grave robbing is out of fashion, because Lakewood is neither fenced nor gated. The gate is narrow and the fence is high at Mount Hope Cemetery, operated by the Catholic Diocese of Rockford. Dating to 1903, its sixteen acres contain the remains of over 5,800 persons in graves, mausoleum crypts

Since 1939

Perhaps only a funeral director could know some of these details, since cemeteries are characteristically opaque. The staff on site is primarily concerned with interments, landscaping, maintenance or security, not with sales or record of burials. Obtaining that information from a cemetery is difficult at best, with one Elgin historian telling us “We can’t get anything” from Lakewood or Mount Hope. Illinois law requires certain kinds of recordkeeping and disclosures, but the law applies differently to exempt, registered and licensed cemeteries. The unexamined nature of these matters may have led to the 2009 scandal at

Burr Oak Cemetery in Chicago, where employees were accused of destroying existing graves and reselling the plots for cash. That case was exceptional, but it did shed some light on mortuary conventions that a typically disinterested public would never have known.

Beneath a Shroud of Mystery “Multiple depth interments are a long-standing and widespread practice that can be traced to the earliest known graves,” writes Harvey Lapin for the Illinois Cemetery and Funeral Home Association. They are perfectly legal, and not an altogether uncommon arrangement, particularly for married couples. Removal of headstones is not standard procedure, but may be necessary for perfectly good reasons. Opening an adjacent grave or taking out an uprooted tree might result in moving a marker; even an unpaid debt to the monument company could cause one to be taken down. “Several factors may lead to the discovery of human bones at a cemetery,” writes Lapin. “In older interments, remains may have been interred in simple pine coffins or wooden caskets, and sometimes only shrouds. These, of course, decompose much more quickly than bones. When this happens, the remains are not only subject to moving with the soil, it is not infrequent for those bones to rise to the surface or

sometimes to be disturbed by wild animals. When bones are found at a cemetery, they are reinterred.”

Remains of Another Day In Elgin, reinterment has gone on for decades since the 1840’s. According to Steve Stroud’s book Silent City: A History of Elgin’s Cemeteries, James T. Gifford established the first burying ground in Elgin at the corner of Division and Chapel Streets in 1837. As many as 600 may have been buried there. Since there are no written records, it remains unclear whether any remains still exist beneath what is now a residential block best known for the 1889 house built by dairy magnate John Newman, known locally as “Butterman’s Mansion.” In 1844, the Elgin City Cemetery was established with a capacity for 12,000 graves at the corner of Channing and DuPage streets (nicknamed “Channing Cemetery”). Some remains were moved here from the original burying grounds, and new burials continued for another sixty years with all available space being sold by around 1890. Unfortunately any records that once existed for Channing Cemetery were lost. The City built a new 108-acre cemetery on Bluff City Boulevard in 1889 during a time of rapid growth. Part of the plan was to remove those buried at Channing Cemetery, at the

request of their families, and reinter them at Bluff City. This work continued until 1947 but not every plot was vacated and the work was never completed. The former Channing Cemetery was designated for park or school use in 1949, and surface excavations disturbed the graves still intact there. “Some Elgin residents who lived in the neighborhood as children can remember the bulldozers breaking up old coffins and scattering the remains,” writes Judy Van Dusen on elginroots.com, the website for the Elgin Genealogical Society. Serious construction at the site began with the excavation of the foundation for Channing Memorial Elementary School. Numerous burials were unearthed and transferred to Bluff City Cemetery at that time, where they were reinterred in a common grave. Small and large discoveries continued for decades at Channing, notably a 1998 archaelogical dig which located two skeletons and thirteen graves where a structural addition had been planned. Local legend has it that the school has always been haunted.

Permanent Residency You can’t blame people for avoiding cemeteries if they are only linked with hauntings, desecrations, and fraud. Unfortunately our avoidance becomes neglect, and the neglect leads to more problems that reinforce the avoidance behavior. Benjamin Franklin is credited with saying, “Show me your burial grounds and I’ll show you a measure of the civility of a community.” The named streets, numbered locations, block buildings, signs and resting places of Bluff City are also a city — of the past, present and future — a silent city. In a sense, your residency in a place doesn’t end when you die. You just change your address, hopefully for the last time. Is placement in a cemetery really a duty of citizenship in a community?

Elgin: My Kind of Town had moved on from Downtown and a main topic of conversation was the crime rate, the Grand Victoria Casino was the hope for the future.

One of my most vivid early memories is driving to Church in Elgin and being completely fascinated with the old houses we passed along the way. As a kid from Elgin it was easy to take for granted your world around you and want to experience something different than what you know. However, moving away from Elgin to Phoenix, Arizona in 2004 had a transformative effect on me. Though I enjoyed the beautiful weather and scenery, I missed the local vibe of Elgin. A certain intangible quality of comradery, appreciation for the past and an underdog spirit was noticeably absent from my current environment. When I moved home in 2005, I had a renewed appreciation for the local culture and opportunities living in Elgin provided. It was encouraging to

see the noticeable progress the city had made towards revitalizing its streets, parks and public areas while I was away. A few years later after becoming a mother, affordable housing prices in Elgin provided me with the opportunity to become a homeowner and my son and I settled in a historic cottage on the Near West side of town in 2009, just a few blocks outside of the Downtown area. As my son has grown up Downtown Elgin has become a regular source of fun and adventures for us with many memorable days spent on excursions along the bike paths, trips to Chicago on the Metra line, meeting up with friends at history events and arts festivals. Spotlight on Public Artists Sculpture: Davis McCarty Futuristic materials plus space-aged technology= the tools of the trade for artist Davis McCarty with his team who created “Portal,” “an archway that welcomes viewers to leave their busy lives behind and step into a better tomorrow.” Using a combination of steel, aluminum, Dichronic Gorilla Glass (an iridescent, light-reflecting Plexiglass), and exacting measurements and skill, McCarty is able to create unique sculptures designed to last in an outdoor environment for years. McCarty and his team has fabricated and installed over a quarter of a million dollars worth of publicly and privately funded projects, exhibited everywhere from Sears Tower to Burning Man. “1883 Express” — the piece of artwork selected by the Elgin Cultural Arts Commission — will be joining that list of artwork, and thereby adding Elgin to the list of places that you can view McCarty’s work. “1883 Ex-

press” is set to be approximately 7’ tall by 3’ wide, and installed on the southern-most pedestal on Riverside Drive in October of 2017. Check out more of Davis’ work by visiting his website: DavisMcCarty.com

Sculptures by Nathan Pierce: “Dreamsicle” (left), “Don’t Forget Us” (above).

Mural: Joanna White Having worked in the Chicagoland area for over 9 years, artist Jo White is well versed in murals. You can view some of her other murals in Wicker Park at the Bucktown Chamber of Commerce, Hamilton Elementary School in Chicago, and the Rogers Park Underpass as part of the Underpass Mural Project (“Bring Back the Birch Trees”). Adding Elgin to her list of growing mural sites, White will bring “That Way” to the South-facing wall of the Hemmens Cultural Center. Sculpture: Nathan Pierce With his artwork all over the country, Nathan Pierce adds Elgin to the list of locations where his work will be on display. He works mostly in large-scale steel with a focus being on public art that will live outdoors. Nathan works mainly in stainless steel, as it seemed a natural fit based on his upbringing in a mid-west blue-collar family that worked in the construction business for four generations.

Art Harvest Join the ECAC for the second-annual Art Harvest to be held in Downtown Elgin. This event has several components that include things like a community yarn-bomb spider web, inside-out haunted house, paint-your-own-pumpkin, arts and crafts, and more, all of which can be found at “Art Central” aka DuPage Court. You can swing by there, grab your Art Treasure Hunt map and head out to find the public art in downtown Elgin. At each piece of public art we will have a local artist there. Talk with them, collect your stickers, and head back to Art Central to redeem your completed map for prizes.

“Continuum,” which is the new piece for Elgin, focuses on issues concerning social and interpersonal communication. It represents the change and growth of the city of Elgin over the course of time. Just as the city changes, so does the sculpture as the viewer walks around the piece. You can view some of Nathan’s other works by visiting his website nspsculpture.com or by taking a short road trip to the Skokie North Shore Sculpture park. New to the Art Treasure Hunt this year will be the three new pieces of public art, which will be unveiled at the start of the event. The originating artists of two of the new pieces — Joanna White and David McCarty — will be at their works for you to ask questions! Be sure to be in costume while you are out and about on your hunt as several of the downtown businesses will be open for trick-or-treating. Head back to Art Central for the costume contest at 3pm! Expression: The Baggage You Leave Behind

A Suitcase and a Dream Sometimes, by choice or by fate, an artist’s life gets reduced down to just two things: a suitcase and a dream. That’s how Elgin singer/songwriter Char has titled her debut EP, filled with scenes from a journey, and thousands of miles of music.

Collected over a period of several years, the five songs are a testimony to a faith in God that Char credits with giving her life a meaning, a purpose and a future, following a painful period that she hints at, but does not explain. That forward-looking perspective is present everywhere on the album. “Seasons of Life” starts the journey on a tender note with the words In the springtime rain will fall But if you wait a little while Flowers unfold It’s not just a metaphor for faith; it describes how the songs on the album blossom in your ears the longer you listen.

Char’s music doesn’t give up everything in the first thirty seconds, it continues to surprise you with fluid song structure and excursions of melodic rapture. Char’s versatility is impressive. “Bustin’ Out” is an edgy rock anthem that incorporates a variety of instrumentation and creative arrangement. “Best Friend” is a smooth R&B track that stays more in one pocket musically, but that entirely matches its message of constancy. Either of these songs would fit right into any big city’s FM playlist. Spanish guitar and strings accompany the searching quality of Char’s voice in the low register on “My Song of Thanks,” then it rises through Latin jazz into symphonic grandeur and resets to an intimate acoustic finale. “New Beginnings” is a fusion of up-tempo gospel that calls to mind Israel Houghton before breaking into freestyle Afro-Caribbean jams that lift up “Dance for your victory!” as the wrap. Thematically, Char’s lyrics use familiar idioms to communicate universal experiences of transformation and renewal, yet the music is refreshingly original, showcasing a great gift of song development and deep power of integrating musical styles. We like Char’s voice best when it’s unrestrained, jubilant and reaching for the heights, and that’s where she hopes to lead you with her Suitcase and a Dream. — JP

Our Town tells the story of the fictional American town of Grover’s Corners, New Hampshire, between 1901 and 1913 through the everyday lives of its citizens. It is an “allegorical” world which represents the universality of human existence. Setting the play in the theatre in which it is being performed, Wilder uses various “metatheatrical” devices. Arcomusical More than just a band, Arcomusical is a DeKalb-based 501(c)(3) non-profit organization that advocates the awareness and artistic advancement of the Afro-Brazilian berimbau and related African musical bows through performance, education, composition, publication, research and community. Although the berimbau is a well-known instrument in Brazil, most people in the United States remain unaware of this instrument family and its elegant beauty and simplicity. Musical bows are the most popular and widespread traditional string instrument found throughout sub-saharan Africa, and the berimbau made its way to Brazil via the Transatlantic slave trade. The berimbau’s closest relatives are found in southern Africa, specifically in the Portuguese speaking countries of Angola and Mozambique. The play is performed without a set on a mostly bare stage. The Stage Manager of the theatre addresses the audience directly, brings in guest lecturers, fields questions from the audience, prompts actors, cues scene changes, Transports the audience back and forth in time to relay the story and fills in playing some of the roles. With a few exceptions, the actors mime actions without the use of props. The actors are clearly aware of the fact that they are only acting, not being the characters. Skulls have been a Mexican folk art motif since antiquity and are a national symbol of Día de Muertos (“Day of the Dead”), now an Autumn holiday which blends ancient Aztec, Spanish and Christian traditions into a practice of honoring the deceased. The image of the decorated skull which appears in fine art, tattoos and seasonal decorations can be traced to the drawings of José Guadalupe Posada, the Mexican arist who created a series of satirical illustrations of well-dressed skeletons. It was his comment on the autocratic Presidency of Porfirio Diaz, a period when wealth became concentrated among elites and foreign investors. Native Mexican women who ignored their own heritage and tried to imitate European aristocratic styles by whitening their skin were nicknamed garbanceras (chick peas) after the popular food of Spain. La Calavera Garbancera was Posada’s iconic 1913 image, accompanied by the headline “Las que hoy son empolvadas garbanceras pararán en deformes calaveras.” (“Those who are now powdered garbanceras will end up in deformed skulls.”) Posada himself and the “elegant skull” character (La Calavera Catrina) later appeared in a famous 1947 mural by populist artist Diego Rivera which depicted Mexican historic figures from the period just before the Mexican Revolution of 1910 and the ensuing civil war. Mexicans have been migrating to Elgin since the 1920’s and nearly half of the City’s population is now of Latino origin. Día de Muertos and its imagery have found renewed popularity here, and our largest outdoor festival, Nightmare on Chicago Street, now distinguishes us as a center of blended Autumn holiday traditions. Every year, calaveras catrinas now appear in our shops, galleries, and schools, as a symbol of a cherished family ritual of honoring our ancestral heritage, and a reminder of the power of artistic expression in addressing racism and injustice.

Spirits of Elgin

Spirits of Elgin recognizes the people who left a mark on this place, but whose faces appear only our photographs and memories until now. Caution: defacement of public or private property is a crime under Illinois law and the Elgin municipal code. Penalties are worse when a church, school or memorial is involved. Please do not tag anything that does not belong to you without permission.

It’s a collective art project intended to decorate the community with subtle reminders of people whose presence here made a difference we can still see and feel.

Step 1: Carefully cut on the dotted line with a hobby knife or scissors. Remove the paper from the middle.

Step 2: Tape the four corners of the stencil to a safe surface. It works best if the stencil is lying down flat. Spray paint through the opening to transfer the design to the surface underneath.

We also firmly believe that if you’re gonna do this, you better do it right and give the audience MORE than what they paid for. Dynamic playing, tight three-part harmonies, dance floor-friendly energy and lots of love are what you can expect to experience at a Belvederes show. So get in on this rockin’ dance party! Ya won’t be sorry! 8p, Danny’s on Douglas, 231 Douglas Ave. 847.742.5400 dannyspizzaelgin.com Full Moon Ride: October It’s the monthly Elgin full moon ride. This will be a moderate pace ride for a few miles throughout the core neighborhoods of Elgin. Reminder: Illinois State law requires bike riders to have a clear light on the front and a red reflector on the back for night time riding. That would be the minimum attempt for safety, so let’s all be easy to see on the street 9p, Advocate Park, 179 E. Chicago St. . Free

Nightmare on Chicago Street The safe zone will be under heavy military control this year in order to keep everyone safe from the infection. Once again, in order to stay alive, you need to proceed to Nightmare on Chicago Street (enter the safe zone through the gates at Spring Street, Douglas Avenue, Grove Avenue or Fulton Street) in order to maintain all human survival. Chicago Street from Douglas to Villa will be sanctioned as the SAFE ZONE. We cannot guarantee that the safe zone will be maintained in an orderly manner. As with all viral

BRAVO infections that occur, some people will undoubtedly FREAK OUT and destroy some of the businesses and buildings in the safe zone. Expect some of the businesses to be boarded up, trash everywhere, burning tires, some of the left over cars may be damaged and overturned, as well as ZOMBIES being caged up. Do not fear! Your safety is guaranteed by military presence, concerned citizens and our Zombie Defense Initiative. Some of the businesses will be open for you to get food, shelter (YWCA Warming Station), medical treatment (an ambulance will be there with doctors on hand), and many more food and drink stations throughout the safe zone. As with all groups of people (or things), some have a kind heart to them and will feel bad for the undead. Expect protesters there fighting for ZOMBIE RIGHTS and several ZOMBIE MARCHES may occur. This may be your last shot at survival, so we at the ZDI will make sure that every human has a good time with 4 stages of entertainment, bands, food, drinks, vendors, food vendors, live graffiti artists, and guests like SVENGOOLIE. In order to maintain some sort of economic health after the apocalypse we are asking for a nominal safe zone entrance fee. This will get you into the safe zone to partake in all of the entertainment, but more importantly it will guarantee your survival! Online

From This River Town

Three Poets on Peace and Quiet by Mary Ellen Goodwill When the mowers, the edgers, the blowers, the stone cutters, the sweepers, the trash haulers and all the remaining power tools known to mankind are silenced, a profound quiet is revealed. Slowly, from that quiet, small sounds arise: the scratching of a squirrel in the leaves, the flitting of the birds from the feeders, the closing of a screen door. Acorns dropping on the patio blocks. Included in Songs of Unreason, a book of poems by Jim Harrison, are these three lines: The day was so dulcet and beautiful I could think about nothing. I lost my head. What a respite is the gift of quiet. It is a sigh in and of itself. A lowering of the eyelids. A tendency to dream. In his poem “Memory From Childhood” Antonio Machado described

A chilly and overcast afternoon of winter. The students are studying. Steady boredom of raindrops across the windowpanes. The fertile field of boredom is enhanced by quiet like a fresh snow atop the ice from yesterday. Three year old Sybil walks barefoot among the ferns beside her home in Elgin on an August day. Wearing a flowered two piece sun suit, she is a Tahitian princess soon to be lit by fireflies. Her world, a million miles away. Thankfully, classroom teachers still have “designated quiet time” and some begin the school day with group meditation.

Me gustas cuando callas porque estás como ausente, y me oyes desde lejos, y mi voz no te toca. Parece que los ojos se te hubieran volado Y parece que un beso te cerrara la boca.

Bring out the white paper and boxes of crayons. Allow for the peace and quiet. From “Twenty Love Poems: 15” by Pablo Neruda:

Elgin Vision Center The Source for Complete Vision Care

I like it when you’re quiet. It’s as if you weren’t here now, And you heard me from a distance, and my voice couldn’t reach you. It’s as if your eyes had flown away from you, and as if Your mouth were closed because I leaned to kiss you.*

“We promise to provide excellence in vision and eye care health in a friendly and caring atmosphere by the most knowledgeable and experienced staff. We guarantee your satisfaction.

Outcast Spirits A bad reputation is hard to shake. People who have lived here more than thirty years can recall a time when downtown Elgin was not a pleasant place in which to spend an evening, perhaps not even a safe one. People dismissed the center city as a place for drunks, vagrants and crooks. As late as 1998, when R.R. Donnelley moved into the Kresmery building at 168 E. Highland Avenue (former home of Ackemann’s department store), the new tenant required closed-circuit security cameras installed in the Spring Street parking deck, and an officer on duty to give night shift employees a little peace of mind. Things have improved greatly in recent years, and the number and severity of incidents has declined. As of 2016, serious crimes (involving violence or theft) dropped to about 16 per capita, compared to 48 in 1972, and an all-time high of 63 per capita in 1989. By far the biggest number of law enforcement incidents are “quality of life” offenses, such as noise complaints, fighting and other disorderly conduct, and public intoxication. According to crimereports.com, which displays timely information on the locations and types of incidents as reported by the Elgin Police Department, the biggest problems among approximately 300 incidents in a recent period were noise-related (77), and specifically alcohol-related (36). Intoxication is often a factor in other offenses, even if they are not reported as such.

ON nuisance ordinance in November 2016, which would provide a legal basis for the removal of chronic offenders from parks and the center city. The law is most likely to affect homeless individuals who frequent the downtown streets and riverside. Though controversial, downtown residents have attested to a decline in problems since the law went into effect. To further discourage bad behavior downtown, the City recently defined a Center City Business District and banned the sale of single containers of any alcoholic beverages for off-premises consumption by any retailer within the district. Limiting the availability of low-cost, high-alcohol drinks in small packages is intended to cut down on public drunkenness and its consequences. The ordinance also added to an already long list of prohibited beer and wine products that cannot be sold anywhere by the single container. The listed of banned beers and malt liquors now stands at 41, and the fortified wines on the black list remain at six.

Although finding a long list of beer brands inserted into Elgin’s municipal code seems odd, the intent is in line with many other cities like San Diego, Portland, Tampa and Washington, DC. These municipalities have rules on container size or type, alcohol content, temperature of product, or geographic areas. The Alcohol Epidemiology Program at the University of Minnesota published a 2008 study which concluded that “malt liquor and fortified wine are perceived to be a problem in the majority of large U.S. cities.” Based on interviews with 115

It would seem that the concern with sales of strong, cheap booze packaged for immediate consumption is not misplaced. However, we could not find any other city’s code that lists brands by name.
