BOMA BC Year in Review 2018 Chair’s Message

I

T’S SAFE TO SAY this past year has been one of transition for BOMA BC. Since I started my term as Chair in April, we’ve had two new Directors join the Board and our new President, Damian Stathonikos joined us in May. Another important transition was updating the Association’s bylaws to comply with the Societies Act. These transitions have been smooth, largely due to the strong capabilities of Damian and the Association staff. I’m pleased to share we’ve had another successful year achieving our strategic objectives. Our advocacy efforts resulted in additional support from BC Hydro, Fortis and the Province for our energy services. We continued to collaborate with the Province on our Labour Market Strategy, successfully completing our third phase of work and look forward to the fourth phase in 2019 – 2020. This work is to support the employee base for our industry, as we address both retirements and new technologies. Our collaboration with BOMA Canada continued, including our planning for BOMEX 2020. It was great to have more BC buildings become BOMA BEST® certified, and win awards at the national and international levels. A special acknowledgement for Manulife Real Estate’s 980 Howe Street in Vancouver, which won both a national Net Zero Best in Class Award and a BOMA International TOBY award. Membership increased in 2018 and we continue to support the emerging professionals in our industry with a vibrant and popular Young Professionals program. I’m looking forward to what the year ahead brings for BOMA BC and our industry, and we will continue to be the voice for the commercial real estate industry in British Columbia.

J

OINING AN organization that’s 108 years old and following Paul’s 24-year legacy has been an honour. I’m grateful for the warm welcome I’ve received from members. I’ve enjoyed meeting many of you over the past ten months. This year has focused on building on our strong foundation, understanding what our members want and delivering true value for your BOMA BC membership. It’s clear that you value our networking events and educational seminars, as well as our advocacy efforts. Thank you for being BOMA BC members. We’ve had another year of fantastic events ranging from our biggest ever Boat Cruise and Christmas Luncheon to another sold-out Golf Tournament. Thank you to our corporate sponsors for their support over the past year, as well as our event sponsors. Our networking luncheons have covered a wide range of topics such as the impact of cannabis legalization and new technologies. We’ve worked closely with municipal governments and the Province on important issues, including commercial property taxes, permitting and retrofit incentives. We also continued our popular energy services and education via the Energy Manager and Energy Advisor roles. Thank you to everyone for your support of BOMA BC and your contribution to a successful 2018.

Greater Victoria Chapter

I

N SOME WAYS 2018 was familiar for the Victoria Chapter. We held the regular annual events and building tours, but the Board challenged itself to start bringing new and different offerings to the membership. As examples, we were very fortunate to be able to hold a Mayoral Forum at our Annual General Meeting, and we planned our first Social Networking Event. We were pleased to have Murray Rankin, Member of Parliament and previous Opposition House Leader as speaker at our May luncheon. Our annual Golf Event was held in late June. We supported HeroWork again this year and were proud to provide a donation of $7,000 to the organization. We also toured the Capital Park development, Victoria’s only Platinum LEED Building. Members were educated at a Lunch and Learn regarding Asbestos Abatement. The Christmas Luncheon was well-attended as usual and was held in support of The Mustard Seed. $6,000 was raised to aid them in their community efforts. Finally, ‘2030 District’ turned from discussion to action. Thank you to our dedicated Board members and all of the volunteers within our membership, for all your help creating another successful year. ■

BOMA Financial Report 2018 Revenue & Expense

BOMA BC

REPORTED MANY ACCOMPLISHMENTS in 2018 and did so within the Board of Directors approved budget. As per bylaw, BOMA BC financial statements are audited annually, and in 2018, by the Vancouver Chartered Professional Accounting firm Loen & Company. The Auditor reports an excess of $132,569 revenue over expense for year ended December 31, 2018 ($167,407 in 2017). Total revenue is recorded at $1,567,718 and expenses (including amortization) at $1,435,149. BOMA BC end of year net assets have increased from $2,078,499 in 2017 to $2,211,068. This includes the operating account as well as the General Reserve Fund of $500,000; Advocacy Fund of $75,000; and Special Initiatives Fund of $50,000. Short term investments consist of Guaranteed Investment Certificates with maturity dates of one year or less from date of acquisition. BOMA continues to meet its obligations under the Societies Act and provides member services while maintaining a healthy financial position. ■

Government Affairs BOMA

STAFF LOBBY HARD on your behalf because regulations that are proposed daily could have huge consequences on the industry if not properly matched with advocacy. This year our President, Damian Stathonikos, presented to the Legislature’s Select Standing Committee on Finance and Government Services about the ways we think the provincial government can make strategic investments that will benefit our industry. BOMA has been advocating for the provincial and federal governments to provide incentive funds to help with climate change adaptability. One of the results is the new EfficiencyBC incentive program which was launched this year to help buildings fund energy efficiency upgrades. In partnership with BC’s Ministry of Energy, Mines and Petroleum Resources, BOMA created a Business Energy Advisor role to help members build their business case on how to implement energy efficiency upgrades. BOMA also collaborated with Natural Resources Canada to start working on projects related to recommissioning and energy efficiency services to assist members.

BOMA met with other business associations to discuss property tax solutions

In response to property taxes increasing at unsustainable rates for small businesses, BOMA recommended the City of Vancouver Councillors consider a 2% shift in the tax rate from businesses back to residents. We’ve heard from our members that a skilled workforce is going to be one of the most pressing needs of the industry over the next decade. With the guidance of our Governance Advisory Committee, we completed Phase 3 of the Ministry of Advanced Education, Skills and Training Sector Labour Market Partnership Program to develop a Labour Market Strategy for our industry. BOMA worked closely with other business associations over the past year to encourage the City of Vancouver and the Province of BC to back away from their suggestion to introduce a Commercial Tenancy Act and proposed commercial rent controls.

Tour of Technical Safety BC BOMA met with the Superintendent of Real Estate for BC, Michael Noseworthy, and his staff

We have established new and stronger relationships with the Office of the Superintendent of Real Estate and the Real Estate Council of BC to ensure that the voice of the commercial property management sector is well represented in new policy and licencing discussions.

BOMA hosted a forum with Greater Victoria mayors from Langford, Victoria and Saanich

BOMA has been working with the City of Vancouver on solutions to speed up the development permit process which has resulted in a strategic plan to be implemented in the coming year. In addition, BOMA continues to have a representative on the Urban Design Panel to help ensure the industry has a voice when new developments are being considered in Vancouver. After negotiation with the City of Vancouver, there will be no registration costs related to their forthcoming cooling tower and water feature registry. BOMA continued as a member of the Coalition of BC Businesses strategy group, which aims to support smart policies that foster a favourable business environment. The group’s focus is on keeping the economy strong and creating good jobs for British Columbians. BOMA will continue to advocate on your behalf on important issues, saving our members millions of dollars each year, and benefitting the entire industry for years to come. â–

Energy Management Program (EMP)

T

HE EMP is a suite of services that provide assistance and support to BOMA BC members with their energy and environmental management initiatives. Additionally, BOMA’s Energy Manager helps ensure the commercial real estate industry has support and representation on issues concerning energy and sustainability with governing bodies. This past year David Salsberg was brought back to BOMA BC as Energy Manager. In addition to completing energy assessments for 26 buildings, he developed Strategic Energy Management Plans for four BOMA BC member companies. We also contracted the services of Jennifer Davis of TurnLeaf Consulting in 2018 to identify opportunities to support our membership and grow our energy and environmental platform. Jennifer completed two surveys of our membership which helped us to distinguish priorities. She also worked on the development of two new projects with Natural Resources Canada that will be launched in the Spring of 2019. BOMA BEST 3.0 continues to attract new and renewing buildings seeking certification. The program was substantially revamped in 2017 and while it definitely has more rigor than in previous versions, it’s also more interactive and allows for less time-consuming renewals in future. ■

Services offered to BOMA BC members at a discount through the BOMA EMP: BOMA uTrack… This utility monitoring system (powered by PUMA) has helped numerous business owners and property managers with tracking and analyzing their energy consumption and greenhouse gas emissions. Participants are able to better understand the electrical and gas consumption in their buildings, identify conservation projects and track the success of these projects. e-Energy Training… This interactive online energy management training program has taught building management and operations personnel how to easily identify energy reduction opportunities and better understand energy conservation principals. The course also teaches how to develop strategies to encourage stakeholders to save energy. This self-paced online course provides building operators, engineers, and managers with a refreshed set of skills and knowledge to identify and act on energy reduction opportunities. Total Waste Management… The Total Waste Management program is a one-stop, cost effective recycling service that includes: paper; cardboard; mixed containers; batteries; electronics; and organics. BOMA BC members receive a comprehensive waste audit to help identify and improve current waste practices and receive a discount for this service.

BOMA BEST® BEST ® is the acronym for ‘Building Environmental STandards’. The BOMA BEST® national environmental program provides certification to buildings and facilities and helps building owners benchmark against accepted industry performance standards. It also identifies ways of improving how buildings are managed and operated from an energy and environmental perspective. Since its inception in 2005, the program has evolved substantially to keep pace with industry trends and best practices. The program addresses an industry need for realistic standards for energy and environmental performance of existing buildings based on accurate, independently verified information. BOMA BEST® 3.0 includes seven modules for certification (office, light industrial, shopping centre, open air retail, multi-unit residential, health care and universal). These certifications focus on ten areas: energy; water; air quality; comfort; health and wellness; purchasing; custodial; waste; site; and stakeholder engagement. ■

Energy & Environment Committee This committee develops and delivers energy and sustainability related initiatives, plans awareness campaigns/events, and provides advice to BOMA on programs, policy and legislation related to energy and sustainability. Activities in 2018 included: • Case studies: • Heat Recovery Initiative - VanCity replaced their regular chiller with a Heat Recovery Chiller resulting in a reduction of 95% of their natural gas consumption and 75% reduction in GHG emissions. FortisBC incentivized 34% of the project’s cost. • Waste diversion caption rates – currently in progress. • Created a BOMA BEST starter kit for membership. • An energy and environment survey was delivered to understand members’ needs and gain feedback on current services. • Presented on BOMA BEST at BUILDEX Vancouver with Fitwell.

Health & Safety Committee The purpose of this Committee is to review and provide feedback to different agencies and organizations regarding regulatory changes that may impact our membership. The committee represents our members by attending advisory committee or task force meetings for any number of proposed regulatory changes. After discussing the impacts of proposed regulations amongst the committee and members, they help BOMA advocate to the regulatory body for the best possible path forward for our industry.

Emergency Response Task Force The Task Force helps the association and membership plan for large-scale emergency situations and natural disasters, as well as strategic security best practices for buildings. The committee networks with local, regional and provincial emergency response resource personnel and communicates advice to BOMA members. The task force has helped organize education sessions on emergency planning, and advised BOMA staff on best practices, strategies and new technologies. ■

BOMA Networks, continued Boat Cruise Attendance more than doubled this year, with 192 guests. The ’80s theme event featured live band The Atari Radio Starz and ’80s music trivia.

Ski Day Fifty-eight members enjoyed a day in Whistler. The trip included roundtrip transportation, a lunch gift card and dinner at Caramba.

BUILDEX & the Vancouver Real Estate Forum BOMA BC was the Principal Sponsor for BUILDEX Vancouver. We were pleased to be a Supporting Association of the Vancouver Real Estate Forum, the region’s largest conference on investment and management issues for our industry.

Volunteers With a staff of just five, BOMA relies on over 70 committee members (across fourteen different committees), and thirty special event volunteers. We call upon them to do a wide range of tasks including analyzing, brainstorming, developing, decorating, coordinating, representing and researching. HE BOMA BC Gerry Thomson Memorial Bursary was established to assist new professionals into our industry. The endowment provides annual donations to BCIT and SFU real estate program students.
