CONDADO DE SAN JOAQUIN, CA - El 3 de agosto de 2012, los Servicios de Salud Pública del Condado de San Joaquín confirmaron su primer caso de Virus del Nilo Occidental (VNO) del 2012 en el ser humano y un caballo. La enfermedad del Nilo Occidental se transmite más comúnmente a los seres humanos y animales a través de la picadura de un mosquito portador del virus. First Cases of West Nile Virus SAN JOAQUIN COUNTY, CA — On August 3rd, 2012 The San Joaquin County Public Health Services confirmed its first case of West Nile Virus (WNV) infection in a human and a horse for 2012. West Nile Disease is most commonly transmitted to humans and animals through the bite of a mosquito harboring the virus. According to the Public Health Services agency, most individuals who are infected with WNV will not experience any illness. The risk of serious illness to most people is low. About one in five people infected with WNV will develop West Nile Fever with symptoms of headache, fever and fatigue. However, some individuals -- less than 1 percent -- will develop serious neurologic illness such as encephalitis or meningitis. Individuals 50 years of age and older have a higher chance of getting sick and are more likely to develop serious symptoms when infected with WNV. Recent data also indicate that those with diabetes and/or hypertension are at greatest risk for serious illness. Eliminate all sources of standing water on your property, including flower pots, old car tires, wheelbarrows, rain gutters and pet bowls. Clean horse watering containers weekly. Schedule irrigation to minimize standing water. Neglected swimming pools are also prime habitat for mosquito development. Keep ponds aerated and stocked with fish that will eat mosquito larvae or use commercially available products to eliminate mosquito larvae. Additionally, from dawn to dusk, the Mosquitoes that carry WNV tend to bite in the early morning and evening so it is important to stay inside with your pets and stable horses at these times. When outside, individuals should wear clothing that reduces the risk of skin exposure to mosquito bites (i.e., long pants and long-sleeved shirts). Apply insect repellent containing DEET, picaradin, oil of lemon eucalyptus or IR 3535 according to label instructions to keep mosquitoes from biting you. Apply repellents only to exposed skin and/or clothing. Health Careers Academy (HCA) and the California Department of Corrections and Rehabilitat ion a lso entered into an agreement to provide a total of $700,000 over four years to Stockton Un i f ie d S c ho ol D i s t r ic t (SUSD) and HCA to support the new high school and provide a pipeline to help meet the employment needs of the CHCF. STOCKTON, CA – The San Joaquin Pride center will host Stockton’s first Pride Festival in recent history on Saturday, August 25th, 2012 at Oak Grove Regional Park. In Addition, there will be a pre-event celebration and art exhibition held on Friday, August 24th, 2012 at the Mexican Heritage Center and Gallery from 6PM until 9PM. Saturday’s Festival is promoted as a family friendly event that includes children play zones, teen dance tent, local cultural performances, live bands, DJ’s, arts and craft booths as well as food and beer. “I am excited to be working with our business partners in putting on what we hope to be an annual tradition for not only our LGBT [Lesbian, Gay, Bisexual and Transgender] people but for the entire community,” Said San Joaquin Pride Center Executive Director Nicholas Hatten. The San Joaquin Pride Festival is free and open to the public, however any proceeds from sponsorship

will support the non-profit organization and its mission to, “provide the tools and resources needed for LGBT people to overcome the challenges they face, flourish to their highest potential, and reach out to the larger community to promote acceptance and equality for all.” On Friday evening, the Mexican Heritage Center’s exhibition will celebrate the historic event with an evening of music, art and food. “LGBT artists are invited to provide samples of their work via email for consideration. Research and Devleopment : Settling for Tres Leches Cake

(AD KITCHEN) Cada nueva panadería comienza con fé, y un plan de negocios. Tu clima de negocios es una panadería, una concesionaria de automóviles, un periódico o un planificador de bodas que de alguna manera se pueden relacionar. Usted miró a su pasión y la combinó con un plan. ¿Por lo menos una vez miraste hacia el cielo con las estrellas en tus ojos sobre todas las posibilidades? ¿Te acuerdas de haber estado emocionado por todo lo que podías hacer con tu nuevo plan e incluir todas las ideas posibles en él - incluyendo el fregadero de la cocina? Después, miraste a tu negocio e investigaste acerca de lo que querías que tu negocio se tratara. Esta panadería simbólica comenzó con un sueño para crear el mejor pastel de Tres Leches creyendo que había una escasez de las panaderías con este manjar. Se dispusieron a ser los mejores. Y una vez que tenían la receta que parecía estar funcionando bien la mantuvieron en marcha, día a día - todos los días se convirtieron igual. Pero tiempo después nuevas panaderías empezaron a aparecer. Se podía decir que había un mercado para el pastel de Tres Leches y quería un pedazo de él (yo no los culpo, es delicioso). De repente, se dieron cuenta que su negocio estaba en bajando. Sin embargo, continuaron haciendo lo que habían hecho todos esos años. No entendiendo que su investigación original se había convertido obsoleta - el mercado ya estaba adelante de ellos. Si hubieran continuado con sus actividades de R&D (investigación y desarrollo) hubieran tenido nuevos productos en cual apoyarse antes de que cambiara el mercado. R&D no es sólo para los productos, le puede ayudar con los sistemas internos, y mantenerse al día con los avances tecnológicos. Claro, es difícil saber cuánto invertir en R&D ya que depende de la cantidad que estas dispuesto a arriesgar. Investigación y Desarrollo es a menudo algo que ocurre en el inicio de un negocio, sin embargo, muy pocas empresas parecen aceptarlo después de que están establecidos y cada mercado y tecnologías cambian. ¿Estás listo para el próximo cambio en el mercado?

Had they kept up with their R&D (research and development) they would have had new products to fall back on before the market shifted. R&D is not just for products, it can help you with internal systems, and keeping up with technology advancements. Yet it’s difficult to know how much to invest in R&D because it depends on how much risk your willing to take. Research and Development is often something that happens at the beginning of a business, yet very few business seem to continue to embrace it after they’re established and every market moves, every technology changes. A little context for the “paper fish”: Her name is Stella the Steelhead, and she made a special appearance at the CAFE event at the request of Friends of the Lower Calaveras River, whom are members of the CAFE co-op and tenants at the building. Stella the Steelhead was a collaborative art project between youth, activists, and attendees of the 2011 Steelhead Festival. The “paper” surrounding Stella’s wooden frame consists of dozens of Stockton Record articles written about the Delta and waterways in San Joaquin County! While some would attribute that awareness to a heritage steeped in traditional uses of herbal remedies, shamanism and curanderos, others would credit the many media campaigns highlighting the importance of a healthy environment. Either way, according to a new survey, the vast majority of Latinos are environmentally aware and, in some respects, are even more so than the general public. The 2012 National Latinos and the Environment Survey released jointly by the Sierra Club and NCLR, show that Latinos have definite opinions on the state of climate change, the role of government in maintaining a healthy environment and the extent of personal responsibility when protecting the environment. Among the survey findings: • Pollution of our air and water resources is still the top environmental concern for Latino voters nationwide, with 61% saying it is among the top two environmental issues for them and their families. • 43% of Latino voters say they live or work near a toxic site, such as a refinery, a coal-fired power plant, an incinerator, an agricultural field, a major highway, or a factory. This represents a significant increase since 2008, when 34% reported living or working close to a toxic site. • 83% agree that “coal plants and oil refineries are a thing of the past. We need to look toward the future and use more energy from clean sources.” • More than three-fourths (77%) of Latino voters believe that global climate change is already happening, whereas half (52%) of all Americans say that the effects of global warming have already begun. • More than 9-in-10 (92%) Latino voters agree that they “have a moral responsibility to take care of God’s creations on this earth – the wilderness and forests, the oceans, lakes and rivers.” • More than 9-in-10 Latino voters (94%) say outdoor activities such as fishing, picnics, camping, and visiting national parks and monuments are important to them and their families. • More than 7-in-10 (72%) Latino voters agree that “environmental regulations protect our health and our families by lowering toxic levels of mercury, arsenic, carbon dioxide and other life-threatening pollution in our air and water.” • An overwhelming majority (94%) of Latino voters also believe that they and their families can help curb toxic air and water pollution by conserving energy. While the survey taps into those questions that are increasingly weighing on every person’s mind as weather becomes more extreme around the world and natural disasters are becoming the norm, rather than, the exception, it’s one thing to agree with general statements but another to put specifics into practice. So far, we’ve seen that unless local authorities or the government impose fines to comply with conserving energy and/ or water, voluntary public will still lacks — even among Latinos. The good news is that this survey underscores the fact that the majority of Latinos understand the crisis the planet is approaching and wants to do the right thing but until people are told how, step-by-step, and it’s made convenient to comply, good intentions are all that will be recorded for improving the health of the environment.

Rompiendo la tendencia contra la Delincuencia STOCKTON, CA – Mientras la ciudad de Stockton enfrenta altos índices de criminalidad, un distrito de la ciudad está determinado a romper esta tendencia. El Distrito de Mejoramiento Miracle Mile (Milla del Milagro), (por sus siglas en ingles MMID) informó el 3 de agosto, que el mes de julio registro un récord por el bajo número de incidentes de seguridad en los últimos años. La Directora Ejecutiva de MMID, Denise Jefferson, dijo en un correo electrónico “¿Podría ser que nuestras operaciones de seguridad están funcionando? Esperemos que sea una tendencia! “ MMID en coordinación con 235 organizaciones, incluyendo a los comerciantes de Miracle Mile y de la Universidad del Pacífico, juntos financiaron de forma voluntaria a diversas patr ullas en bicicleta para patrullar la calle Harding Way y por las noche los restaurantes y bares locales. Breaking the Trend on Crime STOCKTON, CA - With the city of Stockton facing high crime rates, the city experienced one district that is breaking the trend. Miracle Mile Improvement District (MMID) reported on August 3, 2012 that the month of July held a record for lowest security incident reports in the last few years. Executive Director Denise Jefferson of the MMID said in an email “Could it be that our security operations are working? Let’s hope it is a trend!” M MID c oord i nate d w it h 235 organizations including Miracle Mile Merchants and the Universit y of Pacif ic to voluntarily fund bike patrols on Harding Way and evening security patrols for restaurants and bars. According to Jefferson “The Miracle Mile Improvement District has a responsibility to provide a safe environment for g ue s t s a nd to supp or t the economic vitality of the district.” “Recognizing that the City can no longer provide for all the safety and security needs the Mile merchants have stepped up to the plate, along with the University of the Pacific, to implement additional security patrols throughout the district. T he bu si ne s s e s t h at a r e participating voluntarily should be commended and awarded by the communities’ patronage for standing up to the criminal element plaguing our city by coming together and joining forces with their neighboring businesses,” added Jefferson. Jose was r iding t hat treacherous road down what he describes as the wrong path until he made a decision to change his path in life during his High School years. “Jose Cuevas is a remarkable young teen who dedicates his time and energy to making a positive impact in Stockton,” Said Precious Fortes the Teen Center Coordinator for the Teen Impact Center – under the umbrella organization Family Resource and Referral Services, in an email to a Bilingual Weekly team member. He first showed up on the steps of the Teen IMPACT Center hoping to reserve a space for his high school organization at Chavez High School, Friday Night Live (FNL). Since then, Jose joined the Teen Leadership Council and now serves as the President of the teen leaders at the Center. He has filmed and edited three video projects on health statistics of the two Census Tract zones surrounding

the Teen Center, the city-wide BACK2BAC event, and a project on hom ic ide aw a rene s s i n Stockton. “Jose learned about filming a nd photo g r aphy t h r ou g h positive mentors at the Center who taught him valuable skills and lessons in life, mentors who he refers to as father figures and mother figures in his life,” Said Fortes. “Jose is among many young Hispanic men who grew up in Stockton without a fatherfigure. Due to family financial hardships, his mother often worked and Jose spent a majority of his time unsupervised and alone. In his early pre-teen years he got involved with the wrong crowd and made poor decisions. With very little guidance and resources, Jose grew up angry and lost. It was not until high school that he realized that he needed to change his life for the better. After changing schools in hopes of getting away from the negative influences, Jose settled in Chavez High School and found positive opportunities to be a leader.” BACK2BAC Stockton which st a nd s for “Bel ie v i ng A nd Cha ng ing (BAC) Stock ton” is one of Jose’s passions in which teens f rom a ll over Stockton are able to participate

José también está involucrado con el proyecto de jóvenes de la Universidad del Pacífico el cual estudia la salud de las dos Secciones Censales que rodean el Centro. La zona que rodea

el Centro cuenta con las más pobres condiciones sanitarias y sociales en el condado. En un censo, sen encontró que cerca de la mitad de las familias viven por debajo de la pobreza (47,4%) en comparación con sólo una décima parte de la Provincia (13,5%). José se unió a otros 12 en el Consejo de Liderazgo para Adolescentes; Martie ACOB de Chávez, Chris Mitchell, de Chávez, Gabriel, de Edison, de Sean, Scharlyce, Erika de Ben Holt, Ana de Bear Creek, Vanessa de Lincoln Tanya de Edison, Hannah-de Lincoln, Alex Rosania Stockton Collegiate, Jonathan Moreno de Stagg, A rmando (DJ) de McNair.

Jose is also involved with the youth research project with the University of Pacific looking at the health of the two Census Tracts surrounding the Center.
