WAS AN EXCITING YEAR in British Columbia. While the economy had its challenges, our Province continues to move forward with significant infrastructure spending across a number of sectors. The commercial real estate stock, in particular, continues to grow with a number of new developments underway throughout Greater Vancouver, Victoria and the Province.
Our Association completed a successful year with many new members; a multitude of outstanding events; and a budget surplus. We entered 2013 with a very ambitious business plan for the year and accomplished all of our goals.
Highlights: • Expanding and enhancing our Energy Management Program. Our new energy tracking service BOMA uTrack was launched and many member companies are participating.

• Our partnership with the Province of BC (LiveSmart), BC Hydro and Fortis Gas for energy management services (BOMA EMP) has provided us with the foundation for a one-stop shop for member building energy needs. • BOMA’s Clean Connect Program was an unexpected opportunity to provide subsidized installation of new electric vehicle charging stations in member buildings. • Continued expansion of the BOMA BESt program with many new certifications, renewals and numerous buildings improving their rating level. • Numerous educational seminars and technical luncheons were offered, including continued financial support to BCIT and SFU real estate students. • Advocacy with various government levels to promote effective regulation that recognizes the ability of our industry to manage building operations, such as energy bylaws, without unnecessary marketplace intervention. Taxation is a large part of our government affairs. • Planning our communications and social media strategy to stay in tune with the changing technology and application needs of a new digital world. These are in addition to the many ongoing programs and services provided every year to members. We’re pleased to report that your Association continues to be fiscally strong, efficient and effective.

• The AGM was held April 23, 2013 and was followed by a lunch presentation given by Jon Stovell, President of Reliance Properties Ltd., on the development of the historic Northern Junk buildings and the heritage-designated Janion Hotel in downtown Victoria. • The annual golf tournament was held on a fabulous warm day in July at the Olympic View course – the same venue as last year. It was again oversubscribed and attracted a total of nine gold, silver and bronze sponsors. The HELP FILL A DREAM FOUNDATION for children with life-threatening illnesses was presented with a cheque for $5,000. • A lunch presentation by John Saunders of Enterprise Protection Associates on security and risk management issues entitled: “What keeps property owners and managers up at night?”. • The Christmas Luncheon was held at the Inn at Laurel Point. It was again a full house of members and guests who enjoyed a traditional holiday lunch whilst gazing out over Victoria’s Inner Harbour. A cheque for $3,000 was presented to the MUSTARD SEED CHURCH AND FOOD BANK. ■

REPORTED MANY ACCOMPLISHMENTS in 2013 and did so within the approved budget. An excess of $258,330 revenue over expenses was reported by the Auditor with net revenue at $786,517 and $528,187 in expenses. BOMA BC net assets increased from $1,202,201 in 2012 to $1,460,531 in 2013. This includes the Operating Account as well as the General Reserve Fund of $267,975; Advocacy Fund of $71,000; and Special Initiatives Fund of $50,000. BOMA continues to meet its obligations under the Society Act and provides member services while maintaining a healthy financial position. ■ Full audited statements are available at… www.BOMA.BC.ca

EAR 2013 was another success for the Energy Management Program (EMP). The EMP helped members with energy efficiency projects that saved over 1 GWh of energy and over $100,000 of avoided utility and maintenance costs. We saw members granted almost $200,000 of incentive money from utilities because of these projects. We also welcomed a new member to the EMP team, Ida Keung, who took on the Business Energy Advisor role, assisting with energy projects for smaller businesses and buildings. The EMP team’s ultimate goal is to provide assistance and support to BOMA BC members with their energy management and sustainability initiatives. We are constantly involved with municipal, provincial, federal, and in a few cases, international sustainability initiatives. We are focused on ensuring the commercial real estate industry's concerns and priorities are well represented and heard by all levels of government. The EMP team also supports the following programs that are offered to members at preferred prices: BOMA BESt: BOMA introduced an updated program version with new modules in 2013 and continued with excellent participation and recognition for buildings achieving the industry standard in all parts of the province. See page 8 for full report. ■
BOMA Clean Connect: BOMA BC, in partnership with the Province of BC, was able to offer a limited time incentive program for the purchase and installation of electric vehicle charging stations. The program provided funding for up to $4,500 per charging station. With a target set by the Province at 125 charging stations before March 31, 2014, BOMA had achieved, as of December 31st, 2013, 125 application approvals with over 90 stations installed and functional. This initiative helps government establish their goal of an electric vehicle infrastructure and, for far-sighted building owners, an opportunity to be at the leading edge. ■
BOMA uTrack: Developed and powered by PUMA, this utility monitoring system has helped numerous business owners and property managers with tracking and analyzing their energy consumption and greenhouse gas emissions. Participating BOMA members are now able to better understand their building portfolio electrical and gas consumption, identify conservation projects and track success of these projects. ■ e-Energy Training: Since 2009, this interactive online energy management training program has taught building operations personnel how to easily identify energy reduction opportunities and better understand energy conservation principals. The course also educates students on how to develop strategies to encourage stakeholders to save energy. This self-paced online course provides building operators, engineers, and managers with a refreshed set of skills and knowledge to identify and act on energy reduction opportunities. ■ Total Waste Management: Since 2010, BOMA BC has partnered with Urban Impact to provide BOMA members with a Total Waste Management (TWM) Program, a onestop, cost effective recycling service. They are equipped to provide custom solutions to meet all BOMA members' recycling needs. The services offered by Urban Impact include: paper; cardboard; mixed containers; batteries; electronics; and organics. In addition, Urban Impact can provide a comprehensive waste audit to help identify and improve current waste practices. ■
Energy & Environment Committee The E&E Committee supports members with the development and delivery of initiatives related to sustainability. The members are kept up-to-date on industry trends, news, and policy/legislation/bylaw information relating to energy and the environment. Important information is posted on BOMA BC’s website, in BOMA Energy eXpress Newsletter (BeX) and via email communications. In addition, the creation and delivery of ongoing educational events, awareness campaigns, and other programs are a result of this committee. ■

T
HE CITY OF VANCOUVER commissioned a study on property tax policy in 2013 and BOMA was actively involved. The Commission, made up of three property tax experts from across Canada, was tasked with addressing the following issues: 1. Tax share between Residential and Commercial 2. Metrics for monitoring tax share between classes 3. Predictability and stability of tax changes
BOMA has been a strong advocate for further tax shifts from the commercial classes to residential classes. At the present time 7% of the properties in Vancouver are commercial and still pay 47% of the property tax burden. A report from the Property Tax Review Commission addressing property tax policy determined that the shifting that has occurred over the past six years has created a stable business environment in the City of Vancouver and that no additional shifting is necessary at this time. A set of metrics have been established to support shifting in the future.
• Reviewed Metro Vancouver Waste Disposal Plan.
In a staff report to Council dated March 4, 2014, there is a recommendation to consider adopting targeted 5 year land averaging. The recommendation suggested an increased eligibility threshold be set at 10%, for example, and any properties that increase in value in excess of the set threshold would qualify for 5 year averaging. For properties with significant increases, this policy would be of assistance while at the same time it is anticipated that the subsidy from other commercial tax payers could be less than the current three year averaging policy.
• Examined the issue of public protests on private property.
It will be June before any City of Vancouver decisions are made on tax policy in Vancouver. ■
• Appointed to BC Safety Authority industry stakeholder group re: long term planning.
Provincial Government
Regional & Other Issues
• Participated at BC Advanced Conservation & Efficiency Association stakeholder meeting. • Attended 2013 Provincial Budget ‘lock-up’ presentation and media event. • Hosted meetings with City of Vancouver officials to provide input into new bylaws for energy efficiency permit requirements for building upgrades. As part of a consultants’ Organizational Review for BOMA, the Board approved a business plan goal to expand our government affairs & communications role with a new BOMA staff position to take effect in 2014. ■

BOMA continued in 2013 to meet with senior levels of provincial government. Following the 2013 election, BOMA received special invitation from the Premier to attend her cabinet minister appointment ceremony. In November, BOMA had a private ‘sit down’ meeting with Environment Minister Mary Polak to discuss our role in transforming the commercial buildings industry and our initiative with the Climate Action Office to provide & install electric vehicle charging stations. More recently, BOMA met with Energy Minister Bill Bennett to apprise him of our ongoing efforts and encourage continued incentives and support for energy conservation. Both meetings were very positive! ■

HAS BEEN ACTIVE throughout Canada and internationally for many years. In early 2013, BOMA BC completed a license agreement with BOMA China to offer our BOMA e-EnergyTraining program to Chinese building operators. This came as a result of a BOMA China invitation to BOMA EVP Paul LaBranche to speak on green buildings at a China government sponsored conference in Beijing a year earlier. BOMA BC has hosted two Chinese delegations to Vancouver in 2013. BOMA BC, the originator of the internationally recognized EARTH award, met with BOMA International in Banff to learn of their latest initiatives. BOMA BC is lending its expertise to BOMA Canada in our collective efforts to bring attention to BOMA BESt standards globally. The BOMA BC Board continued in 2013 with its summer meeting with the BOMA Seattle Board – our colleagues invited BOMA BC to their centennial event in the previous year. BOMA BC has helped BOMA Canada revise its bylaws and has licensed the ‘BOMA’ trademark (owned by BOMA BC) to BOMA Canada to control nationally and to sub-license to all Canadian BOMA associations. ■

IS THE ACRONYM for ‘Building Environmental Standards’. The BOMA BESt environmental program provides certification to buildings and facilities, and helps building owners benchmark against an accepted industry performance standard. It also identifies ways of improving how buildings are managed and operated from an energy and environmental perspective. BOMA Canada launched BOMA BESt version 2 in 2012. Since its inception in 2005, the program has evolved substantially to keep pace with industry trends and best practices.
Some of the changes include: • Revised building assessments for five types of commercial properties including Offices, Open Air Retail plazas, Shopping Centres, Light Industrial buildings, and Multi-Unit Residential Buildings (MURB). • Addition of the Health Care assessment module. • Updated references to industry standards and other helpful resources. • Expanded explanations for program requirements. • Transparency of points allocated for each measure.
